The Internet,transparency, and government–public relationships in Seoul,South Korea

This study aimed to examine the relationships among public perceptions of the Internet for government-related information, the transparency of city government, and perceived government–public relationships (indicated by one's city-oriented pride). The responses of 689 residents of Seoul, South Korea, were analyzed and the results indicated that individuals perceive greater transparency of city government when they consider the Internet as a useful source of government information, which leads to a more favorable relationship with the city government.     

A new sexual revolution? Critical theory, pornography, and the Internet

The "sexual revolution" was a central element of North American culture in the 1960s. Today, sex is increasingly central to mainstream culture, in large part due to the Internet, and we might wonder whether we are living through a comparable period of sexual history. In this article, I revisit the work of Herbert Marcuse-the original theorist of the sexual revolution-to ask whether it can contribute to a critical theory of sexuality in the era of digital technology. After outlining Marcuse's theory of the role of Eros in social life, I discuss two pornographic Web sites that combine eroticism and social critique. I argue that Marcuse's work is valuable for its emphasis on the intersection of sex, technology, and capitalist economy, but that it needs to be supplemented by a focus on masculinity and the male body in Internet pornography.

Internet是全世界规模最大、用户最多、影响最广的互联网络。它已覆盖了150个国家,连接了15000多个网络、220万台主机,拥有2500万个用户。它的综合能力和规模正以每年翻一番的速度迅速增长,每小时增加100台主机。当前世界各国刮起了互连Internet的旋风,各个国家的信息网络—不论是商用的还是专用的,都争先恐后地建立直接或间接通道与Internet互接。那么,什么是Internet?对社会科学研究有哪些用处?怎样加入到Internet网中呢?现在,社会科学领域的研究人员有了现代化的统计、分析及写书论著的工具——电脑,本文想通过对Internet的介绍,使社会科学领域的研究人员了解Internet,进一步发挥电脑的作用,进入一个崭新的信息时代。     

Internet literacy and digital natives’ civic engagement: Internet skill literacy or Internet information literacy?

This study aims to show the role of Internet literacy in empowering digital natives’ civic engagement. Using a survey of 10th graders, we analyzed the effects of digital media use and Internet literacy on adolescents’ political and social interest, participation, and efficacy, controlling for their home and school environments. In doing so, we try to highlight the following points. First, we emphasize that there are two separate dimensions of Internet literacy: Internet skill literacy and Internet information literacy. Second, we adopt a broader concept of civic engagement reflecting the changing youth practices observed in the contemporary media environment. The study empirically found that Internet information literacy, not Internet skill literacy, is intricately related to adolescents’ civic engagement. It was also shown that adolescents’ Internet use contributed only to new and alternative forms of participation. Overall, the findings show that an adolescent who can critically understand and effectively evaluate online information is more likely to become an active civic participant than one who lacks such skills. The study concludes with a few policy suggestions.

Searching for Love in all the “Write” Places: Exploring Internet Personals Use by Sexual Orientation,Gender, and Age

ABSTRACT

Few researchers of Internet sexual exploration have systematically compared variance of use across sexual orientations, with even fewer surveying bisexual respondents. In 2004, 15,246 individuals responded to an online survey of their use of Internet personals and adult websites. Gay men, lesbians, and bisexuals (GLBs) were more likely than heterosexuals to have exchanged correspondence, met others offline, and had sex with someone they met through personal ads. Whereas gay men and lesbians of all ages were most likely to have established a long-term relationship as a result of personals, heterosexuals over age 40 were more likely to have established a long-term relationship than younger heterosexuals. Further, compared to men, women were approximately two times as likely to have established a serious relationship as a result of personals. Qualitative findings suggest that the Internet functions not only as a means of screening for desired characteristics, but also as a shield against prejudice in real-life encounters. GLBs and heterosexuals alike used online venues as a means of sexual identity development, sexual exploration, and community building.

Policymaking in the Age of Internet: Is the Internet Tending to Make Policy Networks More or Less Inclusive?

Although many policy and political scientists have studied theInternet's role in electoral and organizational processes, thereis little work that examines the Internet's effect on policyprocesses. Has the Internet tended to make policy deliberationsmore inclusive? Has it affected patterns of influence reputationamong network participants? Has the Internet helped to bringnew organizations into policy debates? This study provides preliminaryanswers to these questions. Treating policy networks as a typeof interorganizational network, a "socialized" resource dependenceframework is developed. Deployment of the Internet is conceptualizedas an exogenous shock, where the shock alters the material resourcebase of a policy network and allows actors inside and outsidethe network to challenge structural power holders. Structuralpower holders attempt to "mold" use of the Internet to protecttheir position and its perquisites. To test this framework data were collected from two policy networksin "Newstatia"—one focused on adult basic education policyand the other on mental health policy. Both policy networksappear to have become more exclusive since the deployment ofthe Internet. Electronic central discussion networks (or "cores")were primarily populated by actors who were already entrenchedin positions of structural power within the network and possessedvery high influence ratings. Most Internet communication occursbetween members of the electronic core. At least preliminarily,the Internet appears to reinforce existing patterns of authorityand influence.

“Thanks to the Internet,We Remain a Family”: ICT Domestication by Elderly Immigrants and their Families in Israel

In addition to coping with intergenerational and spousal problems related to aging and/or immigration, elderly immigrants in Israel are also often burdened with domesticating information and communication technologies (ICTs). Thus, the goal of this study is to explore how relationships within the elderly immigrant’s family are manifested in a home computer context and to determine the roles that domestication of the relevant technologies plays in their family life. This qualitative study is based on in-depth interviews with 26 elderly users who immigrated from the Former Soviet Union (FSU) to Israel about 20 years ago. The findings show that ICT domestication and family dynamics are complex, interrelated processes: Technologies have dramatically changed the elderly immigrants’ family situations, yet immigrants have accorded these technologies unique meaning, adapting them to respond to their family needs and negotiating ICT domestication as a means of discussing and rebuilding family communication.
