Managing Perpetual Access

ABSTRACT

Libraries are committed to long-term access to the scholarly record in published journals. The transition from print to online format has presented numerous challenges for libraries. While many publishers provide some form of post-cancellation or perpetual access to subscribed journals, libraries sometimes find it difficult to ensure that access is available to users. Language regarding perpetual access can be vague in the license agreements libraries sign with publishers. Even when perpetual access is available, libraries may lack the staff, tools, or workflows needed to review and confirm access. Examples of how libraries have addressed these challenges are provided.     

Challenges and Opportunities of Open Access: A Panel Discussion

This year's panel discussion, moderated by Beverly Dowdy, offered three perspectives on the current and future trends in open access (OA) from David Crotty, a senior editor from a prominent university publisher; Beth Bernhardt, an assistant dean for collection development and scholarly communications at an academic library; and Dr. Paige Hall Smith, an associate professor at a large state university. Each discussed different opportunities and challenges that open access presents. A question-and-answer period followed, prompting further discussion of the points brought up during the presentations, as well as related issues.     

Open Dialog: SciELO’s Approach to Open Access Publishing

Abstract

For over 20 years, Scientific Electronic Library Online (SciELO) has been engaged in an ambitious program of open access journal publishing. In Brazil and 15 other countries, society journals and other publications rely on SciELO for online publishing infrastructure and a platform that gives visibility to a global audience. SciELO’s network of national level collections has expanded to 16 countries and provides an alternative model to approaches centered around commercial publishers or new open access journals.     

Exploring Accessibility in DOAJ: A Case Study

Abstract

This study explores the accessibility of HTML articles indexed in the Directory of Open Access Journals (DOAJ). The researchers tested a random sample of journals that possessed the DOAJ seal of approval, added content in 2019, were published in English and had 50 or more indexed articles. From this sample, HTML full-text articles were randomly selected for accessibility testing, using the W3C Easy Checks. 131 journals on 22 platforms were reviewed. All content reviewed provided unique web page titles. The majority of articles reviewed allowed for increases in text size and had meaningful heading structure. The application of alternative text tags for images and form labels was inconsistent, as was the ability to use keyboard controls for page navigation. Further, most content did not clearly indicate cursor location. The most egregious accessibility issues came from design choices, which generated a variety of contrast errors. More in-depth studies of DOAJ and other OA indexes and content providers are recommended, as is requiring adherence to WCAG 2.0 accessibility criteria as a condition of article submission.     

Correlation Between Perception-Based Journal Rankings and the Journal Impact Factor (JIF): A Systematic Review and Meta-Analysis

This study, based on systematic review and meta-analysis, aimed to collect and analyze evidence on correlation between perception-based journal rankings and the most popular citation-based measure, Thomson Reuters Journal Impact Factor (JIF). A search was conducted in the Web of Science, Scopus, and Google Scholar databases. After the screening of titles, abstracts, and full text, 18 articles were selected as eligible for review and analysis. The included studies belonged to various subject areas in social sciences, science, and technology. The correlation coefficients found in most of the studies were statistically significant in a positive direction. The heterogeneity test was positive. Therefore, the random-effect method of meta-analysis was applied. The value of pooled correlation coefficient indicated a moderate positive relationship between two methods of assessing the quality of academic journals. The absence of a high correlation makes decision making based on a single ranking method dangerous. Therefore, a hybrid approach for journal assessment is recommended.     

The 5K Run Toolkit: A Quick,Painless, and Thoughtful Approach to Managing Print Journal Backruns

Abstract

Increasingly, academic libraries are choosing to discard or place in storage print journals that are now available online. The identification of these titles and related collection analysis activities are often time-intensive. The approach at the University of Saskatchewan Library was to develop an online toolkit that combined available data from disparate sources including the integrated library system, SFX link resolver, and OCLC's WorldCat and then present them in a collaborative open source environment. This paper demonstrates how the careful combination of existing data presented in a simple online format allowed subject specialists to make accurate print journal deselection decisions quickly and painlessly.     

中国绿色经济发展指数研究

文章界定了绿色经济与绿色经济发展指数,根据生态经济系统物质流动的原理与绿色经济的关系,构建了中国绿色经济发展指数,并运用"十一五"时期的数据对指数进行验证。测算结果表明:中国绿色经济发展处于低水平发展阶段,目前的绿色经济发展不具有典型绿色经济的性质。     

Beall’s List and Cabell’s Blacklist: A Comparison of Two Lists of Predatory OA Journals

Abstract

This study uses systematic random sampling to compare the content of “Beall’s List of Predatory Journals and Publishers” and “Cabell’s Blacklist” of journals. The Beall’s List data was generated from its new site that maintains a new list besides the original list. It found that 28.5% Beall’s List sample publishers are out of business, some Cabell’s Blacklist journals have become ceased. The main takeaway is that among the Beall’s List sample publishers with a working website for journal publishing, only 31.8% can be found on Cabell’s Blacklist.     

The Evolution of SPARC

Abstract

Standards are critical to the library industry. They allow libraries to share data and search each other's catalogs. They also allow integrated library systems (ILS) vendors to develop one interface between disparate systems rather than many. This paper outlines existing standards, how these standards are being used in the process of software development, and the role of ILS vendors in developing and maintaining standards.

Abstract

A collection manager and an acquisition librarian discuss difficult decisions to be made regarding electronic resources and associated value-added services. Balancing budget constraints with patron demands for easy access to information requires librarians to reevaluate assumptions about the electronic products and associated services that have quickly become staples of library life, even as these staples become increasingly untenable. The authors scrutinize the cost/benefit of continuing value-added services, such as providing access to abstracting and indexing tools and full MARC cataloging records of journal titles, as well as considering the adoption of new services such as federated search engines and link resolvers.

Since 2006, Research Online, the University of Wollongong's open access institutional repository has utilised Bepress' Digital Commons software to make available published research outputs and digital theses. This article discusses the outcomes of recent academic demand for its use as a publishing tool of university journals and conference proceedings. The Journal of University Teaching and Learning Practice is provided as an example. Digital Commons includes the editorial management software, EdiKit, which assists in managing submissions, editorial functions, and peer review. Also considered are changes to scholarly communication patterns arising out of the new open access, electronic only, publication regimes.     

基于空间距离法的区域人类发展指数

越来越多的学者和政策机构将人类发展指数（HDI）作为监控和分析国家区域政策的实施力度和效果。鉴于区域差距的相对性以及HDI本身存在的缺陷,将其用于区域内部人类发展差距的分析时必然有着不可避免的局限性。本文借鉴空间距离法的核心思想,对HDI进行方法上的改进,提出了区域人类发展指数（RHDI）。RHDI能够计算出一个区域与全国水平最小值之间和与目标值之间的客观差距,不但提高了HDI的技术质量,而且可以准确透视中国人类发展的区域不平衡和不协调问题。通过对HDI与RHDI的全面对比分析,对中国各个地区的人类发展状况及差距给出了一个更准确地刻画。

Abstract

By tracing serial titles through the entire library processing route, the reader follows how ADVANCE facilitates each routine, from ordering to receiving to check-in (including claiming and binding). SFX Miscellaneous Free Ejournals Target: Usage Survey Among the SFX Community

The number of free or open access articles is increasing rapidly, and their retrieval with library indexes and OpenURL link resolvers has been a challenge. In June 2014, the SFX MISCELLANEOUS_FREE_EJOURNALS target contained more than 24,000 portfolios of all kinds. The SFX KnowledgeBase Advisory Board (KBAB) carried out an international survey to get an overview of the usage of this target by the SFX community and to precisely identify what could be done to improve it. The target is widely used among the community. However, many respondents complained about three major problems: (a) incorrect links, (b) full texts actually not free, and (c) incorrect or missing thresholds (years and volumes information).     

开放式样本综合指数的编制与调整

 内容提要：随着我国以市场机制配置资源的基本经济制度不断强化,近来在我国社会经济生活中各种指数如雨后春笋遍地开花。在指数实践迅速推进的同时,指数理论的研究却显得明显有些滞后,尤其是开放式样本综合指数的相关问题更是被大家所忽略。本文结合上证综合指数失真的现实,从权数的选择、权数与市场重要程度一致性、动态基期基点选择等多角度对开放式样本综合指数的编制与样本量变动期的调整方案进行了探讨,提出了相应的系统解决方案,并利用该方案重新考察了2006年以后上证综合指数的运行状况。
