One hundred years of money, welfare and death: mortality, economic growth and the development of the welfare state in 17 OECD countries 1900–2000 Int J Soc Welfare 2010: ??: ??–??© 2010 The Author(s), Journal compilation © 2010 Blackwell Publishing Ltd and International Journal of Social Welfare. The article focuses on the role played by the welfare state vis‐à‐vis GDP in the increase of life expectancy in 17 OECD countries 1900–2000. The article shows that money matters, war kills and the welfare state is good for health. There is a curvilinear relationship between prosperity and longevity: after a certain level, the marginal utility of an extra dollar levels off. In the longer run, growth is a necessary but not sufficient condition. The welfare state plays its role, too. Bigger is better, be it with regard to social spending or the generosity or coverage of social protection. For the life expectancy of a population to increase, it is better to have broader coverage or universal access to care than to have more generous benefits, which are channelled to a limited circle of citizens. It is better to give adequately to all than lavishly to too few.  相似文献

Determinants of welfare service provision after the Golden Age Int J Soc Welfare 2011: 20: 125–134 © 2009 The Author, International Journal of Social Welfare © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. The welfare state literature exhibits a ‘transfer bias’ in the sense that very little research exists on welfare services or benefits in‐kind. This article presents one of the first systematic studies on the determinants of welfare service provision since the end of the Golden Age of welfare expansion. The article concludes that partisan factors do not drive change, although historically they may have been pivotal. Instead, new factors, including deindustrialisation, female labour force participation and rising public attention appear to be highly significant. It is argued that new studies need to take seriously both the individual characteristics of services as well as the changing social demands that the services are supposed to meet.  相似文献

This article considers the role of legislated welfare state institutions as mediators of effects of political and structural forces on citizens' levels of living of relevance to inequalities in health and mortality. The focus is on institutional structures of welfare state programmes relevant to class inequality, as indicated by income inequalities, and to gender inequality, conceived of as differences in agency. I introduce the Social Citizenship Indicator Program, a database providing quantitative and qualitative information on structures of main social insurance programmes in 18 countries from 1930 to 2000, on about 300,000 data points. It is used to delineate types of distributive institutions of relevance for income inequality. Institutions relevant for gendered agency inequality affect choices by women, especially mothers, between unpaid and paid work. Driving forces behind the emergence of differences in distributive institutions are discussed, and patterns of class and gender inequalities are outlined.  相似文献

It is widely accepted that during the 1990s, the Argentine state experienced a general retrenchment. This article shows that, though this may have been true in the economic realm, this retrenchment did not take place in the diverse arenas of social policy. While privatisations and labour market flexibility dismantled the foundations of Keynesianism, the components of the welfare state experienced substantial growth. At the same time, the changes experienced by the welfare state in the past quarter century have not included a transformation of its basic principles, despite the profound changes experienced by Argentine society during this period.  相似文献

Muuri A. The impact of the use of the social welfare services or social security benefits on attitudes to social welfare policies

This article investigates the attitudes of citizens and clients to social welfare services and social security benefits. The data come from a Finnish national survey conducted at the end of 2006. First, the article overviews the previous welfare‐state studies relating especially to the theoretical perspectives of self‐interest and legitimacy. The empirical analysis indicates (i) that a different operation of self‐interest can only weakly explain the differences in attitudes between services and benefits; (ii) that there is general support for Finnish social welfare services and social security benefits, which, however, is mixed with growing criticism among women and pensioners who are supposed to benefit most from the welfare policies; and (iii) that such determinants of attitude as gender, use and, to some extent, lifecycle have become as important as class‐related factors such as income and education.  相似文献

Laratta R. From welfare state to welfare society: toward a viable system of welfare in Japan and England

This article compares the impact that public welfare reforms during the 1980s and 1990s had, and are still having, on the relationship between statutory organisations and the non‐profit sector in two developed countries, England and Japan. The author argues that the failure of these reforms clearly shows that, although non‐profit organisations may not be able to effectively replace the state in the provision of welfare services, they can contribute, working closely with the statutory organisations, to the shaping, financing and delivery of public services in a variety of ways. It is also interesting to note that, while the public welfare reforms of the late 1990s in England produced a shift away from a culture based on privatisation and contracting‐out toward a partnership culture of collaboration between state and non‐profit entities, similar reforms in Japan have resulted instead in an uncertain area of deregulation and privatisation.  相似文献

Childcare (also called day care or preschool) has generally served three purposes: to care for children while parents are employed; to provide early childhood education; and to cater to the needs of poor and disadvantaged children. This article proposes that the welfare approach to childcare be augmented by a social investment approach to enhance human and social capital investments among low income families and communities and to contribute to wider social development goals. The Head Start program in the United States and the Integrated Child Development Scheme in India are used to illustrate this argument.  相似文献

The care manager reform and the case manager reform are new reforms in the social care services in Sweden, which are evolving during the 2000s. Together they shape the social care services introducing a new way of decision‐making where representatives for the organisation (care manager) and the users (case manager) negotiate. The reforms have been analysed in two studies with results presented in this article. Using the concepts of role, orientation, function and assignments, it is argued that the managers come to the negotiations on rights from different positions that are both conflicting and complementary. They further mediate the development towards a welfare mix, where the market, social networks and users interact to obtain the public welfare provision. Through this negotiated rights model, it is argued that traits of a representative welfare state emerge, with the distinction of moving the focus to the administrative practices and their differences away from political ideologies.  相似文献

While the role of the family has been a distinctive feature of East Asian welfare systems, rapid social policy development and reforms in South Korea and Taiwan over the last two decades have led to an increase in public welfare. Yet, despite a growing number of studies, little is known about the role of family support – private transfers – and public programmes in the performance of state welfare. This article reports on a comparative analysis of the role of public and private transfers aimed at poverty and inequality reduction in 12 Western and two East Asian states employing the Luxemburg Income Study data set. Results indicate that, in contrast to the West, private transfers that rest primarily on family support remain more important than public transfers in reducing income inequality and poverty in South Korea and Taiwan.  相似文献

Data from the Community Participation and Citizenship Survey are used to explore the factors that influence people to place trust in strangers and impersonal others. We use Putnam's social capital thesis to explore whether civic engagement and associational membership are major factors in the development of generalised or social trust, and whether this kind of trust is generalisable to trust in government institutions, specifically the Tax Office. There is partial support for Putnam's thesis that civic engagement develops social trust. More important is affective trust developed in the family and through familiar others. We find that trust is generalisable, being extended to strangers and to the impersonal others in government institutions. It is trust that builds trust — and government institutions like the Tax Office begin their task with benefits accrued through generalised trust.  相似文献

This article investigates whether degree of suspicion of welfare abuse relates to local context in Sweden. It is suggested that certain features of Swedish municipalities can create a local information bias influencing individual suspicion of welfare abuse. Prevalence of social problems and political climate are features of the municipal context having the potential to influence opinion formation. Social problems are captured by local unemployment, social assistance and ill‐health rates. Political climate is captured by electoral support for conservatives. The results indicate that local context can influence suspicion of welfare abuse, contexts where social problems are widespread reduce such suspicion. While local political climate seems important in itself, it also interacts with social problem level, increasing suspicion if a conservative political climate and social problems coexist. While social problems seem to generate less suspicion regarding social policy abuse, they also provide ‘raw material’ for political rhetoric regarding suspicion.  相似文献

In principle, Ghana's commitment to the global agenda for improving the welfare of children cannot be disputed. Globalisation has advanced changes in the country's institutional landscape with the introduction of economic reforms and administrative institutional frameworks to improve the welfare of children, amongst others. This article discusses the impacts of two global agendas, the Structural Adjustment Program and the United Nations Convention on the Rights of the Child. It argues that the economic reforms and the legal framework to ensure the welfare of children have not achieved their envisaged goals, because the global initiatives focused on institutional changes, neglecting social factors that cause inequalities. Consequently, these factors have contributed to the inability of adequate service provision for children. To alleviate the problem, this article suggests that a structural social work approach be adopted in Ghana as a complementary strategy to improve the welfare of children.  相似文献

Workfare was introduced in many countries to suppress welfare dependency and reduce social security expenditures. However, workfare was launched in Hong Kong when there was only a relatively small social security budget and its citizens still strongly adhered to the ideologies of self‐reliance. It was found that workfare has performed several functions in Hong Kong. First, by forcing unemployed claimants to give up benefits, Hong Kong has been able to save on social security expenditures. Second, workfare has combined with Hong Kong's semi‐democratic polity so that extremely stigmatising welfare measures have been implemented. Third, it has pushed poor citizens into the labour market without having any protection over wages and working hours. Thus, the combination of workfare and a semi‐democratic polity has successfully suppressed Hong Kong's welfare demands and strengthened its self‐help spirit. As a result, Hong Kong's minimal social security scheme and its low tax policy have been maintained.  相似文献

An estimated 225 million Chinese people have migrated to cities from China's rural areas over the past two decades. These rural‐to‐urban migrant workers have greatly challenged China's welfare system. The pre‐reform welfare system was a duel scheme with an urban–rural distinction in which rural residents were not covered by state‐run welfare programs and had to rely on their families and rural collectives. The development of employment‐based social insurance programs in 1999 made social welfare programs available for rural‐to‐urban migrant workers. Using an anonymous survey conducted in seven cities across China in 2006, we found that social insurance program participation rates were low among rural‐to‐urban migrant workers. Individual factors, including lack of knowledge of welfare programs and of a willingness to participate, and macro‐level factors, including type of employer and industry, are critical in determining migrant workers' participation in welfare programs. Implications for policies and practice are discussed.  相似文献

This Supplement includes a number of articles dealing with the role of social policy schemes for public health across the life course. As a key social determinant of health, poverty and its consequences have historically been at the forefront of the public health discussion. But also in rich countries today, economic resources are likely to be important for health and survival, both on an individual and an aggregate level. This introductory article serves as a background for the more specific analyses that follow. The focus is on why income and income inequality could have an effect on individual and population health. We discuss relationships between the individual and population levels and between income and health, and some of the possible mechanisms involved. Social assistance and minimum income benefits in old and new EU democracies Int J Soc Welfare 2010: 19: 367–378 © 2009 The Author, Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. In this article, social assistance developments are analysed in a large number of European Union (EU) member states, including European transition countries and the new democracies of southern Europe. The empirical analysis is based on the unique and recently established SaMip Dataset, which provides social assistance benefit levels for 27 countries from 1990 to 2005. It is shown that social assistance benefits have had a less favourable development than that of unemployment provision. Hardly any of the investigated countries provide social assistance benefits above the EU near‐poverty threshold. Social assistance benefit levels have not converged in Europe. Instead, divergence can be observed, which is due mainly to lagging developments in eastern and southern Europe.  相似文献

The demands of balancing employment and family responsibilities strain the health and welfare of many employees worldwide, and social welfare policy analysts are increasingly attending to the factors that can alleviate such stress. The present study examined associations between the availability of work–life balance programs, employees' authority to arrange their own work hours, job satisfaction, and mental health among 1,293 employees in 50 companies in South Korea. The study is unique in its use of multilevel analysis in examining individual‐ and company‐level variables. The results add to the evidence regarding the positive relationship between the availability of scheduling control and work–life balance policies on the one hand, and job satisfaction and mental wellbeing, on the other.  相似文献
