Using Spanish longitudinal data from the period 1992–2004, this paper examines labour market transitions of the newly unemployed in order to investigate the determinants of unemployment duration in a competing risks framework with four destination states: temporary employment, permanent employment, self-employment and inactivity. Special emphasis is placed on the influence of previous job variables. We find that individuals who become unemployed due to the end of a temporary contract are more likely to exit unemployment by finding another temporary job and less likely to exit through permanent jobs, self-employment or inactivity. However, long tenures in temporary jobs enhance the probability of finding a permanent employment. Moreover, the length of the previous job, when it terminates due to a layoff, hinders the probability of moving to employment (either permanent or temporary).  相似文献

Exploiting the variation in education induced by a reform that compelled individuals to obtain additional schooling in Turkey, and using administrative unemployment insurance (UI) records, we show that high-educated unemployed workers, compared to their low-educated counterparts, use unemployment benefits longer, and they are less likely to find employment before their benefit periods expire. This suggests education increases one's selectiveness over jobs. We also show benefit generosity impacts the high- versus low-educated differentially. Extended benefits increase low-educated workers' probability of finding employment more than the high-educated. Our findings highlight the importance of considering worker attributes when designing the UI system.  相似文献

Using a mixed methods approach, this article examines gendered patterns of employment and of unemployment benefit uptake among Turkish marriage migrants in Denmark. The results show that men use co‐ethnic networks to access entry positions. Subsequent eligibility for unemployment benefits enable these men to search for better jobs. Women enter employment more slowly and tell of such entry being related to entering the unemployment insurance system, enabling them to periodically conform to gendered expectations as homemakers. Pakistani marriage migrants display similar patterns, indicating the centrality of this institutional arrangement in low‐skilled marriage migrants’ active adaptation to a new society.  相似文献

This paper examines the effects of a private-sector prison work program called the Prison Industry Enhancement Certification Program (PIECP) on formal unemployment duration, duration of formal employment, and earnings of men and women released from various state prisons between 1996 and 2001. It also investigates the labor market dynamics of formerly incarcerated men and women. The program is found to increase reported earnings and formal employment on the extensive margin, with a stronger impact on the formal employment of women. There is little evidence that it increases formal employment along the intensive margin (i.e., duration of formal employment). Contrary to segmented labor market theories, superior employment (i.e., higher-paying jobs) does not lead to increased job stability. Roughly 92 % of individuals who obtained formal employment in the sample experienced job loss; however, reincarceration rates are too low to explain this fact. An evaluation of labor market dynamics reveals that traditional human capital variables, criminogenic factors, and a few demographic characteristics determine job loss. In addition, black women, single women, and women with more extensive criminal histories face greater barriers in the labor market than their male counterparts.  相似文献

Females with recent participation in public welfare are a disproportionate and growing share of temporary help services firm employees. Research documenting low earnings, frequent job transitions, and low benefit rates among temporary workers has raised concerns that welfare recipients taking these jobs might have poorer labor market outcomes than those entering permanent positions. My findings show that a majority of welfare recipients working in temporary jobs were satisfied with their pay and working conditions and did not earn much less than those in other jobs. They did report, however, high levels of dissatisfaction with the lack of employment benefits received, and their annual earnings were still very low, reflecting chronic job instability that is endemic to the welfare population.  相似文献

As employment becomes more precarious, and spells of displacement become more common across the labor market, many individuals are forced to make decisions about the speed at which they seek reemployment and the types of employment they will seek. Using repeated cross‐sectional data from various years of the Displaced Worker Supplement of the Current Population Survey, we examine the degree to which employer‐provided health insurance and organizational provision of advanced layoff warning helped workers—particularly those from earlier birth cohorts—navigate the labor market during a period of growing employment flexibility. Our results indicate that workers from older cohorts, rather than older chronological ages, suffered more from displacement in terms of longer unemployment spells and declines in job quality upon reemployment. Workers able to obtain a job with health insurance had shorter unemployment durations, while those displaced from jobs with health insurance remained unemployed for longer periods of time. Advance notice appears to reduce some of the disproportionately negative effects of displacement for older workers, perhaps by easing the shock of a psychological contract breach. Our findings point to the importance of historical and cultural factors in shaping labor market outcomes.  相似文献

Further research on the impact of unemployment on workers and their families requires greater refinement and more precise measurement of the concept. While previous studies have indicated the effects of unemployment on a wide range of variables, such as health and well-being, many of these studies suffer from imprecision by conceptualizing unemployment too narrowly and by using too strict a dichotomy between currently employed and currently unemployed workers. This research effort attempts to broaden and refine the concept of unemployment by defining it in terms of two job dimensions: current employment status and previous job loss. Using this conceptualization, the authors find that current unemployment after other job losses may have more devastating effects on well-being than losing one's job for the first time. Similarly, among the currently employed, those who have lost jobs in the past may experience more emotional difficulties than those who have never lost their jobs.  相似文献

"Hypotheses about remigration by immigrants are investigated using longitudinal data from the 1970s for immigrants to Israel. The main finding is that experience of unemployment during the first year in Israel does not, on the whole, help predict subsequent remigration. The propensity to remigrate varies inversely with age for most groups, and it increases if the immigrant has not acquired permanent housing. Immigrants on temporary resident visas are naturally more prone to remigrate in the short run. The well-educated and the young are more likely to be temporary residents."  相似文献

V. Conclusion The United States has thus far wisely rejected the European path of low jobs growth and high unemployment and has instead embraced flexibility. Moreover, attention is starting to be paid to the need for change in the laws affecting the workplace to accommodate and promote this new flexibility. The “jobs clearinghouse” role of temporary help and staffing firms is one of the most salutary developments in the labor market in this century and should be encouraged. Not only is there no need for laws to regulate or limit temporary work, consideration should be given to providingincentives to firms that provide those services, such as tax credits based on the skills training provided and the job placements made. This would help promote a vigorous and efficient private sector job service that has become increasingly essential to American workers’ ability to find the right job at the right time in an increasingly complex and mobile work force.  相似文献

The paper investigates whether increased labor market flexibility leads to a reinforcement of the existing segmentation of the labor market or whether it is dismantling the barriers in the labor market. Using spell data (employment and unemployment periods) from the German Socio-economic Panel (GSOEP, time period: 1984–1999) both determinants of fixed-term contracts and their consequences (renewed temporary employment, unemployment) are investigated with the help of random-effects logit-models. The results show that respondents’ characteristics (amount and type of human capital, formerly experienced periods of unemployment), structural variables (branch, firm size), and occupational characteristics (position, marginal employment) are influencing the risk of getting a temporary job. Furthermore it becomes evident that fixed-term contracts are increasing the risk of getting a temporary job again or of becoming unemployed after termination of the temporary job. These results show that fixed-term contracts above all are part of the secondary labor market, and that they especially have negative consequences for the employees in this segment. On the other hand fixed-term contracts can be seen as a chance in the way that they offer at least an alternative to unemployment. Hence, a too narrow evaluation of temporary employment would be too simplistic.  相似文献

We examine temporary workers (temps), their choices, and growth in temporary employment. We find that some people choose a temporary job because they desire greater schedule flexibility, particularly students and women with children. For most, however, weaker permanent job opportunities drive them into temporary positions. Using the 1995 and 1997 Current Population Surveys (CPS) we find that both the percentage of the work force in temporary jobs and the absolute number of temps declined when applying a new CPS-based measure of temporary. This is in stark contrast to the rising percentage found in several previous studies when looking only at workers in personnel supply services and clearly questions prior claims and concerns about growth in the temporary work force. A 1982-1983 survey of 868 undocumented aliens and a number of providers of public services showed that the state of Texas receives more from taxes paid by undocumented persons than it costs the state to provide them with public services, such as education, health care, corrections, and welfare. The same survey showed that 6 cities in the state (Austin, Dallas, El Paso, Houston, McAllen, and San Antonio) together expended more to provide services to undocumented aliens than they received in taxes. The survey concentrated on undocumented persons not detained by the immigration authorities and found that this group constituted a distinct population from those in detention centers in that the former exhibited normal characteristics of settled families, while the latter were predominantly the familiar young, single, and peripatetic males. A related finding is that the households of the transient group consist predominantly of undocumented persons whereas the households of the settled group contain a greater mixture of legal residents and illegal aliens. Undocumented persons do indeed use public services, primarily education and health services. They are rarely recipients of welfare services or food stamps. Undocumented persons do indeed pay taxes and those taxes that go to or revert to the state of Texas clearly exceed the cost to the state to provide services to those people. On the other hand, local governmental units (below the state level) in Texas must expend more to provide public services to illegal aliens than those governmental levels receive from the taxes paid by these persons. This is an administrative issue relating to the recipients of tax dollars and the government level on which the burden falls to provide certain services, primarily health care and education. Finally, since only about half of the settled population is in the job market in Texas, a quick fix of deportation of these persons would not create an equivalent number of jobs.  相似文献

Many studies have identified the work disincentive effects of unemployment insurance. This paper points out the entitlement effect of this and other social insurance programs on employment, as the risks of labor-market participation are reduced by the existence of unemployment benefits. This employment-increasing effect can offset the disincentive effect, with the net impact on employment becoming an empirical issue. Using data on a sample of married women for 1971, we find that on net there is a slight negative effect on employment of higher unemployment insurance benefits. The entitlement effect on employment is, though, generally positive and significant, suggesting that the provisions of social insurance induce increased labor-force participation among women who otherwise would remain out of the labor force.  相似文献

The study of labour market turnover is particularly significant in Latin America, which is characterized by marked economic cycles and limited social protection coverage. This article estimates the intensity of transitions from employment in six countries in Latin America in the new millennium and decomposes the differences observed, furthermore evaluating the employment destinations of workers making such transitions. The countries under analysis show very different turnover rates, which are mostly explained by a dissimilar incidence of informal and temporary employment. In all cases, a large share of job exits imply transitions to precarious jobs or unemployment.  相似文献

Employment has become increasingly precarious in developed countries, meaning that, for many young adults, jobs provide neither benefits nor security, more work is part time, and employers are increasingly hiring workers from temporary help agencies and contract companies rather than as employees of their own company. These changes in employment relations have profound effects on gender roles and on family transitions of young adults, especially young men and in particular in countries such as Japan, where there are rigid family norms and the male‐breadwinner tradition still prevails. The authors examined the effects of the experience of non‐regular work on the timing of marriage and whether this differs by sex. Using recent life history data from Japan, they found that men working in non‐regular jobs are especially likely to postpone marriage. The implications of the growth of precarious work for changes in work and family institutions in Japan are discussed.  相似文献

UNDEREMPLOYMENT AND RACIAL COMPETITION IN LOCAL LABOR MARKETS   总被引:1,自引:0,他引:1  
The primary concern in this paper is to analyze the effects of black population concentration on black and white men's relative and absolute underemployment levels in labor market areas while controlling for the degree of occupational segregation by race. We draw hypotheses from two primary bodies of research; one literature focuses on general racial competition and the other considers competition to be more limited. Our findings that racial inequality in underemployment levels increases with blacks' population share are most consistent with the general competition model. However, we also find some support for the limited competition model which holds that not all whites benefit from increased competition with blacks. Finally, we find that occupational segregation helps to determine the form that racial discrimination in employment adequacy takes. Where occupational segregation is high, black men hold relatively more low-wage jobs, but where occupational segregation is low, they experience higher levels of unemployment and more disadvantage relative to whites.  相似文献

This paper compares the situation of second generation migrants in employing European nations with first generation migrants in the countries of origin. The study focuses on intergenerational changes in employment, unemployment, and further migration. High rates of failure, underachievement, and non-attendance are often found among migrant school children. Girls and boys show high occupational aspirations from age 10-14, but more realistic aspirations by their last year of school. Although vocational training interests many young foreigners, they usually do not get enough training to compete successfully in the labor market. Unemployment affects young foreigners more, and their employment is more unstable, unskilled, and without advancement. Indecision dominates their attitudes about return migration. The country of origin usually cannot provide employment, especially for women, and the longer young migrants have been in employing nations, the less likely they are to want to leave. Difficulty in migrating and the parental desire for superior schooling also limit return migration. On return, migrants 1) experience no continuity of employment or promotion, 2) often find that the skills they have acquired are not valued, 3) must use parallel labor market and cottage industry work to find employment, 4) find that, especially for women and young workers, the unstable employment experienced abroad also affects them on return, 5) find temporary employment or have difficulty in obtaining a job, 6) find both positive and negative views are held by employers concerning them, 7) find that family and connections are the primary means for finding jobs, and 8) discover return migration may not be an end since many second generation migrants will re-migrate for economic and social reasons. School performance, language mastery, social integration and access to training plague migrants and young nationals of similar socioeconomic background. They are unprepared to succeed in the new country and experience conflict of aspirations. First and second generation return migrants experience great frustration, since employment conditions are poor, and may be forced to migrate to a third country.  相似文献

Whereas most psychological work on unemployment has concerned how people react to being unemployed, considerably less has concerned peoples' explanations for and attitudes towards unemployment. This study was concerned with lay peoples' perceived cures for current unemployment. It was argued that these perceptions both influence and are influenced by current economic policy options. A quasi-representative sample of nearly 450 people answered one open-ended and six closed questions. The results showed a wide variety of perceived ways of reducing unemployment ranging from stimulating the economy to provide more jobs to redistributing existing jobs. However, the ratings of the six specific questions revealed that there was little agreement between the subjects with regard to job sharing, reducing working hours and women giving up their jobs. Further, there were some interesting and predictable sex, age and employment history differences in the subjects' response. The results are discussed in terms of the role of lay beliefs in the economy, the literature on unemployment and possibilities for future research.  相似文献

Major changes in the U.S. economy are leaving blue collar women vulnerable to extended unemployment, permanent job loss, or re-employment at lower wage and benefit levels. Consequently, retraining for other jobs may be a virtual necessity. Information about factors associated with women's employment status after job loss may be useful to policy makers and program planners providing assistance or training to dislocated women. This study of women workers, who are dislocated from jobs in textile and apparel plants in Georgia, identifies the differences between women who are unemployed, re-employed, or enrolled in job training programs following job loss. Findings suggest that stage of the family life cycle and the demands of combining production work and family responsibilities contribute to women's experience of unemployment and their labor market participation.  相似文献

This study examined the perspectives of people with psychiatric disabilities and employment service providers regarding factors that most directly help or hinder consumer efforts to obtain and maintain employment. Forty-four adults with serious mental illness (SMI) (consumers) and 30 providers participated in 12 focus groups across Massachusetts. We began both consumer and provider groups by posing two broad questions: 1) what factors most help people with SMI get and keep jobs (facilitators), and 2) what factors most prevent people with SMI from getting and keeping jobs (barriers)? Data were analyzed qualitatively and both person and environmental factors were highlighted. Among facilitators, participants agreed that quality consumer-provider relationships and individualized employment services are most instrumental in helping consumers achieve employment goals. Participants identified a range of environmental barriers, including issues related to the service system, entitlement programs, non-human resources, and social stigma. Implications for services are discussed.  相似文献
