This study contributes to the literature of migration studies by addressing the question: why does international migration persist despite welfare improvements in migrant‐sending countries? We propose that the human rights condition of the origin countries is an important determinant of global migration. Although the human rights issue is not new to researchers in migration studies, the concern is primarily about the rights of migrants, refugees, asylum seekers or migrant workers in a host country. We undertake a bilateral panel data analysis to examine the pattern of global bilateral migration between 1995 and 2010. We find that international migration is positively associated with human rights conditions and income. Similar results are also obtained when we control for multilateral resistance and possible sample selection biases in a panel context. Our study implies that efforts to promote human rights may also be assessed in relation to their contribution to migration flows.  相似文献

ABSTRACT

Under half of international migrants throughout the world are women. While large movements of people, human rights and humanitarian crises, and migrant deaths are not new, the public attention given to the arrivals of refugees and migrants to the shores of Europe has compelled governments to engage in a multilateral manner. In September 2016, the United Nations General Assembly held its first-ever summit dedicated to large movements of refugees and migrants, reaffirming the importance of existing legal instruments to protect refugees and migrants, and also foreseeing the development of two new Global Compacts: one on refugees, and the other for safe, orderly and regular migration. This article examines the process to elaborate the Global Compact for Safe, Orderly and Regular Migration from a gender-responsive perspective. It takes into consideration the advocacy role that the Women in Migration Network and other civil society stakeholders have played in its development, identifies the various opportunities and gaps within the Global Compact, and explores how women’s organisations and development organisations can promote change for women in migration under the new Global Compact.  相似文献

The aim of this article is to shed light on the situation of refugees (formally designated as asylum seekers) and undocumented migrant workers, who are among the most vulnerable inhabitants of Europe. Both groups face the threat of detention and deportation. The normative framework, which consists of legal standards and residential institutions, will be critically examined. Despite international standards for respecting the human rights of refugees and undocumented workers, policies of detention and deportation and the mass rejection of asylum claims leave little hope for the empowerment, autonomy and social inclusion of these persons. Instead of a straight-forward argument for closing down all detention centres and putting an end to forcible deportations, the article investigates small scale structural possibilities for inclusive – non-selective – responses to these non-citizens.  相似文献

The present article delineates the state of health and socioeconomic situation of migrants and refugees in Sweden. Special attention is given to refugees. Migrants appear to have more extensive health problems and a shorter longevity span than native Swedes. The refugees constitute an especially exposed group of migrants. Experiences in the home country that relate to organised violence is a specific problem for this group. It has been estimated that 20 to 25 per cent of all adult refugees who have arrived to Sweden during the recent years have experienced torture in their native countries. Swedish migrant and refugee policy operates according to a model of decentralisation, aiming to avoid ethnic segregation in the big city areas. However, the integration policy seems, in many instances, to have had a negative affect on the situation of the refugees. During the period of time, in which the refugees wait for a residence permit, they are not permitted to work. The long period of forced inactivity—in some instances up to a couple of years—seems frequently to have aggravated the health of the refugees. In addition it appears to contribute to the ever increasing animosity towards them.  相似文献

This analysis suggests a theoretical refinement of migrant acculturation theories to deal specifically with refugee acculturation experiences. Using the case of family dynamics among Somali refugees in Minnesota, we find that the same factors that are theorized to affect voluntary migrants are also important for refugees. Specifically, the nature of exit from the sending society, the reception in a new location, and group characteristics all appear to be important. However, within the category of exit from the sending society, there are specific concerns that will be more relevant to refugees than to “voluntary” migrants. Specifically, the ongoing condition of the sending society and the effects of any transitions on transnational ties are critically important in the refugee context. We demonstrate how the societal upheaval that created the Somali refugee community also affected culture and connections within Somalia, and how this has an ongoing impact on the US Somali refugee community. We argue that it is valuable to refine the acculturation framework when considering refugees.  相似文献

This article examines how conflict in the country of origin interacts with other factors in shaping migrants’ remittance‐sending practices. Our data come from a survey of 10 immigrant groups in Norway and semi‐structured interviews with Somali and Pakistani remittance‐senders and receivers. First, we conduct an in‐depth comparison to explore the differences in how Somali and Pakistani migrants decide about remittance‐sending. Second, we use survey data on all 10 migrant groups to evaluate whether the differences that are not explained by socioeconomic characteristics, may partly reflect whether or not there is ongoing conflict in the country of origin. In our analyses we differentiate between (1) the effect of migrants’capacity to remit and their prioritizing of local and transnational expenditures, and (2) the impact of state collapse and absence of human security on migrants’ and refugees’desire to remit. We find that ongoing conflict in the country of origin exerts an upward pressure on remittance‐sending.  相似文献

Unlike states in Europe, East Asia settles very few migrants and has not developed a European‐style multicultural society. We seek to explain this variation using comparative analysis of two of the most advanced states in East Asia, South Korea and Japan, with several states in Europe. Focusing on family reunification – almost always the precursor to migrant settlement – we examine the effects of several independent variables, including supranational institutions, independent courts, interest groups, political culture, and the perceptions of migrants. We conclude that both Korea and Japan have less migrant settlement because of the lack of regional institutions pushing for family reunification rights, an elite political culture that still maintains the assumptions and repertoires of a “developmental state,” where rights may be sacrificed for economic growth and order, and migrant perceptions of greater immigration control in Asia.  相似文献

South Africa is a regional hub for migration on the African continent and is home to a growing documented international migrant community. Foreigners in the country, however, often face violations of their established rights and are the victims of abuse. This paper examines public support for policies that would exclude international migrants from the country. Data from the 2013 South African Social Attitudes Survey, a nationally representative opinion poll (N = 2739) of all adults in the country, are used. This poll found that many South Africans favoured restrictive immigration policies and opposed granting foreigners the same rights as citizens. Multivariate analysis is employed to discern determinants of this opposition. Respondents’ perceptions of the population sizes of foreigners in their communities did not affect support for inclusion. It can be inferred, therefore, that the growth of the immigrant population has not provoked exclusionary attitudes in the country. Rather, results revealed, it is national pride (cultural versus political) and fears about the consequences of immigration that drive such attitudes. Programmes and policies designed to improve public perceptions of how foreigner impact society and the promotion of a nationalism characterised by inclusive multicultural civic patriotism may improve public support for the inclusion of international immigrants.  相似文献

This article reviews the literature on migration and the spread of HIV/AIDS in Eastern and Southern Africa. It includes Angola, Botswana, Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Lesotho, Malawi, Mozambique, Namibia, Rwanda, Somalia, South Africa, Sudan, Swaziland, Tanzania, Uganda, Zambia, and Zimbabwe. The literature focuses separately on AIDS or migration. HIV/AIDS is widespread and prevalent in these regions. The major concern is that migrants are at risk due to their migration and HIV infection is spread after a return to their home countries. Populations at risk include rural-to-urban migrants, displaced persons in the Sudan and in the Horn of Africa, refugees crossing borders, and pastoralists moving within rural areas. In 1997, there were an estimated 1.3 million refugees in east African countries and 5 million internally displaced due to conflicts in Angola, Mozambique, and South Africa. Risk factors among migrant groups include high rates of partner change, unprotected sexual intercourse, nonuse of condoms, prior sexually transmitted diseases, IV drug use, and residence in a high HIV-prevalence community. Confounding factors may be age, gender, occupation, and mobility. Health services for migrants vary between countries. There are successful models for prevention of HIV. 13 targeted interventions are identified.  相似文献

This article explores the migrant networks that develop between migrants, non‐migrants and the larger Indian diaspora. Specifically, it examines the decision to migrate to Toronto, Canada and how this decision is shaped by, and in turn shapes the migrant network. Based on 35 interviews with migrants from Karnataka, South India, two main findings are presented. First, migrants are deliberately choosing settlement countries in which their families are not yet located, thereby becoming “migrant pioneers” in their country of settlement, which is an attempt to expand their migrant networks globally. Second, the narratives these migrants receive and subsequently impart to others are often inaccurate, which can lead to miscommunication flows among these migrant networks. These findings are considered in light of the large body of research on migrant networks and the ways they develop and transmit information. This paper argues that existing understanding of migrant networks is somewhat static. Findings indicate that these “migrant pioneers” may be engaging in global risk‐diversification strategies for subsequent generations, but may themselves suffer from the more immediate consequences of misinformed networks.  相似文献

"This article assesses the notion that the determinants of remittances generated by refugee flows, particularly from Communist-inspired systems, are different from those associated with labor migrations....These differences have a major bearing on how labor migrants and refugees perceive their relationship with countries of origin. The propensity of labor migrants to dissociate themselves from the home country is considerably less than among refugees whose perceptions are mediated by opposition to the ruling regime and other factors, such as political relations between refugee-sending and refugee-receiving countries and whether or not there has been a regime change or one is expected to occur. The conceptual issues elaborated here are based on the Cuban-American experience, but also reflect an assessment of Nicaraguan emigration during the 1980s."  相似文献

Since the end of apartheid, immigration into South Africa has increased dramatically. Migration has become a volatile issue, with South Africans increasingly xenophobic and threatened by the influx of foreigners.
Simultaneously, the question of national identity has increased in significance, with politicians and academics anxious to capture an understanding of the evolution and complementarity of parallel identities and group loyalties.
In the rush to develop a better understanding of identity formation, the opportunity to examine the impacts of hostility on identity, as in the example of migrant individuals and communities in South Africa, has been over-looked. How migrant identities emerge, and how communities play a role in identities and in the survival of individuals, has been a neglected facet of migration in South Africa.
This article, constructed largely from interviews with migrants, presents a picture of the emergence of migrant communities in South African society and seeks to enrich understanding of the complexities of migrant society within the country.  相似文献

Mainstream migration research examines migrant integration mainly as a function of integration policies in the country of destination, paying relatively little attention to policy frameworks in the country of origin. In this article we introduce the concept of “integration constellations” in order to describe multiple actors and actions involved in migrant integration in Europe. The analysis of such constellations includes policies frameworks produced by countries of destination and by countries of origin along with activities by civil society organizations. Our study encompasses all these actors in examining three empirical cases: Chinese student migration to the UK, Iranian refugees in Sweden, and Ukrainian labour migrants in Poland. These examples illustrate how actions by the states of origin and of destination can either complement or oppose each other. Although we concentrate on just three dimensions of integration (education, labour market and political participation), we point out the multidimensional reality of migrant integration.  相似文献

This paper examines the impact of post-1945 migration into Western, Middle, and Northern Europe from Southern Europe, Turkey, and Northern Africa, and migration to the traditional immigration countries by Asian and Latin American immigrants, on the social structures of receiving countries. Between 1955 and 1974, 1) traditional migration to the US and Australia became less important for European countries while traditional receiving countries accepted many immigrants from developing countries; and 2) rapid economic revival in Western and Northern Europe caused a considerable labor shortage which was filled by migrant workers especially from Southern Europe, Turkey, and Northern Africa, who stayed only until they reached their economic goals. Since 1974, job vacancies have declined and unemployment has soared. This employment crisis caused some migrants 1) to return to their countries of origin, 2) to bring the rest of their families to the receiving country, or 3) to lengthen their stay considerably. The number of refugees has also significantly increased since the mid-970s, as has the number of illegal migrants. After the mid-1970s, Europe began to experience integration problems. The different aspects of the impact of migration on social structures include 1) improvement of the housing situation for foreigners, 2) teaching migrants the language of the receiving country, 3) solving the unemployment problem of unskilled migrants, 4) improvement of educational and vocational qualifications of 2nd generation migrants, 5) development of programs to help unemployed wives of migrants to learn the language and meet indigenous women, 6) encouraging migrants to maintain their cultural identity and assisting them with reintegration if they return to their original country, 7) coping with the problems of refugees, and 8) solving the problems of illegal migration. Almost all receiving countries now severely restrict further immigration. [Those policies should result in improved development of aid policies towards sending countries. Immigration from other countries to those of the European Economic community should be limited to that for humanitarian reasons.  相似文献

Migrant entrepreneurship has been recognized as a form of integration in the country of destination and a viable alternative of decent and sustainable employment for migrants. Laws and policies can create barriers or support migrants who start a business in the country of destination. Despite their importance, these laws and policies have received scant attention from academic scholarship. By applying the mixed embedded approach, this article analyses the institutional and policy framework for migrant entrepreneurs in European Union (EU) and Organisation for Economic Cooperation and Development (OECD) countries, and how this framework varies according to the migrants’ individual legal status and gender. In order to do so, this article draws upon the findings of two different studies conducted on the topic. The first one analyses the national institutional framework for migrant entrepreneurs of these countries. The second study consists of a review of measures to foster migrant entrepreneurship in the same sample of countries. On the one hand, this article shows that the institutional framework restricts access to self-employment for some categories of migrants (e.g. based on their legal status). On the other hand, a wide range of measures are now available to support migrant entrepreneurs. However, these measures treat them as a rather homogeneous group. These findings suggest that the fact that some migrants are less engaged in self-employment or face more difficulties may be explained by the lack of institutional opportunities and policy support.  相似文献

Migrant rights were put squarely on the agenda of the Global Forum on Migration and Development when it met in Manila in 2008, as the principal theme of the governmental and civil society discussions. The Forum proceeded with the assumption that migrant rights are a development issue, as well as a fundamental human rights issue. This article begins with a review of the normative framework for protecting migrant rights. While norms by themselves will not prevent abuses, they can serve as a basis for advocating implementation of policies and programs to achieve these goals. We argue that there is ample international law setting out the basic rights of migrants even though the principal migrant‐centric instruments are not widely ratified. Failures in protecting migrant rights arise from the lack of implementation of these standards at the national level. The article then discusses a range of programs, mostly implemented by or in destination countries, which hold potential for overcoming barriers to the protection of the rights of migrants. These practical steps can be found in a wide array of countries, most of which have not become party to the Migrant Workers Convention. The article concludes that these initiatives have been implemented in an ad hoc manner, necessitating a more systematic approach at the national level to the protection of migrant rights.  相似文献

The return migration of skilled professionals has been suggested as a policy instrument suitable for reversing the large‐scale emigration of skilled professionals from African countries. However, there are no empirical studies showing how migrant professionals from Africa are reintegrated into the labor market after they return. This study examines the relationship between educational attainment and the likelihood of employment among native‐born African migrants returning home from abroad. The study focuses on the evidence from Uganda since this country has one of the longest histories of skilled migration in Africa. The results show that returning migrants with university degrees and vocational credentials are more likely to be employed than their nonmigrant and immigrant counterparts. However, this employment advantage was not observed among returning migrants with secondary schooling or below. Furthermore, the results show that returning migrants are generally more likely to be employed as district employment rates increase.  相似文献

Africa is a region of diverse migration circuits relating to origin, destination and transit for labour migrants, undocumented migrants, refugees and brain circulation of professionals.
This article outlines major migration configurations in the region, and the role of two vibrant subregional organizations — Economic Community of West African States and South African Development Community — in facilitating, containing or curtailing intra-regional migration which takes place within diverse political, economic, social and ethnic contexts; the transformation of brain drain into brain circulation; and commercial migration in place of labour migration within the region.
Despite overlapping membership, wavering political support, a poor transportation network, border disputes and expulsions, these subregional organizations are crucial for the region's collective integration into the global economy, and to enhance economic growth and facilitate labour intraregional migration.
Free movement of persons without visa, adoption of ECOWAS travellers' cheques and passports, the creation of a borderless Community; and the granting of voting rights and later citizenship and residence permits by South Africa to migrant workers from SADC countries are positive developments.
These organizations need to foster cooperation between labour-exporting and recipient countries, implement the protocols on the right of residence and establishment; promote dialogue and cooperation in order to harmonize, coordinate and integrate their migration policies as envisioned by the 1991 Abuja Treaty establishing the African Economic Community.  相似文献

Existing research on international migration has focused on the importance of social networks and social capital in the countries of origin and destination. However, much less is known about the importance of social networks and associated social capital in transit countries. Drawing on ethnographic research on Iranian transit migrants in Turkey, this paper argues that migrant networks and social capital are equally important in transit countries. These networks, however, do not always generate positive social capital for Iranian migrants as there are scarce resources and there is no “enforceable trust”. Iranian migrant networks reorganized in a transit country like Turkey are not static structures and they are largely affected by macro‐variables such as current immigration and asylum policies of Turkey and Europe, transnationalism and globalization, and other place‐specific features like Turkey’s location bridging East and West, the existence of human smuggling networks, and its proximity to Iran. But Iranian migrant networks in Turkey are also affected by micro‐variables, such as gender, religion, and ethnicity of individual migrants.  相似文献

Recent work suggests that migrants have been a major driving force in the dramatic growth of international telephony over recent decades, accounting for large rises in telephone calls between countries with strong immigrant/emigrant connections. Yet, the existing literature has done a poor job of evaluating the substantive importance of migrants in explaining large disparities in levels of bilateral voice traffic observed between different countries. It has also failed to go very far in examining how domestic and relational factors moderate (namely amplify or attenuate) the influence of migrant stocks on international calling. Our contribution addresses these gaps in the literature. For a sample, which includes a far larger number of countries than previous studies, we show that, together with shorter‐term visitors, bilateral migrant stocks emerge as the relational variable with one of the substantively largest influences over cross‐national patterns of telephone calls. We also find that the effect of bilateral migrant stocks on inter‐country telephone traffic is greater where the country pairs are richer and more spatially distant from one another.  相似文献
