Low-floor buses represent a significant improvement in accessible public transit for passengers with limited mobility. However, there is still a need for research on the inclusive design of transit buses to identify specific low-floor bus design conditions that are either particularly accommodating or challenging for passengers with functional and mobility impairments. These include doorway locations, seating configuration and the large front wheel-well covers that collectively impact boarding, alighting and interior movement of passengers. Findings from a laboratory study using a static full-scale simulation of a lowfloor bus to evaluate the impact of seating configuration and crowding on interior movement and accessibility for individuals with and without walking aids are presented (n=41). Simulated bus journeys that included boarding, fare payment, seating, and alighting were performed. Results from video observations and subjective assessments showed differences in boarding and alighting performance and users' perceptions of task difficulty. The need for assistive design features (e.g. handholds, stanchions), legroom and stowage space for walking aids was evident. These results demonstrate that specific design conditions in low-floor buses can significantly impact design preference among those who use walking aids. Consideration of ergonomics and inclusive design can therefore be used to improve the design of low-floor buses.  相似文献

Federal policy regarding public transportation in rural areas is examined through a comprehensive literature review. Then, three alternative approaches to future policy are suggested. The current fragmented panoply of rural transit programs that serve a minority of the rural population is the result of cycles of federal regulation and deregulation and chronic underfunding of rural transit compared to urban areas. The public purposes of transit, distinctions of need and demand, and funding comparisons with automobile usage are some contexts which set the framework for the social, and economic, and sustainability paradigms. Current philosophy, policy, and practice involving care of persons with serious mental illnesses are reviewed, with a focus on the movement that is usually called deinstitutionalization. Past efforts and future trends are discussed within the context of public mental health systems at the state level. The paper argues for a greater leadership role for social work in providing mental health care in local communities because of the social work tradition of client empowerment, family involvement, and systems intervention.  相似文献

This paper examines the earnings of public transit bus drivers for both the pre-Reagan and Reagan-Bush eras using Current Population Survey data. The findings show that union drivers were consistently paid a significant wage premium over nonunion drivers, a premium which also exceeded that for unionized private nontransport operatives — suggesting that special institutional features of the public transit industry have collectively conferred market power on unionized public transit workers. During the Reagan years, the earnings of public transit drivers, union and nonunion alike, rose relative to those of private and public nontransport operatives in spite of federally-spearheaded cost containment policies. In 1990, these earnings fell relative to those of private and public nontransport operatives, suggesting that the effects of these policies may be beginning to be felt. Based on two years of observations and engaging in informal conversations with passengers on Greyhound Line buses, this article describes the long‐distance bus journey and the ways in which people actively disengage from others over the course of the ride. Using the Greyhound buses and stations as a microcosm of other such public spaces, I examine its unspoken rules and behavior. I paint a picture of the buses and stations, the patrons, the employees, and the transactions that take place between them. Using ideas from Goffman's civil inattention theory, Lofland's thoughts on strangers, and symbolic interactionism, I explain what I call “nonsocial transient behavior” and “nonsocial transient space.” The reasons nonsocial transient behavior emerges and thus encourages disengagement are identified as follows: uncertainty about strangers, lack of privacy or absence of a personal space, and exhaustion.  相似文献

Prior to 2007, two systems of bus driver compensation coexisted in Santiago, Chile: one paid drivers per passenger transported, while the other paid a fixed wage. Per‐passenger drivers engaged in “The War for the Fare,” altering their driving patterns to compete for passengers. Examining these systems on similar routes in Santiago, we observed two key findings. Compared with the fixed‐wage system, the per‐passenger system leads to (1) 13% shorter passenger wait times, via reduced bunching of buses and (2) 67% more accidents per kilometer driven, via more aggressive driving. Role of urban governance in the process of bus system reform in Seoul   总被引:1,自引:0,他引:1  
The Seoul Metropolitan Government (SMG) executed an innovative bus system reform in July 2004. The bus lines were reorganized as trunk, feeder, and circular routes; and bus numbers were arranged into eight areas. The monopolized route systems were reorganized as a semi-public operation, with a route tendering system to induce competition. A unified fare system was introduced taking into account transfers between buses; buses and the subway, and other modes of public transportation, all with the development of a new transportation card system. Exclusive median bus lanes were constructed in three major corridors. The main purposes of this paper are to (1) discuss the background and necessity of the bus system reform; (2) review the composition and functions of the Bus System Reform Citizen Committee (BSRCC), which instigated the reform; (3) analyze the role of BSRCC as a type of urban governance; and (4) provide policy implications. The study employs three techniques—literature reviews of the realities of bus service, in-depth interviews with stakeholders to analyze the roles and benefits of the BSRCC, and participant observation via a BSRCC member. All these help to shed light on a new form of urban governance which broke from the execution lead only by officials of the SMG.  相似文献

We investigate the effects of two public transit policies, subsidization and privatization, on the wages of taxi drivers. In theory, transit operating subsidies benefit transit firms at the expense of the taxi industry and its employees. By contrast, the privatization policy of contractingout transit service to lower cost private providers is potentially beneficial to taxi firms and their drivers. Estimated wage equations confirm that transit operating subsidies have negatively affected taxi driver wages even as they have bolstered transit drivers’ wages. Transit privatization has had the predicted positive effect on taxi driver wages, all else held constant. These results suggest that a more accurate assessment of the effect of transit operating subsidies on labor costs must encompass their net effects on the labor costs of the entire urban transportation sector, not just the public transit industry.  相似文献

The purpose of this study was to assess the extent to which cities, county departments of adult and aging services, county transportation authorities, and public transit agencies in the San Francisco Bay Area have in place age-friendly policies, programs, and infrastructure in the areas of community design, housing, transportation, health care and supportive services, and opportunities for community engagement. The most common age-friendly features include those that target alternative forms of mobility (for example, incentives for mixed-use neighborhoods and changes to improve the accessibility of public transit), while the least common policies and programs are those that aim to help older adults continue driving, such as driver education programs, driver assessment programs, and slow-moving vehicle ordinances. 通过分析伦敦的交通规划、建设、运营与管理措施,发现我国中心城市的严重交通拥堵主要源于落后的城市交通规划理念,大量引入多层高架公路进入市中心而忽视轨道交通建设,对公交优先存在认识上的误区和执行不力;城市公共交通工具营运各自为政,缺乏有效的协调与接驳;运营的低效率和管理不当,由此造成了典型的“大城市病”。根据后现代主义城市建设思想,结合当前中心城市公共交通体系建设的现状,提出了广州市综合交通体系建设的12项具体措施。  相似文献

In September 2003 a leading British broadsheet Sunday newspaper ran a leader headed “This Sporting Life” and “Cheers for two heroes of our time,” in which it acknowledged the ability of two current, young sporting heroes to “inspire hope” and “to lift the spirits of the nation.” Nearly 200 years ago, Tom Cribb, a pugilist, was similarly described as a “hero” and his exploits were described as having “national” significance after he had defeated a black pugilist from the United States. This essay uses contemporary sources to examine the life of Tom Cribb and the public response to him, and asks whether he was the first British national sporting hero and what characteristics he may share with modern sporting heroes. The National Sporting Hero (NSH) does not necessarily come from the same ethnic group that makes him a hero, but once acquired, the status is likely to last well beyond the normal sporting career and may last for life. A NSH will have had success against a formidable opponent and provoked feelings in the general public that develop from interest to admiration, pride, gratitude, and eventually affection and will also garner public recognition beyond those who normally follow sport and a willingness of the public to overlook personal flaws. This supports Richard Holt's view that unlike heroes from other spheres whose genius makes them appear “special creatures,” sporting heroes are seen to be “more like us.” Perhaps they give us hope and lift our spirits because we see in them ourselves, not perhaps as we are, but as we would like to be.  相似文献

This article analyzes the panorama of care provision in Sweden from the informal carers' perspective. We consider informal care, publicly financed services, for-profit agencies and voluntary organizations, using a survey conducted in 2009. Most cared-for persons with minor needs living in a separate household are helped also by others, but only a tenth use public services or other providers. About half of cared-for persons with major needs living in a separate household receive care also from other informal carers as well as public services. Only 1 in 10 of them relied on no one else beyond the carer interviewed. Among intra household carers—a minority of all persons cared for—it was common that the carer was alone in his/her commitment, without any contributions from public services or others. For the large majority of informal carers it is not a solitary undertaking as the commitment is often shared with family members and others and/or public services. The results suggest that ideal types about complementarity and substitution may understate the complex interplay between informal care and the public services (and potential other providers). The findings may suggest a need for more empirical research about ‘Care Cultures’ and expose simplistic representations of welfare societies; informal care plays a major—and increasing—role also in Sweden, a country with extensive public services.  相似文献

This paper examines the perceptions and values of commuters in Toronto concerning public transit and the private car. Interviews were conducted at an office location readily accessible by car, bus or subway. Respondents were characterized by their predominant commuting mode and provided ratings of the perceived benefits of the modes available. Respondents then completed a conjoint analysis task designed to estimate their trade-offs, or the extent to which they were prepared to sacrifice on one aspect of a commuting journey in order to gain on another. The conjoint analysis used a fractional factorial design allowing main effects and two way interactions to be estimated.The conjoint analysis methodology is used to develop benefit segments and evaluate methods of marketing public transit.  相似文献

This paper represents an initial attempt to bring together the literature on neogamy among older persons and to provide a conceptual framework for its understanding. To do so, converging demographic and social factors regarding older persons as they relate to the need for and the expression of intimate relationships are explored. Next the existence and implications of new forms of intimacy among older persons are examined. In an effort to better understand the cognitive and attitudinal factors underlying public opinion on AIDS-related issues, this article proposes and empirically tests a model of the relationships between (1) knowledge of HIV transmission, specifically the misinformation that AIDS can be transmitted easily through casual contact with HIV-infected persons; (2) attitudes toward homosexuals, the most prominent of the social groups presently affected by the AIDS crisis; and (3) support for restrictive public policies aimed at HIV-infected persons. Data from two nationally representative surveys conducted in December of 1985 (N = 2,308) and in July of 1987 (N = 2,095) provide evidence that misinformation about AIDS transmission and negative attitudes toward homosexuals are strong predictors of support for stringent restrictions of persons with AIDS. The findings also suggest that several background factors, in particular, education and political liberalism, may also play decisive roles in influencing levels of support for restricting those infected with the AIDS virus.  相似文献
