The paper analyzes subjective poverty in Hungary and compares it to the objective poverty concepts. Subjective poverty is defined by examining who people consider to be poor. Based on the Easterlin paradox, the initial hypothesis states that subjective and absolute poverty concepts are highly correlated. Taking into account that Hungary is a developed country, subjective well-being is supposed to be associated not only with absolute, but also with relative deprivation. The methods of systematic data collection are used to collect data about the belief of the population. The paper concludes that low income level, Roma descent, entitlement to social supports and unemployment are the items thought to be most related to poverty by the informants. It proves that subjective poverty is a multidimensional concept. It also concludes that absolute and relative poverty thresholds coincide with the subjective one. It implies that increasing the absolute income level of individuals may not be enough to improve their subjective wellbeing as they are also concerned with their relative income position.  相似文献

This paper assesses the Alkire and Foster (AF) approach to measure multidimensional poverty and proposes a ‘dimensional’ approach with economic resources, inner capabilities, and relational resources to account for its conceptual deficits. By measuring poverty in the United States using data from General Social Survey, it shows that, compared to the AF approach, the two-step process of the dimensional approach can provide greater insights into the form and structure of poverty, helping to analyze issues more comprehensively and inform policy decisions better. The relevance of the specific poverty dimensions and indicators and their operationalization are discussed and carried further.  相似文献

In this paper we present a methodology for the study of longitudinal aspects of monetary and multi-dimensional poverty, and apply this in a multi-country comparative context. The conventional poor/non-poor dichotomy is replaced by defining poverty as a matter of degree, determined by the place of the individual in the income distribution. The same methodology facilitates the inclusion of other dimensions of deprivation into the analysis: by appropriately weighting indicators of deprivation to reflect their dispersion and correlation, we can construct measures of non-monetary deprivation in its various dimensions. An important contribution of the paper is to identify rules for the intersection and union of fuzzy sets appropriate for the study of poverty and deprivation. These rules allow us to meaningfully study the persistence of poverty and deprivation over time. We establish the consistency of the approach when applied to a time sequence of any length. We can thus study longitudinally over time a whole range of indicators of poverty and deprivation, from cross-sectional monetary poverty rates to multi-dimensional indicators of deprivation: in particular, we propose the new “Fuzzy At-persistent-risk-of-poverty rate”, and compare it with the corresponding Laeken indicator adopted by Eurostat.  相似文献

This paper presents a comprehensive analysis of multidimensional deprivation in the U.S. since the Great Recession, from 2008 to 2013. We estimate a Multidimensional Deprivation Index by compiling individual level data on several well-being dimensions from the American Community Survey. Our results indicate that the proportion of the population that is multidimensional deprived averages about 15 percent, which exceeds the prevalence of official income poverty. Lack of education, severe housing burden and lack of health insurance were some of the dimensions in which Americans were most deprived in. Though deprivation increased during the recession, it trended towards a decline between 2010 and 2013. Unlike the official and the supplemental poverty measure which did not show any decline, the deprivation index better reflects the economic recovery since the recession. Overall, the prevalence of deprivation was higher in the southern and the western states and among the Asian and the Hispanic population. Importantly, there was not much overlap between individuals who were income poor and those who were multidimensional deprived. In fact, almost 30 % of individuals with incomes slightly above the poverty threshold experienced multiple deprivations. Our analysis underscores the need to look beyond income based poverty statistics in order to fully realize the impact of the recession on individuals’ well-being.  相似文献

The measurement of poverty as ‘consistent’ poverty offers a solution to one of the primary problems of poverty measurement within Social Policy of the last three decades. Often treated as if they were synonymous, ‘indirect’ measures of poverty, such as low income measures, and ‘direct’ measures, such as indices of material deprivation, identify surprisingly different people as being poor. In response to this mismatch, a team of Irish researchers put forward a measure which identified respondents in as being in poverty when they experienced both a low standard of living, as measured by deprivation indicators, and a lack of resources, as measured by a low income line. Importantly, they argued that the two measures required an equal weight. In this paper, I present a reconsideration of the consistent poverty measure from both conceptual and empirical perspectives. In particular, I examine the claim that low income and material deprivation measures should be given an ‘equal weight’. I argue that, from a conceptual perspective, the nature of the indicators at hand means that a deprivation-led measurement approach might be understood to align with the definition of poverty which Nolan and Whelan outline and, from an empirical perspective, that it is the material deprivation measure—and not the low income measure—which is particularly effective in identifying individuals at risk of multiple forms of deprivation. However, I argue that greater attention needs to be given to the question of whether indicators of material deprivation provide a sufficient measure of material poverty and suggest that advancing the measurement of material deprivation beyond its relatively rudimentary state represents an important priority for poverty research.  相似文献

To develop and evaluate the Loneliness Literacy Scale for the assessment of short-term outcomes of a loneliness prevention programme among Dutch elderly persons. Scale development was based on evidence from literature and experiences from local stakeholders and representatives of the target group. The scale was pre-tested among 303 elderly persons aged 65 years and over. Principal component analysis and internal consistency analysis were used to affirm the scale structure, reduce the number of items and assess the reliability of the constructs. Linear regression analysis was conducted to evaluate the association between the literacy constructs and loneliness. The four constructs “motivation”, “self-efficacy”, “perceived social support” and “subjective norm” derived from principal component analysis captured 56 % of the original variance. Cronbach’s coefficient α was above 0.7 for each construct. The constructs “self-efficacy” and “perceived social support” were positively and “subjective norm” was negatively associated with loneliness. To our knowledge this is the first study developing a short-term indicator for loneliness prevention. The indicator contributes to the need of evaluating public health interventions more close to the intervention activities.  相似文献

At risk of poverty indicators based on relative income measures suggest that within the enlarged EU societies located at quite different points on a continuum of affluence have similar levels of poverty. Substantial differences in levels of income between societies do not in themselves invalidate this approach. However, the relative income approach fails to capture the fact that, if countries are grouped in terms of level of GDP, between economic cluster differences in life-style deprivation are sharper at lower income levels. Support for the argument relating to restricted reference groups is found in relation to the contrast between the twelve most affluent EU countries and all others. The limitations of relative income poverty lines have little to do with the process of enlargement as such. Instead the major problem involves the weak association between income and deprivation in the more affluent countries. However, as a consequence of such difficulties, such indicators do not provide entirely meaningful comparisons of levels of disadvantage across economic clusters. The current analysis, rather than supporting the alternative of a focus on absolute income or an EU wide poverty line, suggests that we should take the argument for adopting a multidimensional approach to the measurement of poverty more seriously.  相似文献

In-work poverty is a growing problem in many developed economies. In Hong Kong, there were 200,700 working poor households in 2016, and approximately half of the total poor population in Hong Kong was living in those working poor households. A growing body of literature has examined the problem of the working poor, but most studies have used relative income as a measure of poverty. In this paper, we adopt the material deprivation approach for assessing the poverty situation of in-work poverty households in Hong Kong. We have interviewed 3565 workers in Hong Kong during a survey conduct in 2016. We compare the results of the material deprivation approach with those of the income poverty approach and evaluate the adequacy of the official income poverty line in gauging the situation of in-work poverty. Our findings reinforce existing studies indicating that deprivation offers an important complement to the income poverty line in poverty analysis. Our results show that there is a moderate overlap between workers identified as poor by the deprivation approach and by the income poverty line. And these two groups of workers have very different profiles. The results provide important policy implications for alleviating poverty among the working poor in Hong Kong.

Associations between unemployment, work, and disability have been researched in many studies. The findings are often based on cross-sectional data and single outcomes. The present study analysed multiple outcomes over a period of 15 years among long-term unemployed individuals. Based on all individuals aged 20–40 living in Sweden in 1995, prospective cohort analyses were conducted. Individual annual labour market proximity 1995–2010 was estimated and categorised into three mutually exclusive categories: “Jobless”, “Self-sufficient” (i.e. main income from work), or “Disabled”. Individuals in the category “Jobless” (n = 638,622) in 1995 constituted the study population. Using autoregressive multinomial logistic regression, transitions between the three states during 1997–2010 were analysed. Socio-economic factors, previous inpatient care, and national unemployment rates in different time periods were included in the regression models. Among those “Jobless” in 1995, 17 % were also “Jobless” in 2010, while 10 % were “Disabled” and 61 % “Self-sufficient”. The transitions were stable over time periods for transitions into “Self-sufficient” and “Disabled” but less so for “Jobless”. Previous state was the best predictor of subsequent state. “Jobless” individuals with previous morbidity had a higher transition probability into “Disabled” and a lower transition probability into “Self-sufficient”. The transition rates into “Self-sufficient” were higher in periods with lower unemployment levels. The study supports the interpretation that return to work was affected both by the individuals’ previous health status and by the national unemployment level. Transition from being “Jobless” into “Disability” may be influenced by previous ill health and by negative health effects of being “Jobless”.  相似文献

This study aims to investigate into the determinants of poverty in Hong Kong. Previous research on poverty, which usually adopted a logistic regression model to examine individuals’ probabilities of being poor, could not adequately reveal the heterogeneity in experiences among people across the poverty spectrum, therefore has limited policy effort to address diverse needs of individuals struggling with poverty. In the present study, this concern is addressed by using a quantile regression model to examine the differential effects of the determinants of poverty across the poverty spectrum. Data were drawn from the Hong Kong Panel Survey for Poverty Alleviation (n?=?1668). Logistic regression indicated that being elderly, being female, not having a partner, from a single-parent household, not being employed, living in public rental housing, have lower educational attainment, and have poor self-rated health, increased the probability of being poor. Informational support was a protective factor of poverty, while several negative life events, such as having family member(s) with disabilities/chronic diseases and having financial burden, were risk factors of poverty. Quantile regression analysis was adopted to further examine the extent to which determinants of poverty unfold across poverty spectrum, which was captured by five groups of “extremely poor”, “deeply poor”, “at the poverty line”, “near poverty” and “marginally poor”. Quantile regression indicated that people living across the poverty spectrum were similarly affected by not having a partner, living in single-parent households and not working. However, extremely poor and deeply poor were more adversely affected by old age than those near poverty and marginally poor. It is also discovered that public rental housing buffered the poverty risks more in those who lived in deep poverty than those who were near poverty and marginally poor. University education protected the near poverty and marginally poor to a larger extent than those who were extremely poor and deeply poor. Information support also buffered the poverty risks, and people living across the poverty spectrum were equally benefited from it.

Using VPI to Measure Poverty-Stricken Villages in China   总被引:2,自引:0,他引:2  
Revealing the comprehensive poverty levels and spatial diversities of poverty-stricken villages is a prerequisite for “Entire-village Advancement” anti-poverty policy of China. In response, we build a multidimensional poverty assessment model from the perspective of spatial poverty, adopting VPI (village-level poverty index) to examine multiscale and multidimensional situations and characteristics of poverty-stricken villages in rural China, then adopting spatial geostatistics to explore their multidimensional and multiscale spatial point pattern distribution. Further, we also introduce LSE model to examine their poverty types. Our tests show that, Firstly, the validity and reliability of the VPI model can be justified in terms of village-level targeting ratio and policy-coverage ratio. Then, the poverty level of poverty-stricken villages follows a normal-right distribution, presenting an “olive” structure with a shape of “large middle, and small at two ends”, poverty levels and poverty sizes of different counties obviously increasing from east to west, and different classifications of counties also representing different poverty levels. On the other hand, there exists three kinds of multi-scale poverty clusters among different contiguous destitute areas, namely, clustering-randomness-dispersion, randomness-clustering and dispersion/randomness distribution. Villages with poverty type of three-factor dominance account for over 50 % of the total villages, their poverty are mainly caused by harsh geographical environment, disadvantaged production and living conditions, and poor labor forces. This research helps know well about the relationships among different villages from the multiscale and multidimensional views, so as to provide decision basis for optimal development and reorganization of the poverty-stricken villages in rural China, which is of vital practical significance to make overall arrangement of rural development-oriented poverty elimination and to boost new round of precise poverty elimination and new countryside construction.  相似文献

This study investigates the empirical validity of the material deprivation indices (MDIs) using a partial criterion variable, namely UHCNIR (unmet health care need due to inadequate resources). This alternative approach helps to assess absolute validity (Type I and II errors) and sources of error in the measurement of poverty for a specific aspect of poverty (in this case inability to receive adequate health care due to affordability problems). A simple mismatch analysis identifies a sizable group, around 1% of the adult EU population, missed by MDIs despite being in UHCNIR. A majority of this 1% experiences not only UHCNIR but also multiple other deprivations, commonly reports having some difficulties making ends meet, and prevalently has a disability or a chronic health problem. The analysis reveals that MDIs miss specifically those “unhealthy poor” since these measures do not include a relevant item, and thus cannot adjust for different needs and costs in health care and account for the distinct poverty experiences of these people. Therefore, the main methodological assumption of MDIs, identifying the people in poverty with only a limited set of key deprivation indicators is not supported by this empirical analysis.  相似文献

As our population ages and people overwhelmingly prefer to age in place, the need for home care workers is steadily increasing. Unfortunately, due to the low value society places on caring work, filling these positions and retaining workers is a challenge. Drawing on a pilot study involving in-depth interviews with eight female home care aides, this brief report profiles three categories of worker perceptions of their jobs: “satisfied” (n = 3), “need more support” (n = 3), and “on my way out” (n = 2). Study participants liked their work but believed their jobs needed to be improved. Policy implications based on study findings are explored.  相似文献

This chapter proposes that “quality of life” (QOL) is a multidimensional concept, the measurement of which must contain objective elements of a person's life. It is further suggested that in the development of QOL measurement instruments the selection of items must be influenced significantly by the views of the population under study. Instruments to measure quality of life have been flawed owing to their inadequate conceptual bases and the attempts to utilise general measures which are often the “broad brush” to detect changes in disease specific situations. The chapter outlines conceptual approaches to quality of life and provides an analysis of a range of definitions. It provides an overview of a number of approaches to measure QOL in specific populations. Finally, it addresses some of the potential uses and abuses involved in the measurement of QOL. Many studies have used Richins and Dawson’s (J Consum Res 19: 303–316, 1992) Material Values Scale (MVS), applying it to different types of populations that exhibit a particular psychometric behavior, and showing little stability in their factorial structure. In the present study, 1,070 pedagogy students from the northern, central and southern regions of Chile answered the MVS. This sample was randomly divided in two. Using the first sub-sample (N = 539), an exploratory factorial analysis was carried out, from which a structure of nine items was grouped into two factors called “Social Success” and “Personal Happiness”, which presented adequate reliability. Later, with the second sub-sample (N = 531), the factorial structure indicated above was put to the test through a confirmatory factorial analysis. The data from the model show that the scale contains 8 items in total, grouped into two dimensions. The factorial loads are significant at the level of 1 %, which indicates that the 2-factor structure can be confirmed. Finally—using the proposed structure—the presence of the students’ material values was evaluated.  相似文献

This paper compares the monetary and living standards approaches to poverty using Australian data for the period 2006–2017. The aim is to highlight the conceptual and empirical strengths and weaknesses of the two approaches and identify the similarities and differences that emerge when both are applied to examine what happened over the period and to a limited degree, why. The acknowledged limitations of estimating poverty rates by comparing household income with a poverty line have to a degree been addressed by developments in deprivation research that have generated estimates that are more directly related to living standards, more democratic and more credible. But this approach also has limitations, so its growing popularity need not signify the end of poverty line studies. This paper compares the two approaches, with specific attention paid to ensuring that the estimates are internally consistent over time and comparable at a point in time. Both show a consistent pattern of modest improvement in social disadvantage over the period examined, but they reveal different aspects of change. The monetary approach highlights the role of housing costs in driving changes in poverty, while the more nuanced explanation generated by estimates of deprivation provides detailed insights. The results suggest that each has a positive role to play in better understanding the nature of poverty and identifying the factors driving change over time.

While combating social exclusion has been a key target of the European Union’s social policy in recent years, the concept remains contested and various ways of measuring its prevalence have been proposed. In the Netherlands a survey-based method has been in use since 2004, which refers to four theoretical elements of social exclusion: material deprivation, limited social participation, inadequate access to basic social rights and a lack of normative integration. In this article we propose an improved and more concise version of the instrument. Using focus groups and cognitive tests, the study first examined whether it adequately covers the different elements of social exclusion. Based on the results, the existing items were reformulated and supplemented. A revised questionnaire was then submitted to a new stratified sample of 650 respondents, randomly drawn from an online panel and a database of people without access to the Internet. The weighted outcomes may be regarded as representative for the entire adult Dutch population, although some caveats apply. Using nonlinear canonical correlation analysis, we identified a single underlying dimension in our new data set. This contains 15 items, with three to four indicators for each of the theoretical elements of social exclusion. According to our general index, just under 5 % of the Dutch population aged 18 years or older are faced with a serious degree of social exclusion. On the four subscales the figure ranges from 7 % (social rights) to 22 % (material deprivation).  相似文献

Colombian laypersons’ perspectives regarding actual and potential drug policies were examined. Adults (N = 395) aged 18–68 and living in Bogota were presented with 24 vignettes that were composed according to two within-subject orthogonal factor designs: (a) Demand for drugs in the country × Current government policy regarding soft and hard drugs (from “laissez faire” policy for all drugs to complete prohibition of all drugs) and (b) Information campaigns regarding the dangerousness of drugs × Current policy. Participants rated the level of acceptability of each policy. Seven different perspectives were identified that can be grouped into five broad views. The first one (50 % of participants) was called “radical constructionists” because participants considered that all policies were unacceptable. The second one (19 %) was called “cultural conservatives” because only one drug policy was considered fully acceptable: complete prohibition (although half of the members of this group were willing to allow soft drugs to be sold freely). The third one (14 %) was called “progressive prohibitionists” because the preferred policies in this group were either complete prohibition or complete regulation by the government. The fourth one (8 %) was called “free trade libertarians” because the dominant opinion was that the drug market should be free. The last one (5 %) was called “progressive advocates of legalization” because the preferred policy in this group was complete regulation of all substances. In most cases, the presence of information campaigns was highly valued. Methodological implications and implications for decision-makers are discussed.  相似文献

Conventional approaches to mapping poverty and vulnerability rely on statistical techniques for analyzing national census results in conjunction with much smaller auxiliary data sets. The resulting low-resolution maps offer only limited explanations for the causes of poverty/vulnerability, especially those related to the physical environment. Scientists have mapped land cover performance (or “land degradation” or “desertification”) on national scales using satellite remote sensing, but their efforts have rarely been incorporated into poverty/vulnerability mapping endeavors. This paper describes an alternative, comparatively low-cost approach that could make possible poverty/vulnerability mapping at high resolution across the inhabited territories of entire Sahelian countries. The new hybrid approach calls for close collaboration between a team of remote sensing scientists and a team of field workers engaged in social science, earth science, and biomedical research. Maps produced through this approach should help in targeting programs to alleviate poverty and could improve the efficacy of famine early warning and mitigation.  相似文献
