In this study, we analyzed whether parents' receipt of welfare affects children's educational attainment in early adulthood, independent of its effect through changing family income. We used data from the Panel Study of Income Dynamics with information on parents' welfare receipt over the first 15 years of childhood. Cross-sectional results show that greater exposure to welfare is significantly associated with children's poorer educational attainment. Family fixed-effect regressions also indicate a negative effect of exposure to welfare, but its overall pattern is less consistent. Although exposure to welfare in early childhood has no effect, in adolescence and, to a lesser degree, in middle childhood, its effect is often negative.  相似文献

We present the results from a policy experiment in which single mothers on welfare were stimulated to enter the labor market and increase their work experience. The aim of the policy was not per se for single mothers to leave welfare completely but to encourage them to find a job if only a part-time job. Two policy instruments were introduced: an earnings disregard and job creation. The experiment was performed at the municipality level in the Netherlands, a country with relatively high benefits and low incentives for single mothers to leave welfare for work. In our analysis, we make a distinction between native and immigrant welfare recipients. For immigrant single mothers, we find a positive employment effect of an earnings disregard. Job creation in addition to the earnings disregard increased working hours for some groups of single mothers. Although the outflow from welfare was not affected, welfare expenditures were reduced.  相似文献

Estimation of the causal effect of parental migration on children’s educational attainment is complicated by the fact that migrants and nonmigrants are likely to differ in unobservable ways that also affect children’s educational outcomes. This paper suggests a novel way of addressing this selection problem by looking within the family to exploit variation in siblings’ ages at the time of parental migration. The basic assumption underlying the analysis is that parental migration will have no effect on the educational outcomes of children who are at least 20?years old because they have already completed their education. Their younger siblings, in contrast, may still be in school, and thus will be affected by the parental migration experience. The results point to a statistically significant positive effect of paternal US migration on education for girls, suggesting that pushing a father’s US migration earlier in his daughter’s life can lead to an increase in her educational attainment of up to 1?year relative to delaying migration until after she has turned 20?years old. In contrast, paternal domestic migration has no statistically significant effect on educational attainment for girls or boys, suggesting that father absence does not play a major role in determining children’s educational outcomes. Instead, these results suggest that the marginal dollars from US migrant remittances appear to enable families to further educate their daughters. Thus, policymakers should view international migration as a potential pathway by which families raise educational attainments of girls in particular.  相似文献

In this paper, we examine the optimal pay-as-you-go social security scheme which reallocates resources across generations in a changing environment, that is, with fluctuations in population growth rates and in productivity levels. We use an overlapping generations model along with a social welfare function consisting of the sum of generational utilities either unweighted or weighted by population size and a discount factor. We show how intergenerational resource sharing can be used to improve social welfare even though the extent of intergenerational redistribution is hampered by payroll tax deadweight losses in the spirit of the optimal taxation literature. Also it appears that resource sharing is much more restricted in a closed economy that in an open economy, which is not subject to a national resource constraint at each period of time. This text lights up the welfare-state framing of artistic-creative work in the German Welfare regime. The argument is that the welfare state framing of the cultural and creative industries has substantially changed as well normatively as with regard to welfare instruments. With this, it is part of the change of the German Welfare regime which, based upon the Agenda 2010-policy change, has turned from a caring to an activating Welfare regime. While in the 1960s and the 1970s artists have been perceived as a socially vulnerable group who need to be protected from market risks, nowadays this social group is mainly regarded as entrepreneurs. In a nutshell, the new welfare-state arrangement with regard to artistic-creative work addresses the “deficit” entrepreneur. It consists of three core aspects. First, there is a semantic reconstruction of the empiric field. It is modeled as ‘Kultur- und Kreativwirtschaft’ and, therefore, it is mainly perceived as an economically productive field. Second, to fulfill the productive hopes and aims, artists and creatives are perceived to be activated sociopolitically and to be disciplined economically in order to change them into economically valuable entrepreneurs. Third, the new welfare arrangement is partly privatised and aims to create market oriented competitiveness among artists and creatives. The text is based upon empiric investigations in the cultural economy and creative economy which the author carries out since 2007.  相似文献

The household composition matrix is a representation of the demographic structure of households, specific to age groups of household members and household heads. As such, the matrix reflects also the environmental conditions, housing in particular, that mould households' demographic structure. By specifically depicting the presence of children in households, household composition could be viewed as gauging fertility within the context of housing conditions. This stance is examined in an application to Czech census data for the year 1991, at the commencement of an intense process of socio-economic transformation that accompanied the collapse of communism across Eastern Europe. Within this process, housing had an inadvertent impact upon the structure of households in general, and upon fertility decline in particular. By using the standard matrix representation of household composition, correspondence between trajectories of age-specific fertility and household composition emerge throughout the Czech Republic. This correspondence illustrates the potential household composition analysis carries for fertility measurement and estimation in rapidly changing economic environments.  相似文献

The public concern that immigrant families might be using a disproportionate share of social benefits and transmitting some form of public dependency to their children, combined with the rising levels of immigrants entering the country, fueled the passage of the Personal Responsibility and Work Opportunity Reconciliation Act in 1996, which limited public assistance to many immigrant families. This paper uses the National Longitudinal Survey of Youth 1997 to explore the association between exposure to welfare and young adult outcomes of high school graduation, college enrollment and labor force participation with a focus on parental nativity status as well as broad country of origin group. Results indicate a persistent negative association between welfare legacy and high school graduation; a negative association that is most pronounced for children of natives. Results also show the largest positive effect of welfare receipt among the most disadvantaged group, the young adult children of immigrants from Mexican and Central American countries. The main finding of this study suggests that the negative impacts of welfare receipt might be lessened and in some cases reversed among the young adults from immigrant families. Such findings challenge the common notion that immigrant families use welfare as a crutch across generations and raise serious concern about U.S. immigration and welfare policies.  相似文献

This article explores a neglected topic in the social welfare, poverty, and demographic literatures—the link between population density and welfare participation in the United States. Longitudinal data from the Panel Study of Income Dynamics are used to meet two objectives: first, to test whether a relationship exists between population density and use of the food stamp program among eligible households; second, to explore the potential reasons for such a relationship. Our findings show that population density has a strong, positive impact on the likelihood of participating in the food stamp program. Low-income respondents in urban areas are significantly more likely to use food stamps in both an aggregate and a multivariate context. In analyzing the dynamic underlying such an effect, we find that those in urban areas are more likely to possess accurate eligibility information and to hold less adverse attitudes toward the use of welfare. These factors in turn increase the likelihood of food stamp participation.  相似文献

In this paper, we examine the potential of immigration to strengthen fiscal sustainability, which is under pressure by an ageing population in many European countries. We look at a particularly challenging case, namely that of Denmark, which has extensive tax-financed welfare programmes that provide a high social safety net. The analysis is based on a forecast of the entire Danish economy made using a dynamic computable general equilibrium model with overlapping generations. We present life cycle estimates of the potential fiscal impact of immigration considering the cost of immigration on the margin as well as on average. The main conclusion is that immigrants from Western countries have a positive fiscal impact, while immigrants from non-Western countries have a large negative one, which is also the case when considering only non-refugee immigrants. The negative effect is caused by both a weak labour market performance and early retirement in combination with the universal Danish welfare schemes.  相似文献

There is a large and growing literature on welfare state attitudes, most of which is built on random-sample population surveys with standardised closed-question items. This article criticises the existing survey instruments, especially those that are used within the International Social Survey Programme, in a novel approach with focus group data from Germany. The article demonstrates: firstly, these instruments underestimate the inconsistency (the degree to which attitudes logically contradict each other), the uncertainty (the degree to which individuals are unsure about what to think), the ambivalence (the simultaneous occurrence of positive and negative reactions) and non-attitudes towards welfare state activities that common people have. Secondly, the meaning of these items to respondents seems to vary to such an extent that inference based on such measures is questionable. Finally, the article concludes by suggesting some survey instruments that alleviate these measurement problems.  相似文献

We investigate the added worker effect in a setting where female labour supply is high and the welfare state is generous. We trace couples’ labour supply and income development following the husband’s job displacement. We find no support for the added worker effect for the full sample of households. However, the added worker effect seems to be at work for subsamples characterised by households where the spouses are not working in the same industry and where the wife did not work full time pre-displacement. When using a measure of total household income, which includes public transfers, we find that the negative income impact of displacement is reduced by approximately 60 to 70 % when we also adjust for lower tax payments. Results suggest that income loss due to displacement is mitigated more by social welfare payments than by labour supply responses of the spouse.  相似文献

When evaluating the various aspects of the welfare state, people assess some aspects more positively than others. Following a multidimensional approach, this study systematically argues for a framework composed of seven dimensions of the welfare state, which are subject to the opinions of the public. Using confirmatory factor analyses, this conceptual framework of multidimensional welfare attitudes was tested on cross-national data from 22 countries participating in the 2008 European Social Survey. According to our empirical analysis, attitudes towards the welfare state are multidimensional; in general, people are very positive about the welfare state’s goals and range, while simultaneously being critical of its efficiency, effectiveness and policy outcomes. We found that these dimensions relate to each other differently in different countries. Eastern/Southern Europeans combine a positive attitude towards the goals and role of government with a more critical attitude towards the welfare state’s efficiency and policy outcomes. In contrast, Western/Northern Europeans’ attitudes towards the various welfare state dimensions are based partly on a fundamentally positive or negative stance towards the welfare state.  相似文献

A long and extensive line of welfare state research reveals that the state is both a cause and consequence of social stratification. However, the findings of this research have largely been ignored in the literature on social stratification and mobility. Similarly, welfare state scholars largely work without reference to the research on social stratification and mobility. The papers presented in the volume are an important first step towards integrating the literatures these complementary literatures. In this commentary, I push these articles further by revealing linkages between the papers that are not fully developed in papers themselves. In particular, I highlight two ways in which the papers in this issue can be productively linked to raise new questions or provide new insight into old problems. I then discuss the reasons why and productive ways in which these two large and stand-alone literatures can be integrated. I end the commentary with a section describing productive avenues for future research that integrates both literatures.  相似文献

Comparative studies on inequality have suffered from severe methodological problems, which mean that issues related to the causes of cross-national variation in inequality remain unresolved. In comparative welfare state research, the preoccupation with expenditure data has also meant that the welfare state itself has remained a black box. By examining new comparative data on social policy institutions and income inequality among different population groups, this study provides a more precise empirical basis for evaluating different, and divergent, theories on the welfare state and equality. Three cases will be used as illustrations: family policy and child poverty, unemployment benefits and poverty among working aged, and old-age pensions and poverty among the elderly. The results suggest that the key for understanding the effect of the welfare state lies in the institutional design—in the level and distribution of social rights. The importance of the welfare state for social stratification deserves to be given more attention by sociological research in the future.  相似文献

There is a growing body of literature dealing with the causes behind anti-immigrant sentiment and xenophobia. Based on the literature on the fiscal burden model, this paper contends that the differences in attitudes toward immigration, between low and high statuses, can be explained by the size of the welfare state. We argue that the impact of socio-economic status on attitudes toward immigration is larger in countries where social expenditure is high. Since a potential increase in the number of welfare recipients due to new immigrants might lead to a reduction in per capita transfers, low-income individuals in these countries are expected to be more concerned about the effect of immigration on social benefits. Using multilevel models and data from the European Social Survey we have found that while the effect of socio-economic status on attitudes toward immigration is positive there is a great deal of variation between countries. The difference in attitudes between high and low socio-economic statuses increases as social expenditure increases. Moreover, increases of social expenditure in the short run increases anti-immigrant sentiment as it raises concerns about the impact of immigration on welfare services.  相似文献

As part of welfare reform efforts in the 1990s, 23 states implemented family caps, provisions that deny or reduce cash assistance to welfare recipients who have additional births. We use birth and abortion records from 24 states to estimate effects of family caps on birth and abortion rates. We use age, marital status, and completed schooling to identify women at high risk for use of public assistance, and parity (number of previous live births) to identify those most directly affected by the family cap. In family cap states, birth rates fell more and abortion rates rose more among high-risk women with at least one previous live birth compared to similar childless women, consistent with an effect of the family cap. However, this parity-specific pattern of births and abortions also occurred in states that implemented welfare reform with no family cap. Thus, the effects of welfare reform may have differed between mothers and childless women, but there is little evidence of an independent effect of the family cap.  相似文献

There was no change in the distribution of satisfaction with the standard of living among Detroit area wives between 1955 and 1971, although current-dollar median family income more than doubled and constant-dollar income increased by forty per cent. Cross-sectional variation in satisfaction is, however, related to income and, in particular, to relative position in the income distribution. Whereas regressions of satisfaction on income in current or constant dollars, or the logarithm thereof, suggest that at the same income there was less satisfaction in 1971 than in 1955, there is no significant year effect in the equation using the income-position variable. Easterlin's thesis that rising levels of income do not produce rises in the average subjective estimate of welfare is supported. The thesis raises difficult questions for students of subjective social indicators.  相似文献
