The nature of charity reporting and transparency is changing significantly; while the longstanding focus on financial reporting remains, there is much greater emphasis on illuminating governance systems and impacts. Regulatory regimes are becoming more polycentric with the expansion of third party watchdogs and emergence of new self-regulatory bodies. With more open access to data, transparency has become an independent force in these regimes. The article outlines a conceptual model of charity regulatory regimes and applies this to analyze recent developments of regulation-by-transparency in Canada. Although the intent of encouraging greater transparency is seldom questioned, this Canadian case study demonstrates how transparency can become politicized, damaging the relationship between the regulator and the charitable sector. In addition, the open data movement means that charities now operate in a world in which neither they nor state regulators control access and use of information.  相似文献

There is a long history of literature concerning integrative practice and how a systemic practice can fit with other models of therapy Much of this literature has focused on establishing a space for systemic therapy within the dominant medical paradigm, and exploring how the medical model can be enhanced by systemic ideas. The outcome has been better practice, especially in child and adolescent mental health. Interestingly, however, there has been less discussion of the converse: the family therapy literature has rarely considered whether or not systemic practice itself can be enhanced by ideas from the dominant medical model. This article proposes that a biopsychosocial formulation can enhance systemic practice by: (I) holding clinicians accountable for their thinking; (2) facilitating a rigour and attention to detail that may prove useful when therapy falters; (3) opening up other possibilities for intervention; and (4) providing a way to engage with the dominant medical paradigm and support clients in negotiating their way through this system. Potential problems nevertheless arise when integrating a biopsychosocial formulation into a systemic framework. This article identifies these problems and presents ideas for how they can be managed in practice.  相似文献

Folklore is the artistic expression of belief. The various forms of folklore change and adapt to reflect changing circumstances and changing views of the world. When Ukrainians came to Canada, they brought their folklore, ballads included, with them. In the new land, ballads helped voice the struggles of the Ukrainian Pioneers. Examining a collection of ballads made approximately sixty years after Ukrainians began arriving on the Prairies shows that the ballads performed in Canada spoke of real problems, problems attested in both folk sources and historical records. These include the physical hardship of life on an acreage, male absence as they went to work on the railroad, and the tension between women and their daughters-in-laws, who were left to struggle on their own. Ukrainian girls attracted to non-Ukrainians were seen as problematic, as were men seeking solace in alcohol and infidelity. And there were many other Canadian issues for which traditional ballads provided a powerful means of expression. The ballad tradition was modified through selection, i.e., only relevant songs continued to be performed. It was also changed internally and individual ballad texts were altered by the addition of new terminology and new ideas. This is especially true when attitudes in Canada differed from those in Ukraine. A very important change in attitude applies to magic. While the use of magic is treated ambiguously in ballads performed in Ukraine, it is routinely condemned in those performed in Canada.  相似文献

The First World War centenary has invigorated research into the Belgian refugee presence, especially at the local level. However, as this article argues, the responses which Belgians elicited locally, as well as the ‘quality’ and longevity of the memory culture surrounding them, were intimately tethered to ideas about and experiences of ‘place’ during the war and after. Exiled Belgians were almost uniquely positioned to communicate the totality of war as well as stand as silent representatives of the trauma of displacement. Yet, this case study of the North West county of Cheshire demonstrates how wartime tragedy with regional consequences, as well as a preoccupation with combatant internees and casualties, eclipsed the everyday reality and the post-war memory of the Belgians.  相似文献

Abstract

The concept of “home” is subject to individual interpretations; a “home” may be conceived of as a physical space, such as a building/house, a geographical space such as a street, a town or a community, or a place where meaningful social relationships and/or kinship are fostered. Consider, then, what would happen to our understandings of “home” if seen from the perspectives of young people that are “home-less” and estranged from their families and kin groups, sometimes due to their sexual orientation. This article presents results from a research project conducted together with Kentish homelessness charity Porchlight. The aim of the research is to formulate an understanding of the lived realities of homeless LGBT (lesbian, gay, bisexual, transgender) youth (ages 16–25). Young people who identify as LGB or T are often victims of hate crime, bullying, harassment, violence, oppression, discrimination, and social exclusion in the home, in schools, and in the community at large. In many cases, these factors can contribute to alienation from the family home and subsequently result in homelessness. Here, I look specifically at how young people experience home and homelessness in relation to kin and social relationships, and drawing from anthropological literature on “the house”, “home”, kinship and “liminality”, I consider how these concepts can better inform our understanding of LGBT youth homelessness.  相似文献

This study examines the first two years of a tactical innovation that emerged in 2012 in Egypt, which involved activist groups organizing patrol-type "intervention teams" to combat sexual violence against women in public spaces. Findings reveal that the new tactic took different forms in the two places in which it was deployed, even though the same actors employed it. I argue that the place in which a new tactic emerges shapes the form it takes. When coming up with a new collective action tactic, activists elaborate visions about how to carry out their actions based on their collective identities and taste in tactics. But as they start experimenting with the new tactic on the ground, they learn about the places' material affordances, symbolic valence, and power relations, as well as the constraints and opportunities that they represent. The material properties of places shape activists' possibilities of movement, patterns of communication, field of vision, and capacity to escape repression or reach safe spaces. The configuration of actors in a place shapes the nature of their interactions with others on the ground, possible alliances, and sources of conflict. The symbolic meanings of places shape the resonance of a group’s actions and the degree of resistance that actors face. Place in part determines the ability of activists to develop a tactic in the form that best fits their preferences.  相似文献

The aging-in-place agenda supports the right of seniors to live in their preferred environment, as the place where they can retain a sense of independence and control in old age. This right is compromised for vulnerable seniors who are homeless or at risk of becoming homeless. Causes of homelessness in old age are complex, and pathways into and out of homelessness are multifaceted, including financial insecurity, relationship breakdown, and addiction, compounded by barriers to accessing services, shrinking social support networks, and complex health challenges. Addressing the multidimensional nature of homelessness in old age requires holistic solutions that bring together the knowledge and expertise of multiple stakeholders, not least seniors themselves. With this aim, this paper reports on findings from multistakeholder community dialogue sessions conducted across Metro Vancouver with seniors’ organizations, service providers, and local government to prioritize the challenges of senior homelessness in Metro Vancouver and propose strategies and solutions for addressing the issue. The paper highlights some of the ways in which services and housing supports can be designed to support older adults who are homeless or at risk of becoming homeless.  相似文献

A change in direction of the journal New Coin during the 1990s saw the emergence of a diverse group of poets who had previously struggled for publication. This article recognises this often overlooked collective and argues that they quickly established their own style of “Poetry of No Sure Place”, which expresses a malaise of sadness within South Africa that is popularly felt but rarely articulated. Focusing on three collections of poetry by Mxolisi Nyezwa, I show how this group’s work rests on a permanent – and possibly worsening – sense of imbalance. The article explores how Nyezwa attempts to reconcile a felt public and private need to write, struggles to find a source of connection and questions the permanence of social change in South Africa. Nyezwa epitomises the marginalisation, apprehension and uncertainty of New Coin’s Poetry of No Sure Place.  相似文献

Various developing countries with weak public expenditure management systems are establishing virtual poverty funds (VPFs), drawing on the experience of Uganda's Poverty Action Fund. As a mechanism for tagging and tracking the performance of specific poverty‐reducing expenditures in the budget, a VPF can be useful. However, this article argues that such devices should be treated from the outset as transitional, and as part of wider processes of strengthening public expenditure management; otherwise, they can seriously distort public expenditure allocations and management systems, potentially undermining growth. Emphasis needs to be placed on identifying the right balance of expenditures in the entire budget; improving the effectiveness and efficiency of existing allocations; and developing better public‐sector policies for promoting pro‐poor private sector growth.  相似文献

Using geo-referenced data from the Panel Study of Income Dynamics, in conjunction with decennial census data, this research examines metropolitan-area variation in the ability of residentially mobile blacks, Hispanics, and whites to convert their income into two types of neighborhood outcomes-neighborhood racial composition and neighborhood socioeconomic status. For destination tract racial composition, we find strong and near-universal support for the "weak version" of place stratification theory; relative to whites, the effect of individual income on the percent of the destination tract population that is non-Hispanic white is stronger for blacks and Hispanics, but even the highest earning minority group members move to tracts that are "less white" than the tracts that the highest-earning whites move to. In contrast, for moves into neighborhoods characterized by higher levels of average family income, we find substantial heterogeneity across metropolitan areas in minorities' capacity to convert income into neighborhood quality. A slight majority of metropolitan areas evince support for the "strong version" of place stratification theory, in which blacks and Hispanics are less able than whites to convert income into neighborhood socioeconomic status. However, a nontrivial number of metropolitan areas also evince support for spatial assimilation theory, where the highest-earning minorities achieve neighborhood parity with the highest-earning whites. Several metropolitan-area characteristics, including residential segregation, racial and ethnic composition, immigrant population size, poverty rates, and municipal fragmentation, emerge as significant predictors of minority-white differences in neighborhood attainment.  相似文献

This essay explores reading for renewal as queer pedagogy. Within the context of lesbian and gay literature courses, professors can teach students and themselves how to pull stories—beautiful, celebratory stories—out of the bits and pieces of stones of self-hatred and of suffering. If readers of gay and lesbian texts are to resist homophobic discourse, then they must not only train themselves to recognize signs of queerness within even the most oppressive of narratives, but also seek out those texts whose discussions of narrative theory and identity politics promote queer visibility. Reading for renewal—that is, locating a place of transformative possibility either within the text or within the experience of reading the text within the classroom—is, the author argues, integral to practicing a queer pedagogy.  相似文献

In the 2003 California gubernatorial recall election 2,775,785absentee ballots were cast, representing about 30 percent ofall voters statewide. Given the number of absentee ballots andthe increasing propensity for voters in California and elsewhereto choose this voting method, we some basic questions: Who areabsentee voters, and are they different from polling place voters?To answer these questions, we fielded a statewide survey ofabsentee voters in the days before the October 7 recall election,asking respondents why they voted absentee, their partisan andideological preferences, demographic characteristics, and otherrelevant questions. We find that absentee voters do not differsignificantly from the overall state electorate in terms oftheir vote preferences, despite being older and better educated.For example, 56 percent of absentee voters in our survey voted"yes" on the recall, compared with 55 percent for the entirestate, according to official returns. Further, absentee votersfavored Arnold Schwarzenegger over Cruz Bustamante by a considerablemargin, similar to the overall election results. We found partyregistration among absentee voters to be nearly identical tostatewide partisan registration.  相似文献

Social work students experience emotional stress while having to perform and meet expectations from both academy and field. They may often feel physically and emotionally overwhelmed while struggling to make the time and space to fully process the varied experiences involved. There seems to be an unmet need for an ‘accompanying place’ where thoughts, feelings and dilemmas can be observed in a non‐evaluative way. Mindfulness has evolved lately as an efficient therapeutic technique in therapy. This paper describes a technique that applies mindfulness meditation in a group format in order to create a broader and richer learning experience that answers students' emotional needs. The group met for eight weeks. Its goals were to enhance self‐awareness and increase emotional support in handling field and academic stressors while experiencing different states of consciousness. Findings show that students were able to acquire new knowledge about themselves, experience autonomy in learning self‐containment and regulation, and gain insights regarding their professional self‐concept. Significance for social work training is discussed.  相似文献
