Abstract

A recent segment of the Sharpest Tool in the Shed column in this journal provided an overview of the current options for the authentication of access to electronic resources. This edition of Balance Point follows up on that column, providing updates on both the RA21 initiative and OpenAthens, while also delving more deeply into some of the issues surrounding their adoption and implementation.  相似文献

Abstract

A co-editor of “The Balance Point” column looks back at its twenty-year history, its current function and its future in serving the serials professional and scholarly community. The author examines how the column emerged as an idea by then Serials Review editor Cindy Hepfer in 1988 to be a forum on important serials issues for practitioners who might not otherwise write formally on these topics. The column has continued though the 1990s and 2000s to provide that function, as well as serve as an important place where authors are invited to explore serial issues much in need of a balanced approach. The author shares comments from past “Balance Point” column editors, John Riddick, Mary Beth Clack, Ellen Finnie Duranceau, Karen Cargille, Markel Tumlin, and Kay Johnson on how they regarded the column, the rewards and challenges they faced, and how they see the future of this format in an evolving electronic communication milieu.  相似文献

ABSTRACT

This installment of The Balance Point column delves into the ways in which libraries create and store open educational resources (OER) in institutional repositories (IR), addressing issues such as preservation and versioning of OER content, copyright and licensing, funding, and staffing. Abstract

Paraprofessionals play a major role in the management of serials operations in libraries. Nine paraprofessional serials managers responded to an inquiry on the SERIALST online discussion list in which they shared their impressions on several issues relating to their role, status, motivation, and general perceptions about their work. For many years, there has been an ongoing debate relating to the role of paraprofessionals in libraries. Many library paraprofessionals have advanced their careers in the field of serials and have become managers of high-level operations. An array of browser extensions has been developed to help researchers locate full-text content, whether that full text is available in an institutional repository, on a publishers site, or in an open access journal. Examples of such browser extensions include Unpaywall, Kopernio, EZproxy tools, and Lean Library. This Balance Point column focuses on the growth of browser extensions, the need they are filling, and their adoption by libraries. Particular attention is paid to the Lean Library browser extension and the services offered by Lean Library. Drawing on the literature and interviews with librarians in the field, the advantages and disadvantages of browser extensions are addressed, as well as security concerns.  相似文献

A doctoral student approached the column editor and suggested that an update on a “The Balance Point” column entitled “The One-Box Challenge: Providing a Federated Search That Benefits the Research Process” (2006) would be of interest and useful to readers, and the editor agreed. Contributors to the original column were asked to reflect upon their experiences with federated searching, including successes and failures over the past 10 years, and to provide insights into future challenges and issues. This edition of “The Balance Point” focuses on the ongoing challenges, lessons learned, possible future directions, and issues involved in providing one-box searching to library patrons.  相似文献

Abstract

As physical collections are increasingly pressed for space, libraries continue to look at practices such as weeding and off-site storage, coupled with services like on-demand article-level document delivery, as potential space solutions. As libraries discard long runs of print journals, though, what role do journal backfiles play going forward? When many see backfiles as space hogs, is there data that provides a compelling argument for keeping backfiles of journals, and, if so, how should those backfiles be handled and by whom? Incorporating information from an interview with Glenn Jaeger, owner of Absolute Backorder Service, interlibrary loan data from the University of Prince Edward Island, and examples from the literature, this Balance Point column looks at the role that print journal backfiles play in the library landscape.  相似文献

Abstract

In 2001, a number of initiatives began for distributing research journals to parts of the world where they are otherwise not accessible. This “Balance Point” reports on two publishers whose journals are now more broadly available in developing nations. HighWire Press offers both a free back issue archive and a developing countries initiative. Blackwell Publishing is working with a Russian consortium to make journals available to Russian universities and with nongovernmental organizations to provide free or nearly free access to biomedical journals in a number of developing nations. Abstract

SCOAP3 is an innovative Open Access initiative for publishing in high-energy physics. The model is viewed by many as a potential solution to multiple issues related to the financial crisis, the peer review system, scholarly communication, and the need to support institutional repositories. This installment of “The Balance Point” presents articles written by three Open Access advocates, outlining the SCOAP3 proposal, benefits of participation, and some of the roles libraries, publishers and scientists can play in making important changes to scholarly communication. The focus of this edition of “The Balance Point” is text and data mining (TDM). The column editor invited Professor Michelle Alexopoulos from the University of Toronto to coauthor the column. Alexopoulos has completed several major TDM projects and gained considerable knowledge and expertise in the field. The authors conclude that TDM is an important research tool for most disciplines and is growing in importance. As such, libraries and librarians will need to develop new services and partnerships to meet the changing research needs of their constituencies.  相似文献

The spotlight for this edition of “The Balance Point” is on publishing and collection development issues in the Middle East and North African (MENA) region of the world. While reflecting upon recent events in the Middle East and Europe, the column editor began to wonder what impact current issues have on publishing, collection development, scholarly communication, and discoverability of resources from the MENA region, as well as the impact these issues have on the collection development activities of Western academic research libraries. Blair Kuntz, the Near and Middle Eastern studies librarian at the University of Toronto Library, was asked to coauthor the column and to share his insights regarding the region with readers. Abstract

It will soon be rare for research-based institutions not to have a digital repository. The main reason for a repository is to maximize the visibility of the institution’s research outputs (provide Open Access), yet few contain a representative proportion of the research produced by their institutions. Repositories form one part of the institution’s Web platform. An explicit, mandatory policy on the use of the repository for collecting outputs is needed in every institution so that the full research record is collected. Once full, a repository is a tool that enables senior management in research institutions to collate and assess research, to market their institution, to facilitate new forms of scholarship, and to enable the tools that will produce new knowledge.  相似文献

ABSTRACT

The paper considers the development of inferential techniques for the general half-normal distribution based on the maximum likelihood method. Point estimates and large-sample confidence sets are derived for the distribution's parameters, and the use of the confidence sets as a basis for hypothesis testing is discussed. In this article, we have proposed a three-stage procedure for the estimation of the difference of the means of two multivariate normal populations having unknown and unequal variances. Point as well as confidence region estimation is done for the same. Here, we have used the concept of classical Behrens-Fisher problem. Abstract

Libraries face a crossroads when contemplating serials preservation issues. This paper will discuss the ideas presented during “Serials Preservation: at a Crossroads,” a one-day meeting held in March 2005, and sponsored by the North American Serials Interest Group. Binding, off-site storage, preserving e-journals, and vendor efforts, as well as looking at new developments, such as Google Book Search, offer strategies and challenges for preserving serials and expanding avenues of access for users. Many options exist for serials preservation, but libraries must ultimately consider their individual needs and environment to determine the best serials preservation strategy.  相似文献

Abstract

The presence of a maverick judge, one whose rankings differ greatly from the other members of a panel, can result in incorrect rankings and a sense of unfairness among contestants. We develop and explore the properties of a likelihood ratio test, assuming a Mallows type distribution, for the presence of a maverick judge when each judge selects his or her best k out of n objects, k ≤ n. Detection of a maverick judge, who may be viewed as a multivariate outlier, turns out to be very difficult unless the judges are very consistent and there are repeat observations on the panel.  相似文献
