Risky energy technologies are often controversial and debates around them are polarized; in such debates public acceptability is key. Research on public acceptability has emphasized the importance of intrapersonal factors but has largely neglected the influence of interpersonal factors. In an online survey (N = 948) with a representative sample of the United Kingdom, we therefore integrate interpersonal factors (i.e., social influence as measured by social networks) with two risky energy technologies that differ in familiarity (nuclear power vs. shale gas) to examine how these factors explain risk and benefit perceptions and public acceptability. Findings show that benefit perceptions are key in explaining acceptability judgments. However, risk perceptions are more important when people are less familiar with the energy technology. Social network factors affect perceived risks and benefits associated with risky energy technology, hereby indirectly helping to form one's acceptability judgment toward the technology. This effect seems to be present regardless of the perceived familiarity with the energy technology. By integrating interpersonal with intrapersonal factors in an explanatory model, we show how the current “risk–benefit acceptability” model used in risk research can be further developed to advance the current understanding of acceptability formation.  相似文献

This article analyzes determinants of technology acceptance and their interdependence. It highlights the role of affect in attitude formation toward new technologies and examines how it mediates the influence of stable psychological variables on the technology's acceptability. Based on theory and previous empirical evidence, we develop an analytical framework of attitude formation. We test this framework using survey data on attitudes toward stratospheric aerosol injection (SAI), a technology that could be used to counteract global warming. We show that affect is more important than risk and benefit perception in forming judgment about SAI. Negative and positive affect directly alter the perception of risks and benefits of SAI and its acceptability. Furthermore, affect is an important mediator between stable psychological variables—such as trust in governmental institutions, values, and attitudes—and acceptability. A person's affective response is thus guided by her general attitudes and values.  相似文献

Several recent studies have identified the significant role social trust in regulatory organizations plays in the public acceptance of various technologies and activities. In a cross‐cultural investigation, the current work explores empirically the relationship between social trust in management authorities and the degree of public acceptability of hazards for individuals residing in either developed or emerging Latin American economies using confirmatory rather than exploratory techniques. Undergraduates in Mexico, Brazil, and Chile and the United States and Spain assessed trust in regulatory authorities, public acceptance, personal knowledge, and the risks and benefits for 23 activities and technological hazards. Four findings were encountered. (i) In Latin American nations trust in regulatory entities was strongly and significantly (directly as well as indirectly) linked with the public's acceptance of any activity or technology. In developed countries trust and acceptability are essentially linked indirectly (through perceived risk and perceived benefit). (ii) Lack of knowledge strengthened the magnitude and statistical significance of the trust‐acceptability relationship in both developed and developing countries. (iii) For high levels of claimed knowledge, the impact on the trust‐acceptability relationship varied depending upon the origin of the sample. (iv) Confirmatory analysis revealed the relative importance of perceived benefit over perceived risk in meditating the trust‐acceptability causal chain.  相似文献

The purpose of this paper is focused on investigating empirically how Tunisian Auditors perceive their status regarding fraud fighting issue. In this respect, a set of auditor-associated mental representations will be expressed in terms of their respective roles as relevant governance models (legal versus ethical ones), via the cognitive mapping technique. The findings reveal that corporate governance can be globally depicted within these particular representations, indicating the supremacy of the legal governance approach over the ethical one with regard to the Tunisian case. .  相似文献

It is readily observable that there is a wide gulf between the manner by which the lay public and the manner by which technical experts assess the risks of complex technologies and assimilate these assessments in decisions regarding the acceptance or rejection of technological options. On the public side, this gap in methods and value assessments is a major source of distrust of technical experts and disaffection with the social management of technology. From the viewpoint of the technical experts who introduce or regulate technologies, this gap is both a cauldron of frustration and a perceived justification for paternalistic technocratic decision-making that further alienates important segments of the public. It is the author's belief that unless our society learns how to progress in bridging these gaps within the framework of a comparative mode of risk-cost-benefit analysis of options, the potential net benefits of certain technologies such as commercial nuclear power could well be lost to our society. Research on public risk perception, while potentially an important component in achieving this objective, needs to be restructured from its present static orientation to meet the needs of forward-looking decision-making that accommodates dynamic learning processes of both the public and technical experts as well as the “learning curves” of technological improvements historically accompanying successful innovations. Moreover, no less attention needs to be devoted to improved benefit assessment along with ethical and equity considerations in decision-making involving the reconciliation of conflict between individual and societal interests. This paper examines the vital importance of interdisciplinary analysis in fulfilling these needs.  相似文献

Government and policymakers want to engage the public in a dialogue about the conduct and consequences of science and increasingly seek to actively involve citizens in decision-making processes. Implicit in this thinking is that greater transparency and public inclusion will help dispel fears associated with new scientific advancements, foster greater public trust in those accountable, and ultimately increase the acceptability of new technologies. Less understood, however, are public perceptions about such high-level involvement in science and how these map onto public trust and attitudes within a diverse population. This article uses the concept of public efficacy -- the extent to which people believe that the public might be able to affect the course of decision making -- to explore differences in trust, attentiveness, and attitudes toward modern genetic science. Using nationally representative data from the 2003 British Social Attitudes Survey, we begin by examining the characteristics of those who have a positive belief about public involvement in this area of scientific inquiry. We then focus on how this belief maps on to indicators of public trust in key stakeholder groups, including the government and genetic scientists. Finally, we consider the relationship between public efficacy and trust and attitudes toward different applications of genetic technology. Our findings run contrary to assumptions that public involvement in science will foster greater trust and lead to a climate of greater acceptance for genetic technology. A belief in public efficacy does not uniformly equate with more trusting attitudes toward stakeholders but is associated with less trust in government rules. Whereas trust is positively correlated with more permissive attitudes about technologies such as cloning and gene therapy, people who believe in high-level public involvement are less likely to think that these technologies should be allowed than those who do not.  相似文献

The risks of unfamiliar technologies are often evaluated by comparing them with the risks of more familiar ones. Such risk comparisons have been criticized for neglecting critical dimensions of risky decisions. In a guide written for the Chemical Manufacturers Association, Covello et al. (1) have summarized these critiques and developed a taxonomy that characterizes possible risk comparisons in terms of their acceptability (or objectionableness). We asked four diverse groups of subjects to judge the acceptability of 14 statements produced by Covello et al. as examples of their categories. We found no correlation between the judgments of acceptability produced by our subjects and those predicted by Covello et al. .  相似文献

Technology‐led innovation represents an important driver of European economic and industrial competitiveness and offers solutions to societal challenges. In order to facilitate responsible innovation and public acceptance, a need exists to identify and implement oversight approaches focused on the effective risk governance of emerging technologies. This article describes a foresight study on the governance of new technologies, using nanotechnology as a case example. Following a mapping of the governance landscape, four plausible foresight scenarios were developed, capturing critical uncertainties for nanotechnology governance. Key governance elements were then stress tested within these scenarios to see how well they might perform in a range of possible futures and to inform identification of the strengths, weaknesses, opportunities, and threats for nanotechnology governance in Europe. Based on the study outcomes, recommendations are proposed regarding the development of governance associated with the responsible development of new technologies.  相似文献

This paper is a case study‐based investigation of aspects of the current paradigmatic approach to ‘good’ corporate governance, with its focus on the interlinked roles of internal control and risk management procedures, internal audit and external audit, overseen and coordinated by a formal structure of board committees, in particular the audit committee. The evidence that we adduce from the study of four high‐profile cases of perceived accounting and governance failure provides limited assurance that this approach will in fact be cost‐effective or efficient in preventing further such cases of accounting and governance failure. Specifically, issues as to remuneration and fee dependence, lack of relevant knowledge and expertise, social and psychological dependence upon executive management appear to have significantly and negatively affected the quality of decision‐making of governance gatekeepers. This suggests that further consideration of relevant economic, institutional and cognitive/behavioural factors beyond the rational choice model of traditional economics should underpin future developments in required modes and structures of governance.  相似文献

One of the ways in which scholars have sought to broaden the discussion of the social responsibilities of corporations and their managers is through the development of the stakeholder concept. The primacy of shareholder interests in corporate‐governance processes and managerial action is, however, a myth that justifies all sorts of managerial self‐interest seeking and exploitation of particular stakeholder groups. What makes this myth particularly problematic—from the standpoint of fairness and corporate governance—is that not all nonshareholder stakeholders are equally situated with regard to their ability to secure fair treatment. In this article, I explore the ethical dimensions of board responsibilities to dependent stakeholder groups by first describing the differences between shareholders and nonshareholder stakeholders with regard to risk, examining why dependent stakeholders (stakeholders with legitimate and urgent claims, but no power) are particularly important from the standpoint of stakeholder risk, and discussing how stakeholder consultation might provide a partial fix to such problems. I will conclude with proposals for how boards can more faithfully discharge their ethical responsibilities to dependent stakeholder groups, and in so doing facilitate stakeholder involvement in corporate governance in ways that promote fairness in organization–stakeholder relationships.  相似文献

Automated driving (AD) is one of the most significant technical advances in the transportation industry. Its safety, economic, and environmental benefits cannot be realized if it is not used. To explain, predict, and increase its acceptance, we need to understand how people perceive and why they accept or reject AD technology. Drawing upon the trust heuristic, we tested a psychological model to explain three acceptance measures of fully AD (FAD): general acceptance, willingness to pay (WTP), and behavioral intention (BI). This heuristic suggests that social trust can directly affect acceptance or indirectly affect acceptance through perceived benefits and risks. Using a survey (N = 441), we found that social trust retained a direct effect as well as an indirect effect on all FAD acceptance measures. The indirect effect of social trust was more prominent in forming general acceptance; the direct effect of social trust was more prominent in explaining WTP and BI. Compared to perceived risk, perceived benefit was a stronger predictor of all FAD acceptance measures and also a stronger mediator of the trust–acceptance relationship. Predictive ability of the proposed model for the three acceptance measures was confirmed. We discuss the implications of our results for theory and practice.  相似文献

Unconventional gas development (UGD) is growing rapidly in the United States. Drawing on insights from risk perception and risk governance theories and recent public opinion surveys, we find that UGD is an emerging technology that is likely to be perceived as risky, even though objective risk assessments suggest that risks are low and controllable through best risk management practices. Perceived risk varies significantly depending on the state and locality but perceptions of risk appear to be increasing as the technology is used more widely in the United States and as organized opponents of the technology intensify their efforts. Risk perceptions are attenuated somewhat because of the perceived benefits of UGD and compensation schemes for individuals and communities. The types of triggering events necessary for large‐scale social amplification and stigmatization have not yet occurred but awareness of UGD is growing and organized opposition has been sufficient to cause prohibitions of UGD in some U.S. states and localities. Additional directions for social science research on public reactions to UGD are recommended.  相似文献

It is a common experience that attempts to mitigate a risk lead to new risks, and that risks formerly thought to be of one kind become another kind as technical knowledge evolves. This phenomenon of risk migration suggests that we should take processes over time, rather than specific risks or specific technologies, as a unit of analysis. Several of our existing models of the social management of risks-such as that of social risk amplification-are process models of a kind but are still oriented around the playing out of a particular event or issue. A case study of risk in a group of flame-retardant compounds was used as the basis of a grounded, exploratory analysis of migration processes, the phenomena that influence them, and their consequences. This illustrated how migration naturally occurs from risks that are understood, in which risk bearers have at least some agency, to risks that are not understood and not capable of being influenced by risk bearers. It illustrated how the simultaneous improvement in measuring technology, which detects potential toxins at increasingly small concentrations, combines with intuitive models that ignore concentration to produce conditions likely to generate anxiety. And it illustrated how pressure groups and commercial interests exploit this effect. It also showed how migration makes precautionary action problematic, and how more generally it tends to undermine a society's capacity to cope with risk.  相似文献

Under current European Union legislation, action to restrict the production and use of a chemical is only justified if there is evidence that the chemical poses a risk to human health or the environment. Risk is understood as being a matter of the magnitude and probability of specifiable harms. An examination of how risks from chemicals are assessed shows the process to be fraught with uncertainty, with the result that evidence that commands agreement as to whether a chemical poses a risk or not is often not available. Hence the frequent disputes as to whether restrictions on chemicals are justified. Rather than trying to assess the risks from a chemical, I suggest that we should aim to assess how risky a chemical is in a more everyday sense, where riskiness is a matter of the possibility of harm. Risky chemicals are those where, given our state of knowledge, it is possible that they cause harm. I discuss four things that make a chemical more risky: (1) its capacity to cause harm; (2) its novelty; (3) its persistence; and (4) its mobility. Regulation of chemicals should aim to reduce the production and use of risky chemicals by requiring that the least risky substance or method is always used for any particular purpose. Any use of risky substances should be justifiable in terms of the public benefits of that use.  相似文献

The often paradoxical relationship between investment in information technology and gains in productivity has recently been attributed to a lack of user acceptance of information technology innovations. Diverse streams of research have attempted to explain and predict user acceptance of new information technologies. A common theme underlying these various research streams is the inclusion of the perceived characteristics of an innovation as key independent variables. Furthermore, prior research has utilized different outcomes to represent user acceptance behavior. In this paper we focus on individual's perceptions about the characteristics of the target technology as explanatory and predictive variables for acceptance behavior, and present an empirical study examining the effects of these perceptions on two frequently used outcomes in the context of the innovation represented by the World Wide Web. The two outcomes examined are initial use of an innovation and intentions to continue such use in the future, that is, to routinize technology use. Two research questions motivated and guided the study. First, are the perceptions that predict initial use the same as those that predict future use intentions? Our results confirm, as hypothesized by prior research, that innovation characteristics do explain acceptance behavior. The results further reveal that the specific characteristics that are relevant for each acceptance outcome are different. The second research question asks if perceived voluntariness plays a role in technology acceptance. Results show that external pressure has an impact on adopters' acceptance behavior. Theoretical and practical implications that follow are presented.  相似文献

This paper examines taxonomies for classifying risks and conflicts about risky technologies. First, we describe six levels of conflict that represent various " shades of gray" between purely factual and purely value laden conflicts in technology disputes. Subsequently, we survey several recent taxonomies of risks and hazards that were at least partly intended to clarify the nature of the public conflicts about technologies and their risks. After pointing out that non-risk features frequently shape technology debates, we develop a taxonomy of the disputes themselves, based on a collection of 162 cases. Our taxonomy of technological controversies is related to the recent risk taxonomies and to the different levels of conflict. It turns out that the different technological disputes create quite different levels of conflict ranging from mainly factual (consumer products, drugs) to extremely value laden (nuclear power, genetic engineering). Depending on the type of controversy and level of conflict we suggest alternative conflict management strategies.  相似文献

In an early stage of developing emerging technologies, there is often great uncertainty regarding their future success. Companies can reduce this uncertainty by listening to the voice of customers as the customer eventually decides to accept an emerging technology or not. We show that risk and benefit perceptions are central determinants of acceptance of emerging technologies. We present an analysis of risk and benefit perception of self-driving cars from March 2015 until October 2016. In this period, we analyzed 1,963,905 tweets using supervised machine learning for text classification. Furthermore, we developed two new metrics, risk rate (RR) and benefit rate (BR), which allow analyzing risk and benefit perceptions on social media quantitatively. With our results, we provide impetus for further research on acceptance of self-driving cars and a methodological contribution to acceptance of emerging technologies research. Furthermore, we identify crucial issues in the public perception of self-driving cars and provide guidance for the management of emerging technologies to increase the likelihood of their acceptance.  相似文献

Managing development decisions for new products based on dynamically evolving technologies is a complex task, especially in highly competitive industries. Product managers often have to choose between introducing an incrementally better, safe new product early and a superior, yet highly risky, product later. Recommendations for managing such performance vs. time‐to‐market trade‐offs often ignore competitive reactions to development decisions. In this paper, we study how a firm could incorporate the presence of a strategic competitor in making technology selection and investment decisions regarding new products. We consider a model in which an innovating firm and its rival can introduce a new product immediately or pursue a more advanced product for later launch. Further, the firm can reduce the uncertainty surrounding product development by dedicating more resources; the effectiveness of this investment depends on the firm's innovative capacity. Our model generates two sets of insights. First, in highly competitive industries, firms can adopt different technologies and effectively use introduction timing to mitigate the effects of price competition. More importantly, the firm could strategically invest in the advanced product to influence its rival's technology choice. We characterize equilibrium development and investment decisions of the firms, and derive innovative capacity hurdles that govern a firm's choice between the risky and safe alternatives. The effects of development flexibility—where firms might have the option to revert to the safe product if the advanced product fails—are also considered.  相似文献

Scholars have begun to explore the role of modes of information processing and related audience characteristics in reactions to risky situations and risk information.((11, 12, 14, 17, 18, 20))"Information processing" concerns how people attend to and consider available information: systematic processors analyze messages and situations carefully, while heuristic processors skim and use cues (e.g., opinions of trusted reference groups) for quick judgments. This article uses scenarios about a semi-hypothetical industrial facility, in particular risk comparisons being considered by its manager for inclusion in a talk to the community, to explore the impact of information processing. Information insufficiency, self-assessed capacity to understand information, and information-seeking propensities are tested for potential effects on information processing about industrial risks by people living near industry. As well as testing established models, this article explores the additional explanatory value of involvement, relevance, and ability (Earle et al., 1990) and objective knowledge. Both existing model variables and new ones have significant effects on information seeking and information processing in this case, and partly confirm earlier results. Trumbo((17,18)) found that heuristic processors saw lower risk and systematic processors higher risk from suspected cancer clusters. In this study, reporting knowledge about local industrial risks as insufficient for one's purposes and self-reported avoidance of such information both raised ratings of the facility's risk and lowered ratings of its acceptability. Neither type of information processing significantly affected risk or acceptability judgments, but both increased risk ratings and heuristic processing had more effect than systematic processing. Positive ratings of risk comparisons' clarity and meaningfulness decreased risk and increased acceptability ratings, dominated other information variables in predictive power, and exceeded risk, benefit, and trust in contribution to acceptability judgments. Despite differences across studies in designs and variables, and the embryonic development of appropriate (self-reported) measures for use in field surveys, these results confirm the potential value of further research in how information seeking and processing affect risk beliefs and reactions to risk communications.  相似文献
