This article analyses the intertwining inequalities in wage determination and the gender‐neutral legitimacy that pay systems provide by masking these inequalities. Job evaluation and performance‐related pay were originally designed for purposes other than promoting equal pay, namely as managerial tools for determining wage levels. Typically, the main objective of a pay system is not to promote equal pay. Still, as a tool for assessing the value of work, job evaluation is regarded as a central method in promoting equal pay. The use of job evaluation is recommended by the European Commission and the International Labour Organization, and often features in gender‐equality policy and legislation. In contrast with the status of job evaluation, little research exists on performance‐related pay and gender pay equity. The findings show that the wages determined by pay systems reflect gendered cultural valuations of jobs and occupations. Pay systems provide gender‐neutral legitimacy for gender‐based wage disparities.  相似文献

The current locus of promoting equal pay in Finland is the workplace. Legal instruments, like gender equality planning and its pay surveys, are to be implemented in workplaces. This development raises important questions about the central role of the local trade union representatives as promoters of equal pay. This article analyses how local trade union representatives construct the problem of unequal pay and their role in narrowing the gender pay gap and their possible agonistic adversaries in negotiations on equal pay. Different problem representations concerning equal pay are analysed and evaluated on the basis of their potential to fracture the gender‐blind wage bargaining culture and ability to cash in on the promises made towards narrowing the gender pay gap.  相似文献

Gender mainstreaming is the major global strategy for the promotion of gender equality. Clear intergovernmental mandates for gender mainstreaming have been developed for all the major areas of work of the United Nations and the European Commission, including disarmament, poverty reduction, macro-economics, health, education and trade. The evaluation of equal opportunities mainly focuses on qualification measures for unemployed women and improvements in childcare facilities, and on consideration of gender mainstreaming in other policy areas as well as macro-economic effects on employment and unemployment of women. It is evident that the promotion of qualification measures and childcare facilities increases the activity rate of women, although there remain doubts about the quality and sustainability of many measures and the impact on families. In particular this article focuses on the relation between gender mainstreaming and equality issues to examine whether and how the debate on the topic is a real way to improve equality without missing gender differences and women's rights.  相似文献

In the latter half of the 1980s, when it was becoming apparent in Canada that previous equal pay policies had failed to close the gender wage gap, a number of provincial governments introduced pro–active pay equity policies. All these initiatives required the negotiation of pay equity in unionized workplaces. Leading up to the implementation of pay equity in Ontario, industrial relations specialists predicted an insurmountably conflictual process, whereas governments expected a new level of partnership with unions. Given these opposite expectations, the article aims to identify any significant patterns of cooperation and conflict in the pay equity bargaining process and to explore reasons for their dynamic. Based on a case study of Newfoundland’s health sector, neither prediction was correct as both conflict and cooperation occurred. It is argued that both the specificity and differences in the negotiations studied can be better understood by exploring the complex intertwinings of gender and class, namely, the ongoing articulation of their main manifestations: a reinforcing hierarchy and a transformative labour–feminist politic in the unions involved. The article concludes with some theoretical and policy observations concerning the importance of building in gender and class to current models of cooperative collective bargaining, as well as recognizing their importance in the pay equity process.  相似文献

This article explores the role and nature of disadvantages associated with part‐time working in perpetuating the gender pay gap in the public sector. It does so by means of a detailed case study of local government workers in the UK, with particular reference to the more than one and a half million local government service workers covered by National Joint Council bargaining arrangements. The article draws from original pay data analysis and national survey work conducted by the author. It argues that little has changed since the findings reported 20 years ago by Beechey and Perkins with respect to the disadvantages experienced by part‐time workers and the ‘construction’ of employment in gendered ways. However, the role of class may have been understated in previous accounts: class fractions in gender‐segregated employment continue to hold deep significance and provide some potential for solidaristic approaches by trade unions alongside traditional ‘equality’ initiatives.  相似文献

Since the mid‐1990s, governments have adopted gender mainstreaming (GM) as a strategy for achieving gender equality and improving women's social, economic and political conditions. Yet, studies indicate that GM continues to be unevenly implemented, both within and across countries. To explain this outcome, this paper focuses on the local implementers of GM — the gender focal points — and how they understand GM and interpret it in their everyday work. Drawing upon interviews with gender focal points in the Canadian public service, we explore how bureaucratic role perceptions shape how these local actors understand GM and how they navigate the complex terrain between bureaucratic neutrality and the equality agenda of gender mainstreaming. Our exploratory study shows no common understanding among our interviewees, revealing how the meaning of gender mainstreaming varies depending on whether the public servant views himself or herself as policy analyst, policy advisor or policy advocate. Based on these insights, we conclude with suggestions for future research on gender mainstreaming.  相似文献

Gender inequality within non‐governmental organizations (NGOs) is constructed on a daily basis through the gendered norms, attitudes and practices of individuals within them. The continual re‐invention of a gendered organization ensures the maintenance of the status quo and therefore the privileging of male/masculine interests over female/feminine interests. Gender mainstreaming is an approach designed to alter the status quo and facilitate women's empowerment. In Malawi, many NGOs have adopted gender mainstreaming as a strategy to address gender inequality both within their organizations and with the communities where they work. Gender mainstreaming initiatives involve a variety of activities including hiring more women staff members, designing policies within the organization to promote gender equality and educating staff members about gender issues through training workshops. While these strategies represent important steps forward for gender equality, it is not clear to what extent these policies and initiatives are translating into meaningful change within the organization.  相似文献

Nutrition policies tend to concentrate on women, overlooking the important role men can play as allies in achieving positive nutrition outcomes. This article applies an integrated framework for gender analysis to assess the extent to which Malawi's National Nutrition Policy and Strategic Plan (2007–2012) is gender responsive. The study found that the Policy and Strategic Plan were not gender responsive and did not adequately integrate gender considerations. The authors propose the promotion of a conducive environment for men's participation in maternal and child health by applying a more gender‐responsive approach to nutrition policy. The findings could assist developing countries seeking to accelerate progress in reducing undernutrition to meet national, continental and international commitments on gender equality, nutrition and development.  相似文献

This article introduces the recent pay and employment equity situation in the New Zealand state sector through a discussion of research carried out for a Pay and Employment Equity Taskforce. It investigates the twilight zone of pay and employment equity — the murky situations where pay and employment equity programmes already exist, but progress for senior women has stalled for no obvious reasons. Qualitative research is necessary to make sense of these complex situations and to complement labour‐market level studies. The example used is a study of teachers in New Zealand schools, where a range of complex reasons, including lack of support, gendered job designs and intense workloads, creates a bottleneck for women at senior levels. The authors argue that highly decentralized human resources practices work against progress in equal employment opportunity in the state sector.  相似文献

This paper contributes to the debates on reflexivity and change by extending our understanding of (non‐)reflexivity mechanisms in the discursive constructions of gender. Specifically, I explore how and why women persistently construct contradictory discursive accounts of men and masculinity in a female‐dominated profession of counselling psychology in Russia. Drawing on the concept of ‘interpretative repertoires’ I argue that female counsellors construct different kinds of masculinities based on three ‘repertoires’: psycho‐biological, structural and relational. I demonstrate how these constructions of masculinity are imbued with different meanings and are used to explain only certain contexts, which precludes women's ability to reflect on their contradictory nature. I conclude by discussing how an exploration of discursive (non‐)reflexivity extends our understanding of the conditions for gender transformations.  相似文献

Recent models relating to the affordance of children’s participation rights, based on articles 12 and 13 of the United Nations Convention on the Rights Of the Child (1989) , have focused on the role of and strategies used by the adults working with children (Children and Society 10 , 2001: 107–117; Children and Society 20 , 2006: 209–222). Whilst these adults play a pivotal role in affording participation rights, children, and their parents/family/whānau, play an equally important role. This paper explores the complex interplay of roles, relationships, and strategies used by adults and children in home‐based education settings in Aotearoa/New Zealand, that support the affordance of participation rights for children. It identifies key aspects of practice that underpin this, and presents an alternative model of participation that is in keeping with a sociocultural approach to children’s learning and development, and acknowledges them, in the right conditions, as having a voice and agency as citizens in their own right.  相似文献

The civil war in Sudan and natural disasters have led to the displacement of many people of whom 2.2 million live in and around Khartoum, half of whom are under the age of 18. These children, living in barren, remote areas, must find ways to survive and meet their basic needs of food, shelter, health and education. This article focuses on the work of an international organisation working in health services for displaced people in one of the camps in Khartoum in order to argue the case for a rights‐based approach to health care, for separate provision of services to adolescent mothers, for education on sexual and reproductive health for children before they become sexually active, and for sexual and reproductive health services and education for adolescent boys and men. This article concentrates on health education, in particular sexual and reproductive rights and how gender‐based differences impact on the health and well‐being of children. By concentrating almost exclusively on pregnant and lactating women and children under five, the organisation may reduce the possibility of successful outcomes for women and may not contribute to the reduction of sexually transmitted diseases, early pregnancy and related morbidity and mortality. The diversity of social, ecological and economic characteristics of small‐scale fisheries in developing countries means that context‐specific assessments are required to understand and address shortcomings in their governance. This article contrasts three perspectives on governance reform focused alternately on wealth, rights and resilience, and argues that – far from being incompatible – these perspectives serve as useful counterweights to one another, and together can serve to guide policy responses. In order to better appreciate the diversity in governance contexts for small‐scale fisheries it puts forward a simple analytical framework focused on stakeholder representation, distribution of power, and accountability, and then outlines principles for identifying and deliberating reform options among local stakeholders.  相似文献

This article examines current debates about gender equality, work‐life balance and flexible working. We contrast policymakers’ and organizational discourses of flexible working and work–life balance with managers’ and employees’ talk about these issues within their organizations. We show how, despite the increasingly gender‐neutral language of the official discourses, in the data studied participants consistently reformulate the debates around gendered explanations and assumptions. For example, a ‘generic female parent’ is constructed in relation to work–life balance and flexible working yet participants routinely maintain that gender makes no difference within their organization. We consider the effects of these accounts; specifically the effect on those who take up flexible working, and the perceived backlash against policies viewed as favouring women or parents. We argue that the location of work–life balance and flexibility debates within a gender‐neutral context can in practice result in maintaining or encouraging gendered practices within organizations. Implications of this for organizations, for policymakers and for feminist researchers are discussed.  相似文献

The purpose of the present meta‐analysis was to empirically test the widely held assumption that women experience lower marital satisfaction than men. A total of 226 independent samples with a combined sum of 101,110 participants were included in the meta‐analysis. Overall results indicated statistically significant yet very small gender differences in marital satisfaction between wives and husbands, with wives slightly less satisfied than husbands; moderator analyses, however, indicated that this difference was due to the inclusion of clinical samples, with wives in marital therapy 51% less likely to be satisfied with their marital relationship than their husbands. The effect size for nonclinical community‐based samples indicated no significant gender differences among couples in the general population. Additional moderator analyses indicated that there were also no gender differences when the levels of marital satisfaction of husbands and wives in the same relationship (i.e., dyadic data) were compared.  相似文献

Classical organizational theory assumes a hierarchical structure and the vertical co‐ordination of work. Horizontal co‐ordination between organizational participants is currently recognized only at upper and middle organizational levels. This qualitative study of workers at the lowest rungs of the organizational hierarchy finds that they do engage in horizontal co‐ordination by working together in ways that are invisible. This study also finds differences between same‐sex work groups in how they perceive working together. The caring/sharing phenomenon describes the sharing of work, and the implementation of horizontal co‐ordination, undertaken in the context of caring relationships among work colleagues, all of whom were women. Women and men working in same‐sex work groups differ in their conceptions of how those work groups form and how they function. The findings from this study indicate that common conceptions of teams and teamwork may in fact be male norms of horizontal co‐ordination.  相似文献

The number of students, particularly the number of women, completing science, technology, engineering, and mathematics (STEM) undergraduate degrees is insufficient to meet the U.S. demand. Thus, research investigating key predictors of STEM commitment is of high importance. Applying the Social Cognitive Model of Career Self‐Management (SCCT‐CSM; Lent & Brown, 2013 ) as a guiding framework, this study examined the relationship between work–family balance self‐efficacy (WFSE) and STEM commitment as moderated by gender. The sample included 246 STEM students (106 women, 140 men) from a southeastern university. A 3‐step hierarchical regression analysis demonstrated that WFSE accounted for incremental variance in STEM commitment beyond traditional social‐cognitive predictors, and gender moderated the relationship between WFSE and STEM commitment. Contrary to expectations, the relationship was stronger for men than for women. Findings suggest resiliency among women, showing that they are committed to STEM regardless of low WFSE. Practical implications for university and workplace contexts are discussed.  相似文献

In this article, I engage with Edward Said's Orientalism and various perspectives within the othering paradigm to analyze the emergence and transformation of radicalization discourses in the news media. Employing discourse analysis of 607 New York Times articles from 1969 to 2014, this article demonstrates that radicalization discourses are not new but are the result of complex sociolinguistic and historical developments that cannot be reduced to dominant contemporary understandings of the concept or to singular events or crises. The news articles were then compared to 850 government documents, speeches, and other official communications. The analysis of the data indicates that media conceptualizations of radicalization, which once denoted political and economic differences, have now shifted to overwhelmingly focus on Islam. As such, radicalization discourse now evokes the construct radicalization as symbolic marker of conflict between the West and the East. I also advanced the established notion that the news media employ strategic discursive strategies that contribute to conceptual distinctions that are used to construct Muslims as an “alien other” to the West.  相似文献

While once upon a time the social science of work and organization neglected or marginalized gender and sexuality, we have now lost sight of what people actually do, that is to say the activity of work. Gender and sexuality have been identified as crucial to organizational dynamics and, notwithstanding different theoretical emphases, this paradigm has become increasingly influential. We argue (contrary to most of its protagonists) that — within this model — the significance of sex and gender for organization rests principally on their role in the production of identities rather than in what they can tell us about production or work in any wider sense. The article highlights parallels with the ways in which prostitution is now generally understood, whether the emphasis is on subordination or agency. This literature also emphasizes gender relations and identities, even where the focus is on re–writing ‘sex as work’. We argue that this focus neglects the wider networks in which all work, whether mainstream or otherwise, is embedded and that a full analysis must take due account of both these networks and the discursive production of identities. Examples — of work in the finance and sex industries — are used to substantiate this argument and a case is made for the importance of the Chicago School’s analysis of occupations.  相似文献

Race too often is used as the explanatory variable for understanding immigration exclusion, marginalizing the significance of race making, ethnic differentiation, and gender construction in particular. This article explores these processes by examining exclusionary policies implemented against Chinese and Japanese immigrants from the mid‐1870s to 1924, the year the National Origins Act was passed. Politicians, intellectuals, and moral reformers used a gendered logic—the construction of idealized gender norms, roles, and sexual propriety and the attachment of these meanings to male and female bodies—to distinguish Japanese immigrants from the Chinese immigrants they followed, allowing for ethnic differentiation and dissimilar policies. The convergence toward exclusion rested on a racialized logic—the construction and attachment of inferior status and meanings to immigrant groups through discourse, formal and informal categorization, or social closure—which claimed that the Japanese were unassimilable and racially undesirable like the Chinese. Exclusionists focused on the immigrant women, decrying their sexual and gender impropriety as evidence of the groups’ threats to the sanctity of white families, which imperiled the nation. Gender and race both mattered in these logics and their meanings were constructed as their salience interconnected.  相似文献
