In the last decades, activation policies and practices aimed at getting people off benefits and into work have been at the forefront of social policy. One of the challenges of activation practices is that social services with a narrow specialist focus fall short in supporting vulnerable target groups. A growing body of social work literature recognises that both generalist and specialist social works play an important role in supporting vulnerable target groups that face wicked problems. We conducted a participatory action research on how specialist social workers may adopt the principles of generalist social work in counselling and guiding people with multiple and complex needs towards the labour market. 相似文献

'Service user' advisory representation is required by law and/or regulation in British social, health and educational programmes. This is similar to client counsels or consumer groups in the USA, which are required in some, but not all, US social service sectors. Often users of welfare services are excluded from citizenship – both formally and in terms of actual restraints on their citizenship rights. There remains uncertainty, however, about how best to identify and enable such individuals to participate in service user involvement without continued marginalisation. This study seeks to contribute to our emerging understanding of service user initiatives by exploring preferred terms of reference and service user involvement from the point of view of persons often categorised as service users by social policy, health and social care providers and academics, but who do not necessarily take part in self-organised service user groups. 相似文献

ABSTRACT “Build the Social Justice Bridge” was a participatory photography project that engaged international group workers in an assessment of group work as a social justice profession. Inspired by principles of photovoice research, the project invited social work students, educators, and practitioners from around the world to contribute photographs and brief narratives that represented the relationship between group work and social justice. The photographs were exhibited during the opening session of the 2018 Symposium of the International Association for Social Work with Groups (IASWG) in South Africa, where more than 200 participants from ten countries reflected on the meaning of the photos for the group work community. In viewing the photos, symposium participants identified a common vision of social justice as well as culturally-specific approaches to group work. Implications are drawn for the internationalization of professional knowledge. 相似文献

In this article we examine the emergence of social worker training in the Nordic countries and discuss the possible effects that the social democratic welfare regime has had on such training. We also discuss the development in recent decades of the academisation of the training and the establishment of social work as a subject of research and teaching. The early history of social worker education is based on archival material, national inquiries and secondary sources. Our presentation of the recent history of social work education is based on the responses to a questionnaire sent to teachers of social work in 33 Nordic social work programmes, and on a survey of course syllabi and prospectuses. Successive Australian Governments have sought to improve the capacity of the employment service system to build jobseekers' skills and capabilities and to promote transitions from income support to paid work. Yet despite these efforts, many jobseekers experience only short periods of employment, moving repeatedly between joblessness and positions with low skill requirements, low pay and few or fluctuating hours. This article explores ways to achieve more sustained transitions from welfare to work for disadvantaged jobseekers. We draw on data from a qualitative study of employment service providers who assisted jobseekers into work and the managers in the organisations that employed them. These informants' perspectives underline the importance of improving the quality of jobs that require low levels of skills and experience and demonstrate some ways employers and employment services can better work together and provide more enduring and effective forms of support. 相似文献

This article applies a series of concepts from Niklas Luhmann's systems theory in an analysis of modern welfare organisations. The point of departure is that social help in late modern welfare states has become 'polycentric' in that 'help' is today being defined by various different agents: public, voluntary and private care providers. Empirically, this article investigates re-housing work with homeless people, a kind of social work which involves several different welfare organisations. The case study shows how these organisations define themselves by making internal constructions of their surroundings, and how their self-enclosed nature creates a certain 'insensitivity' towards one another. How to coordinate and translate within this 'polyphony' of incomparable observations and values represents a major managerial challenge for present-day social workers. 相似文献

The ‘child’ in child welfare/protection is seen as a dependent waif and an object of interest, on whose behalf adults speak and act. An alternative perspective has argued for child‐centredness, and includes concepts of child liberation, rights and citizenship. Policymakers and practitioners who may accept the underlying principles may be concerned about the appropriateness and applicability of such principles in relation to practice with children and their parents in child welfare/protection cases. This paper discusses a conceptual framework for research that aims to explore participatory and child‐centred professional practice by critically evaluating and developing, for professional practice, the practical meanings of ‘participatory’ and ‘children as citizens’. We do not present research outcomes based on empirical data; instead, we present our conceptual framework as the first stage of research in progress into participatory and child‐centred professional practice. 相似文献

The recent trend in postmodern social work discourses in Australia espouses anti-essentialist views of identity for social work subjects and deconstructs the uniformity of self into hybrid and changeable identities. However, there are few studies that focus on the problem of anti- essentialism in social work theories in relation to the analysis of neoliberal discourses in actual social welfare fields for middle-class migrants like the Japanese community in Australia. This paper explores the perceptions toward ethnic identity positioning among ethnic community leaders in social welfare activities. The research also attempts to examine the relationship between social welfare activities by ethnic minorities and ethnic identity discourses in social work. The case studies revealed that the essentialist practices of Japanese community organizations aimed at keeping their Japanese ethnicity could co-exist with the production of an anti-essential, hybrid culture in Australian society. It is important to consider cultural complexity in the ethnic identification processes that emerge through social welfare practices by ethnic minorities. 相似文献

Dominant social, cultural, and professional discourses view motherhood as the core of a woman's identity. Thus, the identity of women who do not meet the general expectations of motherhood might be negatively affected. Specifically, mothers who are welfare clients may violate the prevailing norms concerning the maternal role. This qualitative study explores how Israeli mothers who are welfare clients construct their maternal identity. Studies of mothers who are clients of welfare services suggest that they feel blamed for being “bad” or “unfit” mothers. However, women occasionally negotiate or challenge the negative perceptions that are forced on them by hegemonic discourses of motherhood. We postulate that such women experience a troubled maternal identity that they negotiate through interactions with others. Accordingly, this study set to explore how Israeli mothers who are welfare clients negotiate their maternal identity in the context of motherhood and welfare discourses. Fourteen participants were interviewed, and the findings illustrate the vulnerability of the mothers and their strategies to construct a positive maternal identity. We discuss the findings in light of the concept of troubled identity. 相似文献

This paper is concerned with the link between studies of welfare typologies and studies of international social work. Its objective is to show how welfare typologies could be used to strengthen the role of international social work practices to support international exchange of ideas on welfare issues. To meet this objective, three analytical tasks are implemented. The first task is to show that professional imperialism could weaken the potential of international social work practices to promote international exchange of ideas on welfare issues. The second task is to discuss the importance of welfare typologies in supporting the development of international social work by challenging professional imperialism. The third task is to discuss a research project on a defamilization typology. This paper examines the progress of the social service professions delivering developmental social welfare in South Africa, a subject we have followed closely over the last 20 years. Being policy-driven, developmental social welfare stemmed from expert social analyses that resulted in technically oriented solutions, including the broadening of social service professions. Twenty years on, it is hard to see developmental social welfare, as envisaged in government policy, in action, since the practice reality does not differ drastically from the prior apartheid system with the government's heavy reliance on social security as a poverty-alleviation measure. The expanded social security budget has led to underfunded services and a crisis for social service professionals. This paper focuses on the regulated professions of social workers, and child and youth care workers. Our examination of critical issues for these occupational groups revealed that South Africa still has a long way to go in building a strong social service workforce. 相似文献

Focused participation proposes that total participation by clients of social work and communities involved in social action is no participation if it neglects the severe blocks on capacity to participate imposed by oppressed life experience and poverty. Workers should take on the responsibility for including a planned program of participation in every intervention focused on what is most important to the client or community members. Case examples in residential care for elderly people, a child advocacy service concerned with the closure of children's homes, cutting a voluntary organization's budget and family social work illustrate the main points of focused participation. 相似文献

AbstractThis paper reports the findings of a study conducted in Hong Kong on the value position of the social service providers regarding user participation in service management. Using a survey instrument to collect data from 642 service providers in an elderly service organization, the study explored whether or not the value position had an effect on the views of the service providers on the structural set-up for user participation, and whether the value position of the professional staff was significantly different from that of the non-professional staff. Exploratory factor analyses (EFA), confirmatory factor analyses (CFA) and structural equation modeling (SEM) were applied in the analysis. The findings identify that administrative buy-in needed to support shared decision-making with the welfare service users has not been achieved in the studied organization, owing to the absence of value commitment to the user participation cause. As the professional staff was more supportive of values favoring user participation, the paper calls for an acculturation process that would be stimulated and led by professionals to develop a participatory culture. The paper also recommends conducting similar study on a larger scale and qualitative inquiry into factors influencing the formation of values about user participation in future research. 相似文献

This article examines the ways in which child welfare professionals negotiate their roles and those of other professionals in home visits with clients, in this case the parents of young children. The concept of boundary work is developed within the context of the professional–client encounter. Drawing on Goffman's concept of ‘footing’, the analysis examines how professionals attend to ways of constructing family problems in terms of appropriate professional interventions – both from themselves and others. It is argued that the careful consideration of how problems merit interventions displays an adherence to the development of the supportive relations which move beyond strict professional remits. The article adds to the research evidence, which sees inter‐professional coordination as a complex matter, located in everyday practice rather than as advocating more tightly monitored procedure. 相似文献

The relationship between children's material circumstances and child abuse and neglect raises a series of questions for policy, practice, and practitioners. Children and families in poverty are significantly more likely to be the subject of state intervention. This article, based on a unique mixed‐methods study of social work interventions and the influence of poverty, highlights a narrative from practitioners that argues that, as many poor families do not harm their children, it is stigmatizing to discuss a link between poverty and child abuse and neglect. The data reveal that poverty has become invisible in practice, in part justified by avoiding stigma but also because of a lack of up‐to‐date research knowledge and investment by some social workers in an “underclass” discourse. We argue, in light of the evidence that poverty is a contributory factor in the risk of harm, that it is vital that social work engages with the evidence and in critical reflection about intervening in the context of poverty. We identify the need for fresh approaches to the harms children and families face in order to support practices that engage confidently with the consequences of poverty and deprivation. 相似文献

This study explores the impact of information and communications technology (ICT) use on rural child welfare practice using a technology-in-practice framework to derive the social structures that are instantiated by rural child welfare workers (CWWs) and to examine their agency as actors. ICT use was tracked, and interviews were conducted with rural CWWs who work with children and families to gain an understanding of and describe their day-to-day ICT use at the practice level. Findings demonstrate that CWWs enact social structures along four frames: bureaucratic structure, family centricity, ICT context and information–documentation culture. In terms of agency, CWWs not only are constrained by but also exert some influence on the social structures they enact through facilities (material resources), norms and interpretive schemes. These findings have implications for how ICT can be used to facilitate the CWW–client relationship and the need in rural areas for increased infrastructure to support CWWs. 相似文献

Programme evaluators increasingly strive to capture how service users experience child and family welfare programmes. Yet user involvement is rare in a more routine form of evaluation: performance measurement. This paper considers how service users' perspectives can help improve the performance indicators that inform child and family service funding, management and planning. Qualitative research, conducted in family support contexts in New South Wales, Australia, identifies five user‐defined domains upon which indicators can be based. As well as showing how parents judge service quality and outcomes, the findings also show how they experience data collection, and how they prefer to participate in the routine performance measurement and monitoring that informs child and family welfare provision. 相似文献
