ABSTRACT

By 2060, the number of Americans aged 65 and older is expected to more than double, while the number of Americans aged 85 and older is expected to nearly triple. As the nation's aging population grows, older adults will need to rely on social support services, such as transportation and housing services, in order to remain active and lead independent lives. In this study we use data collected from the elderly supplement of the Southeastern Pennsylvania Household Health Survey (SPHHS) (n = 3,042) to explore the relationship between the availability of elderly specific social service providers and utilization of social support services among older adults. We find that while the number of elderly specific social service providers can increase use of social support services among older adults, its impact is relatively minimal. We find that individual factors, instead, are stronger predictors of service use. This is a finding that should be particularly encouraging for elder care providers who may not have the resources needed to undertake large structural changes (like building new facilities). Still, future research should explore how the availability of a broader range of elderly specific social services (than explored in this study) impacts use.  相似文献

Models of service‐user participation have derived from citizenship or consumerist agendas, neither of which has achieved the structural reforms important for the most marginalised social work clients. This article proposes Fraser's model of ‘parity of participation’ as an appropriately multifaceted frame for capturing the social justice aspirations of service‐user participation. A qualitative case study compared the experiences and expectations of people who had used Australian mental health services with a sample who had used Australian homelessness services to examine their expectations of participation at individual and representative levels. The findings reinforce concerns from Fraser's research about the tendency for identity‐based consumerist notions of participation to reify group identity. This leads to tokenistic service‐user involvement strategies that have little impact on participation at a structural level. Fraser's parity of participation is shown to have untested potential to reshape service‐user participation to meet the social justice aspirations of social work clients. Key Practitioner Message: ● Innovative, service‐user driven strategies for collaboration will be those which challenge existing power structures;Service users want their contributions to decision making to generate identifiable change in the system of social services;The success of service‐user participation strategies might be the extent to which political, economic and cultural opportunities are enhanced.  相似文献

Abstract

Human service professionals working in an interpersonal violence social service agency are at increased risk of experiencing emotional burnout, compassion fatigue, and high levels of stress, which may reduce work engagement, increase turnover, and ultimately negatively affect client outcomes. However, a positive organizational climate has the potential to buffer the negative effects of perceived stress on work engagement. Socio-moral climate is a behavioral-based organizational construct that assumes that workplace practices and procedures can impact employees’ attitudes and behaviors. This exploratory study (N?=?41) investigates the relationships between perceived stress, work engagement, and socio-moral climate in a social service agency serving survivors of interpersonal violence, comparing employees with direct interactions with clients in a shelter to those with indirect contact at a different location. Results of moderation analyses show that socio-moral climate significantly predicts higher work engagement, while perceived stress is negatively associated with work engagement; however, the interaction effect was not significant and there were no differences in perceived stress between both employees. Further research should continue to investigate the role of socio-moral climate on employee work engagement in social service agencies, which could improve the quality of services for their clients.  相似文献

Gaps between children’s need for clinical services and receipt of services create a risk for negative child outcomes, therefore, it is important to identify factors that bolster parental use of child services. Attachment theory lends support to potential power of both parent–child relationship quality and the social support received by the parent in promoting service utilization and ultimately child outcomes. Study 1 uses a sample of 8-year-old children and their mothers to examine the roles of service use as a mechanism linking maternal social support and child behavioral outcomes. Study 2 uses a sample of 12-year-olds and mothers to more closely examine deficits between service need and the role of mother–child relationship quality in explaining the link between maternal social support and service deficits. Overall, this study highlights the importance of maternal social support and the parent–child relationship in predicting child service utilization, with nuanced results.  相似文献

This paper explores whether different concepts of child well-being call for different 'service styles' and, if so, whether these styles can dovetail together to form a congruent pattern of children's services. The first part draws on the distinguishing features of five approaches to conceptualizing well-being – need, rights, poverty, quality of life and social exclusion – and their empirical manifestations ('conditions') to identify different emphases or 'styles' in service provision. The second, more discursive part of the paper explores potential contradictions between these service styles, for example, between needs-led and rights-based approaches or between policies to tackle poverty and combat social exclusion. The third part examines whether and how such contradictions can be minimized to achieve greater congruence and discusses the need to consider the orientation of children's services in respect of interpretations of child well-being.  相似文献

ABSTRACT

In 1994 and 1996, the Youth Services Project interviewed 792 youths from St. Louis City. Although the youths showed a high need for mental health services (20% met diagnostic criteria), less than half of the youths with problems received services. Past contact with a social service provider, but not a teacher, physician, etc., significantly predicted care for mental health problems (odds ratio = 1.5). Social service professionals (largely social workers) served more youths than did any other profession. Of youths with persistent problems, 25% received services from social service professionals, 3% from MD/PhD level psychiatrists or psychologists, 7% from primary care medical doctors, 12% from teachers/coaches, 15% from other helpers, and 37% received no services at all.  相似文献

This paper focuses on the Chinese government’s policy of purchasing social services and discusses how relevant organisations provide social work and develop it within local socio-political and cultural contexts. An ethnographic research method was adopted for the study by the first author while participating in social work development in Q City. We argue that the policy of purchasing social services succeeded in achieving “embedded development” but also created a “conjuncture structure” in cultural reproduction. However, due toprofessional social workers in China have, in practice, passively responded to the conjuncture there has been a failure to reproduce professional values of social work in the Chinese cultural context. Therefore, further development of social work in China needs to strengthen cultural reflection in practical actions, focus on the exploration of cultural connections between social work practice and local communities, and enhance the cultural capacity of social workers in the local cultural context.  相似文献

This paper sets out the environment of inequality in which social work and the poor have recently operated. It explores pragmatic and idealist arguments concerning whether or not the poor need social work. Finally, policy solutions developed in consultation with social service users and carers are suggested in relation to poverty and social exclusion. Social exclusion can be linked to relative poverty as exclusion from economic and social norms. However, there is a wider brief in our own government’s publications and those of Europe, of examining how people are excluded from actions and policies of agencies who are there to support them. This paper will retain the concepts of poverty as lack of material income, and inequality as the gap between the rich and the poor, while being aware of the policy implications for social service users and carers of the more comprehensive process of being shut out partially or fully from social, economic, political and cultural systems. The debates around social work, social exclusion and inequality that follow establish: that some of the poor do need social work; that the poverty of social service users is related to policies that have restructured welfare in Britain; that the reason for individuals approaching or being referred to social services are complex but are likely to include financial deprivation as a key contributory factor; that if the poor do need social work, advocacy is essential rather than social work being seen as concerned only with social control—taking children into care, mentally ill people into hospitals, and advising the DSS on the suitability of claimants for benefits. Finally, the discussion turns to new policy agendas on social exclusion instigated by the Labour government. What positive difference can such policies make for social service users, their carers and social workers?.  相似文献

This article begins with an examination of the role of social services as the key instrument of social investment strategy, presenting an empirical analysis of its impact on economic performance. A pooled time series, cross‐section analysis was conducted with the data of 15 welfare states from 1990 to 2007 under the ‘social investment hypothesis’ that more social service orientedness brings about a greater positive effect on the economy. The results show that a larger share of social service spending in the total social expenditure – more social service orientedness – contributes to economic growth and labour market performance, whereas a larger aggregate size of the welfare state may have a negative effect on employment. In conclusion, this study suggests that the relatively ambiguous welfare strategy of social investment could be clarified as a ‘transition from income security to livelihood security’ in which emphasis is placed on social service. 社会工作近十年来在创新社会治理的推动下发展迅速。本文将重点关注于社会服务组织的服务供给过程及其导致的社会服务困境。通过对治理情境的拓展分析,引入过渡治理情境概念,分析我国社会服务供给。在此情境下,本文以Z市家庭综合服务中心为例,围绕自由裁量权这一概念讨论社会服务组织的服务供给策略及其所导致的服务困境。在过渡治理情境中,消极的自由裁量权与社会工作的半专业化发展结合在一起,社会服务组织选择了“活动化”和“指标化”的服务供给,令社会服务处于创新和碎片化之间,而导致社会服务陷入困境。社会服务困境根源的解决在于建立合作的治理情境、强化本土化社工专业力量以及充分发挥第三方的社会服务供给效力。  相似文献

Caregivers at risk of involvement in the child welfare system report high levels of need for multiple types of services, and their children have high levels of mental health need. Caregivers from families with more service needs, as well as unmet needs, are less likely to be engaged with child welfare services and may have diminished capacity to care for their child. This study takes a family‐centered approach by using latent class analysis to identify patterns of both caregiver and child service needs among families at risk of child welfare involvement. Using data from the LONGSCAN consortium (N = 957), we identified 4 classes of service needs among child welfare‐involved families. We then examined differences between the 4 classes based on demographics, maltreatment histories, unmet service needs, and caregiver–child relationship. The caregivers were split fairly evenly among the 4 classes: low needs, medical needs, poverty support, and high needs. There were significant differences between classes on assessed variables, with higher levels of needs associated with diminished caregiver–child relationships.  相似文献

ABSTRACT

Community-based organizations (CBOs) generally face challenges of meeting clients’ complex needs with limited resources. Partnership development can be a strategy for the CBOs to expand capacity and improve performance. However, relevant evidence is scant and tends to lack a theoretical base. This study examines the relation between networking and performance of a CBO from the perspective of social network analysis. The sample consists of 15 CBOs relying on volunteers to provide primary care services for older adults in a suburban area of Taiwan. Data analyzed include an expert evaluation record, a sociomatrix data set denoting the CBOs’ relationships, and a focus group of the social workers supporting the CBOs’ services. The breadth, brokerage, and embeddedness of networking are measured by centrality indicators and are hypothesized as being beneficial for service performance in terms of effectiveness and innovation. The study reveals that brokerage and embeddedness of networking are positively associated with effectiveness. A CBO may enhance its performance by bridging less connected organizations that need the relationship or by partnering with other organizations that bring in information from many others, but a wide social network is not necessarily helpful. Future studies can strengthen the findings by employing large samples and advanced statistical methods.  相似文献

Recent years have witnessed the growing emphasis of the Chinese central government to develop community services as a method of building communities and strengthening social solidarity. With the increased involvement of multi‐generation households in China's internal rural‐to‐urban migration, however, little is known about what community services are available for migrant families. Nor do we know much about how such services can enhance social support for migrants, which is crucial for their psychological well‐being in managing the ongoing challenges that arise from migration and further integration into cities. This article presents a case study conducted in Shanghai where social services are emerging in a few urban villages. We begin with a brief background on China's rural‐to‐urban migration and the emergence of urban villages, followed by a discussion of community services and social support for Chinese migrant families. We then document existing services in an urban village to explore how they can influence migrant families' social support. Drawing on the perspective of service providers, we highlight the effects social work interventions can have on improving social support for migrant families. Finally, we propose an intervention framework based on multi‐dimensions of social support, emphasizing an integration of formal and informal social support through community services for migrant populations.  相似文献

This article examines changes to non-government social welfare, their impact on service delivery and on the social work profession. To redress the legacy of the past and the consequent inequalities in social welfare, in the first decade of democracy the government allocated the bulk of its welfare resources to transforming the social security system at the expense of social service delivery. As a result, South Africa has a costly social security budget with social services on the brink of collapse, leaving social workers and other social service professionals with low morale in the face of the huge challenge of providing welfare services with scarce resources, especially in the non-government sector. Nevertheless, social work remains an important role player in social development. From its marginalised position in the first decade of democracy, in the second decade it is repositioning itself as a recognised contributor to reconstruction and development in South Africa.  相似文献

This paper reviews the literature on mapping needs, with particularreference to children in need, and locates this within the legalmandate for children’s services planning and New Labour’smodernization policies for social care work. The paper surveyspossible approaches to mapping needs and highlights the challengesinvolved. One research project, which collected informationon children in need from a variety of different agencies withinone geographical location, is then used to question mapping’scontribution to the achievement of quality, co-ordination andresponsiveness in modernized child care services. The paperincludes a critical review of the extent to which mapping researchinforms practice, of the contested nature of need, and of anapproach that rests on identifying those in greatest need andtargeting available resources at those most at risk.  相似文献

This article presents findings on 4 themes associated with the personalization of social care for older people: integration of health and social care services; initiatives that prevent the need for more costly interventions; services to maintain people at home; and systems that promote choice, control, and flexibility. The quantitative study utilized data from a national postal survey conducted in England. Findings suggest variable progress regarding the range and style of support available to older people. These are discussed in the context of service integration, community-based services, and consumer-directed care. Implications for service development and future research are highlighted.  相似文献

Public service quality is a recent trend in the context of new public management. During the 1990s, public service quality initiatives have been launched in numerous countries at various levels of government. These initiatives have involved a variety of approaches: professional standard setting, service excellence based on users' perception of quality, government granted rights and choice for consumers, and the activity of consumer movements. Public service quality is considered on three levels: the micro level related to the output of the service delivery, the meso level related to the outcome of the service, and the macro level related to public values. Various stakeholders of evaluations of service quality efforts are identified and their expected use of evaluation is discussed. Three roles of education are described: one in the implementation of public service quality, another in evaluation of the success of service quality initiatives, and a third role of evaluating higher levl outcomes. It is argued that even if evaluation techniques are necessary tools for improving service quality at the micro level during implementation, it is even more important to evaluate these initiatives against higher level policy goals and social values.  相似文献

The article reports on an exploratory study that examined access to alcohol and other drug treatment for historically disadvantaged communities in the Cape Town metropole. In-depth interviews were conducted with 20 key informants from various sectors of the alcohol and drug treatment system, including treatment service providers, members of local drug action committees and social workers from district social service offices. Findings highlighted three structural barriers to service delivery: (i) difficulties in developing and implementing a strategic plan relating to alcohol and drug problems due to poor capacity and other infrastructural issues, such as a lack of information, poor intersectoral collaboration and limited consultation with service providers; (ii) limited allocation of resources to alcohol and drug treatment which has restricted the availability of affordable services as well as the capacity of established services to meet increased demand for services in this area; and (iii) fragmented service delivery. The study highlighted the need for further transformation of the South African social welfare system responsible for alcohol and drug treatment service delivery through public–private partnership development and the introduction of a management information system.  相似文献
