Since the 1980s, natural resource management (NRM) in rural Australia has been underpinned by rationalities and technologies of governing that constitute agricultural landscapes and resource managers in economically rational terms. While it is tempting to interpret these forms of regulation as part of a broad shift away from social forms of governing, this paper argues that ‘the social’ remains of crucial significance in understanding how both natural environments and the capacities of individuals to manage these environments are constructed. Drawing upon recent work in the Foucauldian-inspired literature on governmentality and, in particular, Stenson and Watt's (Urban Studies 36(1) (1999) 189–201) concept of hybrid governance, this paper examines how particular representations of ‘the social’ are assembled through strategies of NRM. Using the National Landcare Program (NLP) and Natural Heritage Trust (NHT) as examples, we consider how ‘social’ data is being incorporated into resource management strategies, and how this re-shapes both ‘the social’ and NRM as domains of governance. While the NLP and NHT incorporate concerns about social responsibility, they define these in terms of the capacity of individuals to respond to changing economic circumstances. This effectively defines land managers as socially and ecologically responsible only to the extent that they have the managerial capacities to pursue economically ‘rational’ practices. In concluding, we argue that hybrid practices of governing are indeed evident in NRM in Australia and that the concept of ‘hybrid governance’ requires further attention in understanding how rural spaces are made knowable and shaped as objects of knowledge.  相似文献

Rurality is a complex and contested term, with multiple notions and gazes amid calls for theoretical pluralism. In Australia, the spatial categories of ‘remote’, ‘rural’, ‘regional’ and ‘urban’ are applied to places that vary in their distance from an economic and political core and have differing population densities. We argue that natural resources institutions in rural Australia demand an ‘authentic’ performance of Aboriginality that is framed within orthodox and stable constructions of an Indigeneity associated with the remote category. Dominant representations of remote Aboriginal people living on traditional homelands and engaged in ‘traditional’ environmental protection are assumed to hold for all places and transposed when natural resources institutions satisfy compulsory Indigenous engagement. Such institutional requirements for authenticity exclude alternative and multiple Indigenous voices in natural resources management. Rather, Aboriginal people seek engagement across a portfolio of natural resources activities typically found in rural areas (such as mining, grazing, forestry, water allocation planning, and natural resources service delivery and enterprise development), and not just isolated in natural and cultural heritage conservation. This broad participation would more completely match their expressed aspirations and the multiple lived realities of their fluid and networked rural worlds. Using the rural town of Eidsvold in Australia as a case study, we discuss the findings of participant observation and semi-structured interviews with Indigenous people at regional natural resources management meetings and at ‘home’ in Eidsvold. Rather than a generic institutional approach, a place-based approach to understanding the complex ruralities of Aboriginal people is needed.  相似文献

This paper analyses whether the Australian Landcare movement complies with notions of ‘post-productivist rural governance’. The paper argues that Landcare has been a vast improvement on previous approaches to the management of the countryside in Australia, and that it has managed to mobilise a large cross-section of stakeholders. However, the Landcare movement only depicts certain characteristics of post-productivist rural governance. Although Landcare has some elements that fit in with theorisations of social movements, it still depicts many characteristics that show its close affiliation with the state and its agencies (in particular budgetary shackles). Landcare cannot be conceptualised as a fully inclusive movement, and there is little evidence that Landcare has been able to actively shape government policy. However, Landcare has contributed towards changing environmental attitudes, which can be seen as a key precondition for the successful implementation of post-productivist rural governance structures. In particular, Landcare's innovative approach of mutual farm visits, and its emphasis on the demonstration of ‘best practice’, has led to both an increased awareness of land degradation problems and the creation of grassroots ‘information networks’. There has also been some success with regard to Landcare's ability to change attitudes of the wider Australian public. Two important lessons with regard to conceptualisations of post-productivist rural governance emerge. First, individual components of post-productivist rural governance may change at different times, with the attitudinal level most influenced by Landcare, while underlying socio-political productivist structures will take much longer to change. Second, the problem in being able to label Landcare (the most innovative rural programme in advanced economies) as an expression of post-productivist rural governance shows how far away rural programmes in advanced economies still may be from such new forms of governance. The results, therefore, support those advocating that post-productivism may only be a theoretical construct in the minds of academics, rather than an expression of reality on the ground.  相似文献

Increasingly, partnerships and other cooperative forms of governance are common-place in addressing problems of environmental management in rural landscapes. These forms of governance are multi-dimensional in the policy instruments employed; the make-up of actors; and, the types of rationalities that actors use to debate the problem and proposed solutions. This paper pursues the question of how different modes of social action, represented in argumentative claims of participants, influence social coordination in these governance arenas. An empirical study is presented of agri-environmental governance in Australia where actors debate planning and policy initiatives to reduce diffuse water quality impacts from farms on the adjacent Great Barrier Reef. Forester’s conceptualisation of practical social action which locates communicative action in the ‘real world’ of interest-based planning contexts, is used as an analytical frame to identify: (i) the type of claims made by governments, farmer groups and other actors in argumentation; (ii) the claims association with communicative, strategic and instrumental modes of action; and, (iii) their consequence for social coordination in formation and maintenance of inclusive, legitimate and viable forms of governing. The study finds that the interconnected character of claims made by actors, and the ready switching between modes of action observed, point to a situated and dynamic expression of rationality within these contested and prolonged debates on how to legitimately and effectively govern rural environments.  相似文献

State and federal governments in Australia have developed a range of policy instruments for rural areas in Australia that are infused with a new sense of ‘community’, employing leading concepts like social capital, social enterprise, community development, partnerships and community building. This has encouraged local people and organisations to play a greater role in the provision of their local services and has led to the development of a variety of ‘community’ organisations aimed at stemming social and economic decline. In Victoria, local decision-making, before municipal amalgamations, gave small towns some sense of autonomy and some discretion over their affairs. However, following municipal amalgamations these small towns lost many of the resources—legal, financial, political, informational and organisational—associated with their former municipal status. This left a vacuum in these communities and the outcome was the emergence of local development groups. Some of these groups are new but many of them are organisations that have been reconstituted as groups with a broader community focus. The outcomes have varied from place to place but overall there has been a significant shift in governance processes at community level. This paper looks at the processes of ‘community governance’ and how it applies in a number of case studies in Victoria.  相似文献

Multistakeholder Internet governance aspires to fulfill democratic values in a process of dialogue producing results that can be considered for possible action. How can these goals be accomplished when the participants in these processes come from entities as varied as corporations, governments, civil society and academia drawn from countries all over the world? How can such a multistakeholder process embody democratic values? How can it be based on dialogue? What kinds of results can it produce? This article applies Deliberative Polling as a possible solution to this problem by using a stratified random sample of netizens, citizens of the Internet, drawn from all the relevant stakeholders of the Internet Governance Forum, engaged together in dialogue and with opinions collected in confidential questionnaires before and after deliberation. This pilot application focused on the topic of Internet access ? policy proposals to increase access for the next billion users. We believe it demonstrates the possibility that deliberators drawn from all these sectors can participate in substantive dialogue weighing the merits of issues and coming to specific conclusions. The pilot was limited in its duration and scale but produced, nevertheless, results that strongly support the conclusion that this approach to multistakeholder Internet governance is promising.  相似文献

Rural studies: Modernism, postmodernism and the ‘post-rural’   总被引:1,自引:0,他引:1  
In response to Philo [(1992b), Neglected rural geographies: a review. Journal of Rural Studies8, 193–207), who calls for rural studies to take the study of ‘others’ more seriously, we argue the need to take postmodernism more seriously. The paper focuses upon the production of knowledge about rural areas by academics. In the narrative that we provide here, the ‘rural’ had a strong presence until Pahl's critique of the rural-urban continuum which both diminished the status of the rural and emphasised the role of class in shaping particular spaces. Newby and his colleagues applied class analysis to agriculture, likewise undermining the significance of the rural. Further applications of general social theory, such as the political economy and restructuring approaches, show how modernist rural studies seem to be fighting a losing battle to posit the indispensability of the significance of the urban-rural division as an explanation; articulating and rearticulating the divide within a whole range of processes: economic, social and cultural. Rural social scientists have woven this modernist narrative, but, as Philo shows, one effect has been the neglect of certain social groups, cultures and identities. However, in contrast to Philo, we argue that a rather fundamental reassessment of social scientific approaches to the rural is required if these ‘neglected others’ are to be satisfactorily considered. We believe a ‘sociology of postmodernism’ would offer a more reflexive perspective on the processes which give rise to ‘the rural’. We thus call for an end to the use of universal or global concepts such as ‘rural’ (or the ‘urban’) and for a concern with the way places are ‘made’. This will entail a focus on ‘power’ as certain actors impose ‘their’ rurality on others. We term this the study of the ‘post-rural’.  相似文献

This concluding chapter outlines a theoretical framework for understanding the relation between global governance, democracy and the findings of the papers in this volume. It identifies the two principles of affectedness and representation in the literature on democratic global governance, and relates them to the three democratic building blocks of equality, inclusive participation and accountability. These five theoretical components are then combined to relate the findings of the previous chapters to three heuristic models of governance: the domination model, the market model and the global democracy model. We show that the particular global governance arrangements discussed in previous chapters to some extent contain elements of all these models: undemocratic domination, mildly democratic market mechanisms and fully democratic global-democratic processes. Through this theoretical framework, the reader gains insight into how to assess and strategize the democratization project for global governance.  相似文献

Over the past decade rural social scientists have demonstrated significant interest in documenting the new forms of governance emerging in rural and regional areas. However, little attention has been given to examining the gendered aspects of these new arrangements. This paper takes up the issue of gender and governance in rural areas by reporting on the establishment, membership and practices of a new governing organisation in a local government area in a small rural township in Australia. Men hold almost all positions on the 19-member board of this institution charged with facilitating development in the shire. This is not surprising, given women's exclusion from the male-dominated networks from which appointees are selected. While this numerical dominance is important, it is not just the presence of men's bodies that is of concern to this paper. Also of interest is the way in which hegemonic discourses of masculinity are privileged by board members. This includes an emphasis on competition, entrepreneurialism, and aggression, and a focus on economic concerns over and above social issues. In conclusion, there may be a lot that is ‘new’ in the governance of contemporary Western rural nations, but what is not is that these forms of governance are gendered, just as the traditional state has always been, in a way that excludes women and feminine subjectivities.  相似文献

Few studies have theorized and empirically tested variation in location of decision making in NGOs and relationship of decision location choices to accountability dimensions. Using a sample of Lebanese NGOs legally registered as membership organizations, we examine if their budget size and level of member dues, along with dependence on donors interested in democratic governance, predict who participates in their decision‐making process through involvement in preparing and formally approving the annual budget, financial records, and work plan. Our study reveals the reality of shared leadership in these organizations and suggests the value of considering the location of decision making for NGO leaders and the government regulators and funders who wish to encourage democratic processes within membership organizations.  相似文献

ABSTRACT

Social accountability is a concept that has been used much in development studies and democratic theory to study informal ways for civil society to achieve social change and hold governments accountable. Surprisingly, it has been far less used in social movement scholarship and we argue that social accountability, understood as a combination of answerability, legal claim attainment, and sanction, is a useful way to examine social movement outcomes in China. Social accountability directs the focus of research towards the target of protest and not only whether the protest resulted in policy changes or not. Based on field work in 2013–2015, this article examines four cases of social protests in the Chinese city of Hangzhou. In line with previous research we find that when citizen claims accord with government policies and protesters are well-organized, local authorities tend to accommodate the protesters’ claims. However, answerability and sanction do not always follow the same pattern. Answerability can be relatively high also when legal claims are unsuccessful. This means that cases that are commonly seen as unsuccessful protests because the legal demands were not accommodated may still result in partial social accountability. In addition to the presentation of original empirical findings, the study makes a theoretical contribution by linking the two research fields of social movement and social accountability, which will be of interest to a wider scholarly audience.  相似文献

Prominent theorizations of new governance – innovative, collaborative, or experimentalist modes of governance – depict it as enhancing accountability. Yet they have not clarified precisely what accountability is, or identified the range of accountability mechanisms in new governance. Based on case studies from Irish and Portuguese social inclusion policy, this study builds on existing theoretical traditions to develop a model of how new governance affects accountability. This multidimensional conceptualization of accountability provides a nuanced fraework for analyzing accountability in new governance, while casting doubt on claims that new governance undermines accountability.  相似文献

DIALOGUE     
In light of the common mission of social studies education to prepare future democratic citizens, the field continues to be rooted in didactic and monologic practices. Finding an alibi in the current accountability movement that favors teaching about democracy instead of teaching through democracy, many social studies teachers have reneged on their responsibility to engender the democratic capacities of students. In this article, I draw on the writings of literary scholar Mikhail Bakhtin to examine the possibilities that emerge when grounding pedagogy in dialogue. Based on Bakhtin's writings, I sketch three possible pathways that a dialogic pedagogy allows social studies educators to explore: (1) nonneutrality of language, (2) testing of authority, and (3) development of voice. Through my discussion of Bakhtin's history, pedagogic action, philosophy, and sociology, I argue that pedagogy in social studies grounded in dialogue provides an aesthetic for democracy as a means to an end.  相似文献

Since the 1970s, Tamworth has become well known as Australia's ‘country music capital’. Its annual Country and Western Music Festival has become the leading event of its type in Australia, attracting over 60,000 visitors every year. The festival, and country music more generally, have become central to the town's identity and tourism marketing strategies. This article discusses the social constructions that have surrounded Tamworth's transition to ‘country music capital’—of the ‘rural’, and of ‘country’—within the context of debates about the politics of place marketing. Textual analysis of promotional material and built landscapes reveals representations of rurality (or ‘senses of the rural’). In their most commercial form, representations of rurality converge on a dominant notion of ‘country’, quite different from the ‘countryside’ and ‘rural idyll’ in England. This dominant, or normative ‘country’ forms the basis of imagery for the festival, the Town's marketing strategy, and associated advertising campaigns by major sponsors. It is predominantly masculine, white, working class and nationalist. But links between musical style and discourses of place are complex. Colonial British histories, Celtic musical traditions and North American popular culture all inform ‘country’ in Tamworth, dissipating nationalist interpretations. Normative constructions also contrast with other, heterogeneous ruralities in Australia, that include the lived experiences of rural Australians, and on stage—in country music—where multiple ‘ruralised’ identities are performed. Even those who stand to benefit from place promotion have been uncertain about country music and ‘the country’, because of associated discourses of Tamworth as ‘hick’ and ‘redneck’. In the final section of the paper, reactions of residents to constructions of Tamworth as country music capital are discussed, via the results of a simple resident survey. In contrast to previous studies of the disempowering politics of place marketing, Tamworth residents were on the whole supportive of the new associations and images for the town, despite ‘hick’ connotations, as it has become a centre for ‘country’, and for country music. Reasons for this are explored, and resistances discussed. The result is a complex and entangled politics of national identity, gender, race and class, where meanings for place are variously interpreted and negotiated.  相似文献

This paper explores the political relevance of the Landcare movement in Australia in an attempt to understand the capacity of rural people to develop political outcomes through social action in civil society. We relate Claus Offe's notion of a politically relevant new social movement to movement development in Landcare and discuss the implications of this in terms of movement stability, relationships with the state and neo-liberal governance in Australia.Landcare has many of the characteristics attributed to new social movements. People involved in Landcare typically express a commitment to participatory forms of action and coordination, believe in a ‘win-win’ approach to conflict and are opposed to government ‘telling them what to do’. Forms of limited protest and conflict with government occur when core values of autonomy and participation are perceived to be under threat and these values are perceived to be universal rather than just applying to movement participants. However, in contrast to the attributes associated with new social movements, Landcare does not have an outwardly ‘oppositional’ character and a high proportion of movement members in Landcare are farmers and close to the imperatives of agricultural commodity production. Further, the state has had a central role in the initiation and ongoing support of the ‘movement’.These two latter points of difference, however, confer the most ‘political relevance’ to the movement. The role of the state in catalysing Landcare and promoting the ‘program’ in terms of its participatory values, confers significant legitimacy on the outcomes of participatory Landcare fora. Further, the increased transparency and learning of the environment through Landcare activities by farmers can lead to a questioning of the current economic orthodoxy that underpins rural policy.  相似文献

Since the mid-1990s, the number and diversity of ‘quality-certified’ products has increased dramatically. This article examines labor practices and regulatory spaces within 3rd party quality certification and suggests that this distinct configuration be termed ‘just-in-space’ production. A privileging of space derives, on the one hand, from the character of qualities certified. ‘Extrinsic’ qualities, such as biodiversity conservation or fair-trade labor practices, may only be introduced into the commodity through monitoring of labor at the point of production and along the commodity chain to retailer venues. This monitoring, accomplished via inspections and document production on a track that parallels the commodity movement, occurs within a semi-public space and results in an uneasy tension between a social interest in open inspections of ecological and socially-just production and retailer interest in controlling certification information about ‘green’ products. At the same time, transnational institutional regulation of certification (e.g., ISO), together with popular support for quality certification, limits the power of retailers and activists to alter certification practices and sustains the semi-public character of this space. Using a literature review and research on certified organic coffee, this paper examines practical and theoretical implications of just-in-space production, and concludes that while this configuration facilitates public action in support of social-justice and environmental conservation, it is also susceptible to manipulation by large retail firms that chose to evade 3rd party certification by setting up private certifications.  相似文献

The liberalisation of agricultural trade is strongly contested as an international policy project. In the context of the current World Trade Organisation (WTO) Doha trade round, concerns revolve around the implications of freer trade for rural livelihoods and environments. Analysis of this complex and morally charged issue offers important insights into the nature of resistance to the neoliberal agenda. This resistance has been expressed in terms of perceived threats to the ‘multifunctionality’ of agriculture and its ability to provide public environmental and social benefits. We focus specifically on Australia and the European Union (EU), key players in the WTO process but diametrically opposed in their embrace of, or resistance to, agricultural neoliberalisation. While the EU has sought to maintain trade barriers in order to protect both marginal areas and the market advantages derived from a heavily-subsidised, productivist agriculture, Australia relies on ‘competitive productivism’ – unsubsidised, highly productive agriculture – to win markets. There is nevertheless evidence that the compatibility of market rule with agri-environmental (and, to a lesser extent, social) sustainability is being contested in both Australia and the EU, particularly at the regional scale. The nature and terms of this contestation are different, however, given the radically divergent macro-economic and socio-political contexts in which it is being framed. The debate about the socio-environmental implications of market opening within the agriculturally protectionist environment of the EU is largely anticipatory and risk-averting, while in the already market-exposed Australian context it is increasingly compensatory and harm-minimising. In this paper, we argue that neoliberalisation as a policy agenda is reshaped in different states and regions through processes of resistance and accommodation arising from particular geographical, historical, political and institutional contexts, and as a response to crises.  相似文献

This paper explores how bilateral and multilateral clustering are embedded in a multilevel system of interdependent networks. We argue that in complex systems in which bilateral and multilateral relations are themselves interrelated, such as global fisheries governance, embeddedness cannot be reduced to unipartite or bipartite clustering but implicates multilevel closure. We elaborate expectations for ties’ multilevel embeddedness based on network theory and substantive considerations and explore them using a multilevel ERGM. We find states’ bilateral ties are embedded in their shared membership in multilateral fisheries agreements, which is itself clustered around foci represented by similar content and treaty secretariats.  相似文献

This paper draws on research with people from African, Caribbean and Asian backgrounds regarding perceptions and use of the English countryside. I explore the complex ways in which the category ‘rural’ was constructed as both essentialised and relational: how the countryside was understood most definitely as ‘not-city’ but also, at the same time, the English countryside was conceived as part of a range of networks: one site in a web of ‘nature places’ across the country, as well as one rural in an international chain of rurals – specifically via embodied and emotional connections with ‘nature’. I argue that alongside sensed/sensual embodiment (the non-representational intuitive work of the body), we need also to consider reflective embodiment as a desire to space/place in order to address the structural socio-spatial exclusions endemic in (rural) England and how they are challenged. I suggest that a more progressive conceptualisation of rurality – a ‘transrural’ open to issues of mobility and desire – can help us disrupt dominant notions of rural England as only an exclusionary white space, and reposition it as a site within multicultural, multiethnic, transnational and mobile social Imaginaries.  相似文献
