The integration of migrant children into German society is a controversial pedagogical task for educational institutions. An important part of this task is assigned to the kindergarten, since the early learning of social values and norms increases the chance of integration. The increasing number of migrant children in kindergartens has confronted teachers with new problems and changed tasks. In the 1980s, almost all kindergartens have migrant children enrolled in them; in some urban areas, there are kindergartens with 50% or more migrant children students. Some migrant children confront the use, or the continous use, of the German language for the 1st time in kindergarten. A secondary danger is abandoning a child with incomplete knowledge and inadequate German. These children will encounter new language problems in school. Although very little information is available on migrant parents' opinions of kindergartens, the limited data available indicate that parents generally respond favorably, although they fear alienation from their children. The migrant parents expect the kindergartens to teach their children German. The German kindergarten will not and cannot prepare children for life in their home country, even if it is kindly disposed towards a multitude of cultures. The kindergarten is only able to prepare children for life in Germany. Migrant children have special problems with bilingualism and cultural distance. Migrant children do not "cause" problems. Rather they offer an occasion to reflect on the work of the kindergarten and to include new and different experiences.  相似文献

The Turkish minority in West Germany numbers today some 1.6 million, a large portion of whom live in what was formerly West Berlin. The Turks and the Germans are two societies with different social values, which are tied to their national ethos. The Turkish minority is not viewed as a group which can be assimilated into German society. The present article examines the problems posed by this minority and its insecurity in the face of German unification.  相似文献

This paper argues that German identity is primarily constructed in opposition to a negative ‘other’, with ‘the Jew’ as prototypical other. The general trajectory of German identity construction throughout the 1980s and 1990s was towards the normalization of German identity, a mending in response to the radical break in German history by the Nazi regime and the Holocaust. This development will be traced through three debates that crosscut the realms of professional scholarship and the public – the Historians' Debate of 1985/86, the German unification debate of 1989 and the Goldhagen debate of 1996 – with focus on the contributions by professional scholars. The basic dichotomous structure of self-other is complicated by recurring themes in the construction of contemporary German identity. Three central themes or problems are identified in the debates: efforts at exclusively positive definitions of German identity, the definition of German identity in relation to a negative other and the location of the Holocaust in German history. The focus in the interpretation of these themes is on the subtle changes of identity over time, conceptualized in terms of repetition with change. The essay closes with a plea for a more open and inclusive definition of German identity and some thoughts on the role of the public intellectual in German society.  相似文献

Using data from the German Socio-Economic Panel, this paper examines changes in East German time use following the German Reunification of 1990, which led to large and unexpected economic and institutional changes, including the switch from a socialist to a capitalist system. By estimating Differences-in-Differences models, the study finds that East Germans reduced the time they spend on market work (96 min per weekday) and nonmarket work (51 min), while increasing the time allocated toward leisure and job search activities. The observed declines in market work time were largest for low-educated East Germans, those who were in the lowest income group, as well as for individuals between the ages 46 and 64. When comparing trends in time use for East and West Germany between 1990 and 2000, I provide evidence for a convergence in East German time use to its West German counterpart following the adoption of Western Capitalism and several other institutional and economic changes in East Germany. One possible explanation for this might be the adoption of West German time preferences following the reunion of the two regions.  相似文献

Abstract

Both American and European adult educationalists saw the Danish folk high school as a model for how to educate citizens for more active involvement in their communities. This article examines the experience of Wislade Folk School in Germany and the Highlander Folk School in the United States after the Second World War. In the German case, Wislade was unable to persuade local people to confront the evils of Nazism, but did facilitate the practical tackling of pressing social and economic problems. Highlander struggled to retain support from white Southerners as the School increasingly addressed the evils of segregation, but developed one of its most effective programmes in conjunction with African Americans as part of the emerging civil rights movement. The study concludes that political education is most effective when it addresses people's aspirations, and builds upon existing social capital.  相似文献

Much early sexological research, indeed the very concept of sexology, was the work of German Jews. Hitler's rise to power first curtailed, then prevented, and finally destroyed all German sex research and a flourishing sex reform movement. Once the scientific and scholarly study of sex had come to an end, the sexual ideology‐of Nazism, which was antisemitic, antifeminist, and homophobic, could easily be put into practice. The official persecution of German homosexuals between 1933 and 1945 is discussed as a typical policy of a régime which rejected the rational and critical approach to sexual questions.  相似文献

The German “mode of integration” after World War II has been to include migrants and their offspring into general societal institutions. This can be stated despite differences between federal states in some aspects of migrant integration (e.g., the educational sector). Migrant children normally attend the same schools and classes as their German age peers, they participate in the dual system of vocational training, and there are only a few limitations in labor market access. The second generation in Germany consists mainly of children of the “guestworkers” recruited in southern and southeastern European countries from the 1950s onwards. It is not easy to obtain information about their numbers and their socioeconomic position, as most statistical data distinguish only between foreigners and Germans. The achieved integration status of the second generation varies between areas: obvious problems in the educational system go along with considerable progress in the vocational training system and in the labor market. Children of Turkish migrants are the most disadvantaged group among the second generation.  相似文献

The article examines the adverse conditions in which the Joint Distribution Committee (JDC) started its war relief work in German‐occupied Lithuania in 1915. As Lithuania's fate was still uncertain, the JDC had to overcome almost insurmountable diplomatic, political and practical problems in the initial stages of its activity. The article highlights how the JDC was able to adopt a consistent policy, always subscribing to a non‐political approach and adapting its tasks to the immediate and most pressing need of the countries aided, while having to deal with significant political challenges that deeply affected its freedom of movement, such as the impossibility of acting without the State Department's approval and of ignoring the reality of the German military administration.  相似文献

ABSTRACT

Friedrich Hayek’s Inaugural Address at the London School of Economics (LSE), ‘The Trend of Economic Thinking’ (1 March 1933), has been recognized as of particular importance for the understanding of his work. In it, Hayek argues that economics has a key role of showing what we cannot achieve: of showing that some attractive ideals are utopian. In developing this theme, Hayek referred to Mises’ arguments about the problems of economic calculation under socialism; but the idea – which I suggest might be seen as a theory about the structural constraints imposed by a flourishing market economy – becomes a more general motif in Hayek’s work. In the lecture, Hayek’s ideas are developed through engagement with the younger German Historical School of economics, which is criticized for espousing methodological ideas that would call the idea of such constraints into question. In this article, I suggest that there were also local targets at the LSE. I discuss the way in which William Beveridge, the Director of the LSE, and Lancelot Hogben, who held a Chair in Social Biology there, were engaged in an extended empiricist critique of the methodological ideas of the LSE economists and of theoretical economists more generally in ways close to the younger German historical school.  相似文献

In the late 1980s and early 1990s the German Federal government signed a number of bilateral agreements providing the framework for the recruitment of workers from Central and East European countries. This article analyzes the goals, instruments and (planned as well as unintended) implications of these policies. The analysis is based on the hypothesis that this is—far from a radical reappraisal—just a conservative modernization of the German migration regime. The new regulations combine piecemeal reactions to the global political changes with provisions intended to support the growth of the German economy. Methodologically the paper combines official employment statistics with information from exploratory interviews conducted with commuters in the German‐Czech border region.  相似文献

How do cultural ideas shape market construction? What do ideas ‘do’ to actors in markets? The paper presents an empirical case study of the reconstitution of the German wine market following an EU legislative intervention. I use Bourdieu's theory of fields to analyse the actors’ economic, social and cultural capitals and the impact of these capitals on the actors’ positioning in the political debate. Sensitised by recurring problems in the empirical data analysis, I then, however, argue that Weber's notion of ideas, as presented in his famous switchmen metaphor, is better suited than, or indeed should serve as a complement to, Bourdieu's frame of analysis. It is better suited, I argue, because it refers to a unique and irreducible source of culture while Bourdieu's capitals remain ‘tools' in a struggle for power and dominance in the field.  相似文献

This study investigated the executive influence of public relations managers in the German higher education system. The study is based on a whole-population survey of German university decision makers (N = 1619). It provides evidence that the mediatization of German higher education offers an important opportunity for the empowerment of university PR departments. They can benefit from the New Public Management reforms in recent years as power shifts to management-oriented administrators and the public image of universities turns into a competitive asset. Nevertheless, an indispensable precondition for PR departments’ organizational advancement resides in professionalization. PR workers need to claim a status of expert boundary spanners between their universities and the public stakeholders.  相似文献

Using data from the German Socio‐Economic Panel, we examined the impact of social contacts on immigrant occupational status and income. In addition to general social contacts, we also analyzed the effects of bonding (i.e., co‐ethnic) and bridging (i.e., inter‐ethnic) ties on economic outcomes. Results show that general social contacts have a positive effect on the occupational status and, in particular, annual income of immigrants. We also find that bridging ties with Germans lead to higher occupational status, but not to increased income. These effects remain visible even when social contacts are measured (at least) 1 year prior to the economic outcomes, as well as when earlier investments in German human capital are considered. Finally, we show that co‐ethnic concentration in the region of residence weakly affects economic returns to German language proficiency and schooling.  相似文献

The article examines how the uses of memory in turn‐of‐the‐century Lorraine structured political discourse and presented enduring difficulties for the actions of German administrators and local community leaders. In this border region, memory was always contested and challenged, and thereby unstable. This paper approaches “the politics of French memory” through the examination of various pro‐French “memory societies” and networks such as the Souvenir Français. The central question is how did conflicts over memory impact Lorraine's political life and its place in the German Empire in the years leading up to the Great War? Regarding this point, the growth of nationalism is analysed as a phenomenon that reached far beyond French nationalist circles.  相似文献

German federal law has increased the potential duration of maternity leave five times since 1985. A theoretical model demonstrates that the cumulative return probability at potential duration cannot decline unless the mother's employment conditions or career expectations change. We estimate return to work hazards from the German Socio-Economic Panel for women bearing children in the period 1984–1991 and predict cumulative return probabilities for first-time mothers and mothers with a previous birth. The pattern of cumulative return probabilities as potential duration increases is consistent with the hypothesis that employment conditions or career expectations frequently change for mothers taking longer leaves.  相似文献

This paper examines publics of young German Muslims. Case studies include the singer Huelya Kandemir, the theatre group Uma Lamo and the social network Zahnräder. By focusing on spiritual music publics, theatrical comedy publics and social publics, it tries a new approach to the way in which we understand minority public engagement. In addition to examining the concept of counterpublics, it utilizes the concept of participatory culture, which offers a relevant complement. The study argues that the publics of young German Muslims display multifaceted artistic and civic engagement, which can best be understood in terms of participation in cultural or civic productions and contribution to the wider German public. Features or effects of counterpublics, such as the countering of mainstream representations of minority identities and the offering of alternative discourses, are occasionally reflected in their activities.  相似文献

The overcoming of the dilemma of members’ contribution and efficient goal attainment leads German soccer clubs to an organizational development process. Three patterns of overcoming this dilemma in clubs of the first German soccer league are discussed. After analyzing theoretical problems of clubs at the point of view of rational-choice-theory, we focus on the three patterns of overcoming the dilemma and illustrate each with a case study. For the case studies we choose three traditional soccer clubs from the Ruhr-area. The three patterns are: (1) The classical German club structure: In this case the control of the resource ‘provision of capital’ solves the dilemma ad hoc in favor of goal attainment. (2) The stock company structure without a joint investment structure: This pattern preserves the participation of the members only by representatives through the introduction of a supervisory board. (3) Limited liability company as the general partner of a public limited company (a typical German form of a joint stock company): In this pattern the soccer club is transformed into a company, which restricts the members’ participation possibilities to symbolic acts in favor of goal attainment. The organizational development process of the German soccer clubs leads in general to a democratic-flexible form of organization.  相似文献

Whereas cultural-historical activity theory has proven to be fruitful, providing a framework to those scholars interested in understanding human knowing and learning from a more holistic perspective, essential aspects of the original theory either have not been taken up or have been transformed in the take up. In part, the problems arise from the difficulties of translating Leont'ev—as the work of Marx on which the theory is built—into English, where several originally distinct pairs of (Russian, German) categories and concepts are conflated into one (English). The purpose of this article is to bring into the foreground some of the fundamental aspects of cultural-historical activity theory that have disappeared during translation and uptake into Anglo-Saxon scholarship.  相似文献

The study combines survey data from the German General Social Survey (ALLBUS) and the German Socio-Economic Panel (GS?O?E?P) to address the role of changing parental resources in explaining the long-run historical trend of women’s rising educational attainment in Germany. For West German cohorts, the analysis suggests a distinction between two historical periods: a first one for birth cohorts up until the mid-1960s, when daughters’ educational attainment increased uniformly across all social strata, and a second period among women from younger birth cohorts, for whom all observable change in educational attainment can be explained as a pure compositional effect due to rising levels of parental resources. Rising educational attainment among East German cohorts has followed a more complex historical pattern, however, as women first benefitted from rapid educational expansion and the equalization of educational opportunity during the first two decades of the GDR. With educational policies reversed since the 1970s, East German women saw their educational progress stalled, and class-specific educational attainment actually in decline up until the point of German reunification. With reunification, women’s educational attainment increased sharply, but, as among Western cohorts, mostly as a reflection of the growth of parents’ private resources. In both parts of Germany, parental education rather than class has been the key factor at the family level, and increasingly so the rising education of mothers.  相似文献
