Taking as the point of departure the political-ideological and fiscal ‘crises of the welfare state’, this article emphasises recent changes in the relationship between voluntary organisations and the public sector in Norway, changes that open up new space for the voluntary sector both ideologically and as a service producer. We question whether voluntary organisations are able to cope with new and extensive welfare problems within the more decentralised welfare state. Do they express the values, and do they possess the resources that both governmental agencies and the organisations themselves take for granted? As part of that discussion, the article questions the dominant view within the literature, namely that Scandinavia has a very weak voluntary sector. We argue that ‘state-friendly’ Norway has a rather strong voluntary sector, that this sector is of a specific type, and that both of these factors have important theoretical implications not only for Scandinavia, but for an overall understanding of the voluntary sector.  相似文献

Food security and food waste are unanimously recognised as relevant issues affecting the whole society and should be therefore acknowledged as a priority on the public agenda. Nonetheless, in many countries the third sector stands in for public actors and operates to tackle both these issues. This paper explores the role of public and third sector in tackling food poverty and food waste, particularly analysing the role of the non-profit organisations involved in the food recovery and redistribution processes in two European regions: Lombardy (Italy) and Baden-Württemberg (Germany). By comparing the two different policy framework and the organisations’ actions, the study recognises the ability of the non-profit sector to create new relationships among different actors (private for-profit, private non-profit as well as public actors) while answering various unmet needs. The paper draws on a mix of secondary and primary data including observations and interviews in the two regions carried out in 2014 and focuses on two relevant case studies (the “Associazione Banco Alimentare” and the “Tafel”).  相似文献

The article describes the recent evolution of the Italian third sector, focusing particularly on its changing role in relation to welfare policies and on its contribution to the development of the provision of social services. In contrast with those considering the emergence and development of the sector solely, or mainly, as a consequence of decisions made by external actors, especially public institutions, the article shows a more complex and dynamic picture. The article demonstrates that the Italian third sector, although at the present time largely engaged in contractual services with the public sector, has maintained a level of autonomy that allows for continuous innovation both within and external to the social service sector. The Italian case supports the need for further debate on the role of the third sector in modern society.  相似文献

Are voluntary organisations able to cope with new and extensive welfare problems within a more decentralised welfare state? Tax-exempt, non-profit organisations represent a significant and growing sector within the US economy. Between 1975 and 1990, assets of tax-exempt organisations increased in real terms by over 150 per cent while the revenue increased by over 227 per cent. This compares to a growth in real GDP of 52 per cent over the same period. A variety of tax policy issues on tax-exempt organisations and the non-profit sector can be addressed using several sources of data collected by the IRS from federal information and tax returns of exempt organisations. The Statistics of Income (SOI) Division, using sample data, conducts studies of many of the different components of the tax-exempt sector, including non-profit charitable organisations, organisations exempt under sections 501(c)(4)-(c)(9), private foundations and 4947(a) charitable trusts, and the unrelated business income of tax-exempt organisations. Income statement, balance sheet and other financial data, as well as a great amount of non-financial information, are collected in these SOI studies. The primary purposes of this article are: first, to document the role of the non-profit sector in the US economy and the evolving growth and change within the sector from the mid-1970s through to the present; and, second, to describe the ongoing SOI studies of tax-exempt organisations, the products and services available through SOI, and the future statistical plans at SOI for data collection and analysis of tax-exempt organisations and the non-profit sector.  相似文献

The main aim of this article is to adapt the Typology of Disability Organisations that Oliver devised, and subsequently developed further in 1990, to a different context, in this case the Maltese disability sector. The paper first traces the history of the disabled people’s movement and presents Oliver’s Typology, which makes a clear distinction between organisations for and of disabled persons. The article then highlights the main characteristics of the Maltese disability sector and develops the Typology of the organisations operating within that sector. It shows how it is non-disabled people that are mostly in control of disability organisations, and suggests ways in which there can be a stronger movement towards the development and strengthening of disabled people’s organisations. The article shows how Oliver’s Typology can be used flexibly and adapted to various contexts. It also shows how drawing up a Typology of Disability Organisations can shed light on the environment within which these organisations operate, identifying areas of strength and possible areas for growth.  相似文献

This article presents a conceptional framework which analyses the third sector as a part of a mixed welfare system, otherwise made up of the market, the state and the informal private household spheres. From this perspective, the third sector appears as a dimension of the public space in civil societies: an intermediate area rather than a clear-cut sector. Third sector organisations are understood as polyvalent organisations whose social and political roles can be as important as their economic ones; they are portrayed as hybrids, intermeshing resources and rationales from different sectors. In present policies of ‘welfare pluralism’ the emphasis is consequently more on ‘synergetic’ mixes of resources and rationales than on mere issues of substitution processes between different sectors of provision. The last section discusses the potential distinguishing features of such policies with respect to ‘pluralist’ approaches which try to safeguard the conventional hierarchies in a mixed economy of welfare. The marketisation of social sector organisations or social marketisation emerged and spread around the world in the past three decades. In contrast with existing literature which claims that social marketisation makes social sector organisations reduce their efforts on advocacy and thus harms a civil society, this research argues that social marketisation is positively contributed to the influence of third sector organisations on government policies, and thus it strengthens civil society, rather than erodes it. Based on the National Survey of Charities and Social Enterprises in the UK, the results of regression analyses indicate clearly that, when other factors are equal, the two indicators of social marketisation, social entrepreneurship and achieving government contracts for purchasing services, are both statistically significant in estimating the level of policy influence of third sector organisations. The contribution of this research is that it finds a positive, instead of a negative, relationship between social marketisation and the perceived policy influence of third sector organisations.  相似文献

This article argues that it is possible to identify a particular Scandinavian third sector model. In contrast to what might generally be expected in view of the relatively huge public sectors of Denmark, Norway and Sweden, the third sector in this model is neither small nor insignificant. Its constituent traits are rooted in history, in popular movements and in trust-based matual dependency between third sector organisations and public authorities. Though challenged by recent developments, this model is still a cornerstone of the Scandinavian welfare state.  相似文献

This article uses survey data from Ghana to examine whether there are significant differences in the characteristics of poor and well performing public organisations, and finds that they differ in two respects: remuneration and hiring criteria. It argues that transforming those that perform poorly is, however, more complex than simply addressing these differences: it requires fundamental changes in the cultures of organisations. Recommendations are made for designing comprehensive public‐sector reform strategies that focus on both the enabling environment and achieving cultural change in specific organisations, avoiding a one‐size‐fits‐all approach.  相似文献

This article describes the creation of a coalition among three civil society immigrant organisations in Israel. The research questions dealt with the collaborative strategies adopted by these organisations, and investigated through ethnographic interviews and document analysis what factors facilitated inter-organisational collaboration. Results showed that these organisations provided complementary services to newcomers while struggling with hostile government policies. The collaboration dynamic between the groups was successful because these immigrant associations shared similar socialistic views. Furthermore, through the promotion of personal ties, inter-organisational solidarity was forged, but overall, these activities ran counter to the dominant Israeli culture.  相似文献

The influence of the state policy agenda though a neo-liberal contracted funding environment is redefining the boundaries of the third sector through a process of hybridisation. Hybridised organisations adapt to possess characteristics and logics of multiple sectors (public, private or community). Increasing hybridity within the New Zealand community and voluntary sector has resulted in a perceived dichotomy separating organisations that adapt to these challenges from those that resist. In this paper, we apply a hybridity lens to seven community development organisations, who have predominantly resisted marketisation and alignment with the state policy agenda, to assess the extent of their hybridity and how this has impacted on their place in the community and voluntary sector and access to funding opportunities available from the state.  相似文献

The need for a national typology of the US non-profit sector has long been recognised. A typology which could better define and describe the variety and diversity of non-profit organisations by type or major function will serve numerous research and public policy uses. This article describes the essential elements of the National Taxonomy of Exempt Entities (NTEE), developed over almost a decade after extensive consultation with agencies in the non-profit sector and the United States government. The article reports an initial analysis of the classification of nearly one million non-profit organisations in the US, and comparisons are made with earlier estimates inDimensions of the Independent Sector. Based on these findings, changes are proposed to this biennial statistical profile of the US non-profit sector. The importance of developing national typologies of non-profit organisations is discussed as a basis for comparative international research.  相似文献

This study views interorganizational trust as a dynamic process and examines it in two cross‐sector collaborations in community development. Based on in‐depth case study, we conceptualize the evolution of interorganizational trust into four distinct stages: initial propensity, boundary spanning, diffusion and normalization. The findings show that sustainable cross‐sector collaboration requires the full evolution of interorganizational trust. The findings also highlight the importance of internal motivation and the participation of third parties. In addition, while formal rules contribute to rational trust, informal rules arising from interactive experiences can complement formal rules and promote emotional trust.  相似文献

This article analyzes political responsiveness to minority communities through a case study of municipal employment opportunities in Richmond, Virginia. Using equal employment opportunity reports, it analyzes racial exclusion (the representation of minority workers within occupations) and racial subordination (the distribution of minority and nonminority workers across occupations) among Richmond's public sector workers. Additionally, it looks at percentage point changes in the representation of minority and nonminority workers in municipal jobs, to provide a more detailed analysis of the quality of opportunities that are made available as the city's dominant council coalitions changed from a White conservative coalition to a Black liberal regime to a multiracial conservative coalition. Qualitative data from interviews with the city's political actors clarify and support the patterns found in the employment data. The analysis demonstrates that the substantive resources Blacks are likely to gain differ significantly by political regime.  相似文献

The study examines the empirical evidence of the submissions received from third sector organisations and their stakeholders in response to proposed changes to the New Zealand accounting standard setting framework. The study aims to determine whether third sector stakeholders have voice in third sector accounting standard setting. Critical comparison of submissions and proposals appear to show that the standard setters were not listening to their third sector stakeholders. However, the study found that the standard setters utilised legitimacy management strategies to gather third sector stakeholders’ voice. The standard setters proactively achieved this by conforming to the environment and achieving pragmatic legitimacy to ensure that their decisions were based on third sector stakeholders’ voice. The study is important for those countries where accounting standard setters are grappling with the due process to undertake for third sector accounting standards in its elevation of working groups to the role of salient stakeholders.  相似文献

Based on the study of gender identities in the Israeli hi‐tech sector, this article sets out to explore the doing of gender in a context comprised of two cultural repertoires characterized by divergent and contradictory fundamental assumptions: the new masculine transnational economy and pro‐natalist Israeli society. The article demonstrates how, by manoeuvering and moving between these global and local cultural repertoires, privileged Israeli hi‐tech women enact and construct a ‘new femininity’ that simultaneously challenges both the discourse of the ‘ideal hi‐tech worker’ and that of traditional Israeli femininity. This new femininity, I argue, is grounded in a local translation of the ‘family friendly organization’ discourse.  相似文献

This paper argues that the role played in educational terms by special schools is being mirrored in welfare by voluntary organisations who provide separate services for disabled children. The impact of the Contract Culture is reinforcing this trend so that the imperative in the Children Act 1989 to integrate is being undermined by the growing role of Voluntary organisations as providers, rather than innovators or advocates. This research focuses on enrolment in advanced level Mathematics and Physics in secondary school among first and second generations of Former Soviet Union immigrants and third generation Israeli‐born Jews. The article made use of the Israeli Ministry of Education's database, which includes data on all students who finished their secondary education with a matriculation certificate in 2013. Our findings show the advantage of enrolment in Physics, which is perceived as the most difficult subject, among FSU immigrant students compared to the third generation of Israeli‐born students. This advantage may be explained by their STEM (Science, Technology, Engineering and Mathematics)‐related cultural capital. However, first‐generation FSU students were less likely to be enrolled in advanced‐level Mathematics compared to third‐generation Jews. These findings may emphasize the role of the Israeli education system as a gatekeeper in entering more prestigious Mathematics.  相似文献
