The participation of married women in the labour market has been increasing since industrialization in the 1960s in Korea; in 1999 it overtook that of unmarried women. This raises the issue of how women reconcile paid and unpaid work and how state policy responds to this issue. In Korea, there have been numerous policy reforms designed to support working women in combining work and family life. For example, a parental leave scheme was introduced in 1995 and maternity benefits were also introduced in 2001. However, it is doubtful whether these policies can be effective in practice in Korea, where Confucian traditions in respect of women's roles remain strong. Confucian tradition has long influenced Korean society culturally and socially. Although Korean society today is not as Confucian as in the past, some traditions still remain strong, particularly with regard to the family: for example filial piety, seniority, the married woman's responsibility for her parents‐in‐law. This paper will argue that Confucian tradition makes for difficulties in Korean women's experiences of reconciling paid and unpaid work and also affects the formation of state policy. The paper explores the impact of the Confucian welfare regimes on Korean women's experience of reconciling paid and unpaid care work, and questions the gendered characteristics of the Confucian welfare state.  相似文献

Sweden is famous for its high rates of female employment and fertility. This study uses longitudinal data from a nationwide Swedish company for 1983–1987 to address the role of the national parental leave program in facilitating women's combination of childbearing and paid work. In particular, we study how Swedish women used the options of paid parental leave (full time or part time), unpaid leave and reduced hours after childbirth. The flexibility and generosity of the program makes it possible for women to choose the combination of program usage and paid work that fits their family and work situation. We identify five distinctly different patterns of program usage (strategies) that are also found to differ in their determinants. For example, women who plan another child are more likely to stretch out their leave longer, and those older and more educated choose strategies that imply a quicker return to work.  相似文献

In this study, Sweden and China's family policies, with a specific focus on their effect on gender equality, are compared. We describe the different goals and objectives of parental/maternity leave and childcare policies. The effect of family policies on gender equality, indicated by equal employment opportunities for women and the gender division of labour in the family in the two countries, is also discussed. A systematic comparison revealed that both countries included the promotion of gender equality in their policy agendas, but they varied in design and implementation. Swedish family policies assume childcare is a public concern, and women's participation in the labour market and men's involvement in childcare are considered to be crucial to achieving gender equality. In contrast, China's family policies emphasize women's participation in the labour market, but overlook the gender division of household work and childcare at home.  相似文献

This study investigate whether the positive relationship between the use of parental leave and job continuity of mothers exists in Korea. using a secondary dataset composed of 1,000 mothers who have already utilized maternity leave, the article finds that the relationship between the use of parental leave and job continuity of mothers is negative. To enable working mothers to reconcile paid work and family responsibility in Korea, it is therefore necessary to construct a more comprehensive policy package, including expansion of the publicly supported childcare system, the reformation of childcare responsibility between genders, and public payments for childcare provided by families.  相似文献

The United States is at a crossroads in its policies for families and women. Currently, the United States provides basic support for children, fathers, and mothers in the form of unpaid parental leave, child‐related tax breaks, and limited public child care. In contrast, the other member states of the Organisation for Economic Co‐operation and Development (OECD) empower families through paid parental leave and comprehensive investments in infants and children. The potential gains from strengthening these policies in the United States are enormous. Paid parental leave and subsidized child‐care help to get and keep more women in the workforce, contribute to economic growth, offer cognitive and health benefits to children, and give parents options in defining their preferred work‐life strategy. Indeed, the United States has been falling behind the rest of the OECD in many social and economic indicators by not adequately investing in children, fathers and mothers. Given the significant payoffs to these family supports, this article focuses on issues of reconciling work and care commitments for families with young children, and, in particular, on paid parental leave policies within the OECD and the United States.  相似文献

Despite the critical role that paid maternity leave can assume in the economic lives of low-income families, research to date has paid insufficient attention to whether paid maternity leave reduces welfare use for low-income families. Using the Current Population Survey (CPS) March Supplement 2007–2014 with the difference-in-difference (DiD) technique, this study finds a significant policy effect of paid maternity leave on reducing the probability of using Temporary Assistance for Needy Families (TANF), TANF benefit amounts and TANF participation length. This study confirms that paid maternity leave is likely to prevent low-income families from using welfare during job interruptions stemming from the birth of a child. Given that TANF is often associated with negative political and social connotations, paid maternity leave can be used as an important social policy to improve economic security as well as offer empowerment in overall social standing for low-income mothers. The discussion focuses on the implications of the findings in a broader context of American welfare states.  相似文献

Using the National Health Interview Survey 2015 data release, an analytic sample of 17,897 working U.S. adults in current paid employment were examined to determine if there was a relationship between not having paid sick leave and worry about finances. A series of nine indicators of financial worry were regressed on paid sick leave status with ten control variables. U.S. workers who lack paid sick leave are more likely to report worry about: medical bills from a potential future sickness or accident, retirement, current medical costs from an illness or accident, maintenance of standard of living, medical costs for normal health care, normal monthly bills, rent, mortgage, or other housing costs, and credit card payments. Based on this set of nine multinomial multivariable regressions equations, findings indicate a positive association between not having paid sick leave and reporting financial worry after controlling for gender, age, marital status, education level, race and ethnicity, personal health status, full time work status, insurance coverage, family size, and annual family income. Implications for policy, practice, and future research are set forth.  相似文献

Promoting fathers' parental leave has recently become of major policy interest in many welfare states. The Korean Government also introduced paid parental leave for working fathers in 2001 and has increasingly strengthened such incentive schemes. However, despite its rapid advancement, fathers' utilisation of parental leave is increasing slowly and most fathers still opt out of their responsibilities for childcare. As sociocultural norms are a primary cause of this low take-up behaviour pattern, this study focuses on the Confucian relational ethics deeply embedded in Korean society. Through in-depth interviews with 15 Korean working couples, this article demonstrates how Confucian relational ethics constrain fathers from enjoying their individual right to parental leave by designating them as last-resort caregivers within families and as forefront workers in the workplace. This study shows the importance of the sociocultural grounding of a society to ordinary citizens when they utilise a social policy in their daily lives.  相似文献

Low fertility in Australia has been attributed to social factors which encourage women to devote more time to market work and reduce the number of children they have. This paper explores whether women might have fewer children because they experience a gendered division of unpaid household and childcare work. It uses ABS time use data to analyse the time spent by men and women in unpaid household and childcare, and finds an unpaid workload for women that is greater with additional children, and a relatively consistent workload for men across all family sizes. Controlling for the amount of paid work also suggests that the additional time spent, and increased share of unpaid workload experienced by women, is independent of time spent in paid work. This is consistent with the suggestion that women might restrict the number of children they have in order to control their unpaid workload.  相似文献

Social work professionals’ assessments of social assistance (SA) eligibility for a heterosexual couple with a baby are examined. Professionals (n = 899) spread over 43 social service offices in 19 Swedish municipalities assessed a vignette. According to the vignette, one of the parents abstained from paid work to take parental leave, which caused the couple's need for SA. Two vignette dimensions were varied: the couple's ethnicity (Swedish/Arabic) and gendered family roles (mother/father going on parental leave). Data were analysed using multilevel logistic regression modelling. The results show that the combination of the couple's gendered family roles and ethnicity seems to have bearing on the assessments. Professionals were most prone to grant SA to couples with Swedish names where the mother went from work to parental leave. The lowest granting rate was found in assessments of couples with the same gender setting and Arabic names.  相似文献

This article compares state policies to support childcare in Japan, South Korea and Taiwan, using fuzzy set ideal type analysis to determine the nature of institutional arrangements with respect to labour, money and time provisions. We then note their implications for familialization and defamilialization in the three countries. Our analysis suggests a common pattern towards the increased use of financial support amongst the three countries over time; however, this commonality does not mean their childcare policies are converging, as the financial supports differ in focus, with Japan concentrating on familialization by valuing family care, and Korea exclusively employing policy to facilitate the use of market‐based care services. For its part, Taiwan has been strengthening familialization by increasing the leave compensation to value time off to provide care. The different labour, money and time dimensions vis‐à‐vis the familialization/defamilialization matrix suggest varying implications of institutional arrangements for gender.  相似文献

Protecting maternity at work has been one of the primary concerns of the International Labour Organization since its foundation in 1919. Along with fundamental human rights treaties, the adoption of the Maternity Protection Convention, 2000 (No. 183) and, more recently, the ILO Recommendation concerning National Floors of Social Protection, 2012 (No. 202), have marked the universalization of the right to maternity protection and call for its extension to all women in line with the principle of equal opportunity and treatment between women and men. In the framework of these historical developments, this article presents evidence of how national legislative provisions on paid maternity leave have improved in the light of the principles of international labour standards, although a large majority of women workers are still not adequately protected in case of maternity. The article then addresses patterns of exclusion from maternity protection in law and practice, and concludes by discussing some social protection programmes that have the potential to extend maternity protection coverage and support to meet the care needs of the most vulnerable and which do so with a gender transformative focus.  相似文献

In the context of rising need for long‐term care, reconciling unpaid care and carers’ employment is becoming an important social issue. In England, there is increasing policy emphasis on paid services for the person cared for, sometimes known as ‘replacement care’, to support working carers. Previous research has found an association between ‘replacement care’ and carers’ employment. However, more information is needed on potential causal connections between services and carers’ employment. This mixed methods study draws on new longitudinal data to examine service receipt and carers’ employment in England. Data were collected from carers who were employed in the public sector, using self‐completion questionnaires in 2013 and 2015, and qualitative interviews were conducted with a sub‐sample of respondents to the 2015 questionnaire. We find that, where the person cared for did not receive at least one ‘key service’ (home care, personal assistant, day care, meals, short‐term breaks), the carer was subsequently more likely to leave employment because of caring, suggesting that the absence of services contributed to the carer leaving work. In the interviews, carers identified specific ways in which services helped them to remain in employment. We conclude that, if a policy objective is to reduce the number of carers leaving employment because of caring, there needs to be greater access to publicly‐funded services for disabled and older people who are looked after by unpaid carers.  相似文献

First, the counterfactual problem is that in the real world schemes and their reforms do not coexist simultaneously and are hard to compare. Second, the contextual problem derives from the absence of comparable measures for change. Microsimulation helps to overcome these problems. It compares policy options – actual reforms or reform plans – simultaneously and provides a comparable measure: the disposable income of model families. This article uses a type–case approach to investigate recent reforms of the German parental leave benefit. Simulation makes those reforms comparable over time and across countries. Results show that the profile of the German scheme is changing from 'general family' towards 'dual-earner' support. Furthermore, the recent reforms make the German scheme converge towards the Swedish leave scheme. The recent reforms introduce a new concept of fairness and a focus on gender equality to German family policies.  相似文献

This study examined the effects of family leave policy on five age‐specific child mortality rates across 19 Organization for Economic Co‐operation and Development countries from 1969 to 2010. I used the dataset developed by Ruhm and Tanaka and extended it with data from various institutions, including the Max Planck Institute for Demographic Research. I controlled for six relevant variables including GDP per capita and health expenditures, three child health indicators, as well as three social expenditure measures for families. I included in all models country and year fixed effects as well as country‐time trend interactions. Throughout all model specifications, the results indicated that job‐protected paid leave significantly reduces infant mortality (death at less than 1 year of age) and postneonatal mortality (death between 1 month and 1 year of age). Other leave (unpaid or nonjob protected) had no significant effects on any of the outcome indicators.  相似文献

The ability to produce desired outcomes represents an important basis of the legitimacy of social policies. Nonetheless, policy outcomes have not systematically figured in the analysis of childcare regimes despite growing political interest in issues such as female employment, gender wage gap, and men's involvement in childcare. In this article, we use fuzzy set qualitative comparative analysis to investigate the relationship between the configuration of policy instruments, attitudes toward childcare and outcomes in 21 European countries. Our results show that there is only one mix of policy instruments consistently linked with positive gender equality outcomes and this route has the quality of the universal caregiver model. It also demonstrates that both a combination of policy instruments and favorable attitudinal factors are necessary to produce desirable outcomes in the gender division of paid work and unpaid childcare.  相似文献

This article compares maternity leave data from a 1981 Columbia study, a 1992 two county survey and a 1997 revisit to the same sample of Idaho employers. The data reflect a trend between 1981 and 1997 of shifting costs for specific benefits (pension, life and health insurance) from employer to employee. The findings also indicate that, regardless of the number of employees, all responding employers have health insurance that covers maternity and allow pregnant employees to work until delivery if able to do so. Additionally, the effects of the Family and Medical Leave Act of 1993 are considered by comparing policies reported in 1992 and those reported in 1997 by Idaho employers with 50 or more employees. The conclusions point to substantial changes in some leave benefits since the FMLA took effect but echo again the dilemma faced in the United States, that we are still out of step with most industrial societies in that we have an unpaid leave policy.  相似文献

Class and gender inequalities in different types of welfare states: the Social Citizenship Indicator Program (SCIP) Int J Soc Welfare 2010: ??: ??–??© 2010 The Author(s), Journal compilation © 2010 Blackwell Publishing Ltd and International Journal of Social Welfare. This article considers the role of legislated welfare state institutions as mediators of effects of political and structural forces on citizens' levels of living of relevance to inequalities in health and mortality. The focus is on institutional structures of welfare state programmes relevant to class inequality, as indicated by income inequalities, and to gender inequality, conceived of as differences in agency. I introduce the Social Citizenship Indicator Program, a database providing quantitative and qualitative information on structures of main social insurance programmes in 18 countries from 1930 to 2000, on about 300,000 data points. It is used to delineate types of distributive institutions of relevance for income inequality. Institutions relevant for gendered agency inequality affect choices by women, especially mothers, between unpaid and paid work. Driving forces behind the emergence of differences in distributive institutions are discussed, and patterns of class and gender inequalities are outlined.  相似文献
