Summary This paper reports interim and largely positive results fromthe continuing evaluation of ‘Straight Thinking on Probation’,a substantial intensive probation programme in Mid-Glamorganbased on the work of Robert Ross et al. (1988) in Canada. Thepotential effectiveness of this type of programme is then discussedin relation to the influential model of the probation service'srole advanced by Bottoms and McWilliams in their 1979 ‘non-treatmentparadigm’. Are such programmes ‘treatment’,based on a model of offender pathology and therefore in conflictwith the paradigm, or are they ‘help’, based ona model of empowerment? An attempt to answer this question alsorequires consideration of how far the ‘non-treatment paradigm’was itself a response to perceived ineffectiveness requiringrevision in the light of new evidence. It is argued that suchrevision need not threaten the underlying moral philosophy ofthe paradigm.  相似文献

Correspondence to Dr Elizabeth Jagger, Social Science Department, Park Campus, 1, Park Drive, Caledonian University, Glasgow G3 6LP Summary This paper examines how social workers make decisions aboutwhich cases of ‘glue-sniffing’ require intervention,in the context of a government policy which construes the problemprimarily within the arena of parental responsibility. Usingdata from interviews with social workers and research on ‘glue-sniffing’,it shows that social workers were frequently reluctant to dealwith cases. It explains that this has to do with factors suchas organizational priorities, lack of resources and, in particular,the ambiguous status of ‘glue-sniffing’ within theirown professional discourse. It concludes that the complex interplayof these factors means that government policy is not translatedinto practice in any simplistic manner.  相似文献

Summary This paper was originally presented at a conference on ’theeffectiveness of social work‘ at Swansea in 1981. It arguesagainst a narrowly empiricist model of evaluation in socialwork, suggesting that while such a model may help to improvethe technical efficacy of methods, it can tell us little aboutthe desirability of the goals towards which our methods aredirected, or the social functions which they serve. The finalsection points to some possible resources for rational discussionof areas which ’scientific‘ models of evaluationtend to neglect.  相似文献

Summary This paper sets out to describe and define ‘self-fulfillingprophecies’ and ‘self-defeating strategies’and discuss their relevance to understanding families. The conceptsare presented as a model for making sense of, and simplifying,the complex repeating sequences of behaviour seen in families.It is a model which has a behavioural and a cognitive componentand this may form a bridge between theories which concentrateon the ‘here and now’ and those which emphasizethe significance of history. Examples of the model are givenwith an analysis of the process of interaction. Certain featuresof self-defeating strategies are discussed, specifically howattempts to avoid a particular outcome can, in fact, precipitateit and how obsolete expectations can inhibit families from changing.Finally, some of the underlying assumptions of the model areexamined.  相似文献

E-mail: p.slater{at}mdx.ac.uk Summary This paper analyses the Prescribed Curriculum of the new Degreein Social Work in relation to the Department of Health themeof ‘protecting vulnerable adults from abuse’. Areview of post-war social policy first establishes the significanceof these terms, both individually and in varying combinations.Subsequently, the phrase as a whole provides the focus for acontent analysis of the three constituents of the PrescribedCurriculum, namely, the Secretary of State’s Requirementsfor Social Work Training, the employment-focussed National OccupationalStandards for Social Work, and the academically oriented BenchmarkStatement for Social Work. With the exception of ‘abuse’,the key terms are all registered, albeit unevenly. This presenceis subsequently enhanced via strategic considerations of ‘logicalimportance’ and ‘organising rubrics’. Finally,terminological variants of ‘abuse’ are traced, withparticular regard to the emerging language of ‘rights’.  相似文献

Correspondence to Rosemary Bland, Department of Applied Social Science, University of Stirling, Stirling FK9 4LA, Scotland Summary Social work definitions of ‘good practice’ in residentialcare which were originally developed in work with children andyoung people have also been applied to residential settingsfor other user groups, including older people. However, anylink between such elements of practice and positive outcomesfor users has not always been demonstrated. The introductionof market principles and orientations into social welfare inthe 1980s re-defined the social work ‘client’ asa ‘consumer’ with the associated power to make choicesin the area of social care. The success with which such an approachcan be applied to services for people who are very often, notin a position to exercise much choice, is debatable. Alongsidethe notion of the ‘consumer’ or ‘user’of services has grown the ideology of ‘empowerment’of people who use social work services. Drawing on findingsfrom a recent study, this article explores the contributionof the keyworker role to good practice and the empowerment ofolder people living in residential homes. It concludes that,because their understanding of the concept and practice is largelyundeveloped, the role as currently interpreted is not consonantwith good practice and tends rather to reinforce the power ofstaff.  相似文献

Summary This article criticises the traditional ‘adversarial’approach to divorce and argues for new methods of conflict resolutionto reduce the destructive impact of divorce on the family asa whole, and to give higher priority to the needs of children.These methods need to be developed in conjunction with lawyers,so that conciliation can be integrated with legal proceedingsarising from separation and divorce. The article discusses therelevance of conciliation to different forms of marital breakdown,and attempts to define some of the main elements of the conciliationprocess.  相似文献

This refutes a technical-rational model of the relationshipbetween theory and practice, and proposes that practitionerknowledge is experientially constructed and organized throughthe schemata of imagery and metaphor. This paper outlines somefindings 6om a comparative research study of social work andteaching students which adopted a phenomenological approachto understanding the self-imagery of student practitioners andits relationship to prior experience. E-mail: b.goldson{at}liv.ac.uk Summary Within a context of national prosperity and relative economicstrength, poverty and inequality is rife in the UK. This paperconsiders the broad contours of such social injustice, beforesharpening the focus to examine the specificities of child poverty.The New Labour government has made an ‘historic pledge’to end child poverty within a generation. The paper traces thekey policy initiatives that are being directed to this end and,by drawing on the latest research evidence, it attempts to assesstheir early impact. Whilst it is acknowledged that the government'ssocial justice agenda has made some progress in ‘tackling’child poverty, it is further proposed that a more rigorous redistributiveapproach is required if substantial and sustainable improvementsare to be made. Furthermore, it is argued that the social justiceagenda is conditioned by wider political calculations, whichlimit its scope. In this way the imperative to be seen to be‘tough on crime’ has meant that policy responsesto children in trouble have taken a distinctive and increasinglypunitive form. By developing the argument that New Labour'selectoral ambitions have led it to re-engage with a specious‘deserving’ ‘undeserving’ conceptualdichotomy, the paper assesses the implications for the treatmentof child ‘offenders’ in particular, and the broadersocial justice project more generally.  相似文献

Summary Social workers seem to agree that the nature of the relationshipbetween theory and practice is problematic. However, few ofus have asked what we really mean when we talk of these problems.This paper re-examines the meanings commonly attributed to eachnotion and to the relationship between them. As a result ofthis process the paradoxical nature of the current expectationof ‘integrating theory and practice’ is exposed.This leads to a proposal that we modify our way of framing themeaning of ‘integration’ and thus introduce a newdimension to questions we pose when trying to improve socialworkers' ‘integration of theory and practice’. ‘Wecan no longer explain a paradix by running away fromit; we muststand and look it in the eye’.  相似文献

Summary Following recent legislation, most social workers in Italy arenow responsible for giving a service to the population of agiven geographical area rather than to any particular categoryof client. Summary This paper examines and challenges the view that intermediatetreatment for young offenders in England and Wales has alwaysbeen intended as an alternative to custody provision. It arguesthat its origin and subsequent development have to be understoodwithin what was the prevailing welfare discourse at the timeof the 1969 Children and Young Persons Act. It traces some ofthe processes involved in the change that has since taken place,characterized by a move from ‘welfare’ to ‘justice’talk, and suggests that it was only then that the conceptualspace for intermediate treatment to operate as an alternativeto custody was established. Summary ‘Networks’ is a word often used in the discussionof social work practice and within social services departments.It was a word which was central to the Barclay Report (1982)and important within the more recently published Griffiths Report(1988) on community care. It is a word also known to sociologistsand anthropologists through the development of ‘networkanalysis’. There is, however, a fairly wide gap betweenits use within social work and its use within social science.This article tries to explore this gap and the ways in whichsocial science ideas might have some use and relevance to socialservice workers. Summary The decision about whether behaviour with children is acceptablehas far-reaching consequences for those involved. Social workersmust decide what behaviour leads people into the child protectionsystem. This study aims to identify how far social work studentsachieve a consensus on the acceptability of behaviour, and whethersimilar items achieve agreement between groups in Sweden andEngland. Forty-four vignettes of behaviour with children whichmight be seen as unacceptable were administered to 52 first-yearsocial work students in Ume, Sweden, and 50 English students.They were asked to rank the behaviour on a 5-point scale, where‘1’ represented ‘Fine’ and ‘5’‘Totally unacceptable'. Key findings were that there is little consensus within societiesabout what is acceptable behaviour towards children, and significantdifferences between them. It is argued that this is the resultof the many different discourses operating in the field. Theauthor points out the difficulties this can cause, and arguesfor the acceptance of a postmodern approach, which though stressingthe importance of consensus in decision making, ultimately positsthat effective and ethical practice must be based on relationship.Such an approach would resolve paradoxes which have challengeda more modernist understanding of social work.  相似文献

The legislation proposed a new rolefor social workers as ‘case managers’, with considerableautonomy and flexibility about the way in which the ‘casemanager’ responded to need. By the time community carepolicy was implemented, the role of ‘case manager’had been transformed into that of ‘care manager’,with a focus which emphasized procedural and managerial requirementsrather than a more flexible professional practice. This paper explores the extent to which this shift has substantivelyaltered the nature of social work practice with older people.It outlines key theories of professions and their applicabilityto social work, and critically analyses the impact of the ‘newmanagerialism’ within social services departments. Thepaper also examines the nature of social workers' practice witholder people following the impact of community care legislation,and concludes that the impact on the social work professionhas been to locate an increasing control of practice with socialwork managers, with potentially serious consequences for thecontinuation of a distinctive social work role in relation toservices for older people.  相似文献

Summary This paper focuses on black children with a white parent inBritain. It is based on historical, research and theoreticalmaterial deriving largely from anti-racist and psychologicalframeworks and synthesizes and critically reappraises the existingresearch on black children with a white parent, living withtheir original families, in Britain. The objective is to ‘normalize’black children with a white parent by identifying and rejectingthe forces that pathologize them. The paper therefore highlightsthe racism, marginalization and alienation which are likelyto impact on their world so that action may be taken to combatthese. A lack of clarity as to the personal and political complexityof identity has hampered professional perspectives and intervention.The paper consequently explores, from a postmodernist blackperspective, the ‘racial’ self-concepts that areavailable to this group, identifying their underlying agendasand their consequences. It concludes that the availability ofthe self-concept ‘black, with a white parent’, offeredin the framework of change, multiplicity and individuality,is beneficial. However any consideration of ‘racial’self-concept or identity is deemed productive only when combinedwith efforts to reduce racism, marginalization and alienation.  相似文献

E-mail: harry.ferguson{at}uwe.ac.uk Summary This article seeks to lay the foundations for a new, more positiveperspective on critical practice, research and learning in socialwork and social care. A ‘critical best practice perspective’seeks to move the literature beyond a ‘deficit approach’where the focus is on what does not get done (well), to createa perspective where learning occurs in terms of best practicewhich is set out as a model for developing systems and practicecompetencies. This requires a focus on the actual critical practicesthat are ‘best’ demonstrating the very practicethrough which positive outcomes were achieved. A detailed case-studyis offered drawn from a large scale research study which typifieshow a critical best practice perspective can provide for learningin key areas such as how to engage service users, advocate ontheir behalf, promote protection, establish empowering relationshipsand conduct longer-term therapeutic work in an antioppressivemanner. The research method uses critical theory as an interpretativeframework for reaching an operational definition of 'excellence’and what is ‘best’, which is drawn from the perspectivesof the range of stakeholders who construct practice. This requiresa broadening of the concept of evidence-based practice to includequalitative research methods and the experience of professionals,service users and the production of ‘practice-based evidence’.  相似文献

Summary Towards the end of the 1980s, the concept of ‘user’empowerment emerged as a central idea in debates about the organizationand delivery of health and social care services. Politicallyattractive to left and right, the concept contains both ‘liberatoryand regulatory’ implications (Baistow, 1994/5). Whileoffering the possibility of greater control and self-determination,it may also involve expectations about increased self-relianceand individual responsibility. Although not inherently contradictory,these different objectives may prove difficult to reconcileif the promotion of self-reliance is primarily driven by a concernto reduce the provision of state services. This paper sets out to explore the issue of empowerment in thecontext of the new Family Group Conference (FGC) initiative.Originating in New Zealand (NZ), the FGC model explicitly aimsto shift the balance of power between families and professionalswithin the child-care dicision-making process. Political interestin the model, however, may also be generated by its perceivedpotential for reducing the dependency of families on state-providedservices. Drawing on research from NZ and the UK, the paperexamines the quality of empowerment provided by the FGC modelfrom the perspectives of the families involved and sets outto assess the particular balance that obtains within the modelbetween the different and potentially contradictory objectivesof promoting user empowerment and encouraging family self-reliance.  相似文献
