Before the recession, Labour ministers claimed that much unemployment in the UK was voluntary. While social policy authors have repeatedly countered such claims by stressing that unemployed people generally possess a strong work ethic and employment commitment, their accounts typically neglect the role that choosiness in job search behaviour plays in deciding individuals' employment status. Fifty in‐depth interviews with both unemployed and employed respondents exposed considerable diversity in attitudes towards ‘dole’ (being unemployed and claiming unemployment benefits) and ‘drudgery’ (doing less attractive jobs). The more educated were more likely to prefer ‘dole’ to ‘drudgery’ (this was also found using National Child Development Study survey data), yet they usually found jobs despite their greater choosiness. Those with very low educational attainment often desperately wanted jobs but could not find them due to their low employability – which might offer an explanation for the often replicated (yet paradoxical) finding that unemployed people generally exhibit a strong work ethic and pro‐employment attitudes and behaviours. Furthermore, the findings indicate that the scope for many Jobseeker's Allowance claimants to increase their net income by undertaking an unattractive job is greater than social policy authors often imply. The question of ‘who must do the least attractive jobs?’ has been neglected by both social policy academics and policy‐makers.  相似文献

Well‐being and employment activation have become central and intertwined policy priorities across advanced economies, with the mandation of unemployed claimants towards employability interventions (e.g. curriculum vitae preparation and interview skills). Compelled job search and job transitions are in part justified by the well‐being gains that resulting employment is said to deliver. However, this dominant focus within the activation field on outcome well‐being – the well‐being improvement triggered by a transition to paid work – neglects how participation in activation schemes can itself affect well‐being levels for unemployed people – what we term ‘process well‐being’ effects. Combining theoretical literature with empirical work on the UK's large‐scale quasi‐marketized Work Programme activation scheme, we develop the limited existing academic discussion of process well‐being effects, considering whether and how activation participation mediates the negative well‐being effects of unemployment, irrespective of any employment outcomes. We further relate variation in such process well‐being effects to the literature on activation typologies, in which ‘thinner’ work‐first activation interventions are linked to weaker process well‐being effects for participants compared to ‘thicker’ human capital development interventions. Confirming these expectations, our empirical work shows that Work Programme participants have, to date, experienced a largely ‘thin’ activation regime in which participants are both expected to, and empirically demonstrate, similar if not lower levels of process well‐being than those who are openly unemployed. These concerning findings speak to all nations seeking to promote the well‐being of unemployed people and particularly those perusing ‘black box’ activation schemes based around quasi‐marketization, devolution and New Public Management.  相似文献

While much has been written in Australia about unemployment there has been relatively little research or interest shown in the growing number of young girls seeking work. Using data derived from a survey of 100 unemployed young girls in an industrial town, some of the problems experienced are delineated and the importance to young females of a work based social identity is indicated. It is demonstrated that for the majority the future is defined, not in terms of the traditional female role of housewife and mother, but rather that work and its importance is a recurring theme. A general belief in equality of opportunity was found and it appears that attempts to ‘solve’ the present unemployment problem by persuading women to take up or return to their ‘rightful place’ in the home will meet with only limited success.  相似文献

We design a project funding contract that provides optimal incentives to agents, in a setting where both principal and agent enjoy the benefits of the project in a non-rival form once completed but may differ in their valuation. To do so, we study optimal incentive payments in a dynamic principal-agent framework in which the principal cannot observe the agent’s investment, but only completed projects, and faces a Samaritan’s Dilemma: he cannot commit to terminate the contract before completion of the project. The agent decides whether to undertake a (discrete) investment or consume all received funds. We find that the optimal contract is stationary, and that either transfers equal to investment cost are incentive compatible or the cost of the contract is decreasing with the agent’s valuation of the projects. Given the intrinsic valuation of the project by the agent, he is always better off signing the contract in contraposition with the general moral hazard result.  相似文献

In a paper illustrating the shifting ground of Australian criminological debate Braithwaite and Biles claim the results of the National Crime Victim Survey (showing the unemployed have higher victimization rates for certain crimes: breaking and entering, peeping and assault, than ‘the wealthy’ or ‘the poor’) amount to a refutation of ‘a long tradition of radical criminology’. This tradition is portrayed as ‘crime is a manifestation of working class rebellion against the ruling class’. It is argued that this belated entry into confrontation with marxist oriented radical criminology, evaded for so long, is to be welcomed. However certain formal requirements: properly reading, representing, documenting and referencing ‘the radical critique’ are essential for theoretical advance. On these criteria the Braithwaite and Biles paper is deficient and distorted. The results of the victimization survey bolster rather than deny adequately represented radical critiques.  相似文献

Shared Responsibility Agreements (SRAs) are a key instrument of the Federal Government's new arrangements for the administration of Indigenous affairs. SRAs, described by the Government as a form of ‘mutual obligation’, require Indigenous communities to commit to behavioural changes or other actions in order to access ‘discretionary’ government funding for infrastructure or services. There are significant political, moral and practical issues raised by SRAs. In this paper we contend that despite the language of mutuality, flexibility and choice that accompanies SRAs, the approach appears more aptly associated with ‘divide and conquer’ tactics and a subtle shifting of responsibility for problems from governments to Indigenous communities themselves. In this paper we explore the concepts of mutual obligation and reciprocity, the structural biases that favour the state and its agencies over Indigenous communities in the SRA negotiation process, and issues of citizenship entitlements and accountability that are raised. Finally, acknowledging that SRAs can be a means for Indigenous communities to access greatly needed funding, we suggest various strategies and measures that could be taken up to make the SRA framework more equitable and effective.  相似文献

I argue that the ontology of human social institutions and collective intentionality could be anchored in the normative notion of ‘practical reasonableness’ as collective reason for action. This involves the deontic idea of mutuality, accepted rules, and shared attitudes of other‐regardedness. I examine John Searle's three primitive notions of social ontology: collective intentionality, assignment of social functions, and constitutive rules and procedures. I use these notions to provide a plausible basis for understanding how people reason, in order to arrive at practically reasonable decisions and collective agency. Searle argues that social reality, institutions, processes, and facts are grounded in collective intentionality and the acceptance of social rules, procedures, and functions. I argue that collective intentionality and socially accepted rules are anchored in the need for human interdependence that engenders the social rules and norms or attitudes of ‘practical reasonableness’. I analyze the concept of ‘practical reasonableness’ as a representation of human mode of reasoning that involves collective intentionality.  相似文献

This article fills a gap in the existing literature by investigating how public employment service (PES) staff actually deal with their clients under a continental regime of activation. The results reported here are based on interviews both with PES staff and their unemployed clients in Germany. We argue that due to its Bismarckian origins as an insurance‐based system of ‘unemployment protection’, Germany's system of unemployment compensation is attractive not only for the marginalized, but also for core workers. As a result, PES staff deal with clients from very heterogeneous class backgrounds. We demonstrate that social class is a significant factor in client outcomes, and that earlier research has perhaps overemphasized the role of frontline staff as ‘street‐level bureaucrats’. While staff do have considerable power, the result of the encounters between the administration and clients also depends on the capabilities of the clients, which, in turn, are strongly related to social class.  相似文献

Britain's New Labour government has put welfare reform at the top of its political agenda. It has followed a radical “workfare” agenda in relation to labour and social market policies and no longer aims to secure full employment mainly through direct job creation or Keynesian demand management. Instead, it promotes equal opportunity for all based on a contract between benefits claimants and the employment service. The New Deal is at the heart of British activation programmes for the unemployed. American policy paradigms have influenced the design of the New Deal. Policy transfer in activation policies from the USA to Britain is due to institutional similarities in British and American welfare states on the one hand, and to the comparable structure of their labour markets on the other hand. The influence of the European social model on British labour market policies thus remains limited.  相似文献

Countless evaluations of active labour market policy (ALMP) have been conducted in the last decade. The common denominator for most of these evaluations is a focus on employment (self‐sufficiency) as the dependent variable, where the success of ALMP is measured in terms of the number of unemployed finding ordinary employment after (or immediately before) participating in an activation programme. The main argument in this article is that this focus is inadequate. For many long‐term unemployed people, it would be an understatement to describe the road to employment as merely ‘bumpy’. Research must take this into consideration. This article therefore deals with the Danish activation policy from a new perspective by analyzing the impact on different aspects of social marginalization, focusing on long‐term social assistance recipients. Using data from a comprehensive, representative quantitative survey of Danish unemployed conducted in 2007, the first analysis convincingly reveals that we fail to find any systematic correlation between participation in ALMP and any of the social marginalization indicators. The second analysis presents a more mixed picture of the participant's own assessment of the impact of ALMP on their self‐esteem; some are quite positive, while others are more neutral or even rather negative. Taking the existing research into account, these results leave us with conceptual and methodological questions for further research.  相似文献

In this article, we explore how the institutional category ‘unemployed’ is specified in everyday practice when implementing an active employment policy. We illustrate the process of categorisation as an aspect of the in situ positioning and self‐representation of the client by examining one social worker–client talk: how the category unemployed is shaped and ‘translated’ when the client negotiates her situation with the social worker. Two types of category revisions are identified. First, the employability of the client, rather than her unemployment situation, is the issue under negotiation. Second, the client introduces new categories that are compatible with the demands of the employment system. She contributes by drawing on discursive resources related to the category of ‘active job seeker’ but does this with an own agenda of looking for a suitable job. The analysis elucidates the client's contribution to institutional practice and discusses constitutive and constituted elements of categorisation.  相似文献

Although much is known about the incidence of unemployment in Australia over the recent past, the causes of unemployment remain controversial. Various explanations have been advanced, some of which focus on the unemployment benefits system. The present study examines the problem of high effective marginal tax rates faced by young social security recipients wishing to engage in part-time employment, and the resultant emergence of so-called ‘poverty traps’. We examine budget constraints for unemployed eighteen year olds, both singles and couples, for part-time employment in four low income occupations; namely, brickie's labourer, public service clerk, stationhand and sales assistant. The results indicate that pervasive disincentive effects exist for young people seeking low wage employment.  相似文献

The British ‘welfare state’ has been transformed. ‘Welfare’ has been replaced by a new ‘workfare’ regime (the ‘Work Programme’) defined by tougher state regulatory practices for those receiving out‐of‐work benefits. US‐style mandatory community work programmes are being revived and expanded. This article, therefore, considers shifting public attitudes to work and welfare in Britain and changing attitudes to working‐age welfare and out‐of‐work benefits in particular. It also considers the extent to which recent transformations of the state may be explained by declines in traditional labourist politics and class‐based solidarity. Thus, we attempt to develop a richer understanding of changing public attitudes towards welfare and the punitive regulatory ‘workfare’ practices engaged by the modern state in the liberal market economy; reflecting on the nature of the relations between ideology, party policies, popular attitudes and their political impact.  相似文献

The new General Medical Services contract was introduced into general practice in the UK in 2004, and it links pay to performance far more than in the past. As a result, accurate data collection about patients and the care that they receive is now not only important for good patient care but also to prove that targets are being met. The use of electronic records and information technology has thus become much more sophisticated. This article reports the results from an ethnographic study of the early stages of the new contract in two general practices. As expected, electronic data collection had increased in importance in both practices, with consequences both for clinician–patient interactions and for the structures and processes in the practices, as uniform data collection instruments are put in place that privilege ‘hard’ biomedical data that can be easily coded above ‘softer’, more patient-centred information. Roles and responsibilities had been changed to reflect the needs of the new systems, and new software applications allowed increased surveillance of both doctors’ and nurses’ performance; both of these had an impact on patterns of authority in our study practices. Furthermore, the structural changes that were found acted to embed the new ways of working, ensuring their reproduction in the future. In spite of these effects, we found little opposition to or critical reflection on the changes, and the doctors in our study continued to view their improved computer systems as neutral recording devices. The implication of these findings is discussed.  相似文献

Group membership, loyalty, and weight are highly relevant for adolescent peer evaluations at school. This research tested how in‐group/out‐group membership affected judgments of peers who deviated from social norms for weight and loyalty. Two hundred and forty 11–13‐year‐olds (49 percent female; 94 percent Caucasian) judged two in‐group or out‐group peers: one was normative (loyal and average weight) and the other was non‐normative (i.e., ‘deviant’). The deviant target was overweight, disloyal to their own group (school), or both (‘doubly deviant’). Derogation of overweight relative to average weight peers was greater if they were in‐group rather than out‐group members, revealing a strong ‘black sheep effect’ for overweight peers. Disloyal out‐group deviants were judged favorably, but this effect was eliminated if they were doubly deviant, suggesting that their disloyalty was insufficient to overcome the overweight stigma. Consistent with developmental subjective group dynamics theory, effects of group membership and types of deviance on adolescents’ favorability toward peers were mediated by adolescents’ perceptions of how well the deviant members would ‘fit’ with the in‐group school. Implications for theory and strategies to reduce peer exclusion, particularly weight stigmatization, are considered.  相似文献

The abundant literature on welfare state policies, regimes or ‘worlds’ has been only limitedly interested in unemployment protection, and even less in youth unemployment protection. What is clearly lacking in the literature is an updated analysis of the most recent policies developed in European countries targeting youth. This mini‐symposium aims to fill in this gap by presenting findings from an EU‐funded research project entitled ‘Youth, Unemployment and Exclusion in Europe: A Multidimensional Approach to Understanding the Conditions and Prospects for Social and Political Integration of Young Unemployed’ (YOUNEX). The main aim of the research endeavour was to develop theory and contribute to empirical knowledge concerning the social and political exclusion of unemployed youth in Europe.  相似文献

The welfare state regulates social policies and reallocates scarce resources. For the social legitimacy of the welfare state, it is important that the public supports the principles underlying this reallocation. This article examines the impact of different activities during the life course on public deservingness perceptions of older unemployed people. In a factorial survey experiment conducted among a random sample of individuals drawn from German administrative employment records, we examine the maximum duration of benefit receipt which is perceived as fair for older unemployed persons with different biographies. The results indicate strong public support for a nexus between previous contributions and benefit entitlements. Besides financial contributions to unemployment insurance, parenting and further training are considered to be ‘lifetime achievements’ which justify longer unemployment benefit receipt. We interpret these findings as an expression of a generalised form of reciprocity which guides perceptions of deservingness regarding older unemployed persons.  相似文献

本文通过对湖北省武汉、荆州、洪湖三个地区973名失业者的调查,描述了失业者的再就业行为的基本状况,并运用高级统计方法分析了影响失业者再就业行为的主要因素。研究发现:失业者再就业态度积极,但多数人从事着社会地位低、无稳定性的非正式职业或自雇职业;个体的社会特征因素对失业者再就业行为的影响显著,而再就业意愿对再就业行为的影响不显著。所以,本文不支持失业者由于就业期望过高而制约其再就业的看法。  相似文献

The application of free‐market principles to welfare reform in western industrialised nations is underpinned by contentious assumptions about human behaviour. In the postwar era, welfare policies largely considered disadvantage and exclusion as structural problems of the economy and society generally; disadvantaged individuals were considered ‘victims’ of their environment. More recently, conservative contributors have re‐emphasised disadvantage and exclusion as largely due to behavioural problems of the ‘undeserving poor’, manifest in what is believed to be an ‘underclass’. Critics of the current welfare reform agenda have voiced their concerns about the individualist assumptions that underpin it but their response to date is insufficient because they have generally neglected human agency and have failed to acknowledge individuals as capable actors. While there has been a revival of interest in human agency, greater recognition of agency in debates about welfare is required to mount a credible critique of the conservative assumptions about human behaviour in order to develop a more sensitive theory of the activities of the poor. One of the ways in which this may be achieved is by reconceptualising the concept of social exclusion and highlighting a ‘strong’ rather than a ‘weak’ version.  相似文献
