This article explores short‐run determinants of the matching between labour demand and supply by identifying shifts in the Beveridge curves for 12 OECD countries between 2000Q1 and 2013Q4. Using three complementary methodologies (visual examination, cointegration techniques and non‐linear estimations), we find that labour force growth and employment protection legislation reduce the likelihood of outward shifts, and the higher the share of employees with intermediate levels of education and the long‐term unemployment, the more difficult the matching process. Active labour market policies (such as incentives for start‐ups or job‐sharing programmes) could facilitate matching, while passive policies (unemployment benefits or labour taxation) make matching significantly more difficult.  相似文献

There have been remarkable changes in female labour force participation in the past century. In Australia, the first wave of change included the introduction of equal pay and the softening of attitudes towards married women at work and the second wave of change introduced anti‐discrimination legislation and family‐friendly working conditions. Arguably a third wave of change is emerging, as labour market pressures — caused in part by an ageing workforce — require further efforts to increase the participation of underrepresented groups such as women. The existing literature considers how age affects female participation but not the reverse question of how increased female participation has affected the age of the workforce. This research begins to fill this gap. Using an indicative study of an Australian public service, it explores increases in female participation and the associated increases in age in the case study public service, with a particular focus on the first wave of reforms in the 1970s and the second wave of reforms in the 1990s. The research demonstrates an association between increased female participation and the increasing age of public workforces — in a period of 25 years, the case‐study public service was transformed from being predominantly young and male to being predominantly older and female. Policymakers need to reconsider whether the ageing public workforce is a problem or simply a side effect of worthwhile employment reforms that supported female participation.  相似文献

This paper discusses the potential uses of the Internet and other forms of information and communication technology (ICT) as a tool for delivering information services for unemployed people, comparing the experiences and attitudes of jobseekers in peri-urban and remote rural labour markets. The analysis is based upon research carried out in two areas: the first combining a remote rural town with a much larger, more sparsely populated, rural 'travel-to-work area'; the second, a centrally located peri-urban labour market. Survey research undertaken in the study areas gathered responses from 490 unemployed jobseekers. Emerging issues were then followed up during twelve focus groups. The study found that the use of ICT for job seeking remained a marginal activity for most unemployed people, but was much more important in remote rural communities. In these areas, jobseekers were more likely to use the Internet as a search tool and were particularly dependent on telephone helplines provided by the public employment service (PES). However, the study also found that a 'digital divide' was evident within the unemployed client group. Those with low educational attainment, the long-term unemployed, young people and those perceiving their ICT skills to be 'poor' were less likely to use the Internet. Although respondents in rural areas were more likely to use ICT to look for work, they also pointed to the overriding importance of informal, social networks as a means of sharing job information in remote communities. We conclude that ICT may have a future role in the delivery of services for jobseekers, especially in rural areas. However, policies are required to ensure that information provided through ICT-based services is locally relevant, and disadvantaged groups have access to the facilities and training they require.  相似文献

In countries where informal, insecure jobs are widespread, traditional labour market indicators – such as the unemployment rate, labour force participation rate and wages – are not necessarily the most meaningful. The authors use a multidimensional employment quality index to analyse the Brazilian labour market over the period 2002–11, across three dimensions: earnings, formality (measured by the existence of an employment contract and social security contributions) and job tenure. The results show a significant increase in employment quality overall, especially in the years 2009–11, but with considerable differences between wage employees and self‐employed workers, and between industries.  相似文献

The collapse in GDP brought about by the global economic crisis in 2008 affected female employment less than male employment, whereas austerity has been particularly harsh on women, a gendered impact described in the literature as “he‐cession to sh(e)‐austerity”. This article analyses gendered trends in the labour markets of eight European countries, decomposing quarterly changes in labour participation of women and men and in employment by sector. The “he‐cession to sh(e)‐austerity” scenario is not observed in all countries. Other channels through which austerity policies can jeopardize gender equality and women's rights are identified with reference to a typology of such policies.  相似文献

As migrants have traditionally settled in the larger towns and cities, research into economic integration has in the past focused on urban centres. Evidence from recent migration flows is that migrant settlement is far more dispersed both nationally and regionally, requiring a shift in focus to small town and rural communities (STRCs). Studies exist on the Portuguese migrant presence in urban areas across Europe but little research has been carried out into their integration into and impact on STRCs. It will be argued that the Portuguese represent an interesting case study because they are a diverse, multinational group that had become an established community in East Anglia prior to the influx of East Europeans from the post-accession states during the early 2000s. It is argued that tensions exist within as well as between the immigrant nationalities. The focus is on the labour market in East Anglia and recurring issues such as declining job opportunities and growing competition for employment.  相似文献

This register-based study examined the importance of education on labour market participation among young refugees in Sweden. The study population consisted of unaccompanied (n?=?1606) and accompanied refuges (n?=?4142), aged 23–26 years in 2006–2010, after 7 years of residence in Sweden. Native Swedish, aged 24 years (n?=?347,255) constituted the comparison population, with intercountry adoptees (n?=?6689) as an alternative reference group. Gender-stratified multinomial regression models indicated that unaccompanied and accompanied male and female young refugees had higher risks of being in insecure work force and NEET compared to native Swedes with comparable levels of education. However, young refugees and intercountry adoptees with primary education had similar risks of poor labour market outcomes. The educational differences within each group concerning the risk of being in insecure work force were comparable. With the exception of unaccompanied females, secondary education seemed to be less protective against being in NEET among young refugees compared to native Swedes and intercountry adoptees. We conclude that while young refugees face employment disadvantages, education has the potential of mitigating poor labour market outcomes in this group.  相似文献

Chilean governments since 1990 have relied on economic growth to generate employment, higher wages and better conditions of employment. But the results of this policy have been mixed: quantitative improvements in employment and wages have not been matched by improvements in job quality. Contrasting Chile's seemingly rigid regulatory framework with its actual labour market flexibility, the authors stress the importance of employment conditions in assessing labour market performance. They empirically explore the effects of individual and job characteristics on employment and income‐generating capabilities, whose most powerful determinant, they find, is employment under an open‐ended contract. Although female labour force participation in Tanzania is growing, little is known about how hiring authorities fill job positions with respect to gender. Qualitative interviews with hospitality and manufacturing managers in Mwanza (Tanzania's second largest city) reveal that female deference, sexuality, domesticity and respectability constitute important recruitment and job placement criteria. This article examines the various notions behind these criteria and how they serve to include or exclude women in the workforce. It is shown that when the interaction of these criteria is conceptualized, deference and domesticity emerge as essential elements of female respectability, supporting each other in the control of women's sexuality.  相似文献

Abstract The objective of this study is to examine female labor force participation and its determinants in rural and urban China. The sociological literature has demonstrated that participation tends to increase in urban and industrialized places where women have higher levels of education and fewer children, where more workers are engaged in service pursuits, and where family structure is less traditional. With the use of data on counties and cities (N = 2,377) from the I-percent sample of the 1982 census of the People's Republic of China, it was found that female labor force participation is likely to rise in areas with increased agricultural employment, educational levels, proportion of female-headed households, and higher male-to-female sex ratios. Both the size of the service sector and the fertility rate had negligible effects on female labor force participation. Although, on average, rural places have slightly higher levels of female labor force participation, when other variables are controlled, urban places have a higher rate of female participation. In addition, the findings suggest that market factors (i.e., education) are more likely to determine the rate of female labor force participation in urban areas; whereas demographic and social factors (i.e., sex ratio and household structure) play a more important role in explaining the female labor force participation in rural counties.  相似文献

This paper examines union grievances dealing with the body, appearance and demeanour fought by the Canadian Air Line Flight Attendants Association, on behalf of its female and male members over a 30‐year period. Taking a historical, materialist‐feminist approach, we examine how workers used the grievance system to resist regulations they believed contradicted their right to dignified labour. We ask how and why bodily regulation differed for men and women, and how this changed over time, as the union merged its male and female job occupations. Using arbitrated grievances, union records and discussion of these issues in the mass media, we show how both feminism and service union activism encouraged flight attendant resistance to airlines’ efforts to regulate the appropriate body and attire for male and female workers. The use of labour law offered workers some respite from regulation, but did not facilitate fundamental questions about the power of management to ‘dress’ its workers.  相似文献

This paper examines women's employment in Britain and Denmark, societies characterised similarly by high proportions of female employees working part‐time but by rather different gender arrangements. Part‐time working is associated with female‐carer workers; women who have reduced their hours in the labour market to bring up children and are able to do this because of the presence of an alternative source of income—usually a male breadwinner. Yet Denmark has been conceptualised as having more of ‘dual‐breadwinner’ gender arrangement than Britain. It would seem then, that part‐time working is distinctly different in these two societies. Examining this question, the paper concludes that extensive part‐time working for women, and not men, does indeed tend to reinforce a traditional male‐breadwinner model. However, the strength of this reinforcement varies, depending on the relative conditions of the part‐time labour market. These conditions vary substantially cross‐nationally and can also change rapidly within one society over time. As a result, the typical ‘role’ a part‐time job plays for women can also vary cross‐nationally and can change over time.  相似文献

The rapid transformation of the agri‐food sector in developing countries has created rural off‐farm employment opportunities, especially for women. There is growing concern about worker welfare and employment conditions in agri‐food and export sectors, but empirical evidence on this issue is scant. We analyse contractual preferences of female workers in the horticultural export sector in Senegal. We use a discrete choice experiment to assess women's preferences for a labour contract and employ a latent class model to capture preference heterogeneity. We find that women have a high willingness to accept a labour contract in the horticultural export industry, and that differences in preferences for contract attributes can be explained by women's empowerment status.  相似文献

Post-Fordist employment is characterised by the demand for new forms of labour in which workers are expected to make personal investments in their work and to mobilise their embodied subjectivities in the practice of labour. Whilst employment insecurity is well documented in the sociology of youth, theoretical development in this area has yet to contend with the role of changes in the nature of labour itself in the production of youth. This paper draws on theories of labour under post-Fordism to explore the practice of ‘affective labour’ amongst young people performing ‘front of house’ bar work in a large metropolitan service economy. The paper theorises the role of youth subjectivities – including capacities for relationality and leisure, gendered embodiment, and tastes – in the practice of contemporary labour. The paper describes how young people doing bar work contribute to the production of affective atmospheres, or sensations of ease, pleasure and enjoyment that are offered to clientele of boutique bars. In this, we suggest that affective labour mobilises young subjectivities at work in ways that are currently unrecognised within youth studies. The paper concludes by suggesting a new research agenda that goes beyond the existing focus on youth transitions through employment to explore how youth is produced as part of the social dynamics of post-Fordist labour.  相似文献

The term ‘Generation Rent’ denotes young people who are increasingly living in the private rented sector for longer periods of their lives because they are unable to access homeownership or social housing. Drawing on qualitative data from two studies with young people and key-actors, this paper considers the phenomenon of ‘Generation Rent’ from the perspective of youth transitions and the concept of ‘home’. These frameworks posit that young people leaving the parental home traverse housing and labour markets until they reach a point of ‘settling down’. However, our data indicate that many young people face difficulties in this ‘settling’ process as they have to contend with insecure housing, unstable employment and welfare cuts which often force them to be flexible and mobile. This leaves many feeling frustrated as they struggle to remain fixed in place in order to ‘settle down’ and benefit from the positive qualities of home. Taking a Scottish focus, this paper further highlights the geographical dimension to these challenges and argues that those living in expensive and/or rural areas may find it particularly difficult to settle down.  相似文献

European debates on immigrant integration focus on employment because of its implications for assimilation. Although studies show that Sub‐Saharan African immigrants are most disadvantaged across Europe, cross‐national analyses do not examine labour force participation (LFP) or control for selection into the labour force before estimating employment, calling these results into question. Furthermore, studies rarely discuss visible minority status or gender making it unclear whether (1) country‐context matters for African LFP and employment and (2) visible minority status matters differently by gender. I use French and Spanish census data to determine whether Sub‐Saharan Africans are most disadvantaged in new and traditional receiving countries. My results indicate that country‐context matters, but previous employment findings likely reflect variation in LFP. Despite smaller penalties to migration characteristics in Spain, Sub‐Saharan African men are the only group significantly less likely to be employed in Spain, indicating that they experience unique barriers to job access.  相似文献

This article analyses the cross-national determinants of female labor force participation and different industry sectors with a focus on Muslim countries. The study explores neo-patriarchal perspectives and its measures show a significant impact on the different sectors as well as on the share of the total labor force. The Muslim percentage of the population (% Islamic) has its largest impact on the most modern sectors (industry and service). In contrast, % Islamic has no effect on female share of agriculture. Fertility shows no impact on female share of the labor force (FSHLF), but the separate sector models suggest that higher fertility significantly reduces female employment in the modern sectors. The study also examines the effect of economic development across different sectors. Unlike the FSHLF, which shows a curvilinear effect on energy consumption per capita, the sector models show linear effects on the development measure. Therefore the curvilinearity effect is the result of one linear negative impact on female share of agriculture and one linear positive impact on female share of service.  相似文献

In this paper we analyze the transition from vocational education to a first significant job for Spanish young people. The data comes from the Survey on Education and Labor Market Transitions, targeting various collectives who finished their non-university studies. Discrete duration models are estimated to identify the determinants of the time-to-first significant job. The main results show that, contrary to what is expected, there are no significant differences for students graduating in intermediate or in advanced vocational training. Nonetheless, vocational education is characterized by a high specialization by gender, which is translated into differences in the transition to employment. Furthermore, previous professional experience in precarious jobs does not improve access to quality employment, whereas internships performed within studies, when evaluated by the young as satisfactory, have a positive impact. Other subjective aspects, such as a high value assigned to work or family or a priority focused on achieving a stable job lead to a smoother school-to-work transition.  相似文献

Cross-national analyses of the gender division of labour usually focus on employment and domestic labour. This paper argues that formal and informal voluntary work should be included in such analyses. Using available secondary sources, the paper compares the gender division of voluntary work in Britain and France – two countries with well-documented differences and similarities concerning employment and domestic labour. The paper reveals that French women, with a higher commitment to the labour market and a slightly larger share of the burden of domestic labour, have a higher commitment to formal voluntary activity but engage less in informal volunteering than their British counterparts whereas French men, with shorter hours in employment and a slightly smaller contribution to domestic labour, undertake more formal and informal voluntary work than their British counterparts. In France, men consistently undertake more voluntary work than women whilst in Britain, there is a degree of gender equality in formal voluntary work but women undertake significantly more informal voluntary work than men. The paper explains the differences and similarities found by considering the role of the state and social policy, the question of ‘time availability’, and the question of what motivates individuals to undertake voluntary work.  相似文献

Despite increased access to education, women's conspicuous absence from the labour market in Egypt, and the Arab world in general, has been a key issue. Building on the stock of evidence on women's employment, this study provides a qualitative analysis of the torrent of challenges that educated married and unmarried women face as they venture into the labour market in Egypt. Single women highlight constrained opportunities due to job scarcity and compromised job quality. Issues of low pay, long hours, informality and workplace suitability to gender propriety norms come to the fore in the interview data. Among married working women, the conditions of the work domain are compounded by challenges of time deprivation and weak family and social support. The article highlights women's calculated and aptly negotiated decisions to work or opt out of the labour market in the face of such challenges. The analysis takes issue with the culturalist view that reduces women's employment decisions to ideology. It brings to the context of Arab countries three global arguments pertaining to the inseparability of work and family for women; the role of social policies and labour market conditions in defining women's employment decisions; and the potential disconnect between employment and empowerment. By looking at women as jobseekers and workers, the analysis particularly highlights the intersectionality of different forms of inequality in defining employment opportunities.  相似文献
