This article describes a pilot project in the Massachusetts Institute of Technology Libraries in which a standard library license (based directly on the CLIR/NERL/NELINET license) was sent to publishers of individual electronic journals as the initial step in arranging for e-journal access, rather than working first with the publisher's own license. Abstract

The libraries in the Western North Carolina Library Network (WNCLN) seek effective ways to provide patrons with a complete list of electronic journals provided through their various aggregator services, so patrons can determine e-journal access to article citations. The WNCLN libraries (Appalachian State University, the University of North Carolina at Asheville, and Western Carolina University) accomplished this through their shared catalog (Innovative Interfaces, Inc. [INNOPAC]), data provided by Serials Solutions, and local computer programming. Abstract

The criteria for selecting a serials management system are often the same as those for selecting an integrated library system in toto. In the post-selection/production environment, the library–vendor relationship matures as a new operational framework is established. Abstract

Linking services that provide seamless access to a library's e-journal collections are becoming increasingly prominent. This article outlines some of the hurdles to seamless linking and discusses the technologies that make linking services possible. These include the Digital Object Identifier, the CrossRef initiative, the development of emerging standards like the OpenURL, resolution servers, and an examination of how these are incorporated into a linking service. The authors interviewed representatives from four companies providing linking services—Ex Libris, Sirsi, Endeavor, and Openly Informatics—and describes features of their systems. Serials Review visits the University of Wisconsin–Madison Memorial Library to hear about the Little Magazine Collection. This collection consists primarily of literary journals, but it also contains magazines, which reflect trends in art, society, and politics. CONSER (Cooperative Online Serials Program) members are currently dealing with the problem of how to catalog electronic journals that over time do not retain their titles on earlier issues. The dilemma for catalogers is whether to use the successive entry rules of AACR2 (Anglo-American Cataloging Rules) for serials or to apply the latest entry approach used for integrating resources. CONSER members are currently working on a discussion paper that will weigh the pros and cons of successive and latest entry to be presented at the CONSER Operations Committee meeting in May 2002. In the previous installment of this column, Donnice Cochenour wrote about Project Muse, Johns Hopkins University Press's project to provide electronic access to its journals. This column will explore OCLC's collaboration with publishers who are making traditional print publications available electronically. For more than four decades, Thomson ISI (Institute for Scientific Information) has been committed to a fundamental mission: to provide essential products and services that enable access to and management of the highest quality, most relevant materials for all participants in the research process. In 1958, Dr. Eugene Garfield started ISI by borrowing five hundred dollars from Household Finance. Current Contents® of Chemical, Phamaco-Medical & Life Sciences was the sole product, covering 286 journals. Today the Thomson ISI database covers more than 16,000 international journals, books, and proceedings in the sciences, social sciences, and arts and humanities. In 2001, a number of initiatives began for distributing research journals to parts of the world where they are otherwise not accessible. This “Balance Point” reports on two publishers whose journals are now more broadly available in developing nations. HighWire Press offers both a free back issue archive and a developing countries initiative. Blackwell Publishing is working with a Russian consortium to make journals available to Russian universities and with nongovernmental organizations to provide free or nearly free access to biomedical journals in a number of developing nations.
