This article tests the hypothesis that the exposure to the threat to societies posed by the introduction of new technologies is associated with a normalization of risk perception. Data collected in 2000 by the International Social Survey Programme (ISSP) on environmental issues were used to explore this hypothesis. Representative samples from 25 countries were employed to assess the national levels of perceived threat to the environment associated with a series of technologies and activities. These values were correlated with economic indicators (mainly from the World Bank) of the diffusion of each of the technologies or activities in each country. Results indicate a negative association of risk perception with the level of technological prevalence (societal normalization effect) and a positive association with the rate of growth of the technology (societal sensitivity effect). These results indicate that the most acute levels of perceived environmental risk are found in those countries where the level of technological prevalence is low but where there has recently been substantial technological development. Environmental awareness is a mediator of the relationship between risk perception and the indices of technological diffusion. This result means that: (1) societal normalization of risk is not a direct consequence of prevalence of the technology, but is driven by awareness of technological development and that (2) societal sensitivity to risk is associated with lower levels of environmental awareness.  相似文献

Large parts of the Netherlands are below sea level. Therefore, it is important to have insight into the possible consequences and risks of flooding. In this article, an analysis of the risks due to flooding of the dike ring area South Holland in the Netherlands is presented. For different flood scenarios the potential number of fatalities is estimated. Results indicate that a flood event in this area can expose large and densely populated areas and result in hundreds to thousands of fatalities. Evacuation of South Holland before a coastal flood will be difficult due to the large amount of time required for evacuation and the limited time available. By combination with available information regarding the probability of occurrence of different flood scenarios, the flood risks have been quantified. The probability of death for a person in South Holland due to flooding, the so‐called individual risk, is small. The probability of a flood disaster with many fatalities, the so‐called societal risk, is relatively large in comparison with the societal risks in other sectors in the Netherlands, such as the chemical sector and aviation. The societal risk of flooding appears to be unacceptable according to some of the existing risk limits that have been proposed in literature. These results indicate the necessity of a further societal discussion on the acceptable level of flood risk in the Netherlands and the need for additional risk reducing measures.  相似文献

Criteria are proposed for both an acceptable upper bound of nuclear power plant risk and a lower bound as a design target. Recognizing that the public risk associated with a power plant can be estimated only by probabilistic analysis of the design features, the spread between the lower design target and the upper bound provides a margin for uncertainty in th probabilistic estimate. The combination of a low probabilistic design target and this margin provides a reasonable expectation that the overall performance will be in the domain of an acceptable risk level. Because the exposure to potential risk is chiefly in the locality of the nuclear station, it is also proposed that compensatory benefits should be provided locally and that these be included as a cost of operation. It is suggested that the upper bound be set at a risk level equivalent to those risks of routine living which are normally accepted, i.e., about 10-4 deaths per year per person (100 deaths/yr/million). The proposed lower design target is 10-8 (0.1 deaths/yr/million), about one-hundredth of the minimal risk from the natural hazards all people are exposed to.  相似文献

The construction industry is both the largest civilian industry and the most unique in terms of fragmentation and its approach to controlling risk. Structural specifications establish nominal safety factors and design criteria for engineered structures such as buildings, bridges, dams, and power facilities. The goal is satisfactory strength capacity to safely and economically meet the demands of structural performance. Structures must resist the highly uncertain effects of combined gravity, earthquakes, wind, and snow loads supported by natural and human-made materials. The public's expectation is that structures should last a long time and have low lifetime risk of structural failure. Historically, specifications have contained safety factors which evolved from past experiences and provided adequate safety or low risk. Due to pressures of economy and the need to optimize structural performance, structural specifications have recently been developed and accepted by industry based on structural reliability and risk-assessment principles. This paper reviews developments of probabilistic applications in structural specifications including specification format, database, implementation examples, target risk levels, present research activities, and future goals for establishing optimal risk-design procedures.  相似文献

This paper explores ways in which risk taking is entwined with financial considerations, and examines the trade-off between acceptable levels of risk and associated costs. The changing identity of holders of funds available for risk investment, combined with the evolving attitudes of fund-seekers as to the nature of acceptable risks, points to the need for a re-examination of traditional approaches. In formulating public policy aimed at reducing risks a more formal consideration of the overall cost of Government measures, set against the achievements anticipated from the measure concerned, is required whether or not that cost falls on Government. In commerce, increased use of joint ventures is seen as a likely vehicle for the development of largescale risk activities, with a loan guarantee scheme to assist in nurturing new enterprises and small businesses. Finally, the role of pension funds is examined and a case made for the consideration of index linked gilts as a means both of assisting the Government with the orderly handling of the National Debt and meeting the pension schemes' need to match liabilities that are susceptible to inflationary pressures.  相似文献

Upperbound lifetime excess cancer risks were calculated for activities associated with asbestos abatement using a risk assessment framework developed for EPA's Superfund program. It was found that removals were associated with cancer risks to workers which were often greater than the commonly accepted cancer risk of 1 x 10(-6), although lower than occupational exposure limits associated with risks of 1 x 10(-3). Removals had little effect in reducing risk to school populations. Risks to teachers and students in school buildings containing asbestos were approximately the same as risks associated with exposure to ambient asbestos by the general public and were below the levels typically of concern to regulatory agencies. During abatement, however, there were increased risks to both workers and nearby individuals. Careless, everyday building maintenance generated the greatest risk to workers followed by removals and encapsulation. If asbestos abatement was judged by the risk criteria applied to EPA's Superfund program, the no-action alternative would likely be selected in preference to removal in a majority of cases. These conclusions should only be interpreted within the context of an overall asbestos risk management program, which includes consideration of specific fiber types and sizes, sampling and analytical limitations, physical condition of asbestos-containing material, episodic peak exposures, and the number of people potentially exposed.  相似文献

The catastrophic nature of seismic risk is attributed to spatiotemporal correlation of seismic losses of buildings and infrastructure. For seismic risk management, such correlated seismic effects must be adequately taken into account, since they affect the probability distribution of aggregate seismic losses of spatially distributed structures significantly, and its upper tail behavior can be of particular importance. To investigate seismic loss dependence for two closely located portfolios of buildings, simulated seismic loss samples, which are obtained from a seismic risk model of spatially distributed buildings by taking spatiotemporally correlated ground motions into account, are employed. The characterization considers a loss frequency model that incorporates one dependent random component acting as a common shock to all buildings, and a copula‐based loss severity model, which facilitates the separate construction of marginal loss distribution functions and nonlinear copula function with upper tail dependence. The proposed method is applied to groups of wood‐frame buildings located in southwestern British Columbia. Analysis results indicate that the dependence structure of aggregate seismic losses can be adequately modeled by the right heavy tail copula or Gumbel copula, and that for the considered example, overall accuracy of the proposed method is satisfactory at probability levels of practical interest (at most 10% estimation error of fractiles of aggregate seismic loss). The developed statistical seismic loss model may be adopted in dynamic financial analysis for achieving faster evaluation with reasonable accuracy.  相似文献

The elements of societal risk from a nuclear power plant accident are clearly illustrated by the Fukushima accident: land contamination, long‐term relocation of large numbers of people, loss of productive farm area, loss of industrial production, and significant loss of electric capacity. NUREG‐1150 and other studies have provided compelling evidence that the individual health risk of nuclear power plant accidents is effectively negligible relative to other comparable risks, even for people living in close proximity to a plant. The objective of this study is to compare the societal risk of nuclear power plant accidents to that of other events to which the public is exposed. We have characterized the monetized societal risk in the United States from major societally disruptive events, such as hurricanes, in the form of a complementary cumulative distribution function. These risks are compared with nuclear power plant risks, based on NUREG‐1150 analyses and new MACCS code calculations to account for differences in source terms determined in the more recent SOARCA study. A candidate quantitative societal objective is discussed for potential adoption by the NRC. The results are also interpreted with regard to the acceptability of nuclear power as a major source of future energy supply.  相似文献

This paper uses two different methods to assess the potential risk of human lung cancer from exposure to diesel engine emissions. One method analyzes the best available epidemiological evidence on the lung cancer risks of persons exposed in their occupations to diesel engine emissions. The second conducts a comparative analysis of laboratory and epidemiological data on diesel engine emissions and two chemically related environmental exposures–coke oven emissions and roofing tar emissions. The estimates of potential risk derived from these two distinct methods are compared. The sources of uncertainty in each method are explicitly characterized. The value of these estimates for comparing the potential lung cancer risks from exposure to diesel engine emissions with other personal and societal risks are discussed. Also considered are the limitations of these results in predicting the possible excess incidence of lung cancer from ambient exposure to diesel emissions.  相似文献

It has long been assumed that risk taking is closely associated with criminal behavior. One reason for placing criminals behind bars—aside from punishment and protecting the public—is to prevent them from engaging in further risky criminal activities. Limited attention has been paid to whether being inside or outside prison affects offenders’ risk‐taking behaviors and attitudes. We compared risk‐taking behaviors and attitudes in five risk domains (ethical, financial, health/safety, recreational, social) among 75 incarcerated offenders (i.e., offenders who are currently in prison) and 45 ex‐offenders (i.e., offenders who have just been released from prison). Ex‐offenders reported higher likelihood of engaging in risky behavior, driven largely by a willingness to take more risks in the recreational and ethical domains. Benefits attributed to risk taking as well as risk perception did not differ between incarcerated and ex‐offenders, indicating that the opportunity to take risks might underlie behavioral risk intentions. Our results also indicate that risk‐taking activities are better predicted by the expected benefits rather than by risk perception, aside from the health/safety domain. These results highlight the importance of studying the person and the environment and examining risk taking in a number of content domains.  相似文献

Over time, concerns have been raised regarding the potential for human exposure and risk from asbestos in cosmetic‐talc–containing consumer products. In 1985, the U.S. Food and Drug Administration (FDA) conducted a risk assessment evaluating the potential inhalation asbestos exposure associated with the cosmetic talc consumer use scenario of powdering an infant during diapering, and found that risks were below levels associated with background asbestos exposures and risk. However, given the scope and age of the FDA's assessment, it was unknown whether the agency's conclusions remained relevant to current risk assessment practices, talc application scenarios, and exposure data. This analysis updates the previous FDA assessment by incorporating the current published exposure literature associated with consumer use of talcum powder and using the current U.S. Environmental Protection Agency's (EPA) nonoccupational asbestos risk assessment approach to estimate potential cumulative asbestos exposure and risk for four use scenarios: (1) infant exposure during diapering; (2) adult exposure from infant diapering; (3) adult exposure from face powdering; and (4) adult exposure from body powdering. The estimated range of cumulative asbestos exposure potential for all scenarios (assuming an asbestos content of 0.1%) ranged from 0.0000021 to 0.0096 f/cc‐yr and resulted in risk estimates that were within or below EPA's acceptable target risk levels. Consistent with the original FDA findings, exposure and corresponding health risk in this range were orders of magnitude below upper‐bound estimates of cumulative asbestos exposure and risk at ambient levels, which have not been associated with increased incidence of asbestos‐related disease.  相似文献

Radon and overhead powerlines are two radiation risk cases that have raised varying levels of concern among the general public and experts. Despite both involving radiation—a typically feared and unseen health hazard—individuals' perceptions of the two risk cases may invoke rather different factors. We examined individual and geographic-contextual factors influencing public perceptions of the health risks of indoor radon gas and overhead powerlines in a comparative research design, utilizing a postal questionnaire with 1,528 members of the general public (response rate 28%) and multilevel modeling techniques. This study found that beliefs about the two risk cases mainly differed according to the level of "exposure"—defined here in terms of spatial proximity. We argue that there are two alternative explanations for this pattern of findings: that risk perception itself varies directly with proximity, or that risk is more salient to concerned people in the exposed areas. We also found that while people living in high radon areas are more concerned about the risks of indoor radon gas, they find these risks more acceptable and have more trust in authorities. These results might reflect the positive effects of successive radon campaigns in high radon areas, which may have raised awareness and concern, and at the same time may have helped to increase trust by showing that the government takes the health risks of indoor radon gas seriously, suggesting that genuine risk communication initiatives may have positive impacts on trust in risk management institutions.  相似文献

In this paper we propose a framework for conducting a decision analysis for a societal problem such as earthquake safety. The application deals with the formulation and evaluation of alternative policies for the seismic safety problem faced by the city of Los Angeles with regard to its old masonry buildings. A social decision analysis compares the costs and benefits of the alternative policies from the viewpoints of the impacted constituents. The emphasis is on identifying acceptable policy that considers the interests of the impacted constituents and provides incentives for their cooperation. Alternatives ranging from strict regulation to free market are examined. In order to evaluate the trade-offs between additional cost and savings in lives, a direct willingness-to-pay and an economic approach, based on property value differential, are used. Recommendations range from strict regulation for the residential and critical buildings (schools, hospitals, fire stations, etc.) to simply informing the occupants (in the case of commercial and industrial buildings) of the risks involved.  相似文献

This article presents an analysis of postattack response strategies to mitigate the risks of reoccupying contaminated areas following a release of Bacillus anthracis spores (the bacterium responsible for causing anthrax) in an urban setting. The analysis is based on a hypothetical attack scenario in which individuals are exposed to B. anthracis spores during an initial aerosol release and then placed on prophylactic antibiotics that successfully protect them against the initial aerosol exposure. The risk from reoccupying buildings contaminated with spores due to their reaerosolization and inhalation is then evaluated. The response options considered include: decontamination of the buildings, vaccination of individuals reoccupying the buildings, extended evacuation of individuals from the contaminated buildings, and combinations of these options. The study uses a decision tree to estimate the costs and benefits of alternative response strategies across a range of exposure risks. Results for best estimates of model inputs suggest that the most cost‐effective response for high‐risk scenarios (individual chance of infection exceeding 11%) consists of evacuation and building decontamination. For infection risks between 4% and 11%, the preferred option is to evacuate for a short period, vaccinate, and then reoccupy once the vaccine has taken effect. For risks between 0.003% and 4%, the preferred option is to vaccinate only. For risks below 0.003%, none of the mitigation actions have positive expected monetary benefits. A sensitivity analysis indicates that for high‐infection‐likelihood scenarios, vaccination is recommended in the case where decontamination efficacy is less than 99.99%.  相似文献

The Dutch government is in the process of revising its flood safety policy. The current safety standards for flood defenses in the Netherlands are largely based on the outcomes of cost‐benefit analyses. Loss of life has not been considered separately in the choice for current standards. This article presents the results of a research project that evaluated the potential roles of two risk metrics, individual and societal risk, to support decision making about new flood safety standards. These risk metrics are already used in the Dutch major hazards policy for the evaluation of risks to the public. Individual risk concerns the annual probability of death of a person. Societal risk concerns the probability of an event with many fatalities. Technical aspects of the use of individual and societal risk metrics in flood risk assessments as well as policy implications are discussed. Preliminary estimates of nationwide levels of societal risk are presented. Societal risk levels appear relatively high in the southwestern part of the country where densely populated dike rings are threatened by a combination of river and coastal floods. It was found that cumulation, the simultaneous flooding of multiple dike rings during a single flood event, has significant impact on the national level of societal risk. Options for the application of the individual and societal risk in the new flood safety policy are presented and discussed.  相似文献

There exists a growing desire to base safety criteria in different fields on the same principles. The current approach by the international Commission on Radiological Protection (ICRP) to control radiation exposure touches many aspects such as social, psychological, or economic factors that are important for such principles. This paper attempts to further explore possible ways of defining a common basis for dealing with radiation risks and other safety problems. Specifically, it introduces the following issues: (1) different types of risk are judged differently. To account for this, the concept of risk categories is introduced. (2) The dimension of time may play an important role. There is a difference between an immediate death and a death occurring 20 years after exposure to radiation. Effects such as reduced quality of life after exposure and reduction of lifetime expectancy are discussed. The paper suggests to introduce an individual risk equivalent which allows to compare risks as defined in various fields. Furthermore, it suggests the use of risk acceptance criteria which depend on the different categories of risk.  相似文献

Communication about risks offers a voluntary approach to reducing exposure to pollutants. Its adequacy depends on its impact on behavior. Estimating those impacts first requires characterizing current activities and their associated risk levels, and then predicting the effectiveness of risk-reduction strategies. Characterizing the risks from chemical consumer products requires knowledge of both the physical and the behavioral processes that influence exposures. This article presents an integrated approach that combines consumer interviews, users' beliefs and behaviors, and quantitative exposure modeling. This model was demonstrated in the context of consumer exposure to a methylene chloride-based paint stripper, showing how it could be used to evaluate current levels of risk and predict the effectiveness of proposed voluntary risk-reduction strategies.  相似文献

The excess cancer risk that might result from exposure to a mixture of chemical carcinogens usually must be estimated using data from experiments conducted with individual chemicals. In estimating such risk, it is commonly assumed that the total risk due to the mixture is the sum of the risks of the individual components, provided that the risks associated with individual chemicals at levels present in the mixture are low. This assumption, while itself not necessarily conservative, has led to the conservative practice of summing individual upper-bound risk estimates in order to obtain an upper bound on the total excess cancer risk for a mixture. Less conservative procedures are described here and are illustrated for the case of a mixture of four carcinogens.  相似文献

Public and private actors with critical roles for ensuring societal safety need to work proactively to reduce risks and vulnerabilities. Traditionally, risk management activities have often been performed in order to ensure continuous functioning of key societal services. Recently, however, business continuity management (BCM), and its analytical subcomponent business impact assessment (BIA), has been introduced and used more extensively by both the private and public sector in order to increase the robustness and resilience of critical infrastructures and societal functions and services. BCM was originally developed in the business sector but has received a broader use during the last decade. Yet, BCM/BIA has gained limited attention in the scientific literature—especially when it comes to clarifying and developing its conceptual basis. First, this article examines and discusses the conceptual foundation of BCM concepts, including practical challenges of applying the concepts. Based on recent conceptual developments from the field of risk management, a developed conceptualization is suggested. Second, the article discusses challenges that arise when applying BCM in the societal safety area and provides some recommendations aiming to improve the clarity and quality of applications. Third, the article provides suggestions of how to integrate the overlapping approaches of BIA and risk assessment in order to improve efficiency and effectiveness of proactive, analytic processes. We hope that the article can stimulate a critical discussion about the key concepts of BCM, their wider use in societal safety, and their connection to other concepts and activities such as risk assessment.  相似文献

This article proposes a new conceptual framework in engineering risk analysis to account for the net impact of hazards on individuals in a society. It analyzes four limitations of prevailing approaches to risk analysis and suggests a way to overcome them. These limitations are a result of how societal impacts are characteristically accounted for and valued. Prevailing approaches typically focus too narrowly on the consequences of natural or man-made hazards, not accounting for the broader societal impacts of such hazards. Such approaches lack a uniform and consistent metric for accounting for the impact of the nonquantifiable consequences (like psychological trauma or societal impacts) and rely upon implicit and potentially inaccurate value judgments when evaluating risks. To overcome these limitations, we propose an alternative, Capabilities-Based Approach to the treatment of society in risk analysis. A similar approach is currently used by the United Nations to quantitatively measure the degree of development in countries around the world. In a Capabilities-Based Approach, the potential benefits and losses due to a hazard are measured and compared in a uniform way by using individual capabilities (functionings individuals are able, still able, or unable to achieve) as a metric. This Capabilities-Based Approach provides a foundation for identifying and quantifying the broader, complex societal consequences of hazards and is based on explicit, value judgments. The Capabilities-Based Approach can accommodate different methods or techniques for risk determination and for risk evaluation and can be used in assessing risk in diverse types of hazards (natural or man-made) and different magnitudes that range from minor to catastrophic. In addition, implementing a Capabilities-Based Approach contributes to the development of a single standard for public policy decision making, since a Capabilities-Based Approach is already in use in development economics and policy.  相似文献
