ABSTRACT

Research on policy advisory systems has rapidly proliferated over the last decade and now focuses on advisory system change dynamics. Yet, empirical studies predominantly focus on the study of policy advisory systems in Westminster systems and it is those studies upon which theorization relies. This paper argues that this Westminster-prevalence resulted in a Westminster-bias of our understanding of policy advisory systems and directs attention to more abstract or general analytical dimensions that may be relevant for the comparative study of policy advisory systems and research on advice systems in transitional and developing countries.  相似文献

This article examines the different aspects of female genital mutilation (FGM) which is more commonly known as "female circumcision." It also discusses the Women-at-Risk Program in Canada, mental health issues, and Canadian laws and bans on this practice. Implications of FGM for the social work are also addressed. FGM is a global issue, occurring across different cultures and ethnic groups. It is estimated that between 85 and 14 million women have been mutilated worldwide. There are three forms of FGM: circumcision, excision, and infibulation. Despite the many serious risks arising from these procedures, the practice still continues for reasons that are often based on myths, tradition, and beliefs that religion requires it. Females can suffer from severe consequences of FGM. Various fields, which address health needs, however, failed to recognize the physical and psychological impact of the practice, and have not effectively trained health workers to confront this issue. Putting an end to FGM requires a global action from professionals in mental health, social work, medicine and nursing to challenge laws and lobby for new policies; advocate for the human rights of women and children; negotiate for changes in the health care system to address the needs of women have been mutilated; and create educational literature, thus, increasing awareness on FGM.  相似文献

In this paper we explore the reasons for the apparent convergence in sickness and disability policies across the OECD, asking whether and to what extent policy convergence should be seen as a product of policy learning. We conclude that convergence is the result of policy imitation more than policy learning and that learning (from past mistakes) is more likely within countries than across borders. Given limited evidence on what really "works", when it comes to designing policies that both provide adequate income security and still encourage labour-force participation, governments look abroad or to bodies like the OECD for possible models and ideas to underlie a reform. However, translating those ideas into workable policies requires great sensitivity to the institutional and political-economic context — especially the role of the social partners and the nature of policies in existence. When it comes to policy implementation, such contextual learning may be crucial.  相似文献

Poverty reduction remains the most important challenge for policy makers in Islamic communities. The World Bank (2010: Poverty profile in Muslim world, from http://www.worldbank.org ) estimates that approximately 3 billion people are living in poverty and 46 million more people will come under the income level of US$1.25 a day due to the recent global economic meltdown and slow economic growth rates. Thirty‐five percent of these people are Muslims from Islamic countries. The global Muslim community has an essential role to play in addressing the injustice of global poverty through zakat. Zakat is an Islamic faith‐based institution and is being underutilized for poverty reduction in many of these poor Muslim countries. Since zakat constitutes one of the pillars of Islam, it is logical to assume that policy makers among Muslims should pay serious attention to it. However, that is not the case for many Muslim countries and this paper will show that not all Muslim countries are seriously applying zakat in its strategy of combating poverty. This paper will specifically examine the role and effect of zakat in three Muslim countries (Bangladesh, Malaysia and Indonesia) providing the facts of countries that practise zakat in comparison with those that do not.  相似文献

Over the last few decades several countries have turned to inflation targeting as a policy choice for instilling stability into their economies. Prior studies have shown that inflation targeting has reduced inflation in those countries without significantly impacting GDP. This study seeks to improve upon these results by identifying the impact of timing on the policy decision as well as its impact as related to specific regions of the world. The focus is on developing countries across six regions. We find significant regional variation in developing countries in our sample in terms of the direction of changes in inflation following a switch to the inflation targeting policy. Moreover, although the impact of inflation targeting on real GDP is minimal overall, there is a statistically significant increase in real GDP among developing countries in certain regions only, namely, Europe, Latin America, and the Middle East.  相似文献

The modernization of public services, with its emphasis on managerialism, choice, co‐production and outcome focused service delivery, has been implemented to a certain extent in both England and Wales. Indeed, the welfare states in both countries share a great deal, particularly in relation to policy objectives and the expectations of citizens. Devolution has chiefly meant that the instruments used to deliver policy have separated, although it remains unclear whether this amounts to formal divergence. What is also unclear is to what extent have the experiences of those living within the policy environment in both countries separated or diverged? This article addresses this question using qualitative data composed of interviews with policy actors in six rural areas of England and Wales. By focusing on the discourses of people involved in modernizing and providing services for older people in rural areas, we bring out the impact of modernization for older people. What we show is that modernization engages both service users and the wider population who may one day become service users. But the emphasis on these groups unfolds in different ways in England and Wales. In England, where there has been a commitment to a customer citizen, policy at the local level has emphasized re‐enablement, community development and individual responsibility. In Wales, where modernization has focused on collaboration and citizenship, local policies have focused on service users, and on engagement with the voluntary sector. In effect, the policy environment provides a different context for the experience of ageing in both countries.  相似文献

ABSTRACT

Despite growing research on policy advice, little is known about how and why the nature of policy advice varies. We hypothesize that examining policy capacity and control within the policy advisory system (PAS) is useful in this regard. We examine how government capacity, think tank capacity, and think tank autonomy influence the content of policy advice in India. We code policy advice based on content analysis of 60 knowledge products from think tanks in India and estimate policy capacity of government departments and think tanks based on their respective staff strengths and budgets. We find that the nature of policy advice, specifically whether it is long-term or short-term, varies based on think tank capacity as well as government capacity; high capacity think tanks tend to provide more long-term advice to high capacity governments. As the PAS within developing countries have less capacity to generate strategic policy advice, variations can be expected in the kinds of policy advice supplied by the PAS in developing countries vis-à-vis OECD countries. Thus, the PAS literature can be extended to developing countries by studying the dynamics between the content of advice, capacity, and control.  相似文献

This paper examines the relative effectiveness of the use of direct and indirect monetary policy instruments in Barbados, Jamaica and Trinidad and Tobago, by estimating a restricted Vector Autoregressive model with Exogenous Variables (VARX). The model captures the dynamic interaction of the key sectors in the economy and it accounts for the fact that the banking system in those countries is characterized by high levels of excess reserves. Also, the study assumes that the central bank conducts monetary policy using a Taylor-type rule, and it evaluates the effects of a reserve requirement policy. The results show that although a positive shock to the policy interest rate has a direct effect on commercial banks’ interest rates, there is a weak transmission to the real variables. Furthermore, an increase in the required reserve ratio is successful in reducing private sector credit and excess reserves, while at the same time alleviating pressures on the exchange rate. The findings therefore indicate that central banks in small open economies should consider using reserve requirements as a complement to interest rate policy, to achieve their macroeconomic objectives.  相似文献

Human activities impact on environment and resources needs policy actions. We provide a new multivariate model which helps to assess how to shape and quantify appropriate policy responses taking into account equity and sustainability. The model analyzes the joint dynamic growth rate of three relevant components of ecological footprint: cropland factor; water resources usage; CO2 emissions, estimating their joint rate of convergence, explicitly including conditioning variables, in the period 1971–2018. This model provides a quantitative assessment of the determinants of convergence across countries, that might help policy makers to take measures to enhance the success of achieving the target. Results show that countries with lowest levels of the ecological footprint components are growing faster than those countries with the highest level of these components. In addition, a higher participation to the international trade (openness of the economy) and a higher investment share is beneficial to accelerate the countries’ dynamics toward a converging path characterized by a more sustainable ecological footprint.  相似文献

This study investigated whether in times of budget constraints and in countries with relatively large family policy spending, family policy has an advantage in the budget competition with old‐age expenditures, compared with countries with a lower level of family policy spending. We employed pooled time‐series cross‐sectional analysis of 24 OECD countries from 1998 to 2011. Our findings suggest that the initial level of family spending tends to moderate the crowding‐out effect of old‐age spending, indicating that the more mature a family spending policy is, the more it resists budget competition from old‐age policy. Furthermore, the size of government debt was found to have an insignificant effect on welfare budgeting. Our findings indicate that retrenchment in welfare spending for old age cannot be fully explained by budget constraints. Politics among interest groups associated with different welfare programmes can be an important determinant in explaining changes in spending on each welfare programme.  相似文献

This paper examines the pensionable or early retirement age in social security in 23 OECD countries over the years 1949‐2035. The policies for future years are those in current law, with some not being fully effective until 2035. The paper documents a pattern of decreasing pensionable ages that reversed in the 1990s, with many countries raising pensionable ages since the beginning of that decade, though generally with future effective dates. Pensionable‐age policy provides insight into broader issues in social policy, such as whether social policies across countries have converged over time. The paper also examines the time pattern in the movement toward gender equality in social programmes.  相似文献

Increasing participation in effective health risk-pooling arrangements in developing countries is an essential component of the package of policies designed to protect vulnerable households from the impoverishing consequences of health shocks. People who are poor, those at high risk and self-employed/informally employed workers are three groups that raise particular issues in the formulation of health risk-pooling policy. In this paper, policy options for extending risk-pooling in developing countries are discussed, with particular attention to the merits and disadvantages of overcoming the shortcomings of payroll-tax-financed insurance through a greater role for general tax financing in the health sector.  相似文献

The article presents the findings of an international literature review conducted to examine the factors that drive inter‐country adoption rates within both sending and receiving countries. The authors then consider the implications of these findings for inter‐country adoption policy reform in Australia. The evidence in the literature highlights a distinction between the factors that drive ICA in sending and receiving countries. Factors that drive the practice in sending countries relate to structural forms such as socio‐economic and political conditions. In contrast, it is the growing demand for a child from infertile couples that drives the practice in receiving countries. The article then considers the challenges of domestic policy reform undertaken to increase numbers of inter‐country adoptions in a context of global decline.  相似文献

This study examines if democracy reduces poverty in 40 Sub-Saharan African countries for the period 1999–2018. For this purpose, we employ the Generalised Method of Moments. The results show that democracy is not directly associated with poverty reduction in sub-Saharan Africa. However, this observation hides important non-linearities and an interesting pattern of policy complementarities. Indeed, democracy is associated with poverty reduction in countries where economic growth is strong and human capital high. The robustness tests carried out do not change these results. This means that poor economic growth and weak human capital not only have a direct negative effect on the well-being of SSA countries, but also prevent the poor in those countries from benefitting the gains of democracy. Therefore, in order to reduce poverty in SSA, policy makers should continue the process of democratization while simultaneously adopting policies of economic development and human capital building. Democracy in isolation is useless for the poor in SSA.  相似文献

This article examines the sustainability of China’s Urban Employees’ Pension Programme – the main component in China’s overall old‐age support system. It looks at the sustainability of the programme generally and, in particular, at case studies of two areas (Tianjin municipality and Guangxi province) to highlight both the extent of regional variations and the common challenges facing Chinese policy‐makers. It discusses a number of key issues that should assist policy‐makers to address the challenge of population ageing. It concludes that the challenge facing China is no more severe than that already faced by other countries in Europe and Asia. Moreover, the ageing of the population is not uniform across the regions of China. Consequently, those areas where the demographic shift is more advanced will provide some opportunity for policy experimentation. Given the experience to date of slow progress on various aspects of pension policy reform, the article suggests that it seems unlikely that paradigmatic change will be significant. Nonetheless, the study suggests a range of parametric policy measures that China should consider. The challenge facing China’s policy‐makers is to ensure that China gets old and rich at the same time.  相似文献

Observations of policy convergence and the cross-national diffusion of ideas, knowledge and policies have raised the question about the ways countries might learn from their peers. This article examines the role of cross-national learning with regard to Diagnosis Related Groups (DRGs). We review the spread of this policy instrument and analyse the implementation of DRGs in three late-adopting countries: Germany, Switzerland and the Netherlands. The three cases show that the implementation of this policy instrument required intense studies, cooperation with stakeholders and adjustment to country-specific needs. The countries learned from foreign experience, but it was only with the introduction of a regulatory framework for competition between sickness funds that DRGs came fully onto the political agenda. While Germany and Switzerland drew upon foreign DRG models, the Netherlands developed an alternative system to classify patients according to case-mix.  相似文献

Although France and Germany are commonly classified as Bismarckian welfare regimes, they differ significantly in terms of family policy. For a long time, social and family policy in (West) Germany was focused on the male-breadwinner model of married couples. This was based on the expectation that women, in particular married women with children, would withdraw from the labour market permanently, or at least temporarily. Whereas care by mothers was massively subsidized by state family policy, the expansion of the childcare infrastructure was neglected and progressed only very slowly compared to the situation in many other countries of Europe. France, on the contrary, is one of the European countries where childcare services are particularly widespread, giving mothers the option to combine paid work and motherhood. Nevertheless, significant changes are happening in both countries. Concern over the demographic trends and low birth rates (in particular in Germany) have refocused attention on family policy in recent years. In Germany, it has now become a key field of debate and policy, and new actors have appeared on the scene. This article proposes to compare the latest developments in both countries, highlighting the contribution of enterprises and social partners to work–life balance, re-analysing the different types of familialism characterizing both countries.  相似文献

This paper seeks to compare and contrast the character of social policy in Australia with that in other OECD countries by focusing on the distinctive design features of the institutions constituting the wider context of Australian social policy provision. The three substantive sections of the paper successively summarize the distinguishing features of the institutional design of Welfare State provision in continental western Europe, Scandinavia and Australia; outline the wider institutional context of social policy in Australia; and examine the extent to which the distinctiveness of the institutional design of the Australian Welfare State has led to different patterns of policy outcomes from those in other nations.  相似文献

从运用经济力维护国家安全的经济安全视角来看,外国直接投资所具有的直接、间接经济力与国家安全之间有密切的关系,世界各国都非常重视对外资的管理。长期以来,放松规制是日本外资管理政策的主基调,但是近年来,从经济安全视角出发,为了防止重要技术外泄等,日本政府在2007年、2017年和2019年进行的相关制度调整呈现出不断加强外资管理的迹象。这一方面是受到国际秩序变化、国际社会对军民两用技术重视度增强以及国际上外资管理趋强等因素的影响;另一方面,也更为重要的是,在当前形势下日本初步形成了经济安全战略思想。当前日本实施外资管理政策面临如何解决好外国直接投资引进与管控之间、维护经济安全的技术政策与坚.持自由贸易原则之间的平衡等问题,这些问题的解决路径蕴含着日本外资管理政策变化的趋势。  相似文献

ABSTRACT

The policy advice literature has paid little attention to the role of international organizations in policy advisory systems. This article offers a systematic analysis of policy advice provided by the International Monetary Fund (IMF) in the framework of the IMF’s regular Article IV consultations. The article argues that the content of IMF advice differs according to the income of the advised countries. Content analyses of the Article IV consultation reports of 18 countries show correlations between the gross national income (GNI) of the advised countries and the function of advice in the policy cycle, the specificity of advice, the recommended policy instruments and the targeted policy issues. Results show that the IMF rather points to policy problems, advices on policy goals and focuses on improving implementation when advising lower income countries. When advising higher income countries, the IMF’s advice focuses on means and specific policy tools.  相似文献
