The paper presents the findings of a comparative and interdisciplinary legal and economic study on managing labour redundancies in seven EU member countries. It is structured for comparability between the systems examined. The introductory section contains an account of the evolution of the Spanish labour market, with special reference to redundancy trends, of the features of the programmes for managing redundancies, of the roles of forms and the ‘external environment’ in handling workforce adjustments. The second section presents a map of policies that work to prevent labour redundancies (preventive measures) such as flexibility, training etc. Next, the instruments for handling temporary labour redundancies (retentive measures) are examined (e.g. short-time working, temporary layoffs etc.) The following section is devoted to instruments and programmes involved in the management of permanent labour redundancies (expulsive measures), e.g. collective dismissals, severance pay etc. The final section provides and overall assessment of the Spanish system for managing labour redundancies, and briefly discusses the national debate on the prospects for reform, in light of the principles and policies of convergence set forth by the European Union.  相似文献

ABSTRACT This paper examines empirically the relationship between single-parenthood and absolute poverty in Great Britain. Data from two years of the Family Expenditure Survey are used (1968 and 1986). A poverty measure that is additively decomposable with population share weights, and consistent with Sen's axiomatic approach to poverty measurement, is used to decompose the total amount of poverty into the “shares” accruing to different types of households (i.e. female and male single-parents, two-parent households and “other” types of households). Three main conclusions concerning the poverty experience of British single-parents emerge from the analysis. The first is that poverty rates for single-parent households are generally higher than the average for all households. However, this disadvantage is not as large as one might expect, especially when a comparison is made with two-parent households. The second is that single-parent households are over-represented in the ranks of the poor. That is, their “share” of total poverty is greater than their population share. The third is that increasing single-parenthood has had little impact on the overall trend in absolute poverty in the period 1968 to 1986.  相似文献

In this paper, Michael McDermott highlights Ford of Britain and its changing role in Ford of Europe's operations. A review of the literature on foreign direct investment provides a framework for evaluating Ford Motor Company's current position and future strategy in Europe. This suggests that the company is in decline and in particular, that Ford of Britain has reached a stage where foreign divestment is likely: the Iberian peninsula is emerging as an attractive strategic alternative.The author concludes that, while the UK is losing its strategic importance as a market and a production base for Ford of Europe, any key decision to divest by the parent company is likely to involve lengthy analysis and therefore give time for public policy-makers to consider possible safeguards.  相似文献

Reforms known collectively as the new public management (NPM) are sweeping governments worldwide. For a movement espousing customer-based service orientations, there is a curious paucity of research on citizens' attitudes toward these reforms. We know little about how citizens feel about them, how they arrive at their conclusions, and how durable their attitudes are likely to be. Using citizen attitudes culled from the 1987--1992 British General Election Panel Survey, we apply multiple regression analysis to begin exploring these issues in one critical area of NPM reform: privatization of state-owned enterprises. We find that the overall predictive power of the five theoretical perspectives culled from public opinion research and operationalized in our model is quite respectable, but that evaluations are too complex for any single explanation of public opinion formation to capture. We also find that British attitudes toward privatization were most associated with cue-taking from leaders and parties, ideological moorings associated with individualism, and income. From these findings we offer a set of hypotheses suitable for testing in future research—most especially, a disparate impact hypothesis—that have important implications for practice and theory-building regarding public opinion and market-based administrative reforms worldwide.  相似文献

Governance is hybrid to the extent that it involves diverse organizational forms, jurisdictional domains, and stakeholders across the public and private sectors. This article analyses the governance of household solid waste management in Sweden from a hybridity perspective, with the City of Helsingborg in North-Western Scania in Sweden as an example. The governance arrangements comprise municipal and company-based organizations, conflicting legislation, and long planning and investment horizons. The latter has resulted in significant innovations over the last 20 years, while changes in organizational forms, tasks, networks and jurisdictions have caused tensions in governance processes and relationships.  相似文献

The Abu Sayyaf is an organization which has left a trail of mayhem and murder in the southern Philippines for more than a decade. It has gained international notoriety through several high profile mass kidnappings. This article looks at how the Abu Sayyaf has managed to survive and at times prosper despite the state's efforts to eradicate it. By using organizational analysis the paper demonstrates how the Abu Sayyaf has developed structures and processes which make it such a deadly force. Most human resource management (HRM) research has been conducted in countries that have relatively weak labour market institutions such as the UK and the USA. There is little research about the scope for and constraints on the adoption of HRM practices in countries with strong statutory regulations. The research presented here is based on 16 case studies of banks and chemical firms operating in Germany, that comply with the requirements of the German labour market institutions of collective bargaining, co-determination and initial vocational training, and hence operate under strong institutional constraints. The evidence presented shows that institutional features of the German system encourage the implementation of some ingredients of the HRM ‘recipe’ and inhibit others. It also indicates that constraining influences notwithstanding, a pluralist version of HRM appears to be quite compatible with the highly regulated German context.  相似文献

Some program managers share a common belief that adding a redundant component to a system reduces the probability of failure by half. This is true only if the failures of the redundant components are independent events, which is rarely the case. For example, the redundant components may be subjected to the same external loads. There is, however, in general a decrease in the failure probability of the system. Nonetheless, the redundant element comes at a cost, even if it is less than that of developing the first one when both are based on the same design. Identical parts save the most in terms of design costs, but are subjected to common failure modes from possible design errors that limit the effectiveness of the redundancy. In the development of critical systems, managers thus need to decide if the costs of a parallel system are justified by the increase in the system's reliability. NASA, for example, has used redundant spacecraft to increase the chances of mission success, which worked well in the cases of the Viking and Voyager missions. These two successes, however, do not guarantee future ones. We present here a risk analysis framework accounting for dependencies to support the decision to launch at the same time a twin mission of identical spacecraft, given incremental costs and risk-reduction benefits of the second one. We illustrate this analytical approach with the case of the Mars Exploration Rovers launched by NASA in 2003, for which we had performed this assessment in 2001.  相似文献

Rossiter (2008) attempts to show that traditional measure development procedures are flawed. He illustrates his reasoning using measures of the export coordination construct (Diamantopoulos and Siguaw, British Journal of Management, 17 (2006), pp. 263–282), and ‘corrects’ these measures using the C‐OAR‐SE procedure for scale development. We explain the errors that Rossiter (2008) makes in his application of the C‐OAR‐SE procedure, and in the assumptions inherent in the C‐OAR‐SE procedure. We demonstrate that the ‘corrected’ measure that Rossiter (2008) develops using the C‐OAR‐SE procedure lacks validity. We conclude that the C‐OAR‐SE procedure needs more work if it is become a useful tool for researchers.  相似文献
