International migration creates unique gendered work‐family contexts that profoundly affect individual lives in various ways. This paper examines how immigration impacts women’s status in the labor force and in the family. Immigrant women who are laborers, self‐employed entrepreneurs, and professionals experience very different changes in gender relations and work status resulting from immigration. While some become more egalitarian, others remain patriarchal; some enter the paid labor force for the first time, whereas others retreat from prominent careers to become homemakers; some are powerful in certain areas but vulnerable in others. Immigrant women’s gains and losses in their work and family domains are full of variations, contradictions, and constraints. In addition to reviewing the current state of knowledge in this area of study, this paper discusses parallels across scholarly work, inadequacies in the literature, and directions for future research.  相似文献

This study examines the impacts of immigration policies adopted by the Korean government, vis‐a‐vis other economic, social, demographic, and political factors, on labour migration from developing countries to South Korea using a modified gravity model. The model is extended to marriage‐related migrants to gain insights on marriage migration. The positive results in three out of the five immigration policies examined affirm that liberal policies are associated with increased migration, especially for preferred groups like ethnic Koreans, marriage migrants, and professionals. The positive effects of “push” factors such as population, unemployment, and inflation are generally similar to their effects on migration to the US, Canada, Germany, and the UK despite its more rapid transition from a migrant‐sending into a migrant‐receiving country. Political terror's non‐significance may be due to South Korea's limited asylum policy. Finally, the results of the extended model imply that marriage migration share plenty of similarities with labour migration.  相似文献

Equality in life‐chances of nationals and immigrants is a sensitive issue on which there is more debate than systematic evidence. To evaluate this condition across European societies, the concept of integration as “migration neutrality” is introduced. “Migration neutrality” is defined as the irrelevance of national citizenship as a predictor of key social attainments. Odds ratios are used to measure the relative risk of non‐national as compared with national citizens in the attainment of relevant resources. While this indicator cannot control for compositional differences in the populations at stake, it represents a straightforward benchmark that can be used in different domains to describe and compare foreign citizens’ position relative to nationals. In this article, we calculate it across EU member states through Eurostat data. In particular, the focus is on migration neutrality in the risk of social exclusion. Country variations are found to be hardly amenable to established classifications of integration types. Moreover, the relationship between “migration neutrality” levels and pro‐immigrant policies (as measured by the Mipex index) is found to be weak, suggesting that these policies do not consistently target the reduction of the gap between nationals and non nationals.  相似文献

This exploratory study examined whether higher levels of perceived discrimination against Mexican immigrants in the United States (USA) were related to the migration intentions of Mexican adolescents. I drew the data for this study from a sample of 755 from a total of 980 adolescent students surveyed in Tijuana, Mexico in February 2009, who indicated they had some interest to migrate to the USA to either live or work in the USA. There were 392 male participants (51.9%) and 363 female participants (48.1%), with a mean age of the participants of 16 years. Over 65 per cent of the participants were born in Tijuana, Mexico and over 62 per cent of the participants indicated that their families had very low to average socio‐economic status, as measured by an SES scale. The majority of participants' mothers (74.2%) and fathers (68.6%) had less than a high school education. Multivariate OLS regressions were run controlling for gender, age and socio‐economic status. Results indicated that higher levels of perceived discrimination in the USA were a moderately significant predictor of lower migration intentions among Mexican adolescents who identified that they wanted to live or work in the USA, but higher levels of perceived discrimination did not significantly predict lower migration intentions among participants, who indicated that they felt they had to move to the USA to work and support their families.  相似文献

This is the narrative of a Brazilian PhD candidate during the first four months of COVID‐19 in Brazil. Her trajectory and feelings are expressed in evocative autoethnographic format, juxtaposed with the main feminist debates and concerns taking place in Brazil during the pandemic. As scenario, an unprecedented worldwide sanitary crisis and local economic, political and social crises, challenging activists, feminists and the researcher herself in posing new questions to understand the world, her country and herself during/after crises. The impact of migration on population growth has become a ubiquitous argument in UK immigration debates, leading to the introduction of immigration restrictions to reduce net migration and prevent the UK population from reaching 70 million. Taking the UK as a case study, this article assesses the rationale for setting a national net migration target as a pivotal point for migration policies and the feasibility of limiting net migration using immigration controls. A framework for analysing the effects of migration policies on net migration is proposed and applied to UK official migration data. The results show that, due to various policy constraints, competing objectives and unintended feedbacks, it is neither optimal nor entirely feasible to prioritize a reduction of net migration as a target for migration policies. Nevertheless, factoring net migration into the migration policy debate provides useful insights on the long‐term implications of migration policies in the context of broader demographic changes.  相似文献

The “globalization of migration” has raised new and important questions about the macrostructural or global determinants of international population movements ( Castles and Miller, 2003 ). Yet there remains a dearth of cross‐national, empirical research in this area ( Portes, 1997 ). In one of the earliest attempts to empirically identify macrostructural determinants of migration, Amankwaa makes an important contribution to the literature (1995). There are, however, some conceptual, analytical, and methodological shortcomings in Amankwaa’s analysis of migration. These deficiencies merit comment because Amankwaa’s paper could become an increasingly important source of information for public policies and analytical research efforts, particularly as international migration continues to garner increased attention from public policy practitioners and academic researchers. I address key deficiencies in Amankwaa’s study and describe a more robust analytical framework and more rigorous methodological techniques for future research inquiries into the relationship between globalization and international migration.  相似文献

The paper explores the relationship between the demographic transition and international migration, that is, between population dynamics and direct connectivity between peoples. The first part examines how ideas conveyed by migrants to non‐migrants of their community of origin are susceptible to impact on practices that lead to the reduction of birth rates in source countries of migration and concludes that international migration may be one of the mechanisms through which demographic transition is disseminated. The second part shows that declining birth rates in origin countries generate a new profile of the migrant and suggests that future migrants will typically leave no spouses or children in the home country and therefore their objective will no longer be to improve the family’s standing at home for the mere reason that there is no longer such a family, but to increase opportunities for themselves. Migration policies of origin countries on remittances as well as those of destination countries on family reunification will have to be reconsidered.  相似文献

The concept of an immigration industrial complex draws from previous work on the prison industrial complex and the military industrial complex. All three of these complexes point to the ways that the interests of government bureaucracies, corporate elites, and politicians shape laws and policies. This article explains how the undocumented status of migrants provides advantages to at least three groups: (a) media pundits who make their careers railing against ‘illegal aliens’; (b) politicians who use undocumented migrants as scapegoats; and (c) contractors who profit from massive immigration enforcement expenditures. The disenfranchised status of undocumented migrants enhances the ability of each of these groups to benefit from their presence. This confluence of interests explains why Congress has not enacted viable immigration policies that effectively deal with the ‘problem’ of illegal immigration. Abstract

Turkey has been experiencing a migration policy transformation in the wake of a new ruling entitled the ‘Foreigners and International Protection Law’ (FIPL). This qualitative inquiry investigates this major change process by focusing on the planned reorganisation which is a result of the legislation process, with the aim of connecting the change process to a change model. The researcher interviewed twenty-seven middle and upper-level managers and experts from the Foreigners, Border, and Asylum Department (FBAD) and Asylum and Migration Bureau (AMB) of the Turkish Ministry of the Interior. Both their implementation of the change process and perceptions on such a transformation period were investigated. The study also examined the change process of the irregular migration and asylum regime within Turkey’s bid for full European Union membership as well as implementation of the draft FIPL. This study provides an example of a policy change process by analysing how governmental practice and legislation have evolved with regard to irregular migration, asylum seekers, and refugees in Turkey. The results noticeably reveal that, instead of seeing irregular migration and asylum as merely a threat to national security or a welfare issue, Turkey has chosen a way of developing a humanitarian approach in both the legislative and administrative fields. This is the first study which attempts to analyse a particular policy change process in the migration and asylum regime in Turkey. The results could influence policy dynamics and set priorities by suggesting policy solutions.  相似文献

Albania is a country on the move. This mobility plays a key role in household‐level strategies to cope with the economic hardship of transition. With the relaxing of controls on emigration at the beginning of the 1990s, international migration has exploded, becoming the single most important political, social, and economic phenomenon in post‐communist Albania. Based on the 1989 and 2001 population censuses we estimate that over 600,000 Albanians live abroad, mostly in nearby Greece and Italy, with the vast majority coming from a limited number of districts located at the coastal and transport gateways to these destination countries, as well as Tirana. The available data also suggest that a similar number have considered migrating, and of these, half have tried and failed. Almost one‐half of the children who since 1990 no longer live with their parents are now living abroad, a number of almost exodus proportions. This article also identifies clear patterns of temporary migration, with Greece being by far the most important destination and rural areas from the Center and North‐East of the country being the primary origins of these flows. Although migration, with the resulting remittances, has become an indispensable part of Albanian economic development, there is increasing consensus on the necessity to devise more appropriate, sustainable strategies to lift households out of poverty and promote the country's growth.  相似文献

Immigration policy in Canada has recently shifted, reflecting changes in other Western countries. We studied the discursive constructions of forced migrants within Bill C‐31 “Protecting Canada's Immigration System Act” and its associated Backgrounder documents published by the Canadian Government. The documents were analysed using an approach to critical discourse analysis adapted from Bacchi's (2009) methodology and informed by a theoretical framework of “othering”. Particular groups of migrants were represented as posing threats to the economy, the integrity of the refugee system, and national security. The documents offered three solutions: the creation of specific categories of migrants, an emphasis upon efficiency of the system, and expanded powers to the government. The problematization of asylum seekers as posing multiple threats to Canadian society obfuscates governmental responsibilities to this population and reflects common strategies of neoliberal governance.  相似文献

This special section specifically focuses on student‐migrants and the way they are being catered to by an emerging education‐migration industry. The articles included build upon the observation that especially within the Asia‐Pacific region there is an increasing conflation and entanglement between categories of international students and skilled migrants. This has led to an emerging “industry” that facilitates study‐abroad trajectories and acts as broker for two‐step migration pathways. This Introduction aims to situate the research presented here within the broader context of a burgeoning field of research which examines the growing popularity of international education across the Asia‐Pacific region; the way its emergence is increasingly entangled with specific ambitions that skilled migration programmes cater to; and the way highly regulated skilled migration programmes have given rise to a migration industry in general.  相似文献

This paper extends the literature on the internal migration patterns of the foreign‐born by analyzing the situation in Spain, a country affected by recent but very significant migratory flows. We utilize a standard theoretical framework in order to assess the relative importance of human capital, economic, and social capital indicators. To this end, we take advantage of a new micro database, the National Immigrant Survey (Encuesta Nacional de Inmigrantes– ENI‐2007). Our findings suggest that the main theories explaining internal migration patterns of the foreign‐born are at least partly true. Evidence is presented in support of the importance of education and knowledge of the native language, income, and networks based on the sharing of social capital among family members, though less so for those based on friends and acquaintances. Spanish citizenship and employment status seem to be less important in explaining the propensity to move within the country. We argue that the lack of significance of some indicators is due mainly to the fact that Spain has become a major destination only very recently as well as to the way different immigrant groups tend to implement strategies for promotion and integration.  相似文献

This article critically interrogates the principle claims of the ‘new constitutionalist’ thesis, particularly as applied to the evaluation of European monetary union (EMU). In doing so, it argues for the (continuing) efficacy of the euro as a vector for social democratic advance both at the EU and global levels. It is argued that new constitutionalism's exclusive focus on the internal and external ‘neoliberal’ constraints EMU imposes on social democracy is overdrawn. The article critically examines the internal and external dimension of EMU's alleged ‘self-limitation’. Drawing on evidence from the recent eurozone crises as well as the SGP crisis of the early to mid-2000s, it is argued that EMU's internal self-limitation has been consistently subject to successful challenge and reform through a process of ‘permanent renegotiation’. This has played out in the context of ongoing tension within EMU between alternative models of integration and decision-making. In terms of the external dimension, the article focuses on the euro's structural power and the potential this provides for global leverage. It is argued that new constitutionalism exaggerates American dominance in the global monetary domain, deflecting attention from fundamental changes in the structure and politics of international money that have contributed to the diffusion of power in a new conjuncture marked by policy conflict, contestation and uncertainty. The ‘presence’ of euro is one such structural change.

Este artículo interroga críticamente el punto principal de la tesis de los ‘nuevos constitucionalistas,’ particularmente como se aplica a la evaluación de la Unión Monetaria Europea (UEM, por su sigla en inglés). Al hacer esto, argumenta por la (continua) eficacia del euro, como un vector para el avance social democrático, tanto a nivel de la Unión Europea como global. Sostiene que el enfoque exclusivo del nuevo constitucionalismo en el ‘neoliberalismo’ interno y externo y las restricciones que la Unión monetaria europea impone a la democracia social, son una exageración. El artículo examina críticamente la dimensión interna y externa de la UEM como una supuesta ‘autolimitación.’ Partiendo de la evidencia tanto de la reciente crisis de la zona del euro, como de la crisis del SGP del principio a mediados de la década del 2000, propone que la autolimitación interna de la UEM ha estado consistentemente sujeta al reto y la reforma, a través de un proceso de ‘renegociación permanente’. Esto se materializó en el contexto de la tensión en curso dentro de la UEM entre modelos alternativos de integración y la toma de decisiones. En términos de la dimensión externa, el artículo se enfoca en el poder estructural del euro y el potencial que esto provee para el apalancamiento global. Se sostiene que el nuevo constitucionalismo exagera el domino americano en el dominio monetario, desviando la atención a los cambios fundamentales en las estructuras y políticas de la moneda internacional, que ha contribuido a la difusión del poder en una coyuntura marcada por el conflicto político, la disputa y la incertidumbre. La ‘presencia’ del euro es uno de los grandes cambios estructurales.

The past two decades have seen the steady emergence of various bilateral and multilateral migration agreements between Europe and migrant‐sending countries in the global South. This article provides a critical assessment of the way the EU – and individual countries such as Spain, France and Italy – have played active roles in reshaping old and developing new strategies for keeping migration under control while opening up new opportunities for “regular” migration. It also discusses the extent to which migration agreements help migrant‐sending countries in Africa, Asia and Latin America to optimize the link between migration and development. Based on an analysis of the contents of the migration agreements and their implementation, it has become obvious that there is still a long way to go to achieve “fair multilateralism” and create “win‐win” situations between the EU and the poorer migrant‐sending countries in Africa, Asia and Latin America.  相似文献

This article explores children’s perspectives regarding migration and family separation on both sides of the Mexico‐U.S. border. ‘Transnational care constellations’1 that connect separated siblings allow children to imagine the other side of the border and to explore their thoughts and perspectives through the lenses of inequality, as well as through a sense of belonging and family. This article presents ethnographic data of families that capture the dynamism of families that are both ‘here and there’ as children assemble their ideas and narratives of how transnational lives exist.  相似文献

The articles included in this issue were originally presented at a conference on Conceptual and Methodological Developments in the Study of International Migration held at Princeton University in May 2003. The conference was jointly sponsored by the Committee on International Migration of the Social Science Research Council (SSRC), the Center for Migration and Development (CMD) at Princeton, and this journal. Its purpose was to review recent innovations in this field, both in theory and empirical research, across both sides of the Atlantic. The conference was deliberately organized as a sequel to a similar event convened by the SSRC on Sanibel Island in January 1996 in order to assess the state of international migration studies within the United States from an inter‐disciplinary perspective. A selection of articles from that conference was published as a special issue of International Migration Review (Vol. 31, No. 4, Winter), and the full set of articles was published as the Handbook of International Migration: The American Experience (Hirschman, Kasinitz and DeWind, 1999).  相似文献
