National Conference on Population and Family Planning Work was convened on January 14, 2013 in Beijing. Main tasks of the conference were to thoroughly study and implement the spirit of the Party’s Eighteenth National Congress, summarize the work done in 2012, analyze current situation, clarify the tasks and objectives for 2013, further emancipate people’ mind, change people’s concepts and do real practical and solid work in order to accelerate the development of population and family planning undertaking and continuously make new accomplishments. Overall improvement of the standard for the family planning service level of the floating population

To strengthen the management of family planning services to the floating population is an important task to solve the population issue under the new situation in China. In 2006, the Central Committee of the Communist Party of China （CPC） and the State Council made a ＂Decision on Overall Strengthening of the Population and Family Planning Work to Address the Population Issue In an Allround Way＂, which took the floating population service management as one of the five major tasks for addressing the population issue under the new situation.

The Large Population in China: A Major Obstacle to Modernization?

"A large population" has long been the most prominent national condition of China. By the end of 2005, Suzhou had a migrant population of nearly four million, accounting for 62.7% of the permanent population, according to local statistics. Population Aging and Endowment Insurance System Innovation

This paper, starting from examining the current situation for the social insurance service system, analyses the problems of the system and provides three reform suggestions. First, staffing levels of social insurance should bring about a dynamical ratio mechanism, which links staff number to the insured clients to avoid work overload or low service quality. On Long-term Balanced Development of National Defense Population

This article explores population long-term balanced development for national defense according to the strategic goals set at the 18 th National Congress of the Communist Party of China. Three major issues are discussed. Firstly, the concept and connotation of the long-term equilibrium development of national defense population are defi ned, in which population long-term equilibrium is equal to population "longterm safety"including quality balance, quantity balance and population structure equilibrium. And "quantity equilibrium"needs to be considered in both absolute and relative terms. China’s Population towards Urbanization

The trends of population urbanization have been received increasing attention in the 21st century.The paper argues that population movement and migration has been over fertility and mortality and becomes the predominating driving force on demographic dynamics in China. Facing an entirely new demographic situation,population urbanization should be favorably welcomed.Taking Beijing and Germany as cases,it examines the city size issue from an urban system perspective,and argues that urban functions should be properly defined within an urban system.We should recognize the importance of urbanization to modernization and removing the factors which may negatively affect the urbanization process,so as to promote healthy development of urbanization in China.     

The Impact of Family Floating on the Employment Status of Floating Population and Their Family Members

Using the survey data collected by Center for Population and Development of Renmin University of China in 2009 at Chaoyang district of Beijing, Dongguan city of Guangdong province and Zhuji city of Zhejiang province, this paper analyzes the impact of family floating on employment status of floating population and their family members. This paper finds that family floating not only affects men but also women, and family floating has a greater impact on women. The likelyhood of employment and work time of men are affected by family floating, so do the likelyhood of employment and income of women.
