Women's increasing entry into paid work has not been accompanied by a corresponding change in the gender division of unpaid labor in the household and community. Though women participate in the labor market, the expectation is that they will also take responsibility for the household. To what degree does women's waged work in the garment industry transform gender norms and dynamics in their home lives? To what extent do the choices they make translate to their household-level empowerment? This practice-focused article examines these questions by looking at data collected on gender dynamics at work and at home in the clothing industries of Bangladesh, Cambodia, Kenya, Lesotho, and Vietnam. While women's empowerment through garment sector employment remains circumscribed by low wages, financial insecurity, and gendered expectations, we find that international interventions, namely the International Labor Organization's Better Work program, has expanded women's abilities to exert agency over their earnings within the context of household resource allocation and has decreased the negative effects of ongoing and systemic financial precarity.  相似文献

Abstract

Because of the difficulty in securing traditional forms of credit, the poor are often driven into the fringe economy for check cashing, bill paying and short-term loans. These services involve high user fees and exorbitant interest rates that rival or even exceed those for illegal loan sharking. Fringe lending businesses function as a legal and virtually unregulated form of predatory loan-sharking. They neither offer nor promote savings-based financial products that build assets and increase household wealth. The predictable outcome is the depletion of the income and assets of low-income families and communities. Because many poor clients are vulnerable to fringe market lenders, social workers need to understand this market to better assist the poor in finding and developing alternative forms of borrowing. This article will explore the rapidly growing fringe economy and examine strategies to help curb the drain of income and assets from low-income communities.  相似文献

The aim of this paper is to evaluate whether undeclared work is the same when conducted by men and women. Conventionally, the view is that such work is always profit-motivated market-like work and that women's undeclared work mirrors their subjugated position in the formal labour market in terms of pay, contract type and sector. Reporting evidence gathered during 861 face-to-face interviews in contemporary England, this paper finds that to represent undeclared work as a profit-motivated market-like endeavour is to read such work through the lens of men's accounts of such work. For women, although some undeclared work is of this variety, the vast majority is conducted for friends, neighbours and kin for reasons associated with redistribution and social capital building and thus more akin to unpaid mutual aid than employment. To unshackle narratives of undeclared work from current market-centred readings, therefore, this paper differentiates between profit-motivated market-like informal employment and undeclared work carried out in a moral economy of paid favours so as to unravel the nature of men's and women's participation in this sphere and explore the implications for understanding women's community engagement.  相似文献

Objective

This study examines the role of women's and their partners' gender ideology in shaping women's labor market entries, exits, and changes in hours of employment.

Background

Recent research argues that women's gender ideology is crucial for understanding women's contemporary labor market participation. However, the role of male partners' gender ideology for partnered women's labor market participation has received less attention.

Method

The analysis uses three waves of a large‐scale household panel survey based on a random sample of individuals within Dutch households. Random‐effect models are applied to study whether women's and their partners' gender ideology are associated with women's labor market transitions and whether relevant household characteristics' associations with women's labor market transitions are conditional on both partners' gender ideology.

Results

Women's gender ideology is associated with the probability of women's labor market entries and exits, but not with changes in women's hours worked, whereas their male partners' ideology is related only to the probability of women's labor market exits. Furthermore, the negative association of having children with changes in women's hours worked is stronger for traditional compared to egalitarian women. There is no clear evidence that gender ideology moderates the association of the male partner's labor market resources with women's labor market transitions.

Conclusion

Women's labor market transitions are not only reactions to economic pressure and institutional constraints but also women's and marginally their partners' gender attitudes.  相似文献

Transformation of the labor market creates a complex and dynamic environment where jobs and skills are exchanged. Studies suggest that contemporary industrial shifts provided less opportunity than in the past, and that technological change led to a complicated melange of employment outcomes. Many of the new jobs are characterized by a series of negative qualities related to income and hours. Accordingly, this analysis concentrates on inadequate employment through low-wage work and involuntary part-time work. I examine the effect of contextual factors, specifically area levels of occupational sex-segregation and the size of the service sector industry, on men and women's marginal employment outcomes. Several findings stand out. First, women post higher chances of working for low-wages than their male counterparts. However, employment in the expanding service sector does reduce men and women's chances of experiencing part-time work. Second, the protection afforded by individual level, human capital qualities remains relatively constant for women across metro areas, but labor market context significantly affects women's odds of employment marginalization. Context is not as salient for men, but the value of their personal attributes vary across labor markets. Finally, women working in areas with higher levels of occupational sex-segregation were relatively worse off than those in areas with more integration. Industrial restructuring clearly contributed to recent shifts in U.S. employment and inequality. Studies suggest that contemporary industrial shifts have provided less opportunity than in the past, greater inequality between rich and poor, and a complicated melange of inadequate employment outcomes (Colclough and Tolbert 1992; Farley 1996; Harrison and Bluestone 1988; Morris, Bernhardt, and Handcock 1994; Sassen 1994). Deindustrialization, as it is sometimes called, offers opportunity for highly-educated, skilled, or technologically-innovative men and women. However, lower skilled workers or those with less education may face relatively good job markets filled with positions that are low quality in terms of wages, hours, or benefits. This bifurcation of work is credited with not only reducing the sex-wage gap, but also increasing inequality within sex groups (Bernhardt, Morris, and Handcock 1995). By employing a new structuralist approach and focusing on the area opportunity structure, along with the traditional human capital framework, I link both the local labor market context and individual qualities that affect employment outcomes (Browne 1997; Cotter et al. 1997; McCall 2000). In this article, I examine the effect of contextual factors, specifically the area industrial composition and the openness of the labor market, on men and women's marginal employment outcomes during the early 1990s.  相似文献

Abstract A resurgence of informal economic work, such as home-working, occurred in some rural areas during the 1970s and the 1980s. In two midwestern communities, an employer of industrial homeworkers was recruited in an effort to boost the local economy with new jobs. In these communities, ideas about women's roles in households and the labor market are crucial to the states' ability to couple industrial homeworking with rural community development. Industrial homeworking as development in the United States shows how development goals support and maintain the sexual division of labor in households and in the local labor market. Personal interviews and archival documents form the basis of the case study data. These data are content-analyzed for themes about the process of development and the relationship of the local states and industrial firms.  相似文献

Whether women's informal employment is an involuntary marginal condition or a preferred alternative to formal employment has generated intense debate in academic and policy circles, particularly in view of women's disproportionate representation in the informal economy. We analyzed detailed interviews with 136 working mothers in Mexico to gain a better understanding of the factors leading to informal employment, as well as the impact of this work on these women and their families. Our results show that informal employment was not a choice for many women who entered the informal labor market due to human capital constraints and family responsibilities. Additionally, women commonly faced challenges in meeting the needs of both their employers and their families and earning adequate income. We suggest policy options to address the factors constraining women's employment opportunities and improve the situation of those women already working in the informal economy.  相似文献

South Africa is facing a low-income housing crisis, with the current backlog estimated at over three million units. An obstacle in the provision of low-income housing is the difficulty encountered by commercial banks to extend loans in this market despite supporting initiatives by Government. A lack of knowledge on the borrowing behaviour, preferences and experiences of low-income households in accessing housing finance from the commercial banking sector in South Africa hampers an understanding of the reasons for these problems. This paper's contribution is to provide information on the experiences and perceptions of low-income borrowers in the housing market of South Africa, specifically in their dealings with commercial banks. Results from a survey of 653 households across five provinces of the country are provided. In the survey, a structured questionnaire was used to obtain information on the experiences and perceptions of low-income households about their access to credit and housing finance, their experience of banks, the successes in credit approval, their judgements on the suitability of banks’ home-loan products, as well as preferences with regard to prices and interest rates.  相似文献

The article examines the social and economic dimensions of capital markets, particularly the effects of bank and capital market structure; lending criteria and bank policies; and demand for credit, on bank financing of businesses. A critical problem in most capital markets is that lenders have inadequate information to assess the risk and creditworthiness of loan applicants. We find that many bankers continue to use assessments of character as a signal of the potential borrower's creditworthiness. Banking deregulation limits the range of signals available to lenders and therefore may have detrimental consequences for banks and local economies.  相似文献

In this article, we focus on distinguishing between household and corporate sector credit and investigate the effects these two types of credit have on the trade balance. A higher level of private credit indicates better developed financial markets and easier credit access for businesses and households. Yet, both types of borrowers vary in terms of the use of credit. Our model and empirical analysis suggest that the composition of credit does matter for the trade balance: lending to consumers has a negative effect on net exports, while firm loans contribute to a rise in net exports . Domestic labor researchers have examined a multitude of duties disproportionately performed by women, yet the responsibility associated with navigating a couple's fertility—fertility work—has been overlooked. Using data from the 2006–2010 National Survey of Family Growth (N = 1,415), the author examined how racial and socioeconomic factors affect the division of contraceptive fertility work among married and cohabiting women who rely on either their partners' vasectomies or their own sterilizations. Drawing theoretical connections between fertility work and housework, resource‐ and gender‐based perspectives were used to assess whether women's or their partners' characteristics are stronger predictors of sterilization type, and whether women's absolute or relative education level has a greater impact. Findings suggest that White and socioeconomically privileged women are more likely to have vasectomized partners than disadvantaged women. Male partners' characteristics were more closely associated with sterilization type than women's characteristics, lending greater support for the gender‐based hypotheses.  相似文献

By extending credit to small struggling businesses, microlending has fostered economic development in many areas of the world where agriculture and industry can employ only a small fraction of the work force. An inventive lending program in New Hampshire (US), Working Capital, extends small amounts of credit to low-income entrepreneurs who would not qualify for conventional financing. Interested business owners form their own "borrowing groups" and approve or reject each other's loan applications. Borrowers who repay qualify for increasingly larger loans of up to US$5000 at roughly the market interest rate. In 2 years of operation, Working Capital has loaned US$200,000 to 200 small businesses in New Hampshire, Massachusetts, and Vermont. To date, only 16 borrowers have failed to repay their loans.  相似文献

Few cross‐national studies distinguish between different aspects of gender egalitarianism and compare them systematically. In this study, we examine cross‐national differences in attitudes toward mothers' participation in the labor market and toward gender equality within the household, using a multilevel analysis of individual data from 33 nations. The results indicate greater support for employed mothers, but a lower level of approval of gender equality at home, among residents of countries that offer women more educational and economic opportunities. We argue that macrolevel gender equality increases individuals', particularly women's, incentives to support female labor force participation. Because of a persistent belief in gender differentiation, however, macrolevel gender equality has the opposite relationship with attitudes toward altering gendered practices beyond enabling women's public sphere participation. The fewer explicit barriers to women's achievement in society, the more likely individuals will feel a need to defend gendered roles in the private sphere. That the potential harm of advocating gendered practices in the private sphere is smaller in societies with fewer impediments for women is also likely to account for the negative association between macrolevel gender equality and support for egalitarian gender roles at home.  相似文献

While frequently discussed, the feminization of migration remains among the least understood trends in migration literature. Existing research links feminization of migration to socioeconomic change in migrant origin countries, changes in destination‐country labor markets, structural factors, and changing social attitudes. However, questions of how the feminization of migration begins and how it becomes socially institutionalized remain largely unanswered. Having experienced a recent, dramatic increase in female migration, Georgia provides an excellent case to study the emergence of women's labor migration. Our findings highlight the importance of human capital, increasing divorce rates, and an absence of local economic opportunities in motivating increasing numbers of women to migrate. Additionally, changing destination patterns and shifts in labor‐market demand toward feminized occupations act as key initial conditions enabling the growth of women's migration. As migration is feminized, cultural beliefs stigmatizing female migrants can be renegotiated to frame women's migration within normative gender approaches, providing pathways for cultural maintenance. In the early stages of the feminization of migration, we find the initial attempts to reframe migration are powerful; they can challenge, or at least delay, the expansion of women's autonomy that is often associated with migration.  相似文献

This article describes some strengths and limitations of credit programs for women in developing countries. It is urged that development planners recognize the importance of the selection of the type of credit mechanism in the long term. Ethical issues should be decided upon before the credit mechanism is operable. Organizations should make clear what level of commitment there is to empower borrowers. Most organizations give loans to women and assume empowerment will take place without devising strategies to ensure empowerment. Credit mechanisms include credit for the poor and credit by the poor. A sound financial portfolio and 100% repayment are not the appropriate criteria for securing the empowerment of women. Empowerment of women is related to "building the capacity of borrowers to manage and control decision making." UNICEF's framework of gender equality and women's empowerment identifies levels of empowerment as "welfare, access, conscientisation, participation, and control." Development planners should be aware that provision of credit also has the potential to increase a poor family's debt. Delinquency may be hidden by overlapping loans that trap borrowers. Fewer installment payments increase the chances of a debt trap. Reducing the number of installments may reduce administrative costs and conform to production processes, but may also lead to a debt trap. There is now considerable emphasis on investing in low-income women entrepreneurs as a highly efficient means of achieving social and economic objectives. Credit programs aim to support the growth of small, self-sustaining businesses, to improve women's opportunities, and to provide alternatives to exploitation by local money-lenders. This article describes the following credit mechanisms: bank guarantee systems, government credit schemes, intermediary projects, direct lending projects, banks for the poor, credit unions, and village-based banks.  相似文献

Despite the United Nation's landmark Security Council Resolution on women, peace and security in 2000 which highlighted the importance of women's participation in peace-building, only one in 40 peace treaty signatories over the last 25 years has been a woman. Yet evidence from non-government organisations and women's rights organisations shows that women are active agents of peace, resolving conflicts at all levels of society with little or no recognition. This article discusses new research which tracks women's roles in building peace at local levels in five conflict-affected contexts: Afghanistan, Liberia, Nepal, Pakistan, and Sierra Leone. The article highlights the significance of violence against women as a barrier to peace-building, and explores how and why women's exclusion and marginalisation from peace processes tends to increase the more formal the processes become. The article uses two case studies of women's rights organisations in Afghanistan and Nepal to illustrate the research findings and demonstrate how communities can mobilise to promote gender equality and fulfil women's rights.  相似文献

Housework is asymmetrically distributed by gender. This uneven allocation is an important indicator of inequality between women and men. The imbalance is closing, although exactly why remains uncertain. It is also unclear if the convergence has more to do with women's lives becoming more like men's, or whether it is because men are changing their practices on the home front. Using 30 years of nationally representative time use diary data, we explore three broad theoretical frameworks addressing social change—cultural, structural, and demographic—to examine how and why the gender dynamics around housework are shifting. We find that structural factors, and in particular women's engagement with paid work, have changed most sharply as drivers of greater symmetry in domestic labor, although changing cultural beliefs have contributed as well. Furthermore, there have been significant changes in men's behavior. One focal point for this domestic change is in men's and women's shifting practices around childcare. Intensive parenting, not just intensive mothering, has become more prevalent.  相似文献

With the credit‐channel effect driven by the central bank's open market operations, this paper's model easily gives rise to the nonlinear inflation‐growth nexus, which is evidenced by a number of cross‐country empirical studies. The threshold level of the inflation rate is found to be lower when tax rates are higher. The presence of the credit‐channel effect also provides the rationale for setting positive (and smaller than 1) tax rates on consumption, labor income, and capital income. The optimal tax rates rise as the inflation target declines. Under a fiscal policy rule where labor and capital income taxes move proportionally to each other, the optimal capital income tax rate could be higher than the optimal labor income tax rate. Under a sufficiently large central bank balance sheet, the credit‐channel effect will be so weak that inflation and all kinds of taxes are growth and welfare repressing. This provides a rationale for central banks that have implemented quantitative easing policies to shrink their balance sheets. (JEL E58, E62, O42)  相似文献

The authors examined the relationship between source‐country gender roles and the gender division of paid and unpaid labor within immigrant families in the host society. Results from Canadian Census of Population (N = 497,973) data show that the 2 indicators of source‐country gender roles examined—female/male labor activity ratio and female/male secondary education ratio—are both positively associated with immigrant wives' share in their family labor supply and negatively associated with their share in housework. The association between source‐country gender roles and women's share in couples' labor activities weakens over time. Moreover, the relationship between source‐country female/male labor activity and immigrant couples' gender division of labor is reduced when immigrant women have nonimmigrant husbands, indicating that husband's immigration status matters.  相似文献

Over the past two decades, Cambodia has experienced an unprecedented credit boom, a growth in lending so rapid that the International Monetary Fund (IMF) referred to it as “one of the fastest financial deepening episodes by historical cross‐cultural standards” (IMF, 2016, p. 4). This deepening has been driven by the expansion of microcredit. In tandem, over‐indebtedness has increased among microcredit borrowers, and debt has become a significant political and economic concern. This article explores how over‐indebtedness is understood and explained by stakeholders across microcredit value chains. To do so, we draw on interviews with microfinance institution (MFI) executives, investors, branch managers, partners, financial literacy trainers, loan officers and borrowers in Siem Reap and Phnom Penh. We find that across the sector, dominant framings of over‐indebtedness privilege borrower‐centric explanations, while discounting the structural drivers of excessive lending and borrowing. As a consequence, current efforts to limit over‐indebtedness are unlikely to produce the kinds of solutions that are most needed to reduce the debt stress among borrowers. These arguments have implications across the Global South, particularly for contexts where microfinance is rapidly expanding.  相似文献
