Protection motivation theory (PMT) has become a popular theory to explain the risk‐reducing behavior of residents against natural hazards. PMT captures the two main cognitive processes that individuals undergo when faced with a threat, namely, threat appraisal and coping appraisal. The latter describes the evaluation of possible response measures that may reduce or avert the perceived threat. Although the coping appraisal component of PMT was found to be a better predictor of protective intentions and behavior, little is known about the factors that influence individuals’ coping appraisals of natural hazards. More insight into flood‐coping appraisals of PMT, therefore, are needed to better understand the decision‐making process of individuals and to develop effective risk communication strategies. This study presents the results of two surveys among more than 1,600 flood‐prone households in Germany and France. Five hypotheses were tested using multivariate statistics regarding factors related to flood‐coping appraisals, which were derived from the PMT framework, related literature, and the literature on social vulnerability. We found that socioeconomic characteristics alone are not sufficient to explain flood‐coping appraisals. Particularly, observational learning from the social environment, such as friends and neighbors, is positively related to flood‐coping appraisals. This suggests that social norms and networks play an important role in flood‐preparedness decisions. Providing risk and coping information can also have a positive effect. Given the strong positive influence of the social environment on flood‐coping appraisals, future research should investigate how risk communication can be enhanced by making use of the observed social norms and network effects.  相似文献

In Germany, flood insurance is provided by private insurers as a supplement to building or contents insurance. This article presents the results of a survey of insurance companies with regard to eligibility conditions for flood insurance changes after August 2002, when a severe flood caused 1.8 billion euro of insured losses in the Elbe and the Danube catchment areas, and the general role of insurance in flood risk management in Germany. Besides insurance coverage, governmental funding and public donations played an important role in loss compensation after the August 2002 flood. Therefore, this article also analyzes flood loss compensation, risk awareness, and mitigation in insured and uninsured private households. Insured households received loss compensation earlier. They also showed slightly better risk awareness and mitigation strategies. Appropriate incentives should be combined with flood insurance in order to strengthen future private flood loss mitigation. However, there is some evidence that the surveyed insurance companies do little to encourage precautionary measures. To overcome this problem, flood hazards and mitigation strategies should be better communicated to both insurance companies and property owners.  相似文献

This study offers insights into factors of influence on the implementation of flood damage mitigation measures by more than 1,000 homeowners who live in flood‐prone areas in New York City. Our theoretical basis for explaining flood preparedness decisions is protection motivation theory, which we extend using a variety of other variables that can have an important influence on individual decision making under risk, such as risk attitudes, time preferences, social norms, trust, and local flood risk management policies. Our results in relation to our main hypothesis are as follows. Individuals who live in high flood risk zones take more flood‐proofing measures in their home than individuals in low‐risk zones, which suggests the former group has a high threat appraisal. With regard to coping appraisal variables, we find that a high response efficacy and a high self‐efficacy play an important role in taking flood damage mitigation measures, while perceived response cost does not. In addition, a variety of behavioral characteristics influence individual decisions to flood‐proof homes, such as risk attitudes, time preferences, and private values of being well prepared for flooding. Investments in elevating one's home are mainly influenced by building code regulations and are negatively related with expectations of receiving federal disaster relief. We discuss a variety of policy recommendations to improve individual flood preparedness decisions, including incentives for risk reduction through flood insurance, and communication campaigns focused on coping appraisals and informing people about flood risk they face over long time horizons.  相似文献

In flood risk management, a shift can be observed toward more integrated approaches that increasingly address the role of private households in implementing flood damage mitigation measures. This has resulted in a growing number of studies into the supposed positive relationship between individual flood risk perceptions and mitigation behavior. Our literature review shows, however, that, actually, this relationship is hardly observed in empirical studies. Two arguments are provided as an explanation. First, on the basis of protection motivation theory, a theoretical framework is discussed suggesting that individuals’ high‐risk perceptions need to be accompanied by coping appraisal to result in a protective response. Second, it is pointed out that possible feedback from already‐adopted mitigation measures on risk perceptions has hardly been considered by current studies. In addition, we also provide a review of factors that drive precautionary behavior other than risk perceptions. It is found that factors such as coping appraisal are consistently related to mitigation behavior. We conclude, therefore, that the current focus on risk perceptions as a means to explain and promote private flood mitigation behavior is not supported on either theoretical or empirical grounds.  相似文献

With the inexorable march of climate change, increased flooding is inevitable. Understanding the feedback between federal flood mitigation policies and the ways in which local governments build flood resilience is a significant gap in the literature. In particular, the effect that federal flood mitigation grants have on the intensity of local flood mitigation is nonexistent. This work measures flood risk mitigation by using the level of participation in FEMA's Community Rating System (CRS). Communities that participate in the CRS and undertake mitigation are awarded points; more points imply a higher level of participation. Since its inception in 1990, CRS communities have received considerably more federal pre-disaster flood mitigation grants compared to non-CRS communities. This study assesses the effect of federal pre-disaster flood mitigation grants on the level of participation in the CRS program. We use data on Hazard Mitigation Assistance programs and CRS participation data between 2010 and 2015. We link these data to flood risk and socioeconomic information. Our results indicate (i) federal pre-disaster flood mitigation grants do not appear to significantly influence the level of CRS participation, (ii) the effect of flood risk and socioeconomic factors on the level of CRS participation are mixed, and (iii) the current level of CRS participation is influenced by the previous level of CRS participation, which is not tied to federal pre-disaster flood mitigation grant. These findings add to the growing discussions on the drivers and barriers of local flood risk mitigation.  相似文献

突发事件是"低概率、高损失"的极端事件。突发事件风险客观存在,公众的应对准备意愿及行为对减缓突发事件风险及降低突发事件损失有着重要影响。但实际上,公众普遍表现出较弱的准备意愿,很少主动采取准备措施及行为。为了解释公众为避免突发事件损失而事先采取应对准备的行为差异,本文基于实证调查数据,将保护动机理论(PMT)应用于公众准备意愿的预测研究,建立突发事件公众认知与准备意愿理论模型,运用多元回归分析及结构方程模型方法,验证公众风险认知、应对认知与准备意愿之间的路径关系。其中风险认知包括可能性和严重性认知两个变量,应对认知包括应对效能、自我效能和应对成本认知三个变量。实证数据通过问卷调查的方式获取,调查对象涉及湖北省武汉市七大行政区域共405位城区居民。数据分析结果表明,公众的准备意愿受到风险认知及应对认知的共同影响,相比于风险认知,应对认知对准备意愿有更大的解释效力;年龄、教育程度、收入等三类人口统计学特征对准备意愿有一定的解释效力。研究结论显示,为了促使公众形成准备意愿,风险沟通不仅应考虑突发事件风险发生的可能性及后果的严重性,更需要关注应对效能、自我效能以及应对成本等对公众准备意愿有着显著影响的因素。  相似文献

Although individual behavior plays a major role in community flood risk, traditional flood risk models generally do not capture information on how community policies and individual decisions impact the evolution of flood risk over time. The purpose of this study is to improve the understanding of the temporal aspects of flood risk through a combined analysis of the behavioral, engineering, and physical hazard aspects of flood risk. Additionally, the study aims to develop a new modeling approach for integrating behavior, policy, flood hazards, and engineering interventions. An agent‐based model (ABM) is used to analyze the influence of flood protection measures, individual behavior, and the occurrence of floods and near‐miss flood events on community flood risk. The ABM focuses on the following decisions and behaviors: dissemination of flood management information, installation of community flood protection, elevation of household mechanical equipment, and elevation of homes. The approach is place based, with a case study area in Fargo, North Dakota, but is focused on generalizable insights. Generally, community mitigation results in reduced future damage, and individual action, including mitigation and movement into and out of high‐risk areas, can have a significant influence on community flood risk. The results of this study provide useful insights into the interplay between individual and community actions and how it affects the evolution of flood risk. This study lends insight into priorities for future work, including the development of more in‐depth behavioral and decision rules at the individual and community level.  相似文献

In light of increasing losses from floods, many researchers and policymakers are looking for ways to encourage flood risk reduction among communities, business, and households. In this study, we investigate risk‐reduction behavior at the household level in three European Union Member States with fundamentally different insurance and compensation schemes. We try to understand if and how insurance and public assistance influence private risk‐reduction behavior. Data were collected using a telephone survey (n = 1,849) of household decisionmakers in flood‐prone areas. We show that insurance overall is positively associated with private risk‐reduction behavior. Warranties, premium discounts, and information provision with respect to risk reduction may be an explanation for this positive relationship in the case of structural measures. Public incentives for risk‐reduction measures by means of financial and in‐kind support, and particularly through the provision of information, are also associated with enhancing risk reduction. In this study, public compensation is not negatively associated with private risk‐reduction behavior. This does not disprove such a relationship, but the negative effect may be mitigated by factors related to respondents' capacity to implement measures or social norms that were not included in the analysis. The data suggest that large‐scale flood protection infrastructure creates a sense of security that is associated with a lower level of preparedness. Across the board there is ample room to improve both public and private policies to provide effective incentives for household‐level risk reduction.  相似文献

Floods continue to inflict the most damage upon human communities among all natural hazards in the United States. Because localized flooding tends to be spatially repetitive over time, local decisionmakers often have an opportunity to learn from previous events and make proactive policy adjustments to reduce the adverse effects of a subsequent storm. Despite the importance of understanding the degree to which local jurisdictions learn from flood risks and under what circumstances, little if any empirical, longitudinal research has been conducted along these lines. This article addresses the research gap by examining the change in local flood mitigation policies in Florida from 1999 to 2005. We track 18 different mitigation activities organized into four series of activities under the Federal Emergency Management Agency's (FEMA) Community Rating System (CRS) for every local jurisdiction in Florida participating in the FEMA program on a yearly time step. We then identify the major factors contributing to policy changes based on CRS scores over the seven-year study period. Using multivariate statistical models to analyze both natural and social science data, we isolate the effects of several variables categorized into the following groups: hydrologic conditions, flood disaster history, socioeconomic and human capital controls. Results indicate that local jurisdictions do in fact learn from histories of flood risk and this process is expedited under specific conditions.  相似文献

The 2020 hurricane season threatened millions of Americans concurrently grappling with COVID-19. Processes guiding individual-level mitigation for these conceptually distinct threats, one novel and chronic (COVID-19), the other familiar and episodic (hurricanes), are unknown. Theories of health protective behaviors suggest that inputs from external stimuli (e.g., traditional and social media) lead to threat processing, including perceived efficacy (self- and response) and perceived threat (susceptibility and severity), guiding mitigation behavior. We surveyed a representative sample of Florida and Texas residents (N = 1846) between April 14, 2020 and April 27, 2020; many had previous hurricane exposure; all were previously assessed between September 8, 2017 and September 11, 2017. Using preregistered analyses, two generalized structural equation models tested direct and indirect effects of media exposure (traditional media, social media) on self-reported (1) COVID-19 mitigation (handwashing, mask-wearing, social distancing) and (2) hurricane mitigation (preparation behaviors), as mediated through perceived efficacy (self- and response) and perceived threat (susceptibility and severity). Self-efficacy and response efficacy were associated with social distancing (p = .002), handwashing, mask-wearing, and hurricane preparation (ps < 0.001). Perceived susceptibility was positively associated with social distancing (p = 0.017) and hurricane preparation (p < 0.001). Perceived severity was positively associated with social distancing (p < 0.001). Traditional media exhibited indirect effects on COVID-19 mitigation through increased response efficacy (ps < 0.05), and to a lesser extent self-efficacy (p < 0.05), and on hurricane preparation through increased self-efficacy and response efficacy and perceived susceptibility (ps < 0.05). Social media did not exhibit indirect effects on COVID-19 or hurricane mitigation. Communications targeting efficacy and susceptibility may encourage mitigation behavior; research should explore how social media campaigns can more effectively target threat processing, guiding protective actions.  相似文献

Many studies have examined the general public's flood risk perceptions in the aftermath of local and regional flooding. However, relatively few studies have focused on large‐scale events that affect tens of thousands of people within an urban center. Similarly, in spite of previous research on flood risks, unresolved questions persist regarding the variables that might influence perceptions of risk and vulnerability, along with management preferences. In light of the opportunities presented by these knowledge gaps, the research reported here examined public perceptions of flood risk and vulnerability, and management preferences, within the city of Calgary in the aftermath of extensive flooding in 2013. Our findings, which come from an online survey of residents, reveal that direct experience with flooding is not a differentiating factor for risk perceptions when comparing evacuees with nonevacuees who might all experience future risks. However, we do find that judgments about vulnerability—as a function of how people perceive physical distance—do differ according to one's evacuation experience. Our results also indicate that concern about climate change is an important predictor of flood risk perceptions, as is trust in government risk managers. In terms of mitigation preferences, our results reveal differences in support for large infrastructure projects based on whether respondents feel they might actually benefit from them.  相似文献

Understanding how people view flash flood risks can help improve risk communication, ultimately improving outcomes. This article analyzes data from 26 mental models interviews about flash floods with members of the public in Boulder, Colorado, to understand their perspectives on flash flood risks and mitigation. The analysis includes a comparison between public and professional perspectives by referencing a companion mental models study of Boulder‐area professionals. A mental models approach can help to diagnose what people already know about flash flood risks and responses, as well as any critical gaps in their knowledge that might be addressed through improved risk communication. A few public interviewees mentioned most of the key concepts discussed by professionals as important for flash flood warning decision making. However, most interviewees exhibited some incomplete understandings and misconceptions about aspects of flash flood development and exposure, effects, or mitigation that may lead to ineffective warning decisions when a flash flood threatens. These include important misunderstandings about the rapid evolution of flash floods, the speed of water in flash floods, the locations and times that pose the greatest flash flood risk in Boulder, the value of situational awareness and environmental cues, and the most appropriate responses when a flash flood threatens. The findings point to recommendations for ways to improve risk communication, over the long term and when an event threatens, to help people quickly recognize and understand threats, obtain needed information, and make informed decisions in complex, rapidly evolving extreme weather events such as flash floods.  相似文献

A growing number of professionals use online social networks (e.g., Xing or LinkedIn) for business reasons by specifically promoting themselves. Especially executives and entrepreneurs use business social networks as a marketing tool in order to manage their business contacts and, thus, positioning themselves as a brand. Using on Keller’s (1993) customer-based brand equity model, we focus on the special behavior of entrepreneurs in such social networks. Based on the a large data set from a leading social network, we empirically analyze whether entrepreneurs act differently than other users and whether this strategy pays off. Based on a SUR model, we determine what the drivers for entrepreneurs’ profile views and contacts are. The results show that entrepreneurs focus on communicating their intentions and competencies and engage actively in the community. Especially participating in user groups and attending community events are key drivers for success.  相似文献

There has been a growing interest in understanding whether and how people adapt to extreme weather events in a changing climate. This article presents one of the first empirical analyses of adaptation to flooding on a global scale. Using a sample of 97 countries between 1985 and 2010, we investigate the extent and pattern of flood adaptation by estimating the effects of a country's climatological risk, recent flood experiences, and socioeconomic characteristics on its flood‐related fatalities. Our results provide mixed evidence on adaptation: countries facing greater long‐term climatological flooding risks do not necessarily adapt better and suffer fewer fatalities; however, after controlling for the cross‐country heterogeneity, we find that more recent flooding shocks have a significant and negative effect on fatalities from subsequent floods. These findings may suggest the short‐term learning dynamics of adaptation and potential inefficacy of earlier flood control measures, particularly those that promote increased exposure in floodplains. Our findings provide important implications for climate adaptation policy making and climate modeling.  相似文献

Risk information is critical to adopting mitigation measures, and seeking risk information is influenced by a variety of factors. An essential component of the recently adopted My Safe Florida Home (MSFH) program by the State of Florida is to provide homeowners with pertinent risk information to facilitate hurricane risk mitigation activities. We develop an analytical framework to understand household preferences for hurricane risk mitigation information through allowing an intensive home inspection. An empirical analysis is used to identify major drivers of household preferences to receive personalized information regarding recommended hurricane risk mitigation measures. A variety of empirical specifications show that households with home insurance, prior experience with damages, and with a higher sense of vulnerability to be affected by hurricanes are more likely to allow inspection to seek information. However, households with more members living in the home and households who live in manufactured/mobile homes are less likely to allow inspection. While findings imply MSFH program's ability to link incentives offered by private and public agencies in promoting mitigation, households that face a disproportionately higher level of risk can get priority to make the program more effective.  相似文献

This article reviews the main insights from selected literature on risk perception, particularly in connection with natural hazards. It includes numerous case studies on perception and social behavior dealing with floods, droughts, earthquakes, volcano eruptions, wild fires, and landslides. The review reveals that personal experience of a natural hazard and trust—or lack of trust—in authorities and experts have the most substantial impact on risk perception. Cultural and individual factors such as media coverage, age, gender, education, income, social status, and others do not play such an important role but act as mediators or amplifiers of the main causal connections between experience, trust, perception, and preparedness to take protective actions. When analyzing the factors of experience and trust on risk perception and on the likeliness of individuals to take preparedness action, the review found that a risk perception paradox exists in that it is assumed that high risk perception will lead to personal preparedness and, in the next step, to risk mitigation behavior. However, this is not necessarily true. In fact, the opposite can occur if individuals with high risk perception still choose not to personally prepare themselves in the face of a natural hazard. Therefore, based on the results of the review, this article offers three explanations suggesting why this paradox might occur. These findings have implications for future risk governance and communication as well as for the willingness of individuals to invest in risk preparedness or risk mitigation actions.  相似文献

Social media use has become an indispensable part of knowledge work. Employees posting work-related content on social media are considered credible sources of information and have significant importance for how stakeholders, such as potential customers and future employees, perceive the organization. Therefore, employees’ ability to communicate about their work on social media has become a competitive advantage both for individual employees and for their organizations, especially in the professional service sector. Hence, understanding the role of employees’ ability to use these social media professionally is crucial for understanding the communicative behaviors of contemporary knowledge workers. In this study, we draw on social cognitive theory and focus on the antecedents and consequences of self-efficacy in individuals’ work-related communication on social media. The results show that perceived organizational commitment, clarity of communicative role, social media training, and prior experience with social media serve as antecedents of communication self-efficacy and subsequent work-related communication on social media. Thus, organizations and particularly management, have several aspects directly within the scope of their control that may aid employees in engaging in the professional use of social media. The paper contributes to the literature on employees’ communication behavior and provides important and actionable insights for management and the development of human resources.  相似文献

Flood risk is a function of both climate and human behavior, including individual and societal actions. For this reason, there is a need to incorporate both human and climatic components in models of flood risk. This study simulates behavioral influences on the evolution of community flood risk under different future climate scenarios using an agent-based model (ABM). The objective is to understand better the ways, sometimes unexpected, that human behavior, stochastic floods, and community interventions interact to influence the evolution of flood risk. One historic climate scenario and three future climate scenarios are simulated using a case study location in Fargo, North Dakota. Individual agents can mitigate flood risk via household mitigation or by moving, based on decision rules that consider risk perception and coping perception. The community can mitigate or disseminate information to reduce flood risk. Results show that agent behavior and community action have a significant impact on the evolution of flood risk under different climate scenarios. In all scenarios, individual and community action generally result in a decline in damages over time. In a lower flood risk scenario, the decline is primarily due to agent mitigation, while in a high flood risk scenario, community mitigation and agent relocation are primary drivers of the decline. Adaptive behaviors offset some of the increase in flood risk associated with climate change, and under an extreme climate scenario, our model indicates that many agents relocate.  相似文献

This study explored the career adaptability profiles and corresponding characteristics with a person-centered method as well as the correlation between career adaptability and various antecedents such as supervisor feedback setting and person-organization (P–O) fit, and outcomes such as psychological safety and self-efficacy. We employed a convenience sampling technique to invite more than 1000 employees from five provinces in China in 2 studies. There are 535 valid questionnaires in Study 1 and 377 valid questionnaires in Study 2. We performed latent profile analysis (LPA) using Mplus 7.31. For the antecedents, we ran the three-step estimation (R3STEP) command. In terms of outcomes, Binary Coded Hexadecimal (BCH) analysis was conducted. LPA identified four career adaptability profiles, namely, optimal, high, moderate, and low career adaptability. The four different profiles varied in the level, but not the shape. These profiles were predicted by antecedents of supervisor feedback environment and P–O fit, and these profiles impacted psychological safety and self-efficacy. We used a new approach to better understand career adaptability under the framework of career construction theory. A person-centered method, compared with a variable-centered approach, can elucidate the interactions among four dimensions of career adaptability in an employee. Thus, we demonstrated that (1) various career adaptability profiles at work generally do not consistently occur, and (2) latent profiles can distinguish antecedents from outcomes.  相似文献

Past research indicates that personal flood experience is an important factor in motivating mitigation behavior. It is not fully clear, however, why such experience is so important. This study tested the hypothesis that people without flooding experience underestimate the negative affect evoked by such an event. People who were affected by a severe recent flood disaster were compared with people who were not affected, but who also lived in flood-prone areas. Face-to-face interviews with open and closed questions were conducted ( n = 201). Results suggest that people without flood experience envisaged the consequences of a flood differently from people who had actually experienced severe losses due to a flood. People who were not affected strongly underestimated the negative affect associated with a flood. Based on the results, it can be concluded that risk communication must not focus solely on technical aspects; in order to trigger motivation for mitigation behavior, successful communication must also help people to envisage the negative emotional consequences of natural disasters.  相似文献
