In this article I set out to trace the influence of two major sets of ideas: normalisation/srv, and the social model of disability on inclusive research in learning disability. The argument is that normalisation set the agenda for learning disability research for two or more decades. Inclusive researchers continue to apply normalisation thinking to work with people with learning difficulties, particularly in assuming the role of advocate - offering people the opportunity to take on valued social roles and assuming responsibility for promoting positive images. Latterly, a number of researchers have tried to rise to the challenges posed by emancipatory research, particularly in attempting to find ways to put people with learning difficulties in control. This illustrates the influence of thinking emanating from disability studies. However, the paper shows that whilst some ideas from emancipatory research have been applied in learning disability, there are debates in the disability literature that have not been addressed in learning disability research to date. The result is that inclusive research in learning disability is in danger of being marginalised, both in the context of disability studies and in the context of the broad sweep of learning disability research.  相似文献

During the last ten years there has been an increase in the number of attempts to include the assessment of 'needs' of people with mental handicaps. There has been a shift away from previous tendencies to make statements and arrange services in terms of 'problems', 'deficits' and 'defects'; instead individual practitioners have begun to develop 'needs assessments' in order to identify services for clients by borrowing ideas from other fields. These developments have been haphazard and have not been based upon a logical or formal theory. Instead, individuals and agencies have used the term to convey different ideas with dissimilar implications for people with mental handicaps. A review of the literature on 'needs assessment' reveals a confusing and poorly-defined concept with which to plan or implement services. Suggestions are offered to clarify thinking and improve mutual understanding for a possible way forward. Some practical recommendations are identified to assist development of services for people with mental handicap.  相似文献

This essay considers how policy thinking about culture has been steadily transformed into an overwhelmingly economic subject matter whose central trope is the “creative economy”. The development of current ideas and their background are discussed. Policy ideas first fully developed in the UK have had a global resonance: the illustrative examples of the European Union and the United Nations are discussed. The embedding of creative economy thinking in British cultural institutions such as the BBC and cultural support bodies is illustrated. The impact of current orthodoxy on academic institutions and research is also considered. Countervailing trends are weak. New thinking is now required.  相似文献

This paper discusses the new phenomenon of the survival into old age of the increasing numbers of people with learning difficulties. This raises both theoretical and practical policy issues. In the UK health and social services for older people and for people with learning difficulties have followed quite different paths. One has been based on a limited, age discriminatory view of 'normal' ageing; the other has focused on a potentially liberating concept of normalisation. This distinction is being challenged by the advent of older people with learning difficulties, which is raising questions such as, what is the meaning of normalisation in older age? We focus on this key question, illustrating the different principles behind service provision for these two groups and argue that the concept of normalisation is flawed when applied to older people. The alternative of social integration is proposed as the basis for organising health and social services for both older people and those with learning difficulties.  相似文献

ABSTRACT

This paper explores the development of staff consultation in the context of an innovative residential childcare pathway within a local authority in the United Kingdom. A preceding attempt to develop group consultations in residential homes has been expanded upon and enhanced as part of implementing a broader therapeutic residential service model. A wide-ranging training programme and consultations have been developed for residential childcare workers to introduce and embed therapeutic ideas. Systemic therapy and attachment theory ideas have been used explicitly through exploring with staff how these approaches can inform practice, and implicitly by providing a framework of consultation to inform and expand individual and team thinking. Promoting reflective practice through group consultations has highlighted complex challenges, stimulating opportunities as well as a need to consider multiple levels of context. Recommendations from this learning are discussed to help inform practice in new and existing residential services.  相似文献

Inclusive research involves people with intellectual disabilities actively and strives for empowerment and normalisation. Less is written about the power dynamics in a research team consisting of researchers and people with intellectual disabilities and the possible value of such collaboration. In this auto-ethnography we reflect on these aspects and the challenges along the way. We conclude that striving for normalisation can be paralysing; ‘doing the same’ is not always possible and can be disempowering for all members of the research team. Acknowledging differences and uniqueness enriches research outcomes and makes us reflect on our own, sometimes rigid, academic frameworks.  相似文献

Within the field of studies on professionalism, this paper explores the changes in roles of social workers and the new tensions emerging in the relationship with their organisational contexts, due to the reduction of resources and the introduction of neoliberal and managerial policies in the welfare system. The paper is based on qualitative research carried out through 32 in-depth interviews with frontline social workers engaged in child and family services in Italy. The paper investigates how spending cuts have affected the relationship with the organisation arguing that the ways the cuts are implemented, as well as the room for professional recognition set by the organisation, are relevant. A four-character social worker typology is outlined, drawn from the intersection of two meaningful dimensions: sense of belonging and critical thinking. It is argued that a ‘critically engaged’ type points to a new form of professionalism that may emerge from the current crisis of the relationship between the organisation and social workers.  相似文献

Within academic research, more and more scholars reveal the ambivalence of NGOs—the sometimes constructive, sometimes destructive role they play in solving societal problems. In this paper, we present a discourse analysis that illustrates how NGOs’ campaigning may undermine their reputation and advocacy function. We conclude that such discourse failures are frequently not merely an accidental by-product, but rather a not-intended consequence of deliberate NGOs’ campaigns. By applying ideas from political economy, we make particular note of probable discourse failures when campaigns attempt to deal with complex issues in an environment rife with wide-spread prejudices and where the NGO’s work is transparent. We present collectively institutionalized commitments for NGOs and commitment services enforced by political organizations as instruments that are suitable for increasing public accountability of the NGO sector. In conclusion, we argue that further research can benefit from systematically analyzing the interdependencies between discourses and institutions.  相似文献

Governmental as well as other public systems are facing new challenges due to, among other things, current information technology trends and changes in peoples’ lifestyles. Hence, ideas of web services for the citizens and agencies accessible over the net 24-hours per day are born. However, in order to implement this new type of net-based services a set of accessibility, integrity and security problems and hindrances are to be overcome. Further, the methodological challenges are far from unproblematic. Neither the artefact approach nor the approach of social systems design seems to be directly applicable. Instead, an approach called pragmatic systemics is proposed. At last, organizational transformation is not only a technical problem. Seen in a systemic perspective, the technological changes and the introduction of new artefacts have to be carefully balanced with changes in human competence, organizational structures, and system culture.  相似文献

Considerations of lay discourses of the rural - people's everyday interpretations of rural places and ideas of the rural - have become increasingly evident in some key articles addressing the theory and practice of academic rural studies. A major element of the retheorization of rural studies, which itself is set within the broader contexts of recent developments in social theory, considerations of lay discourses have concerned themselves with the nature and implications of everyday interpretations and constructions of the rural, and, in some cases, how academic discourses are complexly bound up with such processes. This paper sets out to review some of the key examples of how and why lay discourses are being used in academic approaches to the rural, and how some of these are also addressing the key question of the problematic relationship between lay and academic discourses. It then aims to develop these initiatives, firstly, by suggesting some clarification of what lay discourse is; how other discourses, particularly popular and professional, should be identified; and why close attention should be paid to how they link up. Secondly, drawing on qualitative case study material gathered from an academic incursion into lay discourses of a small village in south west England, it is suggested that the very different nature of lay discourses has not been fully appreciated, and this has led to only partial success in some academic attempts to assimilate them into new approaches to rural studies, particularly in the ongoing debate about definitions of the rural. It is shown that lay discourses of the rural, such as they are, can be expected to be both spatially and conceptually complex and incoherent to an extent that will make it difficult for them to be incorporated into established (modern) academic rural approaches and thus leads to conclusions that in part support Murdoch and Pratt's (1993) concept of the ‘post-rural’.  相似文献

This paper is about mothering, young learning disabled people, their sexualised and relationship lives and normalisation – not through the lens of the disabled person, but via a mothers perspective and theoretical discussion. As a mother who has a learning disabled daughter, a feminist and an academic my own mothering experience, my Ph.D. research and social theory are woven throughout this paper with the intention of opening up debate about sex, intimacy and normalisation, and how these impact upon young learning disabled people. I suggest that the relationship between sex, reproduction, intimacy and intellectual impairment and a project to decipher what it means to be human in all its dirty glory are also part of the discourse that needs to be discussed experientially and theoretically. So much so that the messy world within which we all live can be variously and differently constructed.  相似文献

This paper offers a feminist critique of current community care policy and of the normalisation ideology which underpins it. Drawing on experience in services for people with learning difficulties and people who use mental health services, the authors draw a series of parallels between 'clients' and women in our society. They discuss the mechanisms whereby groups of people are accorded second class status and the ways in which such oppression is experienced. Strategies for change are discussed with reference to feminist scholarship and the development of the women's movement. The prevailing philosophy of normalisation, which is both apolitical and highly individualistic, is challenged to take more account of collective and communal ways forward and to acknowledge the interdependence of people who need care and their carers. Despite the rhetoric of community care, the work of carers (most of whom are women) is undervalued and unsupported. Mainstream values such as competitiveness and self-reliance are incompatible with the integration of people with disabilities and a theoretical framework which confronts such conflicts of interest is required.  相似文献

Conflicting assumptions have been proffered about Marshall McLuhan's Roman Catholic beliefs: (a) that he was a "compartmentalized Catholic" who kept his Sunday beliefs separate from his Monday-to-Saturday academic thinking; (b) that his Catholicism was ubiquitous, and thus the "global village" is a longing for one world body as camouflaged Teilhard de Chardin; (c) that McLuhan was an academic who addressed all topics, including religious ones, orally and in writing but not with a proselytizing perspective; (d) that as a convert to Catholicism (in the spirit of Chesterton and Lewis) he was a clever and subtle evangelical who infused academe with adapted theology; and (e) that some mixture of these assumptions is likely to be true, although McLuhan kept his articles of faith largely off the record. Based on interviews with McLuhan and with some of his closest colleagues and friends, as well as on research about the religious vein within McLuhan's writing, I report aspects of the "Marist McLuhan," that is, the McLuhan moved by Mary, and by her church, as well as aspects of McLuhan's theological subtext within his writing and thinking.  相似文献

Individual planning in services for people with learning disabilities is used on the assumption that it encourages service users across a range of abilities to make important decisions about their lives. Although recent studies have questioned the value and effectiveness of such processes, the principles underlying the practice of individual planning are rarely challenged. This paper considers important aspects of individual planning in London, comparing a system based on the principles of normalisation with a situation-specific, family-orientated system operating in Milan, Italy. Key factors such as the role of professionals and the involvement of service users are considered with the aims of the process. The intention of the paper is to stimulate debate in an area of practice by questioning its assumptions.  相似文献

This paper explains why the normalisation principle has had so little effect on the sexual options open to people with learning disabilities. It analyses discourses about services and about sexuality and suggests that one implicit role of services is the regulation of sexuality and the creation of sexual boundaries. The paper questions whether there are homogenous sexual values, and challenges the assumption that sexuality is 'natural' arguing that this view is simplistic and hides the extent to which rules about sexual behaviour are applied on the basis of social inequalities. Thus, the paper explores assumptions and ideologies about sexuality, normality and integration and reinstates all three concepts to a problematical status. It questions the ways in which people with learning disabilities are really free to be 'sexual' and the penalties they face in breaking out of the roles which have been prescribed for them.  相似文献

This paper addresses the challenges that arise when service innovations are being promoted through public procurement. The academic and policy debate on public procurement of innovation has recently been very vivid, but it has mostly focused on procurement of technologies and tangible goods while considerably less attention has been paid to public procurement of innovation in services. By drawing on conceptual tools from the literature on service innovation and public procurement of innovation, the paper examines an empirical case of procurement of social services for substance abusers carried out by the city of Helsinki, Finland. In particular, the article analyzes whether the characteristics of services and service innovation are compatible with processes and requirements of public procurement. The article shows that service innovations can be procured, but the features of services and service innovation such as intangibility, interactivity, and difficulty to measure the impacts of new services affect the procurement process and set particular requirements for it.  相似文献

Concerns about failed and fragile states have put state‐ and nation‐building firmly on the academic and policy agenda, but the crucial role of public services in this process has remained underexplored. The 1960s and ‘70s generated a substantial set of literature that is largely missing from current writing. It identified state penetration, standardisation and accommodation as key processes in the state‐ and nation‐building sequence. This article analyses these three processes in Western Europe in the seventeenth to nineteenth centuries, and the role of public services therein, to explore how they may help us to understand the success and failure of state‐ and nation‐building in developing countries and fragile states.  相似文献

Objectives: This study explored the experiences of an established collaborative research group, which were collected as data to gain research skills. Currently ideas about user involvement and knowledge transfer have not been considered together, indicating possible gaps in knowledge. Participants: Eight members of the group took part, including five people using local mental health services, an assistant and an occupational therapist from local services, and an academic. Methods: Experiences of collaborative working were explored in phases. Structured individual reflections were recorded and shared for initial analysis. A group discussion prepared for constant comparative analysis, which synthesized the emerging themes. Results: Participants had gained and shared skills, understanding and knowledge. "Meeting in the mist" was a metaphor to explain the journeys experienced by participants, within a collaborative cycle. This cycle was central to a visual model, "Creating space", which suggested the importance of allowing sufficient time and space to work for a shared vision of the future. A final theme was the "warp factor", which drew on relativity theory to highlight the sense of innovation. Conclusions: Collaborative work can be based on knowledge transfer and ideas about user involvement, generating tangible benefits for all involved, including engaging in productive occupations.  相似文献

Urban legends circulate throughout society, including higher education and social work education. Some academic mythologies take on the status of a tradition—no matter the evidence or lack thereof—and continue to thrive, to influence thinking, and to shape norms, which, in turn, direct behaviors. As with urban legends, academic myths are able to overpower and dismiss the conclusions drawn from critical thinking processes. Accreditation standards, common program structures, and faculty behaviors and expectations have evolved over time grounded in and shaped by various legends. Social work educators applying critical thinking processes to their educational enterprise will be able to challenge with intellectual rigor the profession’s urban legends, which will then result in national standards and program models that are creative, proactive, and forward-thinking.  相似文献
