While children are one of the groups at risk in disasters, they can also take an active part in disaster management, provided that the opportunity is given. This research examined the effect of disaster experience, disaster education, country, and city socioeconomic status on children's perceived risk and preparedness with a survey of 1335 children between 11 and 14 years old, in Nepal and Turkey. The survey used questionnaires and the pictorial representation of illness and self measure (PRISM) tool. Results showed that (1) children's risk perceptions were in line with their country-specific objective risks; (2) there were differences between the countries in relation to perception of risk for all the hazards except wildfire; (3) socioeconomic status had a statistically significant effect on children's perceptions of risk and preparedness for earthquakes, wildfires, that is, children who live in wealthier places had higher perceived risk and preparedness; (4) children in both countries showed similar trends in their knowledge of the correct protective actions to take in the event of a hazard occurrence. However, there is still room to enhance children's knowledge, in terms of safety behaviors, as the children selected many incorrect protective actions. There are important implications in terms of child-centered disaster management which hopefully will make life safer and help to create more resilience to disaster in society as a whole.  相似文献

The utility of organizational behavior management (OBM) for improving the delivery of special education and related services in public school districts was investigated in three experimental studies. Each study employed a multiple baseline design to judge the efficacy of an OBM intervention on service delivery problems common to most public school organizations. The problems and OBM interventions were: (1) expanding the range of functioning of school psychologists through performance feedback; (2) training special service teams to develop valuable individual education programs (IEPs) with a behavioral, in-service training program; and (3) ensuring the implementation of a special education resource room program by means of program consultation. All interventions were implemented by public school program managers and staff. In each study, the particular intervention resulted in improvement in service delivery performance. Results of the studies are discussed within the context of the recently enacted legislation for the education of handicapped children and in terms of generality to mental health, business, and industrial settings.  相似文献

突发事件应急资源优化配置是突发事件发生后救援工作有效开展的前提和基本保障。本文在调研国内外相关研究的基础上,以应对地震灾难为背景研究考虑供应商参与机制的应急资源保障策略,在灾前选择供应商建立政府与供应商的合作机制完成政府储备仓库的选址与资源配置,突发事件发生后依托政府储备仓库和供应商生产能力共同满足应急救援对应急资源的分时段需求,以期协调供应商与政府储备、灾前实物采购与灾后生产能力采购的比例,在保障救援效率的同时降低应急资源保障体系的成本。同时由于地震灾难发生具有需求不确定性的特点,本文引入L1范数描述需求的不确定性,建立了备灾与灾害救援两阶段决策的鲁棒优化模型,并给出了鲁棒模型对应问题的转化方法。最后通过算例仿真验证了模型和对应问题转换方法的有效性,为地震的应对提供理论指导和决策支持。  相似文献

This study analyzes the trade‐off between funding strategies and operational performance in humanitarian operations. If a Humanitarian Organization (HO) offers donors the option of earmarking their donations, HO should expect an increase in total donations. However, earmarking creates constraints in resource allocation that negatively affect HO's operational performance. We study this trade‐off from the perspective of a single HO that maximizes its expected utility as a function of total donations and operational performance. HO implements disaster response and development programs and it operates in a multi‐donor market with donation uncertainty. Using a model inspired by Scarf's minimax approach and the newsvendor framework, we analyze the strategic interaction between HO and its donors. The numerical section is based on real data from 15 disasters during the period 2012–2013. We find that poor operational performance has a larger effect on HO's utility function when donors are more uncertain about HO's expected needs for disaster response. Interestingly, increasing the public awareness of development programs helps HO to get more non‐earmarked donations for disaster response. Increasing non‐earmarked donations improves HO's operational efficiency, which mitigates the impact of donation uncertainty on HO's utility function.  相似文献

School feeding is an established development aid intervention with multiple objectives including education, nutrition, and value transfer. Traditionally run by international organizations in low‐income settings, school feeding programs have had a substantial impact in many less‐developed countries. However, recent rethinking by the World Bank and the World Food Programme has prompted a shift toward long‐term, sustainable solutions that rely more upon local resources, local capacity, and community participation. Supply chain management, which is critical to program delivery, is vital to developing a sustainable approach to school feeding. We propose a theoretical framework that identifies the internal and external factors that shape the supply chain and connects them to the objectives and performance measures of sustainable programs. Drawing upon supply chain management theory, current school feeding practices, and expert feedback, this article contributes to development aid logistics and program transitioning with a focus on sustainable program design. It aims to provide a comprehensive introduction to school feeding and relevant supply chain issues, a framework to identify sustainability problems in school feeding supply chains, and a starting point for further research on program design.  相似文献

This study explored the impact on consciousness development of participating in either standard or enhanced community leadership programs (CLPs) in Australia. Aligned with Manners' and Durkin's (2000) conceptual framework, CLPs offer experiences that are interpersonal, emotionally engaging, personally salient and structurally disequilibriating for later conventional consciousness stages. Enhanced CLPs include additional psychosocial challenges. Participants were 335 adults who took part in one of 4 standard CLPs, 7 enhanced CLPs and 2 (control) management programs. Modal program length was 10 months. Standard and enhanced CLPs were successful in facilitating consciousness development (as measured by the Washington University Sentence Completion Test—WUSCT) within the conventional stages. However, enhanced CLPs were significantly more successful in triggering post-conventional development, and specifically in those participants who had a preference for Sensing (as measured by the Myers–Briggs Type Indicator—MBTI). Enhanced CLPs could provide a model for other development programs aimed at promoting post-conventional consciousness.  相似文献

为了最大程度减少地震灾害造成的人员伤亡,实施快速有效的应急医疗救援,在资源有限情景下,迫切需要提高应急医疗救援效率。通过案例分析方法提出了震后应急医疗救援的一般流程,构建了应急医疗救援流程的模糊随机Petri网模型,根据模糊随机Petri网与马尔科夫链的同构关系,得到系统状态的稳态概率表达式,据此分析震后应急医疗救援流程中的关键环节。在此基础上,考虑医疗资源投入的数量与救援工作效率之间的关系,引入时效性评估函数对关键环节的实施效率进行评价,通过理论推导证明同一资源配比存在最优值。以"汶川地震"为例,通过动态和静态分析,得到各状态下稳态概率变化情况,明确了震后应急医疗救援流程的关键环节。以救援过程中资源的投入量作为自变量,通过算例仿真得出医疗资源确定情况下关键环节的最优资源配比。由此对震后应急医疗救援过程提出相应对策与建议,可以为地震灾害应急医疗救援工作部署提供决策支持,促进灾后医疗救援工作的有序进行,实现应急医疗救援效率的提升。  相似文献

The Republic of Korea has been considered to be relatively safe from earthquake hazards because of the geological location of the Korean Peninsula, which has a low level of intraplate seismic activity. However, an earthquake with a moment magnitude of 5.4 struck the city of Pohang on November 15, 2017, causing 90 casualties and 52 million USD in property losses. During the recovery process after the earthquake, the Korean government provided individual disaster assistance to victims who reported their damages. However, the government disaster assistance could have been unfairly distributed among the socially vulnerable victims who essentially relied on that assistance. This study identifies whether the government disaster assistance was fairly distributed to socially vulnerable victims using a statistical model based on the data from the Pohang earthquake that occurred in 2017 in Korea. A conceptual model was constructed using a structural equation model (SEM) of three factors—social vulnerability, physical vulnerability, and the amount paid out in individual disaster assistance. Furthermore, interviews with and a survey of the victims were conducted to verify the problems identified by the conceptual model. This study found that socially vulnerable victims were less likely to take advantage of the government disaster assistance program.  相似文献

We develop a theory of parent‐child relations that rationalizes the choice between alternative parenting styles (as set out in Baumrind, 1967). Parents maximize an objective function that combines Beckerian altruism and paternalism towards children. They can affect their children's choices via two channels: either by influencing children's preferences or by imposing direct restrictions on their choice sets. Different parenting styles (authoritarian, authoritative, and permissive) emerge as equilibrium outcomes and are affected both by parental preferences and by the socioeconomic environment. Parenting style, in turn, feeds back into the children's welfare and economic success. The theory is consistent with the decline of authoritarian parenting observed in industrialized countries and with the greater prevalence of more permissive parenting in countries characterized by low inequality.  相似文献

This study applies a network data envelopment analysis model called network slacks-based measure (NSBM) to examine the R&D efficiency and socio-economic efficiency of Taiwan's dual-use (military and general public) technology development programs. We also employ the additive super-efficiency model to distinguish programs at different stages and conduct an analysis on the strengths and weaknesses of internal resource utilization. The results of this study show that the R&D efficiency is substantially higher than the socio-economic efficiency. Among the dual-use technology development programs, material and chemical engineering programs demonstrate relatively higher performance. This study provides insights into the policy of resource utilization.  相似文献

This article explores two problems analysts face in determining how to estimate values for children's health and safety risk reductions. The first addresses the question: Do willingness‐to‐pay estimates for health risk changes differ across children and adults and, if so, how? To answer this question, the article first examines the potential effects of age and risk preferences on willingness to pay. A summary of the literature reporting empirical evidence of differences between willingness to pay for adult health and safety risk reductions and willingness to pay for health and safety risk reductions in children is also provided. The second dimension of the problem is a more fundamental issue: Whose perspective is relevant when valuing children's health effects—society's, children's, adults‐as‐children, or parents'? Each perspective is considered, followed ultimately by the conclusion that adopting a parental perspective through an intrahousehold allocation model seems closest to meeting the needs of the estimation problem at hand. A policy example in which the choice of perspective affects the outcome of a regulatory benefit‐cost analysis rounds out the article and emphasizes the importance of perspective.  相似文献

This research examines how organisational support mechanisms extended to expatriate families influence the adjustment of the expatriate, the spouse, and accompanying children. We present data from 173 accompanying expatriate spouses in China and 135 expatriates employed in foreign and local multinationals in China. We report on expatriates' perceptions about the impact of organisational support on the adjustment of their spouse and children. We also report on their perception of how organisational support influences their own adjustment. Our study reveals that organisational support positively influences the adjustment of expatriates, their spouses and children, although the dynamics among family members differ. Noteworthy results include that children's adjustment impacts the expatriate spouse directly and the expatriate's adjustment indirectly, emphasizing the importance of direct organisational support for the family unit beyond the expatriate. The paper offers implications for international human resource management researchers and practitioners.  相似文献

Virtually no research has examined the hypothesized benefits of hazard education programs for youth in helping to increase community resilience. This exploratory study examined the role of these programs in helping to increase child and family resilience to a range of future hazards. Various aspects of hazards programs were examined in relation to a wide range of child- and parent-reported hazard adjustments in a sample of 560 schoolchildren. Additional factors assessed included childrens' risk perceptions, knowledge of response-related protective activities, and hazard-related emotional factors. Overall, the results supported the role of hazards education programs in increasing hazard adjustments in the home. The findings also supported various aspects of education program involvement as being related to more realistic risk perceptions, increased knowledge, and increased interaction with caregivers. Analyses identified the following features of these programs as being particularly important: provision of specific knowledge (e.g., an emergency management perspective); multiple program involvement over time; and, importantly, promotion of increased interaction between children and parents. Overall, findings supported the idea that hazards education programs for youth provide one gateway through which communities can increase their resilience to the effects of a major hazardous event. Findings also provided an initial foundation for further research in this emerging area.  相似文献

为了研究地震等灾变性事件对于消费品产业链内价格传递和市场的影响,本文利用从2008年2月至2009年3月四川省江油市畜产业链进行实证研究,使用向量纠错模型(VECM)和历史分解图(HDG)分析了价格调整的动态效果和沿产业链的因果关系。结果表明,价格的调整关于速度和大小都是不对称的,外生震荡对于该产业链的不同层面产生不同影响,导致价格差益的扩大和价格不完全传递。该方法能够有效地分析灾变事件条件下消费品产业链内价格波及效应问题。  相似文献

Impact evaluations of development programs usually do not explicitly take into account externalities on non‐participants. Based on a unique dataset we estimate the direct as well as the spillover effects of Mahila Samakhya, a women's empowerment program in India, on child immunization. The survey covers both participants and non‐participants in program villages, as well as respondents in control villages. We account for participation selection bias using instrumental variables. We propose a direct test for the exclusion restriction using the control villages. We find both direct effects on the immunization rates of participants’ children and significant spillovers on immunization rates of non‐participants’ children. The impact of interventions might be substantially underestimated if such external effects were not taken into account. Alternative estimation methods such as propensity score matching and a regression discontinuity approach yield comparable results.  相似文献

During the 1980s, seismic research suggested that Oregon and the City of Portland had a higher risk of a major earthquake than had previously been assumed. In 1993, the State of Oregon adopted a new version of the Oregon Structural Specialty Code, which changed the designation of western Oregon from seismic zone 2b to seismic zone 3. The City of Portland established a program and a Task Force on Seismic Strengthening of Buildings to recommend actions that would encourage upgrading of city buildings. A survey of adult city residents was conducted in April, 1996 to determine public attitudes and opinions about earthquake risks, management and mitigation of earthquake hazards, priorities for protection by strengthening buildings, evaluations of strategies for informing the public about earthquake risks, and support for specific options the city might take to protect citizens against earthquake events. Social and demographic information on individuals and households was also collected. Respondents provided ratings for a wide range of social and environmental risks, provided information on priorities for strengthening key buildings and infrastructure facilities, and answered hypothetical questions about voting for bond measures to pay for city earthquake-mitigation programs. Respondents recognized significant risk from earthquakes and supported programs to protect people, especially vulnerable residents such as children and the sick. There was strong support for protecting emergency response capabilities. There was much less support for using public funds to reduce the risks associated with privately owned buildings. There were also some strong pockets of resistance to publicly funded mitigation programs in response to the hypothetical bond measures.  相似文献

Children are often not given explicit attention in land use planning outside of allocating space for schools, parks and playgrounds. This is problematic as children both use and navigate beyond these settings, and findings from research on and with children report how they are frequently marginalized in society. This is partly affected by the way town planning systems treat children's spatial needs and participation. Therefore, this article investigates whether and how the Scottish town planning system acknowledges children, particularly in light of the internationally recognized rights set out in the UN Convention on the Rights of the Child (UNCRC). It uses critical discourse analysis of key Scottish planning policies, along with a survey of Scotland's planning authorities to ascertain the extent to which children are provided for and participate in the system. It argues that children's rights are not widely acknowledged or incorporated into town planning policy and practice, and suggests this must be addressed to achieve greater social justice and support Scotland's commitments as a signatory of the UNCRC.  相似文献

Strategies of community-based disaster risk reduction have been advocated for more than 2 decades. However, we still lack in-depth quantitative assessments of the effectiveness of such strategies. Our research is based on a national experiment in this domain: the “Comprehensive Disaster Reduction Demonstration Community” project, a governmental program running in China since 2007. Information on more than 11,000 demonstration communities was collected. Combined with the local disaster information and socioeconomic conditions, the spatiotemporal characteristics of these communities over 12 years and their differences in performance by region and income group were analyzed. We performed an attribution analysis for disaster risk reduction effectiveness. This is the first time a series of quantitative evaluation methods have been applied to verify the effectiveness of a large-scale community-based disaster risk reduction project, both from the perspective of demonstrative effects and loss reduction benefits. Here, we find that the project is obviously effective from these two perspectives, and the disaster loss reduction effectiveness illustrates clear regional differences, where the regional economic level and hazard severity act as important drivers. Significant differences of urban-rural and income call for matching fortification measures, and the dynamic management of demonstration community size is required, since the loss reduction benefit converges when the penetration rate of the demonstration community reaches approximately 4% in a province. These and further results provide diverse implications for community-based disaster risk reduction policies and practices.  相似文献

After the Wenchuan earthquake (magnitude 7.9, May 12, 2008), intensive debates on how China should establish a natural disaster insurance system were initiated among researchers, policymakers, and insurance professionals. Our focus was the social aspects of disaster insurance, explored in China through a nationwide survey. Our questionnaires investigated people's risk awareness, insurance acceptance, their opinions on governmental measures for disaster management, and their willingness to pay for disaster house insurance. We analyzed the results at both regional and individual scales. We found that the integrated hazard index and respondents’ experience of insurance (considered objective factors), and their opinions on the importance of insurance and government responsibility (considered subjective factors) showed strong correlation with the regional overall acceptance of disaster insurance. An individual's decision to participate highly depended on his/her experience of both insurance and disaster and his/her opinion on the importance of insurance as a coping mechanism. Respondents from poverty‐stricken or less‐developed counties were not necessarily more reluctant to accept natural disaster insurance, though they exhibited relatively lower ability to afford insurance. In general, respondents had correct perceptions of natural disasters in their areas; however, people from regions with a greater multihazard threat showed less willingness to accept disaster insurance because they tended to expect the government to undertake to cover losses and considered insurance to be less important. People's willingness to pay for an assumed disaster house insurance was also investigated and analyzed. We consequently discuss the policy implications for developing a disaster insurance system in China.  相似文献
