This mixed‐methods study explores the subsequent childbearing of mothers whose firstborn children have disabilities. I make use of matched data from the 1993 NHIS ‐ 1995 NSFG (N = 4,468) to determine the effects of child disability on the hazard of a second birth and draw on a series of 24 in‐depth interviews that explore the lived experience of raising children with disabilities. My findings suggest that mothers whose firstborn children are disabled have a lower hazard of a second birth. This reduction stems from mothers’ recognition that children with disabilities have extensive needs and that, in order to meet those needs and maximize their potential, they need to make strategic choices such as delaying subsequent childbearing.  相似文献

The potential role of transnational organisations in fostering effective governance goes unexplored despite the increasing positive role that these organisations are playing today. In Senegal, a whole range of non‐state actors have always played a substantial socio‐economic role, even before the rise of the post‐colonial state. The Murid brotherhood can be regarded as part of this category of customary non‐state actors. In the 1980s, young Murids started to organize themselves in what can be viewed as self‐help community‐based organisations whose functions included the provision of social safety nets to their adherents. By the late 1980s, the scope of these youth organisations, or dahiras, expanded beyond the national boundaries. Mention of these dahiras in the vast development literature has so far been confined to the socio‐economic importance of the money they remit. This paper offers to transcend this focus on financial remittances, to explore the potential political role of international dahiras in their home country. By playing the role of alternative providers of social services, dahiras have propelled themselves to a position of legitimate non‐state actors with political clout. Today, some of them are starting to hold government to account for their actions. Their political power is not only derived from their affiliation with customary centres of authority, but it is also the resultant of their increased financial autonomy. Because transnational dahira interventions in Senegal are mostly associated with the role of remittances, their relations with the state are analysed through the lens of revenue generation and other processes of state formation such as internal bargaining between the state and societal forces. The paper is an examination of the potential role of transnational dahiras in demands for responsive governance. Its analytical orientation is placed within the theoretical premises of the “drivers of change” approach, fiscal sociology of state making and governance.  相似文献

Focusing on the processes of making and sustaining transnational political ties between actors, international actors and states, this paper reviews recent work from a number of disciplines on globalization and politics, and outlines an agenda for future research. Rather than seeing transnational political linkages merely as forerunners to the loss of local sovereignty, the paper argues for a wider conceptualization of transnational connections, embedded within processes of state formation in Latin America. Using a variety of examples, it is argued that transnational networks are associated with a wide range of meanings and a variety of responses by diverse actors. Drawing on recent work in political science, post‐structuralism and anthropology, it is suggested that geographical concepts ‐ related to scale, process and networks ‐ offer a means through which to analyze and ‘map out’ these transnational political processes.  相似文献

Abstract

Race and sexuality have always intersected in African‐American racial formation. In this article, I argue that this intersection has inspired certain epistemological, political, economic and cultural formations. In terms of epistemology, American sociology and African‐American literature have historically addressed the connections between race and sexuality. Both were interested in the ways that African‐American racial formation transgressed ideal heterosexual and patriarchal boundaries. As far as cultural formations were concerned, such transgressions materially and symbolically aligned African‐American racial formation with homosexuality. Attending to the political and economic effect of this alignment, I maintain that it helped to articulate African‐American racial difference and worked to exclude African‐Americans from the privileges of state and capital. Thus, the article argues that African‐American racial subordination can best be understood as it converges with heteronormative and patriarchal modes of regulation and exclusion. After showing how the most prominent sociology during the 1940s (Gunnar Myrdal's American Dilemma: The Negro and American Democracy) marked African‐Americans as pathologically heterosexual, I go on to read James Baldwin's Go Tell It on the Mountain to determine how the alignment between blackness and homosexuality suggests alternative and oppositional epistemological, cultural and political practices.  相似文献

One of the most powerful of all political gestures is an aesthetic one: the divisions of the senses that determine what counts as a legitimate political claim. Accompanying such gestures are assumptions about the correspondences between a sense organ, acts of perception and the making of sense. This essay explores these aesthetico‐political concerns by asking the following question: is there a taste for politics? I begin by examining the mouth as a complex organ of political reflection in the history of political thought and the role of flavor as an important thematic consideration in selected works of Plato, Kant and Rousseau. I then move to a discussion of some recipes of the nineteenth century gourmand Pellegrino Artusi and their contribution to the eco‐gastronomic interventions against culinary globalization of the Slow Food movement. My interest is to explore the ethical orientation of convivium which, I argue, is rooted in sensation. As developed and theorized by the practitioners of Slow Food, convivium relies on a principle of transversality that is neither utilitarian, rationalist nor communicative but is, rather, organoleptic: it requires an appreciation of how the divergences of tastes, textures and flavors coexist in the diurnal dimensions of sensory life.

In Punishing the Poor, I show that the ascent of the penal state in the United States and other advanced societies over the past quarter‐century is a response to rising social insecurity, not criminal insecurity; that changes in welfare and justice policies are interlinked, as restrictive “workfare” and expansive “prisonfare” are coupled into a single organizational contraption to discipline the precarious fractions of the postindustrial working class; and that a diligent carceral system is not a deviation from, but a constituent component of, the neoliberal Leviathan. In this article, I draw out the theoretical implications of this diagnosis of the emerging government of social insecurity. I deploy Bourdieu’s concept of “bureaucratic field” to revise Piven and Cloward’s classic thesis on the regulation of poverty via public assistance, and contrast the model of penalization as technique for the management of urban marginality to Michel Foucault’s vision of the “disciplinary society,” David Garland’s account of the “culture of control,” and David Harvey’s characterization of neoliberal politics. Against the thin economic conception of neoliberalism as market rule, I propose a thick sociological specification entailing supervisory workfare, a proactive penal state, and the cultural trope of “individual responsibility.” This suggests that we must theorize the prison not as a technical implement for law enforcement, but as a core political capacity whose selective and aggressive deployment in the lower regions of social space violates the ideals of democratic citizenship.  相似文献

Hindu nationalists made migration from Bangladesh an election campaign in West Bengal during the 1990s. Although there were various allegations against Bangladeshi migration, it never became a mainstream political issue in the state, like in neighbouring Assam. West Bengal shares the longest border with Bangladesh, compared to any other Indian state, and hosts a large number of Bangladeshi migrants, according to the Census reports in India. West Bengal and Bangladesh share a common ethnicity, both are predominantly Bengali. Can this shared Bengaliness explain why Bangladeshi migration did not become a divisive political issue in the state? If this sameness is a bonding factor, what about the Ghoti-Bangal differences? Drawn from in-depth interviews with the representatives of West Bengal’s key civil society organisations and political parties, I argue that a particular historical and cultural process, unique to West Bengal and Bangladesh, has shaped the current attitude towards Bangladeshi migrants in the state.  相似文献

This paper examines the importance of better recognizing and representing haafu students in Japanese education policies by using Fraser's tripartite theory of social justice. In today's transnational Japan, there has been a remarkable increase in the number of haafu, a term used in reference to children with Japanese and non‐Japanese parents. However, the educational experiences of haafu children have not been adequately investigated by researchers and the government for education policies. Central to these arguments are concerns that haafu children occupy a liminal space, and hence are potentially educationally “at risk.” They are generally viewed as Japanese because of their nationality and are expected to perform like the majority of Japanese students with two Japanese parents due to their familiarity with Japanese culture. Yet, in practice there is a paradox that haafu students might be marginalized as a consequence of being viewed as not Japanese enough. In this context, how should public education respond to an increasingly culturally diverse student body? This paper argues why there is a need for public education, its policy and practices to more effectively recognize, represent and redistribute resources ‐ as Fraser frames the three dimensions of social justice ‐ in support of these students.  相似文献

Although mainstream globalization literature has attempted to provide an empirical proof of the rise of transnational business elites using several indicators, it is still not clear how to pinpoint transnationality and to establish whether globalization has led to the erosion of nation‐state boundaries through worldwide mobility and networks, as globalization theorists argue. Using empirical data on career paths and mobility over three decades in Japan – compared with other East Asia economies and India – we examine the shift in career mobility. First, we maintain that a comprehensive understanding of social, political and cultural dimensions need to be considered in a discussion of transnationality. Second, we suggest that the globalizing economy does not necessarily lead to the weakening of the nation‐state territory and its institutions in all sociocultural and political dimensions. In particular, transnationality in career mobility in Asian economies is not greatly evident. We propose instead that a new career pattern, which we call brain circulation, highlighting the importance of international experience, has emerged.  相似文献

A population's demographic composition may affect political support for various public services. This article examines whether the aging‐in‐place of local residents decreases financial support for public schools in the United States. I expand on previous empirical work by examining whether tax‐price reductions offered to elderly homeowners moderate their effect on local school revenues. The results reveal that an aging population structure substantially decreases school revenues, unless elderly homeowners receive state‐financed reductions in their local tax‐prices. Sizable differences hold even when comparing school districts located near each other but on opposite sides of state borders. Given the imminent aging of the population structure in the United States and many other developed countries, governments' targeted tax reduction policies could have important effects on equilibrium school revenues. I explore two questions in this article: (1) How has the role of the U.S. state in the political process changed vis‐à‐vis corporations? (2) What tactical repertoires have movements devised to confront this changing political process? Through the lens of the U.S. environmental movement, I find that (1) the state's policy‐making authority has weakened as corporations have become both policy makers and the new targets of challengers, (2) the environmental movement has devised organizing strategies–such as corporate‐community compacts or good neighbor agreements–to respond to and influence this new political process, and (3) those segments of the movement that ignore the political economic process are likely to meet with failure. These changes in the political economy constitute a challenge for the political process model. I therefore propose a “political economic process’ perspective to extend the political process model and more accurately capture these dynamics. The political economic process perspective evaluates four state‐centric assumptions of the political process model (the state as the primary movement target or vehicle of reform, the state policy‐making monopoly, capital as just another interest group, and the primacy of the nation‐state level of analysis) and demonstrates that the political economic process has changed in dramatic ways.  相似文献

Abstract Conventional accounts of a drastic shift to migration restriction after World War I following a golden era of free movement obscure crucial processes of state formation around matters of administering migration. How and with what consequences did state control over migration become acceptable and possible after the Great War? Existing studies have centered on core countries of immigration and thus underestimate the degree to which legitimate state capacities have developed in a political field spanning sending and receiving countries with similar designs on the same international migrants. Relying on archival research, and an examination of the migratory field constituted by two quintessential emigration countries (Italy and Spain), and a traditional immigration country (Argentina) since the mid‐nineteenth century, this article argues that widespread acceptance of migration control as an administrative domain rightfully under states' purview, and the development of attendant capacities have derived from legal, organizational, and administrative mechanisms crafted by state actors in response to the challenges posed by mass migration. Concretely, these countries codified migration and nationality laws, built, took over, and revamped migration‐related organizations, and administratively encaged mobile people through official paperwork. The nature of efforts to evade official checks on mobility implicitly signaled the acceptance of migration control as a bona fide administrative domain. In more routine migration management, states legitimate capacity has had unforeseen intermediate‐ and long‐term consequences such as the subjection of migrants (and, because of ius sanguinis nationality laws, sometimes their descendants) to other states' administrative influence and the generation of conditions for dual citizenship. Study findings challenge scholarship that implicitly views states as constant factors conditioning migration flows, rather than as developing institutions with historically variable regulatory abilities and legitimacy. It extends current work by specifying mechanism used by state actors to establish migration as an accepted administrative domain.  相似文献

In this article, which is based on research conducted in Hong Kong from 2010 to 2013, and again in 2018, I analyse the region‐bound circulation of independent women sex workers from the Philippines across the Asian global cities of Hong Kong, Singapore, Kuala Lumpur, and Macau. Migrating as visa‐free tourists, they maintain a valid immigration status and maximize their income in the informal economy by adopting a step‐down transient mobility pattern characterized by a downward hierarchical circulation to multiple city‐states and country destinations. As I show, their multinational migration is produced and structured through the instrumentalization of a mobility infrastructure constituted by a regime of visa‐free circulation, transportation developments, commercialized migration services, and social networks. In this article, I attempt to extend the contemporary analysis of unauthorized migration by moving away from the prevailing focus on incorporation and settlement and towards an examination of the logics and mechanics of migration flows that occur outside state‐sanctioned channels.  相似文献

One of the paradoxes of the democratic project in South Africa is that the combination of political empowerment, organised constituencies of poor people and increasing social sector spending has made minimal impact on increasing equality. Despite an overall macroeconomic framework that emphasises fiscal restraint, social welfare spending has increased in the past 14 years, and dramatically so since 2003. Almost one in four South Africans receives some or other form of grant, and the majority of recipients are women. Indeed, South Africa is regularly described as the developing world’s largest and most generous welfare state. I address the extent to which gender inequalities are reduced through public sector spending, asking the question: what is the optimal relationship between social policy and the intrinsic democratic goals of equality, social justice and citizenship? Drawing on Amartya Sen’s capabilities approach, the article argues that a focus on social sector spending alone is inadequate to address questions of social justice. Instead, I draw attention to the normative assumptions, discursive environment and institutional context in which social policy is elaborated and implemented. I argue that, in a context in which there is relatively poor infrastructural capacity in the state to ensure that service delivery takes place in fair, consistent and egalitarian ways, households and communities act as shock absorbers of state failures and women’s gendered burdens increase, despite formal commitments to gender equality. While women appear to have gained from political empowerment, women politicians did not effectively leverage their position in the state to promote pro‐poor policies or to build coalitions to challenge the watering down of early commitments to reducing gender inequalities.  相似文献

This paper introduces trade adjustment considerations as active determinants of trade policy. Using novel U.S. data sets, I show that, despite their small monetary value, trade‐induced unemployment and trade‐adjustment costs can incite an incumbent politician to grant protection to an unorganized industry, even in the presence of political pressure by organized sectors. This finding complements the theoretical predictions from Grossman and Helpman (American Economic Review, 84, 1994, 833–50) who argue that the government should protect organized industries but should subsidize imports in unorganized sectors. This article, celebrating 25 year of Gender, Work and Organization, reflects on some of the events that led to establishing the journal. It proceeds to consider the three central elements that have inspired the journal ‐ gender, work and organization ‐ and how they have become more problematic, perhaps much more problematic, over the lifetime of the journal. Indeed, paradoxically, these shift have occurred at the same time as GWO and the field of which it is part have become more established. Just as the field of gender and organizations has become more legitimate area of study, the concept of ‘gender’ has become more complex, more contested, less certain. This also applies to the notion of ‘organization’, perhaps less so to ‘work’. The latter part of the article considers what happens when one views the GWO itself in terms of gender‐work‐organization analysis, and how such questions may develop in the future.  相似文献

We develop a simple model to study the effect of age structure on the interactions between the state and dissidents. Younger populations are more prone to protest. As the population grows younger, states that can discriminately target repression to different groups, but cannot concede discriminately, decrease repression. In contrast, states that can target concession, but not repression, increase repression. We test these results in nonmilitary single‐party regimes and military regimes without political parties. Moreover, we study state response to dissent in East European communist regimes in the late 1980s, showing that state response was more repressive in countries with younger populations. In this article, I examine the interplay between the institutionalization of Islam in Europe and the transnationalism of Turkey's Directorate for Religious Affairs (Diyanet). Based on extensive fieldwork in Turkey, Austria, Belgium, France and Germany, I demonstrate not only the salience of the nation‐state prerogative on the part of both European states and the Turkish state but also the tension between national conceptions of Muslim identity on both sides amid transnational solidarities. I also argue that, to a certain extent, European policies of detransnationalizing the Muslim field in Europe also intersect with the Diyanet's transnational politics vis‐à‐vis Turkish/Muslim immigrants in their common resistance to the deculturalization of Muslims in Europe. While European countries try to nationalize their respective Muslim communities into their cultural and juridical framework through reterritorialization, the Diyanet has increasingly deterritorialized its activities to preserve a Muslim identity engrained in Turkishness – hence, the coexistence of both a tension and mutual accommodation between Europe and Turkey.  相似文献
