"This paper seeks to assess the value of the overseas-born members of the labour force in ensuring a flexible labour supply in New Zealand since the beginning of the 1970s. Three main issues are considered: first, the role of the labour market in New Zealand's immigration policy; second, international migration trends and the labour market; and third, the evidence on migration and labour market segmentation in New Zealand." Data used are from official external migration statistics, quinquennial censuses, and recent research. The author notes that "in New Zealand immigration measures are currently being taken that emphasize that immigration continues to add to the flexibility of the labour market while uncontrolled emigration is a major cause of labour market instability." Traditionally, family migration was conceptualized as a separate form of migration from labour migration. Increasingly socio‐economic criteria (labour market participation, language competence, financial resources, independence from welfare), have been applied to family migration policies in Europe, and are harder to fulfil by those with a weaker labour market position. Hence class now plays an increasingly significant role in stratifying the right to family migration. The article examines the imposition of minimum income requirements in three countries – the Netherlands, Norway and the UK – and the significance of class in its economic and cultural dimensions in meeting the requirement. For those without sufficient economic capital to meet the requirement, cultural capital may facilitate the development of coping strategies to overcome or reduce the duration of family separation. Class is not the only stratifying element: gender, age and ethnicity interact with and reinforce the effects of class.  相似文献

Along with the other Nordic countries, Sweden, Denmark, andNorway are often perceived of as gender equality pioneers withcomprehensive gender equality policies. But how does the governmentalgender equality policy of today reflect that their populationshave become more culturally diverse during the last decades?My analysis, based partly on governmental action plans for genderequality 2000–2005, including the related parliamentarydebates, points to some similarities but also to major inter-countrydifferences. In all three countries, there is expressed a clearconcern for the agency of women and girls of ethnic minoritybackground, centered on violence and oppression. But, whileethnic minority and gender equality is highly prioritized inthe Danish gender equality policy, the same is not true forthe Swedish equivalent in the period studied. Also, the Danishcase gives the clearest example of what is believed to be conflictbetween minority cultural traditions and "Danish" equality norms,whereas the Swedish governmental rhetoric is dominated by theoriesof ongoing patriarchy, seemingly indifferent to cultural diversity.While Norway is characterized by a lack of overall gender equalityaction plans and parliamentary gender equality debates duringthis period, its policies towards gender and multiculturalismhave been managed largely as discrete issues.  相似文献

A plethora of government- and non-government actors are involved in the labour market integration of highly skilled refugees, forming a complex “system” that is difficult to navigate for integration actors and refugees. Based on interviews with 32 labour market integration actors in Sweden, this article examines multi-level governance gaps in the wake of the simultaneous centralization and decentralization of labour market preparation services. It examines various “steps” in the labour market integration process to gain a more holistic perspective of “the system”, and identifies governance gaps in each step. The article finds that the devolution of services has opened up participatory spaces for non-government actors, but narrowly defined mandates and short-term funding mechanisms hamper cooperation within and between territorial levels of policy implementation.  相似文献

This article examines the premises of corporate solutions to gender inequality in the Global South. In feminist debates, businesses’ increasing emphasis on women’s empowerment has been discussed both in terms of increasing feminist impact and the co-optation of feminist demands. To explore the ideological effects of corporate gender practices, focus is placed on the Coca-Cola Company’s global “5by20” campaign, which has the stated aim to empower five million women as small-scale entrepreneurs around the world and, in a “win–win” fashion, to double sales by 2020. Based on interviews and participatory observations in Mexico, this article traces a particular narrative of empowerment, envisioned as a transition from dependency to self-sufficiency and threatened by psychological and cultural restraints rather than material conditions. It shows that self-help and positive thinking are essential affective drives, thus reinforcing market-based, individualized development strategies. In response to feminist debates, the article concludes that corporate gender practices can be seen as part of a neoliberal transposition of equality concerns from a political to an economic domain. In effect, when initiatives such as 5by20 promote the accumulation of “human capital” to enhance gender equality, they simultaneously work to legitimize the inequalities that are necessarily entailed in competitive capitalism.  相似文献

The need to improve the level of membership and the number of women activists has been a central feature of overall ‘renewal’ strategies of many British trade unions. Within this, equality education has been a key part of policy‐making. This research draws on detailed case studies of two trade unions and focuses on their women‐only education courses. We suggest that a greater understanding of the contribution of different types of trade union education to the advance of equality is a key factor in the ability of unions to maintain a central role at workplace level, within the context of an increasingly diverse labour market.  相似文献

PurposeThis article starts from the assumption that it is important for the evaluation of gender equality interventions in RTDI (Research, Technology Development and Innovation) to consider its context regarding gender equality regime and evaluation culture because this context does influence effects and long term impacts of such activities. It aims to provide key characteristics for the differentiation of gender equality regimes and evaluation regimes to be considered when designing policy interventions or evaluating specific gender equality interventions in RTDI.Design/methodology/approachAfter a literature review of relevant typologies for welfare state and gender equality regimes, it was analysed to which extent the seven EFFORTI countries correspond to certain typologies based on the data basis of the context research performed in the EFFORTI project. For this context research, international/national and qualitative/quantitative data regarding the relevant framework conditions were firstly collected for each of the EFFORTI countries and secondly compared in a cross-country analysis.FindingsThe research showed that when it comes to gender equality policies, most EFFORTI countries can either be assigned to the Social-Democratic category or Conservative Equal Employment Regime category in the typology of von Wahl (2005), with the latter type tending to provide less favourable conditions for women in the general labour market as well as women in RTDI (e.g. overtime culture). In how far these different types of context can have an impact on the evaluation of interventions can be exemplarily illustrated using case studies carried out as part of EFFORTI.Connecting the typologies for gender equality policy with evaluation regimes has not proved fruitful, as the two discourses have only begun to converge in recent years. The evaluation regimes and cultures of the respective countries have therefore been described independently. However, it was shown that countries with more expertise in certain areas (e.g. gender, evaluations) developed more routinized and institutionalised procedures in the respective field.Originality/valueConsidering the different framework conditions is relevant when it comes to evaluation as different national contexts might require different policy and designs of activities, but might also shape the interventions’ effects. This article therefore aims to provide support in this regard for future evaluations of gender policies.  相似文献

The article discusses the claims of success of microenterprise development programmes (MDPs) in poverty reduction and gender equality. It also deals with the broader theoretical and methodological issues related to the ways in which context and discourse interact in the assessment of anti‐poverty and gender equity strategies. MDPs are considered among the most viable strategies for helping women overcome poverty and promoting gender equity. However, there has been significant debate over these claims. The relationship between business ownership, poverty reduction and gender empowerment is still to be proved. The article presents the voices of women engaged in a microenterprise (ME) from a context‐informed and discourse analysis perspective, and considers the women's insights about ME as an anti‐poverty and gender empowerment strategy. The findings show a complex picture. On one hand, the new occupational status promises a tangible alternative to multiple personal, social and gender constraints. Additionally, women in the study perceived the ME as a space for self‐definition and as an outlet for expressing their oppressed identities. On the other hand, the findings seriously challenge the capacity of the MDP strategy to promote gender equity and combat poverty among low‐income women. In recent years, New Zealand has attracted some international attention for its relatively rigorous application of monetarist, neo-liberal social and economic policies. This has led to its transformation from being one of the most socialized and protected economies in the western alliance to being relatively deregulated and open to global trade. The implications for New Zealand society and its publicly funded services have been profound. This article gives a summary of the outcomes of the neo-liberal era for New Zealand, including some of the major changes specific to social policy and social work. Areas of interest include: the growing recognition of the bi-cultural foundation of New Zealand society; the changes in welfare, labour, housing, and social security policies; and especially New Zealand's unique approach to the welfare of children and young persons. The implications of New Zealand's strong emphasis on contracting-out of social services are considered, alongside a broader assessment of the benefits of the 'reforms' for New Zealanders collectively. Some indications of future changes in direction, subsequent to the recent change in government, are also given.  相似文献

This article compares government promoted call centre initiatives in New Zealand and New Brunswick, Canada, thereby identifying differing policies and practices associated with ‘globalization’. Both New Brunswick and New Zealand are small resource based economies in which policy makers aspire to attract foreign investment into call centres as a new means of economic growth and job creation. However there are significant differences between the two call centre strategies. In New Brunswick the provincial government plays a central role, most notably through the use of incentives to lure companies to the province but also through the coordination of education and training. In New Zealand an informal network made up of public and private sector actors drives the strategy, and the relevant government agency (Trade NZ) plays only a coordinating role. Despite these differences both call centre strategies aspire to link service sector activities into global flows and networks, and foster low wage and feminized forms of employment.  相似文献

The concept of social closure is frequently used in recent debates about wage inequality. The following article shows that social closure generates not only inequality but equality, as well. Economic, segmentational and closure theoretical arguments shed light on the different relations of an employee to his employer in different labour market structures. Properties of the employee like vocational training, seniority or gender lose their impact on wages the more closed a labour market is. These hypotheses are tested with the 2006 BIBB/BAuA-Employment-Survey. Results support a deep effect of social closure in the German labour market.  相似文献

Abstract

The problem of forced labour in the contemporary global economy is attracting increasing attention in global governance debates and policy circles. The effectiveness of governance initiatives depends on underlying understandings of the root causes of the problem. We explore how the root causes of forced labour in global production networks (GPNs) are framed in global governance debates. Focusing on the dominant frameworks mobilized by international institutions, with some attention to cognate national-level and corporate governance strategies, we identify certain limitations to dominant interpretations, which derive from their ‘residual’ character and their associated neglect of the manner in which the roots of forced labour reach deeply into the organization of GPNs, the forms of exploitation which are integral to them, and the connections between exploitation and poverty. We set out an alternative, ‘relational’ perspective on the roots of forced labour in GPNs, based on the concept of ‘adverse incorporation’, and consider the implications of the insights generated by this perspective for contemporary governance frameworks.  相似文献

We discuss the development of German corporate governance in light of the hostile takeover of Mannesmann by Vodafone. The paper criticizes the stability hypothesis of Thomas Heinze in KZFSS 4/2001 and demonstrates the deep changes within German corporate governance, which we describe as hybrid convergence. Given trade-offs between corporate growth and profitability, the preferences of German management have changed towards greater emphasis on shareholder returns. This change is evident in the implementation of new profitability targets, end of cross-subsidization and concentration on core competences. Through incremental changes throughout the 1990s, the importance of market mechanisms has increased and been internalized within corporations. German corporate governance is moving toward a U.S. market model through hybrid processes of institutional layering and conversion.  相似文献

ABSTRACT

This article identifies trends in the adoption and implementation of quotas for corporate boards, an underresearched topic in political science. Corporate quotas—like legislative quotas—constitute the “fast track” to gender equality but appear more commonly in advanced democracies. These corporate quotas fall into three categories: laws covering all companies; laws covering state-owned companies only; and nonbinding (voluntary) measures in corporate governance codes. Despite on-paper differences, these corporate quotas are largely toothless. First generation corporate quotas, like first generation legislative quotas, operate symbolically. By raising the specter of stringent legislation in the long run, corporate quotas induce firms into voluntary compliance in the short run.  相似文献

Gender mainstreaming has been celebrated as a new policy strategy for change in gender relations. However, its transformative potential seems to be lost in the process of implementation. The aim of this article is to evaluate the policy effectiveness of gender mainstreaming and its ability to bring about change in gendered social structures and practices. Previous research has focused on gender mainstreaming as a policy strategy. This article provides a new perspective on the problems of implementation by approaching gender mainstreaming from an organizational perspective. Gender mainstreaming takes place in certain organizational contexts, implemented by local actors. This article reveals the practices of implementation in the Finnish state administration, specifically in the Ministry of Defence. The analysis is based on a discursive reading of thirteen group and individual interviews collected in the Ministry of Defence in 2012. The article pinpoints two interlinking problems concerning implementation of gender mainstreaming on the organizational level. First, the state officials, who should implement gender mainstreaming, do not have enough information to do so successfully. Second, there is resistance toward gender mainstreaming on the organizational level. This article suggests that negotiations about gender, gender equality and gender mainstreaming as complex issues concerned with social power relations should be included in the process of implementing gender mainstreaming.  相似文献

In Norway, as elsewhere in Europe, the debates about immigration, increasing cultural diversity and the need for integration, are heated and polarised. For welfare state workers and institutions, the perceived task and challenge of integration has to a large extent been to both provide space for cultural diversity and to promote social equality through participation in the labour market, education, and civil society. Amidst all this ongoing debate, a large number of people deal with these issues as a part of their daily work. This paper focuses on the dilemmas such street‐level bureaucrats, or diversity workers, encounter in their work with refugees, immigrants and their children. Most of all, it explores the strategies they have developed to handle such situations. Street‐level bureaucrats have a range of strategies to get around integration dilemmas, which are presented here as five distinct response repertoires. The analytical construction of these repertoires is useful because it provides us with a tool to describe and understand what is going on when policies are translated into institutional practices. It shows how public sector employees are handling the everyday dilemmas that policy does not provide the solutions for. Finally, this analysis of repertoires can also be useful in thinking normatively about what kinds of strategies particular institutions ought to nurture and how they can achieve this.  相似文献

This paper is a case study of the Republic of Macedonia (Southeast Europe), which focuses on examining governance and enterprise restructuring. Governance and enterprise restructuring is already defined indicator in EBRD’s studies and transition reports, measuring the effective corporate governance and corporate control exercised through domestic financial institutions and markets, fostering market-driven restructuring. As of the beginning of the transition process, governance and enterprise restructuring remains in the center, as essential pillar, that moves forward the society towards developed market economy. The data used in this article are analyzed with an econometric regression model, which as employed in this study examines the interrelationships between governance and enterprise restructuring and set of policies that influence the governance patterns.  相似文献

Cross-national analyses of the gender division of labour usually focus on employment and domestic labour. This paper argues that formal and informal voluntary work should be included in such analyses. Using available secondary sources, the paper compares the gender division of voluntary work in Britain and France – two countries with well-documented differences and similarities concerning employment and domestic labour. The paper reveals that French women, with a higher commitment to the labour market and a slightly larger share of the burden of domestic labour, have a higher commitment to formal voluntary activity but engage less in informal volunteering than their British counterparts whereas French men, with shorter hours in employment and a slightly smaller contribution to domestic labour, undertake more formal and informal voluntary work than their British counterparts. In France, men consistently undertake more voluntary work than women whilst in Britain, there is a degree of gender equality in formal voluntary work but women undertake significantly more informal voluntary work than men. The paper explains the differences and similarities found by considering the role of the state and social policy, the question of ‘time availability’, and the question of what motivates individuals to undertake voluntary work.  相似文献

"Migration between New Zealand and Australia has assumed considerable significance for both countries during the past 25 years. Commencing in the late 1960s, three major waves of net immigration from New Zealand have seen Australia's New Zealand-born population increase from 52,000 at the 1966 Census to 212,000 at the 1986 Census.... This paper aims to set these contemporary trends in historical context. So strong has been the tide flowing towards Australia that it is easy to imagine, erroneously, that it always flowed that way." Movements since the early 1800s are examined. Aspects considered include major periods of net migration, gender balance, short-term and permanent movement, and size and composition of immigrant groups.
