Refugees in Malaysia often experience economic insecurity and poverty, poor health, poor mental wellbeing and limited legal rights. Using a survey with quantitative measures and open‐ended questions, we assessed socio‐demographic characteristics, mental health (RHS‐15), and service needs, including interest in group support services, among 86 Dari‐ and Arabic‐speaking refugees living in Kuala Lumpur. High levels of emotional distress were found, as nearly all participants scored positive for distress and average scores were 2.5 times above the cut‐off signifying distress. Distress scores did not vary based on most factors examined, although being married was associated with lower levels of distress. All but one participant expressed interest in participating in a support group. Barriers to potential participation included childcare, sickness and transportation. Additional mental health and social supports are needed among refugees residing in Malaysia. Key Practitioner Message: ? Emotional distress is high among Dari‐ and Arabic‐speaking refugees sampled in Malaysia; ? Poverty reduction remains the most important challenge for policy makers in Islamic communities. The World Bank (2010: Poverty profile in Muslim world, from http://www.worldbank.org ) estimates that approximately 3 billion people are living in poverty and 46 million more people will come under the income level of US$1.25 a day due to the recent global economic meltdown and slow economic growth rates. Thirty‐five percent of these people are Muslims from Islamic countries. The global Muslim community has an essential role to play in addressing the injustice of global poverty through zakat. Zakat is an Islamic faith‐based institution and is being underutilized for poverty reduction in many of these poor Muslim countries. Since zakat constitutes one of the pillars of Islam, it is logical to assume that policy makers among Muslims should pay serious attention to it. However, that is not the case for many Muslim countries and this paper will show that not all Muslim countries are seriously applying zakat in its strategy of combating poverty. This paper will specifically examine the role and effect of zakat in three Muslim countries (Bangladesh, Malaysia and Indonesia) providing the facts of countries that practise zakat in comparison with those that do not.  相似文献

This article reports findings from a collaborative study of UK student learning in Malaysia. We analyze the concept of liminality as a means of understanding the transitional process between states and statuses that social work students experience in practice learning. Here, in specific reference to immersion in new cultural contexts represented by international placements, the development and learning of students are explored in relation to the overlapping domains of familiar and unfamiliar ‘cultures’ and disciplinary practice. These findings carry implications in terms of the increasing popularity of international placements and the potential imposition of hegemonies of values and knowledge.  相似文献

This paper calls for the introduction of school social work in Malaysia. Many industrialized countries have introduced school social work, partly because teachers are not able to tackle students' personal and social problems. Teachers are burdened with teaching tasks and are not trained to handle social problems. The introduction of school social work in these developed countries was an admission that there was only so much teachers could do in addressing the problems of school children. Even with school counselors, the problems have not decreased. Many parents in Malaysia perceive schools to be incapable of providing sufficient education to excel in the major exams. The existence of many private tuition institutions and private teachers is a testimony to that perception. If society has already deemed these teachers to be incapable of providing quality education, to expect them to look after students' social problems is presumptuous on society's part. The need for school personnel who understand the social ills of the community is urgently needed, and it is the contention of this paper that school social workers are best equipped for that responsibility.  相似文献

The New Policy Agenda of the Reagan and Thatcher years has profoundly influenced aid flows from the industrialized countries of North America and Western Europe to the developing nations of sub‐Saharan Africa. The application of neo‐liberal principles to the disbursement of multilateral and bilateral aid for social development has resulted in the diversion of donor funding away from the public sector towards non‐governmental organizations. The consequences of relegating the role of the public sector in social development is explored through qualitative research conducted in Ghana with state‐employed community development workers. The study exposes how severe financial constraint within the state sector distorts the targeting of beneficiaries and social development activity. This differs from findings revealed by interviews with social development workers employed by international non‐governmental organizations. These indicate that such agencies are able to sustain effectively resourced fieldworkers who are in a position to form positive working relationships with beneficiaries. The circumstances of the Department of Community Development and its relationships with non‐governmental agencies in Ghana are used to explore the effects on state‐building of the New Policy Agenda in the sub‐Saharan region.  相似文献

This article unveils the voices of the international students of the Universiti Sains Malaysia by exploring their belongingness and community well-being in Malaysia. This study was conducted with 14 international students (seven males and seven females) studying at the Universiti Sains Malaysia for at least a year. A qualitative approach was employed using in-depth case interviews to examine the socio-cultural challenges they experienced while studying abroad. The specific challenges reported among the international students are their well-being in distinct aspects such as physical, mental, and emotional. This study seeks to explore the international students' reliability on conational communities for social support. When achieving belongingness with their conational friends, international students can flourish well in their current community in Malaysia, thus achieving social community well-being although they are far away. Besides maintaining established close friendships, the international students develop a sense of comfort and familiarity by forming new friendships with conational and other international students. Sharing similar backgrounds and nationalities, as well as experiences and struggles, are significant for international students in maintaining close friendships and situational harmony. This study highlighted the meaning behind physical and emotional distance, as well as the situation of “being temporarily abroad” and its relations to intimacy practices and belongingness in close friendships. The results presented in this article contribute to an increasing understanding of international students' challenges and the future of social harmony and community well-being while temporarily living in Malaysia. Correspondingly, as a result of this study, students will be more deferential of cultural differences and cross-cultural sensitivity, which will also help to decrease prejudice and discrimination.  相似文献

The purpose of this study was to investigate contributions by non‐governmental organizations (NGOs) to social capital and community empowerment that facilitate community development. A multi‐method research approach was conducted, where a number of qualitative data collection methods were employed. Data was collected from two indigenous communities, goldsmith and blacksmith, served by two NGOs—Proshika and Practical Action Bangladesh (PAB). The findings showed that both NGOs played a substantial role in social capital development and community empowerment toward community development. The findings of this study will provide valuable input to the community development field.  相似文献

The core aim of Mark Latham's Third Way‐style policy proposals is to promote the revivification of civil society as part of the renewed pursuit of the common good. I critically examine this core aim with reference to Mark Latham's proposed changes to income support. I claim that Latham's tendency to focus on disadvantaged communities as sites of normative dysfunction only reinforces the traditional conceptual division between deserving employed citizens and undeserving income recipients. It also neglects the real difficulties experienced by mainstream communities, such as the growing time deficit in working households. I conclude that Latham misses a real opportunity to re‐legitimise collective provision and revive the social sphere using a universal rather than a residual policy perspective that shows concern for the well‐being of all Australian citizens.  相似文献

This study is premised on the notion that intervention programmes aimed at improving children's well‐being should be inclusive of activities which promote children's self‐concept. Using a child participation framework, this study aimed to explore children's perceptions of the nature and content of intervention programmes aimed at improving children's self‐concept within two impoverished communities of the Western Cape, South Africa. The Delphi technique was followed with a group of 10 children between the ages of 10 and 12 years who were considered to be knowledgeable experts and authorities on matters affecting their lives and well‐being of children. They suggested that intervention programmes include a focus on safety, the provision of social support, the creation of opportunities for learning and for play and the provision of basic material needs.  相似文献

This article offers a general review of the development of national policies on child protection in China. It offers an in‐depth analysis of related legislation enacted between 2010 and 2015 that have had an impact on child protection and related historical, cultural and legal issues. Furthermore, in the study we examined the emerging role of social work in preventing and responding to child abuse and neglect in China. Major findings of the research include: (i) policies concerning child protection have been highly influenced by Confucianism and its perspective of the child as family property; (ii) child protection regulations on accident reporting, custody transfer, and surrogate care are gradually being refined and improved, although the legal system for child protection is still incomplete and needs further substantiation; and (iii) the involvement of non‐governmental organisations (NGOs) and social workers has enhanced the child protection system. Key Practitioner Message: ? Policies concerning child protection have been subject to an immense impact by Confucianism, placing strong responsibility on family members in providing childcare although the child is viewed as part of the family's property; ? After 1949, the newly founded socialist political structure began to exert a significant influence on welfare and child welfare policies. Because the Confucian perspective emphasised family and parental responsibility, government in China has traditionally not been heavily involved in policies that interfere in the internal workings of families; ? Since the shift toward an open‐door policy in 1979, child protection policies in China have begun to develop, with a child welfare network gradually spreading to cover the majority of children. Moreover, child protection is generally supported by the legal system, within which regulations on accident reporting, custody transfer and surrogate care are gradually being refined and improved. However, despite the huge progress achieved in recent years, there are significant deficits in its implementation and monitoring; ? In this study, we focused on child poverty and examined the targeting performance of governmental cash benefits in Taiwan, and whether they successfully alleviate child poverty when budget constraints are imposed. We employed data from the cross‐sectional Survey of Family Income and Expenditure 2010, which was conducted by the Directorate General of Budget, Accounting, and Statistics of the Executive Yuan in Taiwan. We investigated efficiency and effectiveness, using the IRIS, Beckerman, and Shapley approaches, to measure targeting performance. The results suggest that few transfer programmes perform well in terms of both target efficiency and effectiveness; this generates trade‐offs and paradoxes between efficiency or effectiveness, undercoverage or leakage, vertical or horizontal efficiency, and universal or selective benefits. We conclude by suggesting social policy implications based on the findings. This paper observes the poverty issues examined in Malaysia and proposes the need to study the poor who have broken the poverty chain. Most studies generally focus on only the poor, their reasons for being poor, various poverty alleviation methods and poverty with regard to measurement. However, it will be more insightful if studies are carried out on the poor who have broken the cycle of poverty. Research conducted in several countries on those who have come out of poverty indicate far-reaching implications to all stakeholders. Hence, such studies in Malaysia would give a better understanding of how some of the poor have broken the shackles of poverty and are leading a better life. It would be very valuable to understand the strategies they used in real life situations to overcome the fetters of poverty.  相似文献

Little is known about the buffering role of social support among orphans living in Africa. This study examined (1) how perceived social support (PSS) varied across orphan‐related characteristics (e.g., orphan status, such as single, maternal or paternal, and their living environments, such as in child‐headed households, on the street, in an orphanage or in a foster home) and (2) the relative importance of sources of PSS (relatives/community/adults and peers) and functional social support (emotional/informational/instrumental and social) and its association with emotional well‐being and mental distress. The participants included 430 orphaned Rwandan children and youth aged between 10 and 25 years (Mean age = 17.74), of whom (n = 179, 41.6%) were females and (n = 251, 58.4%) were males. Result showed that children living in an orphanage exhibited a higher level of PSS from all sources of social support than did children in other living environments. A higher level of PSS from relatives, communities and adults was associated with high level of emotional well‐being, and only adult support was associated with low level of mental distress. Furthermore, the functional PSS indicated that emotional support and companionship support were equally important in their association with higher levels of emotional well‐being and lower levels of mental distress. The findings highlight the importance of having different sources of social support and their functions in relation to psychosocial well‐being.  相似文献

The average temperature in Alaska and the North American Arctic has risen at twice the rate of the global average due to climate change, causing changes to the natural environment that affect the physical, social, and emotional well‐being of people and communities. Social workers must be prepared to respond. Using a non‐probability, convenience sample, this study surveyed 159 social workers in Alaska to assess their attitudes and their perceptions of the effects of climate change on their clients and constituents. Results indicate that social workers in Alaska believe that climate change is happening, that human activities are responsible, and that it is a large threat to people in Alaska. Over 75% believe that climate change is dangerous for their clients now or will be dangerous in 10 years. Social workers report that in the past year their clients or constituents have experienced multiple climate change‐related problems with community infrastructure, health, and mental health.  相似文献

The transition from primary to secondary school challenges children's psychological well‐being. A cross‐transitional longitudinal study (N = 306; mean age = 12.2 years) examined why some children's self‐esteem decreases across the transition whereas other children's self‐esteem does not. Children's expected social acceptance in secondary school was measured before the transition; their actually perceived social acceptance was measured after the transition. Self‐esteem and Big Five personality traits were measured both pre‐ and posttransition. Self‐esteem changed as a function of the discrepancy between children's expected and actually perceived social acceptance. Furthermore, neuroticism magnified self‐esteem decreases when children's ‘hopes were dashed'—when they experienced disappointing levels of social acceptance. These findings provide longitudinal support for sociometer theory across the critical transition to secondary school.  相似文献

The main objective of this article is to discuss the effectiveness of bottom‐up, community‐driven approaches in promoting community participation and building local capacity within the post‐Soviet social, institutional and political context of Armenia. In exploring this issue, the article examines the nature of local participation and social relations in rural communities in Armenia and the impact of the World Bank‐supported Armenia Social Investment Fund (ASIF) project on the existing forms of local social organization. One of the objectives of the ASIF project was to promote the participation of local communities in their own economic and social development. The research finds that the project did not change the existing patterns of local social organization and had no significant impact on the nature of participation in the beneficiary communities. Bottom‐up, capacity‐building interventions that mainly focus on changing patterns of interpersonal social relations may not be effective in fostering sustainable civic institutions without changes in the nature of a country's governance.  相似文献

Several scholars have focused on the COVID-19 case studies in Europe and USA, leaving the people in Southeast Asia with little information about the lesson learned from their own case studies. This study aims to analyses case studies through the SEIR model in three Southeast Asia countries including Singapore, Malaysia, and Indonesia. The SEIR model incorporates two types measures including social behavior and lockdowns as well as hospital preparedness. The SEIR model reveals that Malaysia, despite its relatively low testing capacity but with the application of the national lockdown, can slash the coronavirus transmission while Indonesia has still struggled to contain the COVID-19 flow owing to partial lockdowns. Singapore, at one hand, can successfully contain the coronavirus due to the national lockdowns, and the better healthcare system. With this point in mind, it is not surprising that Singapore has very low fatality rates and significantly low cases after lockdowns. Better preparedness lockdowns, and sufficient testing capacity are keys to controlling the COVID-19 flow, especially if the development of vaccines or distribution of respective vaccines is under progress.  相似文献

The objective of this study was to analyse the relationship between family characteristics and the trauma associated with the duration and frequency of sexual assault on child survivors in the state of Sabah, Malaysia. Eighty children who reported sexual assault through a one stop crisis centre in an urban hospital were studied. The main research instrument used was adapted from the trauma symptoms checklist for children. The results of the study show that there are significant differences between the symptoms of trauma of victims according to the frequency of sexual assault, but not according to its duration. Social workers need both to understand and to take note of the relationship of the variables of family characteristics, frequency of sexual assault and trauma effects on the victims in their intervention work with child sexual assault survivors who report having been abused. The implications of these findings are discussed in the context of providing crisis intervention by social workers in Malaysia for child victims of sexual assault.  相似文献
