This paper first surveys the four principal positions in the debate about the policy influence of professional experts — technocracy, extensive mandates, limited mandates, and servants of power — and finds none entirely satisfactory. While the limited mandates position is the best general characterization of the policy influence of experts, many instances reveal more extensive influence. The papers argues for shifting the discussion from general characterizations to the systematic analysis of variation in the extent and significance of professional influence. A framework for analyzing this variation is proposed. The framework highlights the importance of depoliticization, the framing of issues as narrowly technical or involving the protection of a central cultural value, political situations that encourage the informal capture of power by professional experts or the delegation of power to experts, and the differing level of legitimacy enjoyed by professional occupations, based on their centrality in social regulation.  相似文献

This paper discusses the methodological issues involved in assessing the impact of organizational structure upon the innovative capacity of voluntary organizations. It reports the use of a specific methodological tool—the Aston measures—as an approach to these issues. In addition to the empirical findings reported, this paper argues for these measures as a useful addition to the methodological tool kit of voluntary sector researchers.  相似文献

The literature on gender and housing is oddly distorted, for it is dominated by research on households which are ‘women-headed’, even where the majority of women may live in households conventionally regarded as being headed by men. This literature shuns the ‘traditional’, male-headed, nuclear household and regards ‘non-traditional’ households as being those headed by single mothers or women living alone. The first part of this paper argues that it is important not to restrict discussion of gender and housing to the problems facing single mothers or women living alone, because there is a danger of rendering the majority of women, once again, invisible.Equating ‘traditional’ and ‘non-traditional’ households with ‘nuclear’ and ‘women-headed’ households, respectively, confuses structure with headship and overlooks cultural variations in what constitutes a ‘traditional’ household — the nuclear household is not necessarily the traditional norm. The second part of this paper explores a little-documented housing arrangement in which large numbers of women are involved in urban Mexico: sharing. ‘Sharing’ occurs when two or more households occupy the same plot of land; one household owns the plot, allowing the other(s) to live there rent-free. Sharing mostly involves the adult sons or daughters of the plot owners, and may be regarded as a variation on the extended household structure. Sons are more likely to be allowed to bring their wives to their parents' home, whereas daughters are more likely to leave. Women living with their in-laws lack security of tenure and there is often conflict between wives and members of their husband's family of origin, particularly their mothers-in-law.The anthropological literature has identified gender relations as the source of conflict between women in extended households. Sharing reduces the potential for conflict by giving the younger household greater autonomy. Furthermore, concern for their daughters' welfare leads many parents to offer accommodation to married daughters as well as sons. Single mothers, however, are more likely to live as part of their parents' household than to share. In this respect, the nuclear household norm is reinforced, since sharing seems to be a privilege accorded only to those who are married.  相似文献

This paper explores the post-handover surge of civic activism in Hong Kong by examining the controversy over the demolition of the Hunghom Estate—a government subsidized housing project that was sold to private developers during a recession in early 2004. In a departure from “business as usual,” the high-profile demolition was stopped 10 months later after a series of protests mobilized by environmental activists. This result was widely hailed as a triumph of corporate responsibility and environmental consciousness. By tracing the competing narratives over the course of the controversy, this paper attempts to elucidate this “success” story by revealing the inherent conflicts between different stakeholders, and how these narratives nevertheless share and sustain a number of long-held myths about Hong Kong's economy and housing market. It argues that these myths obscure the ongoing political choices of an interventionist administration, which maintains legitimacy by tightly controlling urban development and securing support from powerful economic actors. By connecting the various claims of the present case with historic discourses of the territory, the paper aims to shed light on the power relations embedded in the development policies that characterized Hong Kong over the colonial period, and which continues to shape the practices of housing in the present.  相似文献

Research on income and subjective well-being shows that among the non-poor, increased income has little or no lasting impact on happiness. Yet the desire for more income remains a powerful motive among many people at all income levels. Is this simply because many people are misinformed and believe that higher incomes will make them happier, or are they motivated by something other than the pursuit of happiness? This paper argues for the latter. The paper begins by exploring this question, reviewing the literature on income and subjective well-being, and discussing of the role of utility in decision making. This paper then argues that three main factors lead us to value increased income even if it does not make us happier. First, happiness is just one value among many, and not the only conscious goal people set for themselves. Second, even when people are striving to maximize happiness, our tendency to overweight short-term payoffs leads us to overvalue the short-term rewards that income provides. Finally, I argue that our values-based decision making competes with other motivational systems and evolutionary drives. Three evolutionary desires are discussed: (1) to store resources, (2) to be sexually attractive, and (3) to manage our social relationships and our personal identity within those relationships. While all three motivations play a role in our desire for increased income, this paper argues that it is the third – the use of money and consumption as a social tool – that has the most important overall influence on our desire for increased income past the point where it ceases to increase personal happiness.  相似文献

Economists usually assume that bargaining in marriage leads to efficient outcomes. The most convincing rationale for this assumption is the belief that efficient allocations are likely to emerge from repeated interactions in stationary environments, and that marriage provides such an environment. This paper argues that when a current decision affects future bargaining power, inefficient outcomes are plausible. If the spouses could make binding commitments–in effect, commitments to refrain from exploiting the future bargaining advantage–then the inefficiency would disappear. But spouses seldom can make binding commitments regarding allocation within marriage.To investigate the efficiency of bargaining within marriage when choices affect future bargaining power, we consider the location decisions of two-earner couples. Initial location decisions are transparent and analytically tractable examples of choices likely to affect future bargaining power, but the logic of our analysis applies to many other decisions. For example, decisions about education, fertility, and labor force participation are also potential sources of inefficiency.  相似文献

Since the 1970s, Tamworth has become well known as Australia's ‘country music capital’. Its annual Country and Western Music Festival has become the leading event of its type in Australia, attracting over 60,000 visitors every year. The festival, and country music more generally, have become central to the town's identity and tourism marketing strategies. This article discusses the social constructions that have surrounded Tamworth's transition to ‘country music capital’—of the ‘rural’, and of ‘country’—within the context of debates about the politics of place marketing. Textual analysis of promotional material and built landscapes reveals representations of rurality (or ‘senses of the rural’). In their most commercial form, representations of rurality converge on a dominant notion of ‘country’, quite different from the ‘countryside’ and ‘rural idyll’ in England. This dominant, or normative ‘country’ forms the basis of imagery for the festival, the Town's marketing strategy, and associated advertising campaigns by major sponsors. It is predominantly masculine, white, working class and nationalist. But links between musical style and discourses of place are complex. Colonial British histories, Celtic musical traditions and North American popular culture all inform ‘country’ in Tamworth, dissipating nationalist interpretations. Normative constructions also contrast with other, heterogeneous ruralities in Australia, that include the lived experiences of rural Australians, and on stage—in country music—where multiple ‘ruralised’ identities are performed. Even those who stand to benefit from place promotion have been uncertain about country music and ‘the country’, because of associated discourses of Tamworth as ‘hick’ and ‘redneck’. In the final section of the paper, reactions of residents to constructions of Tamworth as country music capital are discussed, via the results of a simple resident survey. In contrast to previous studies of the disempowering politics of place marketing, Tamworth residents were on the whole supportive of the new associations and images for the town, despite ‘hick’ connotations, as it has become a centre for ‘country’, and for country music. Reasons for this are explored, and resistances discussed. The result is a complex and entangled politics of national identity, gender, race and class, where meanings for place are variously interpreted and negotiated.  相似文献

Building on normative conceptualisations of multifunctionality as a decision-making spectrum bounded by productivist and non-productivist action and thought, this paper analyses farm-level multifunctional agricultural transitions. First, the paper suggests that it may be possible to categorise different farm types along the productivist/non-productivist multifunctionality spectrum, and that transitional potential from weak to strong multifunctionality often differs between different categories of farms and types of farm ownership. Second, the paper conceptualises multifunctional transitional processes at farm level over time, and introduces the notions of multifunctional path dependency and decision-making corridors, the latter of which can be understood as ‘bundles’ of decision-making opportunities bounded by productivist and non-productivist action and thought. The analysis suggests that system memory plays an important role in defining the likelihood of multifunctional actions, and argues that transitional ruptures—sudden breaks in transitional pathways—often characterise farm-level transitions. The paper concludes by highlighting the methodological challenges awaiting future researchers of multifunctional agricultural transitions.  相似文献

Past research about uncoupling processes has focused on the differing narratives people offer to explain the end of their marriages, depending on whether or not they perceive themselves to have initiated the ending. This article extends previous work by adding gender to the analysis, exploring intersections between accounts of divorce and accountability to cultural assumptions related to gender. In this inductive study, we examine qualitative interview data—particularly discrepancies in the narratives of some men and women—and suggest that gender mediates how people talk about the process of uncoupling as well as their motives for divorce.  相似文献

This paper argues that the current socioeconomic positions of ethnic groups reflect in part the historical processes that differentially allocated labor market opportunities by ethnicity. With historical and current data, we illustrate the usefulness of this approach by investigating two ethnic groups at opposite ends of the socioeconomic spectrum—native-born Japanese and Mexican American men and women in California. We first document the structural context facing these two immigrant groups when they entered the U.S., describing how early experiences shaped their occupational concentrations. Using 1980 Census data we then show how the current occupational distributions of these ethnic groups resemble those of their immigrant ancestors, and how this occupational concentration now affects earnings attainment, relative to whites. The evidence on gender differences suggests caution in generalizing from the experiences of male ethnics—the occupational and earnings attainments of female ethnics differ notably from those of their male counterparts.  相似文献

Conclusion William Fielding Ogburn was located on and helped to create the cutting edge of developments in twentieth-century American sociology — particularly its increasing emphasis on statistics and objectivist methodology. His life, which spanned the period within which the changes he advocated were institutionalized, can be seen as having significance as a marker of a transition. From this perspective, studying well-chosen individual lives has the same heuristic value as studying particular historical events. They can, to quote Philip Abrams, mark decisive conjunctions of action and structure;... moments of structuring at which human agency encounters social possibility and can be seen most clearly as simultaneously determined and determining. My analysis of Ogburn's advocacy of scientific sociology — one that differentiated science from both emotion and politics — reflected and reinforced his solutions to problematics in his personal life. His response to the separate spheres that defined gender relations in late nineteenth- and early twentieth-century America, helped to construct a reflection of them in twentieth-century American sociology. It is in this way — through concrete social action within specific historical conditions — that personal life and gender shaped the intellectual and professional culture within which he lived and worked.Ogburn's life story suggests that action, particularly advocacy, is grounded, at least in part, in a personal agenda, but that personal agendas, just like any others, need to be understood sociologically. Ogburn's problem was not idiosyncratic. Indeed, it is because it was shaped by social conditions, rather than uniquely individual ones, that his solutions were more likely to be recognized, accepted, and institutionalized by his mostly male audiences. Tracing these connections within a concrete historical case, within a single biography, demonstrates how personal life is connected to action and, thus, needs to be included in any sociological theory of human agency.Ogburn's life coincided with a set of opportunities that made it possible for sociologists to gain a more prominent place in national affairs and to develop sociological knowledge in a particular direction. This development was, in turn, accompanied by the creation of a language and practice in which the scientific authority of sociology became associated with it being devoid of an appearance of politics and emotion. The emergence of this language and practice, and the beliefs on which they were based, however, cannot be explained solely by the circumstances that fostered them or the career opportunities that they made available. They reflect the practical actions of human agents within historically specific settings. But these agents must be recognized as gendered and the problematic of gendering must be incorporated into the history of American sociology.As Steinmetz has argued, the stories that we tell are important for what we do — and what we do not do — because they structure social consciousness and social action. As long as we write the history of American sociology as an ungendered narrative, we will not only misrepresent that history but we will also limit our capacity to understand and affect changes in it. Differentiation was (and is) a strategy more available to men than women and the norms and organization of professional life that embody that strategy need to be understood not as general but rather as gendered.There is a gender dimension to the history of American sociology to which more attention could usefully be given. Although the impact of political and professional interests has been widely recognized in this history, the impact of personal life in general and gender relations in particular have not been systematically incorporated into accounts of this process. Yet gender relations — and the meanings and actions that are shaped by them — are an important part of the story being told here and an important source of the energy that institutionalizing social change entails. Biography provides access to these personal and gendered dimensions of our professional history in ways that can more adequately acknowledge the complexities of the structuring process.

Caregiving remains women's work far more than men's. Although women and men often attribute this difference to nature, this paper argues for the importance of structure, especially in employment. At least to some extent, women's employment—especially in jobs similar to men's—reduces the care work they do for kin, if not for friends. Examining the different amount and meanings that women and men—like Euro-Americans and African Americans—ascribe to care work, I suggest we view such care work as a survival strategy as well as a demanding labor of love. In this context, recent social policies should be seen as not only privatizing care but also producing growing inequality as well as a vacuum of care.  相似文献

This paper provides a historical analysis of the changing significance of the most influential statement ever made on inequality and development—Simon Kuznets’s “inverted U-curve hypothesis.” The shifting interpretations and appropriations of the hypothesis over time—from its status as a speculative supposition in 1955, to its rise and fall as a reified socioeconomic law, to its contested standing in the social sciences today—demonstrate how Kuznets’s arguments, originally advanced under more limited conditions, became transformed into overarching theoretical, empirical, and political constructions. This history suggests that even empirically grounded and testable social science models are contingent on the broader social and political contexts in which they are produced and negotiated.  相似文献

This paper examines gender differences in awareness, preparedness and attitudes towards bushfire amongst landholders in rural landscapes affected by amenity-led in-migration in southeast Australia. It considers the potential of conceptualising bushfire not as a gender-neutral natural phenomenon but as an important means by which traditional gender roles and power relations within rural landscapes are maintained. Landholders were found to uphold conventional views of bushfire management as “men’s business” despite changing social circumstances. Consequently, key gender differences exist within landholders’ bushfire risk awareness, bushfire knowledge, the perceived need for bushfire preparedness measures, the willingness to perform certain tasks, and the belief in personal capacity to act. We argue that covert and less visible as well as overt gender roles and traditions are important factors in understanding landholders’ engagement with bushfire management. When gendered dimensions of bushfire are investigated in the context of hegemony, a paradox emerges between women choosing not to take control of their own bushfire safety and women being denied the opportunity to take control. The complex and contradictory actions and attitudes to bushfire that materialise through an analysis of gendered social experiences complicate attempts to create more gender-sensitive frameworks for bushfire management. The tenacious and embedded nature of gender role divisions within both public and private spheres was furthermore found to act as economic, social and political stumbling blocks for empowerment opportunities. Using a mixed-methods research approach, this paper maps out gendered dimensions of bushfire through landholders’ narratives and actions. The implications of these dimensions for bushfire management have direct relevance to recent international discussions of the vulnerability of the growing number of people living in bushfire-prone rural–urban interface areas.  相似文献

Russian regions display remarkably different patterns of economic and political development. These differences come into sharp focus when comparing two nearly identical northwestern regions, Novgorod and Pskov. Novgorod's success and Pskov's failure are attributed to the local elite's creative use of key cultural symbols and myths to support regional development. Contrasting two popular approaches to culture and development—“cultural adjustment” and “cultural congruence”—the author argues that the cultural congruence model, adopted by Novgorod, dramatically improves the chances for rapid social and economic transformation.  相似文献

The recent emergence of ‘transnational business feminism’ [Roberts, A. (2014). The political economy of ‘transnational business feminism’. International Feminist Journal of Politics, 17(2), 209–231] accompanied by numerous ‘transnational business initiatives for the governance of gender’ [Prügl, E., &; True, J. (2014). Equality means business? Governing gender through transnational public–private partnerships. Review of International Political Economy, 21(6), 1137–1169] constitutes a significant area of debate in the feminist political economy literature. In this paper I focus on the confluence of the corporate social responsibility (CSR) agenda with the visibility of gender issues in development and the resultant corporate agenda for the promotion of women and girls’ empowerment. The paper draws on two gender-focused World Bank collaborations with private sector actors: the Global Private Sector Leaders Forum and the Girl Effect campaign. The paper argues that the dominant model of corporate citizenship inscribed within the discourse of transnational business initiatives is framed in terms of capitalizing on the potential power of girls and women, achieving an easy convergence between gender equality and corporate profit. I suggest that the construction of an unproblematic synergy between these goals serves to moralize corporate-led development interventions and therefore does not challenge corporate power in the development process, but instead allows corporations to subscribe to voluntary, non-binding codes and cultivate a socially conscious brand image.  相似文献

Eating a poor diet is risky behavior. Inadequate nutrition compromises health and can increase the probability of premature death and/or reduced life quality. This paper uses a cost-benefit analysis from a health economic perspective to assess impact of costs and benefits associated with the odds of choosing a risky diet. Results indicate that time preference as measured through education, smoking, exercise, nutrition panel use, and motivation for nutrition knowledge significantly affect the odds of choosing a risky diet. In addition, variables hypothesized to influence the associated costs of tradeoff between present and future utility—location (both region and urbanization), income, race, gender, and age—are found to have an impact on the likelihood of choosing a risky diet.  相似文献

This article analyses the race and gender norms embedded in the verbal and visual discourse at an internationally acclaimed secondary magnet school in Philadelphia. While scholars have documented the visual learning of adolescents and elementary school-aged youth of colour extensively, few have focused exclusively on the nature of visual learning for young Black women in and around urban schools. The nature of looking and the visual is a highly contested and political process in the twenty-first century urban context. Images saturate the cityscape; these images teach. Thus this article examines the specific lessons related to race, gender, and place young Black women learn from the school adults who shape the visual culture of their school environment. Based on an ethnographic, photographic and discourse analysis study, this article argues that even in the context of an award-winning, progressive, liberal-minded school culture, young working class Black women are often softly encouraged to change and or are re-programmed into more palatable, commodifiable versions of themselves that both sustain and advance the school’s identity as different. This ‘re-programming’ often requires young Black women to alter their dress, speech, and physical demeanour in order to find belonging in a larger school culture dominated by a discourse of inclusivity and diversity.  相似文献

Childhood is a time when children begin to constitute themselves as gendered subjects largely according to social norms that are rigidly framed within dominant discourses of heteronormative binary gender. This paper is based on the life histories of 42 sexuality and gender diverse adult men and transgender women conducted in PNG. Findings offer insight into the ways in which boys transgressed gender norms through dress, play, work within the home and in dance. We argue that gender transgression in childhood is not a contemporary phenomena and such childhood experiences of boys in PNG should be recognised as part of the country's rich cultural diversity.  相似文献
