The neo-Gramscian approach has become popular within academic debates to theorize processes of global neoliberal convergence. But, it has also been challenged in the context of the ever more pronounced regionalizing tendencies of the current multipolar global order. This is especially so with the rise of China which introduces an alternative logic to regional social order formation processes from a typical neoliberal capitalist social order convergence. This paper argues, however, that a Gramscian approach can precisely account for such regional social order formation processes through the concept of regional historical blocs. This is demonstrated through a case study of the social order shaping effects that a Cross-Strait historical bloc forged between China's ‘contender state’-wielding elite bureaucracy and Taiwan's ascendant social forces has had on fostering Taiwan's internationalization toward China. This illustrates that, in addition to a broader global social order convergence process, a neo-Gramscian approach is equally useful to explain similarly defined regional social order convergence.  相似文献

The new generation of Southeast Asian Chinese society, who were locally born and grew up, have largely weakened their interaction with China. However, the growing business opportunities presented from the Belt and Road Initiative (the BRI), which was launched in 2013, serve as a big impetus for the new generation entrepreneurs to reengage China. Drawn upon an empirical case study of the new generation of Malaysian Chinese entrepreneurs, this paper argues that, the entrepreneurs regard institutional embeddedness as a critical channel to enhance their abilities to accumulate transnational social capital and strengthen their socio-economic networks with China. The transnational networks facilitate them to seize business opportunities from the BRI, and simultaneously reinforce their Malaysian national identity. Moreover, this study demonstrates the emergence of knowledge networks in the transnational space. It not only reflects the increasing interests of the new generation entrepreneurship in China's innovation and technology, but also reveals the developmental strategies of both the Malaysian and Chinese states.  相似文献

With the continuous development of China's green campus, its future construction should learn from foreign advanced development experience and achievements. On the one hand, STARS, a global advanced green campus evaluation system, should be introduced to China's green campus construction and on the other hand, the suitability for China's actual needs should also be considered. Therefore, this study mainly studies the suitability of STARS indicators for green campus in China. Taking a representative university of green campus in China as a specific case, starting from the demand side, this paper uses the fuzzy comprehensive evaluation method to evaluate the users’ satisfaction of green campus construction. Comparing the result of satisfaction assessment with the result of STARS’s sustainable evaluation, the STARS’s indexes are divided into four regional grades by two-dimensional suitability evaluation coordinate system. The results show that STARS is generally suitable for green campus evaluation in China, but two of the evaluation categories need to modify the evaluation scores and weights; the other two categories are not suitable and need to be removed or changed. The purpose is to provide suggestions for the optimization of the evaluation of green campus in China.  相似文献

Since China's economic opening and reforms in 1978, the country has broadened and deepened its exchanges and relations with other countries. This has contributed to the increase in the scale of international migration of highly skilled Chinese abroad. The impact of the migration of highly skilled Chinese on China and the relevant nations particularly deserve attention and study. Following the earlier migration flows mainly to the United States, Japan, Canada, Australia, and New Zealand, the migration of highly skilled Chinese to Europe has become a notable new trend. Currently, the flow of international migration of highly skilled Chinese personnel is mainly oriented toward Europe and the United States. While studying abroad has been the main form of migration of the skilled, this has now been joined by the migration of technical and professional staff, and the trend is increasing. The main country of destination for Chinese students is the United States, which absorbs more than half of the total, while Australia and Canada receive the largest number of skilled Chinese manpower. The United States also receives a large number of Chinese technical personnel, but its proportion has declined, while the flow to Europe has sharply increased. This development may be attributed to the global expansion of economic, scientific and technological, as well as cultural and educational exchanges and cooperation. But it is also the result of an increase in the educational investment made by the Chinese people following the continuous increase in China's economic strength and the population's personal income. Of greater importance are the gaps between China and Europe at the scientific, technological, and educational levels and the research and marketing environment. The intervening changes in labour market and immigration policies in European and American countries accelerate the trend further. For all of these and other reasons, the spatial distribution of Chinese students will become more balanced and play a positive role in the promotion of mutually beneficial exchanges between China and other countries.  相似文献

This paper aims to provide a comprehensive overview of the policies pursued by the People's Republic of China (PRC) regarding the emigration of Chinese nationals. Most of the available literature on migration management has focused on receiving countries. With a few exceptions, little attention has been directed at migration management policies pursued in countries of origin. In the case of the PRC, policies regarding overseas Chinese have been fairly well documented and researched, but very little has been written about how the Chinese authorities manage ongoing emigration flows. This gap becomes particularly salient as the importance of the “partnership with the countries of origin” in devising migration policies is being increasingly acknowledged by receiving countries in Europe (Commission of the European Communities, 2000). Over the last 20 years, there have been significant changes in the Chinese Government's policies and perspectives on emigration. But, just like most other governments, the Chinese authorities do not have a single blanket policy covering all categories of emigrants. Emigration is normally managed on a case‐by‐case basis and the Government's attitude toward the same type of emigration may vary depending on different cases and circumstances. Because of this, this article examines China's major emigration‐related policy spheres one by one. Specifically, six issues will be discussed: (1) exit control; (2) diaspora policy; (3) student migration; (4) labour export; (5) regulations on emigration agencies and, finally (6) the Government's response to human smuggling. This article shows both the coherence and the fragmentation in China's policies toward emigration. The coherence is due to the fact that all the policies are inherently linked to China's overall economic and social development strategy. The emigration management regime is sometimes fragmented partly because emigration consists of different streams and is handled by different Government departments, partly because some emigration issues (such as regulations on emigration agents) are very new for the Chinese Government and the authorities are still exploring them. Overall, the Chinese authorities increasingly see emigration as a means to enhance China's integration to the world and are keen to avoid conflicts with the international community over migration issues. At the same time, China's emigration policies need to be more balanced, in particular, the emigration of unskilled labour should be given more priority.  相似文献

This essay takes the first Beijing Opera of China's early twentieth‐century reformist opera movement as an exemplary text and performative context through which to analyze the production of a new historical consciousness in late‐Qing China (1895–1911). Performed in Shanghai in 1904, the opera is centrally concerned with the modern partition of Poland. The essay argues that the opera's interpretation of history is a deliberate intervention into China's turbulent socio‐political atmosphere and helps mark an attempt to popularize through performance a new synchronic global consciousness that links China's contemporary history to the non‐Western world of global transformation at the turn of the twentieth century.  相似文献

China's one child per couple policy (OCP), with its depressive effects on fertility rates, was established in 1979. Since then numerous studies have documented the effects of the OCP on the aging of China's population. The increasing proportion of elderly in China is producing profound social and economic complications that require the development of appropriate policies. This article addresses this issue in a novel way, by focusing on the sandwich generation, i.e., those who oftentimes care for both younger and older generations. Qualitative data recently collected from diverse representatives of this generation are presented in an attempt to personalize the consequences of this demographic shift and to introduce possible solutions for lessening its effects. We determine that in urban areas many possibilities exist, while in rural areas challenges are more urgent given the proportionately larger number of elderly residents and the lack of options.  相似文献

Unlike other global media products that are imported from overseas, international women's magazines in China are published via licensing agreements or joint ventures with local companies. These ownership patterns allow local editions of international women's magazines to negotiate the tensions and contradictions between the global players and local publishers. Given the influence of cultural and commercial forces in different economic environments, international women's magazines provide a challenging platform for exploring the interaction between global and local forces. Through a theoretical framework of hybridity theory and in-depth interviews with editorial personnel from the magazine industry, this study explores the global and local forces that have contributed to the production process of international women's magazines in China. The findings reveal that these magazines are a result of a multi-level convergence of local realities and global influences. Although there are factors of control and dependence in many areas such as the publishing ideas, editorial policies, the training of personnel, and the quality of production, both Western-style and Japanese-style women's magazines tend to appropriate and rework global cultures to satisfy local readers' needs, albeit in different ways. As a result, local and transnational influences are inextricably interwoven in the production process of international women's magazines in China. The study provides an extensive understanding of the global processes, the consumers, and the cultural forces that are shaping the media, particularly magazines in China.  相似文献

Research on trends in globalization, particularly its neoliberal variant, has exploded but sources linking these trends to gender equity are difficult to uncover. Discussed mainly in the context of development, gender issues tend to be marginalized from the larger globalization picture. With World Bank as a backdrop, this article disentangles development from the process to inspect the connection between neoliberal globalization (NLG) and gender equity. This is accomplished through three cost‐benefit analyses: an overall evaluation of NLG; how gender equity unfolds under NLG; and how it unfolds under NLG in China. Macroeconomic trends supplemented with examples documenting the plight of women under NLG policies, including garment industry workers in Bangladesh, suggest heightened gender peril ushered in with NLG. China's “state capitalism” modification of NLG, however, tends to mitigate negative consequences for women. A paradigm shift from hegemonic NLG to state capitalism models may offer successful global economic policies that are especially beneficial to women. I conclude with an epilogue reflecting on my original remarks in light of the horrific factory collapse that occurred in Bangladesh less than a month after this address.  相似文献

This introductory chapter provides a brief overview of the development of the Belt and Road Initiatives that comprises 6 BRI corridors. It explores the reasons behind the launching and promoting of the BRI by the Mainland Chinese government. The initiative by President Xi Jinping is, in part, the fulfillment of the China Dream and his focus on the “Community of Shared Future for Mankind.” In this sense, BRI provides a platform for Mainland Chinese business community and individuals to move out of the comfort of Mainland Chinese society and embark on economic and cultural connectivity with business community and the Chinese Diaspora in the global world. At the same time, BRI also serves as a platform for the global business and Chinese community to reach into China. As such, BRI could be regarded as a soft power and a cultural power that facilitate people-to-people connectivity and enhance sociocultural and economic activities along the BRI flowscape. The papers in this volume each provides a case study of how BRI serves as a soft and cultural power that enables the individuals and the business corporations to expand in their sociocultural and economic connectivity.  相似文献

Most models of modernization propose that the status of the aged declines with technological and economic development. These models usually conceptualize the lowered status of the aged as a residual or latent consequence of modernization. Rarely do they address age stratification as a political issue, and they fail to differentiate between subgroups of the aged. We compare accounts of the cultural and structural context of the aged before and after China's socialist revolution, giving particular attention to the role of the family, the state, and technological factors in social change. Technological development and urbanization have not been extensive, and a decline in the traditional authority of the aged has paralleled educational advances and a demographic transition. Government family policies and China's labor-intensive economy facilitate the interdependence of age groups and sex roles. These observations suggest current models of the status of the aged should be revised to incorporate conceptualizations of age and sexual stratification and the role of governmental policies in directing social change.  相似文献

As a sequel to China Can Say No, China Is Not Happy is the bestseller of 2009 in China. The book praises China's post-80s generation for their act of patriotism, condemns the West, in general, and the United States, in particular, for exploiting the Chinese and for causing a global economic crisis. It also criticizes the Chinese liberal elite and overseas returnees for being Western-influenced mental slaves and traitors. The authors of the book call for an abandonment of “literary tone”, advocate a tough stand against Western countries, and envision China as the leader of the world through its economic and military power. This paper examines the major themes and belligerent rhetoric employed in the book through an application of Kenneth Burke's rhetorical concepts of identification, terministic screens, and representative anecdotes. The author of this paper contends that such use of rhetoric demonstrates the language habit of China's political discourse in its modern history, escalates blind nationalism, and widens the gap in intercultural understanding between China and the US.  相似文献

This paper examines China's emerging geography of information and consulting services (ICS)—one of the most rapidly growing economic sectors in the national economy. China's ICS activities have taken place in recent years as the reformed state adapted to and articulated with the intrusion of global market forces. The analysis of the data at the national level has identified a distinct pattern characterized by a high concentration of the ICS industry in a few central metropolises. A further study of the growth and location of ICS activities at the national capital (Beijing) and a provincial capital (Guangzhou) has revealed a close and sophisticated relationship between the state and market forces that underlined the growth of ICS in different locales. The existing literature on the service economy can be enhanced by moving beyond the thesis of the Engle's law and the notion of localized production networks to take more seriously state–market relations as a key to understanding the growth and location of service activities in emerging economies such as China.  相似文献

Cosmopolitanism is the focus of much current debate. This literature, however, is marked by a relative paucity of detailed research that examines the impact of cosmopolitanism as a social force within different societies. In particular, two topics that have received little attention despite their utter importance for current global challenges are the scale and impact of cosmopolitanism in China and the significance of ‘cosmopolitan innovation’. This paper explores both on the basis of evidence from over 70 interviews with parties involved in low‐carbon innovation, a field that may be considered to be particularly propitious for cosmopolitan motivation. We argue that there is distinct evidence of cosmopolitanism in China but that this is a relatively fragile and elite development, despite China's increasingly deep integration into global networks and flows. Furthermore, the cosmopolitanism in evidence is a distinctly Chinese version, thereby offering important lessons regarding the nature of cosmopolitanism per se and the reciprocal challenge of China to the existing cosmopolitanism of the global North.  相似文献

In 2013, President Xi Jinping launched the Belt and Road Initiative (BRI) as a global strategy to catapult China onto the global stage through port and infrastructure development, financial, technological, trade and cultural connectivity. The BRI embraces six corridors, one of which is the Southeast Asian corridor. Among the BRI portfolio, the Chinese government has identified traditional Chinese medicine (TCM) as an important health commodity for the global and Chinese Diaspora market. It is also promoted as part of the cultural and intangible Chinese heritage. This paper explores TCM as an important cultural power - a variant of soft power - that connects Mainland Chinese and global Chinese communities and enables the formation of regional social and economic networks that assist in the development of trade, leading to the formation of collaborative cultural basins between TCM institutions in China and Southeast Asian nations.  相似文献

China's HIV epidemic is now a growing reality, yet there is virtually no evidence of it in the HIV/AIDS literature. This report documents ethnographic and epidemiologic findings from field visits conducted in Beijing, Chengdu, and Kunming; the latter in Yunnan province, site of China's most severe nidus of HIV infection. This report also elaborates those cultural, social, and political factors involved in China's attempt to manage its growing HIV epidemic. Contemporary attitudes toward sexuality in China which impinge upon such management, as revealed through ethnographic interviews, are reviewed. Data from the First Sino‐American Management of HIV Disease Symposium (to which the author was a delegate) are also blended with the ethnographic material to further clarify the cultural and epidemiologic status of HIV/AIDS in China. It is the conclusion of this report that HIV/AIDS and its management pose a transforming, ineluctable challenge to China's traditional attitudes toward sexuality.  相似文献

This study looks at the effect of China's political freedom, economic development and public relations efforts on the US media's coverage of China, and on Americans' opinions of China in the past 30 years. China's political freedom was found to be significant in predicting US media coverage of China and Americans' opinion of China, with more freedom leading to more positive coverage and more favorable opinions. More positive news coverage is related to more favorable American opinions of China when controlling for political and economic development and for public relations efforts. The number of public relations contracts China has signed with the US is also related to the increase in positive US media coverage of China.  相似文献

Ethnic Koreans in China have been widely recognized as a ‘model minority’ primarily for academic success. Using the data collected as part of a larger ethnographic research on Korean elementary school students, this paper examines how 27 Korean families construct meaning out of the model minority stereotype in the context of their lived experience in Northeast China. Research results indicate that Koreans constructed the multi-faceted nature of ‘model minority’ as a matter of cultural superiority and dual economic marginalization in the Chinese and South Korean mainstream societies, and valued education as a practical means to achieve economic upward mobility into the Chinese mainstream. This paper argues that the model minority stereotype with the cultural explanations for Korean success may reinforce the cultural deficiency argument about the academic failure of ‘backward’ minorities, silence the disadvantages suffered by Koreans in China's reform period and lead to no active intervention to remedy them.  相似文献

Abstract

Professor Tien's review article is the first in a series of such articles on public policy documents. As we indicated in the last issue (Vol. 8, No. 1, pp. 1–2), our aim is to compile—over a period of time—a sort of overall report card on the quality of such documents by submitting them to the scrutiny of academic professionals. Our instructions to Professor Tien were two. First, he was to examine the information contained in the report. Is it the best information available? Secondly, we asked Professor Tien to assess the logical connection between the report's data and its conclusions. We think that he has tackled both points well in his comments.

Professor Tien is well qualified to write a review article on a report on techniques of family planning in China. He is the author of the recent China's Population Struggle (Ohio State University Press, 1973), as well as many articles on the same theme. [Eds.]  相似文献
