Open Dialog: SciELO’s Approach to Open Access Publishing

Abstract

For over 20 years, Scientific Electronic Library Online (SciELO) has been engaged in an ambitious program of open access journal publishing. In Brazil and 15 other countries, society journals and other publications rely on SciELO for online publishing infrastructure and a platform that gives visibility to a global audience. SciELO’s network of national level collections has expanded to 16 countries and provides an alternative model to approaches centered around commercial publishers or new open access journals.     

Women's & Gender Studies Journal Database

Abstract

The Women's & Gender Studies Journal Database (WGSJD) at Rutgers University is a user-oriented, discipline-based database that provides quick access to journal titles available online. It is also a union list of journal titles, print and online, in the area of women's and gender studies at Rutgers University Libraries. The author describes this database and its value-added service in the context of Rutgers University Libraries' information system. Discussion also includes its advantages and disadvantages, the changing roles and areas of responsibilities for subject selectors, and how the database fits into future developments of the library's information system. Abstract

Several political commentary journals are among America's best-known print journals. This article analyzes their online editions to see how well they are making use of such elements as interactive discussion, rapid publication, and ancillary links. Political discourse has been a mainstay of journal publishing since Addison and Steele started the Spectator, the first periodical for a popular audience, in London in 1711. Some of the oldest American journals are those featuring political commentary. Such journals proliferated in the nineteenth and twentieth centuries when some of their writers and editors like William F. Buckley Jr. grew to be considered powerful political forces in their own right.

Abstract

This study surveys the development of collections of foreign-language ethnic newspapers in American libraries and archives since the 1960s. Relying on a review of historical and media studies scholarship as well as library and archival science literature, the article aims to identify the main sources of non-English ethnic newspapers available in the United States and to examine the difficulties such newspapers present for libraries, from older print publications to today’s born-digital media, regarding collection development, bibliographic control, and preservation. After a brief historical survey of the foreign-language ethnic press in the United States, the article analyzes the development of library collections since the 1960s as well as libraries’ efforts to preserve them and improve access to them. It then evaluates the state of digitization and online availability of foreign-language ethnic newspapers and initiates a reflection on the need to collect current print and digital ethnic newspapers.     

Journal Access Initiatives: Where Are They? Why the World Health Organization? and What Is HINARI?

Abstract

The move from print to online journal publishing has allowed the proliferation of journal access programs aimed at poor countries. These programs offer access to online journals on very favorable terms to developing country institutions and readers and are based on the premise that developing world scientists can contribute significantly to ameliorating the conditions of life in their countries. The authors give a brief overview of the environment in which these programs emerged, discuss different orientations of the major programs, examine the case of the Health InterNetwork Access to Research Initiative (HINARI), consider why the World Health Organization (WHO) runs a journal access program for developing countries, and conclude with the accomplishments of HINARI.     

The 5K Run Toolkit: A Quick,Painless, and Thoughtful Approach to Managing Print Journal Backruns

Abstract

Increasingly, academic libraries are choosing to discard or place in storage print journals that are now available online. The identification of these titles and related collection analysis activities are often time-intensive. The approach at the University of Saskatchewan Library was to develop an online toolkit that combined available data from disparate sources including the integrated library system, SFX link resolver, and OCLC's WorldCat and then present them in a collaborative open source environment. This paper demonstrates how the careful combination of existing data presented in a simple online format allowed subject specialists to make accurate print journal deselection decisions quickly and painlessly.     

Publishing with Open Journal Systems (OJS): A Librarian’s Perspective

Abstract

The genesis of this paper is a workshop presentation on publishing with Open Journal Systems (OJS) that was delivered during the Kenya Library and Information Services Consortium Pre-Annual General Meeting held on May 30, 2019, at the Masinde Muliro University of Science and Technology, Kenya. The article lays the context of online hosting of university sponsored journals in Kenya and gives a background of Online Journals Systems. The paper further describes potential roles that librarians can play in institutional journal publishing. The article concludes that librarians possess the requisite skills for participating in scholarly journal publishing and recommends that including publishing literacy skills in information literacy sessions provides an excellent opportunity to showcase librarians’ value in the scholarly journal publishing process.     

Measuring Usage: A Comprehensive Analysis of a Social Work Journal Collection

Abstract

This study examines what can be learned about a library’s electronic social work journal collection from usage statistics, survey data, faculty publications, and an examination of open access (OA) availability. A collections analysis was completed using data from two sources: a custom report by 1Science and results of a faculty survey on top journals for teaching. After creating a list of journals important to social work, top journals were identified by article downloads, faculty-authored publications, and references to faculty-authored papers. A publications analysis using faculty websites and author searches in Web of Science was also completed, to provide local, contextual data. SHERPA/RoMEO was used to determine the journals’ OA level and archiving policy. Library coverage for the journals was also included in the analysis. Results show that the McGill University Library has access to almost all of the journals identified as important to social work. Nearly one-third of publications authored by the McGill University School of Social Work since 2006 are OA, and more than half of the faculty in the school have at least one article published in an OA journal. While this is a good start for librarians who want to help faculty and students understand OA publishing and access, there is room for outreach in this area. While these results will aid librarians supporting faculty, students, and practitioners in the field of social work, a secondary aim of the study is to demonstrate a method that can be used by librarians undertaking similar analyses in other fields.     

Serials Clutter in Online Catalogs

Abstract

Finding and deciphering serials records in online catalogs is a challenge to many library users. To understand and analyze these challenges, the author conducted searches for scientific journal titles in the online catalogs of Committee on Institutional Cooperation (CIC) libraries. The first part of the study measures the difficulty of retrieving serial records from online catalogs comparing one-word versus multiple-word titles. The second part analyzes displays for complexity by measuring the length of the complete record and the length of the holdings statements. These data show the complexity of displays and indicate the potential confusion that these displays may induce in library users.     

Evaluating,Selecting, and Acquiring Electronic Resources

Abstract

The entire back archive of over 140 titles published by Oxford Journals has recently been digitized from print and made available online. The author discusses the motivation behind this undertaking, the resulting end product, and reviews the advantages of an online archive over a traditional print collection both to librarians and to academic researchers. The author also provides an overview of the business models and logistical challenges of such a project which will be of interest to librarians and of relevance to all journal publishers considering a similar digitization program.     

Reader Interaction with the Online Journal

Abstract

This brief overview has suggested several features of the online or electronic journal article. For the person with a microcomputer and good credit, access will be easy, perhaps even automatic. For the person without a terminal or good credit, printed journals will be a fond memory.     

Comic-Book Fan Magazines: Watching Pop Turn into Art

Abstract

Numerous studies published in the academic literature address the issue of journal quality assessment. However, little has been done to compare the factors that influence the perceptions of journal quality in different disciplines. From Chinese authors' viewpoint, this study explored the factors influencing author quality perceptions of journals in computer science and technology as well as in library and information science. Our empirical findings indicate that author-perceived journal quality in these two fields is significantly positively correlated with impact factors and not statistically significantly correlated with technical delay and immediacy index. Slightly different results are also found between the two fields in terms of the effects of editor service, editorial delay and acceptance rates.     

The Value of South and Southeast Asian Studies Journal Rankings

Abstract

This article ranks South and Southeast Asian Studies journals along three categories—quality, efficiency, and impact. The ranking summarizes the results of a survey sent to an international sample of South and Southeast Asian Studies scholars. This study is valuable in three ways: as a decision making tool for the South and Southeast Asian Studies academic community, as an evaluation of methodology in journal ranking studies, and as a discussion of the value of journal rankings studies to assessment and evaluation in higher education generally.     

Chinese American Newspapers and Periodicals in the United States and Their Web Presence

Abstract

This article presents an analysis of the Web presence of Chinese American newspapers and periodicals in the United States based on the author's last ten-year national survey of Chinese American newspapers and periodicals in the United States in 1997. The author reports on and updates the changes, development, variety, and status of Chinese American newspapers and periodicals and their Web editions. These publications and their Web presence have played a major role in maintaining the identity, cohesiveness, and structure of Chinese communities. They are the major sources for covering significant aspects of Chinese culture, including the historical, social, economic, and political development of Chinese Americans in the United States. Full-Text Aggregator Database Vendors and Journal Publishers: A Study of a Complex Relationship

Abstract

To acquire journal content rights for full-text aggregator databases, database vendors must enter into negotiations and sign contractual agreements with journal publishers. Through a survey, librarians at the University of Colorado at Colorado Springs examined vendors and publishers relationships and the impact of those relationships on full-text journal content in aggregator services.
