The Nordic countries have been experiencing paradigm shifts from a focus on problems, pathology and deficits to more strengths-based, capacity-building and inclusive approaches, especially in the field of child welfare. This article describes joint Nordic (Nordplus) Master level courses that have been introduced to promote a more inclusive and empowering way of working with children and families. The overall theme of the Nordplus project is democratisation of child welfare work. The project includes three separate courses: (i) Empowerment and family decision making in child welfare; (ii) Strengths and solution oriented child welfare work; (iii) Children, youth and participation. The project brought together masters students from the Nordic countries and professional academics from the Nordic countries, South Africa and Australia. This article describes and problematises the learning process and the outcomes of the project. An important aim of the project was to interrogate the relationship between the global and the local.  相似文献

This study aims to examine the effect of the death of a family member or friend on psychological well-being, specifically the moderating effects of first-time volunteering and social network. With the sample of 354 volunteers from the Experience Corps® (EC) programs, Analysis of covariance (ANCOVA) estimated the differences in psychological well-being. Among volunteers who had experienced the death of a family member or friend, new volunteers showed significant improvement in positive affect compared to experienced volunteers. EC members gained additional social contacts through volunteering. Formal volunteering has a salutatory effect on older adults' health after the loss of family members.  相似文献

As social workers are widely called upon to take an active role in influencing social welfare policy, a better understanding of their views on the welfare state is crucial. This study examines the attitudes of 422 Israeli social workers from diverse social welfare agencies regarding social welfare policy. The framework for understanding these attitudes includes the notions of professionalisation processes, social work values, and the class position of social workers. The study's findings indicate that support for the welfare state is quite moderate and these reflect more the class affiliation of social workers than their professional values and the professionalisation process.  相似文献

Over the past two decades Latin America has experienced major demographic, economic and social changes. The trend towards accelerated ageing of the population in most countries, together with the financial restrictions faced by social protection systems, has brought sweeping changes in pension programmes. The new demographic and labour context presents challenges for these new programmes which, unless they make the necessary adaptations, will definitely be unable to attain their stated objective of providing universal coverage and eliminating poverty in old age. This article offers a general discussion of the processes that the region is undergoing, as well as the limitations and challenges imposed by existing welfare systems. Finally, it examines the options available to retain the objective of universal coverage and thus ensure the economic needs of the elderly population.  相似文献

This study examined the development of baserate estimation skills for everyday social events and attitudes. Subjects in grades one, three, and six responded to questions concerning their own rates of behavior and attitudes, and their estimates of baserates of behaviors and attitudes for their classmates. The findings indicate a general increase in accuracy for the estimation of baserates throughout the elementary school years. In addition, younger subjects were less likely to make similar estimates for themselves and their classmates than were older respondents. Developmental changes in estimation accuracy are discussed in relation to task content, use of the response scale, correspondence between self-reports and estimates, and sample variability.  相似文献

This paper reports the results of experiments testing prevalence of non-neutral ambiguity attitudes and how these attitudes change as a result of interpersonal interactions. To address the first question we conducted experiments involving individual choice between betting on ambiguous and unambiguous events of the subject’s choice. We found that a large majority of subjects display ambiguity neutral attitudes, many others display ambiguity incoherent attitudes, and few subjects display either ambiguity-averse attitudes or ambiguity-seeking attitudes. To address the second question we designed a new experiment with a built-in incentive to persuade. We found that interpersonal interactions without incentives to persuade have no effect on behavior. However, when incentives were introduced, the ambiguity neutral subjects were better able to persuade ambiguity seeking and ambiguity incoherent subjects to adopt ambiguity neutral choice behavior and, to a lesser extent, also ambiguity averse subjects.  相似文献

Many social policy objectives align with religious beliefs – poverty alleviation, compassion for the poor and addressing more generally the needs of the vulnerable and disadvantaged in society. Yet there are also conflicting views about means, including the role of the state in redistributing resources from the rich and powerful to the poor and powerless. Redistribution and poverty alleviation are central goals of the welfare state, although ideological and other differences mean that views about the need for, as well as the design, delivery and impact of social programs vary. Against this background, this paper reviews existing national and international studies that have examined how religious belief and practice are associated with the attitudes that underpin the welfare state: compassion, altruism, redistribution and egalitarianism, and the activities that are assumed to align with modern conceptions of ‘a good civic citizen‘: participation and engagement. The analysis draws on recent Australian survey data to examine whether the attitudes of those who actively practice their religious beliefs differ from other groups in society and, if so, whether those differences are consistent with the underlying goals of social policy.  相似文献

External supervision of local social workers has become a common practice in Shenzhen, China as the development of social work as a profession reaches break-neck pace and when the shortage of experienced social work supervisors also becomes acute. Hence, many supervisors have been recruited externally from Hong Kong to fill the gap. However, for external supervisors working in another socio-political context they will need an awareness and sensitivity of cultural issues, and cultural dynamics in supervision. Based on a qualitative study conducted in Shenzhen of 16 in-depth interviews with supervisors and supervisees in eight supervisory dyads, as well as a focus group meeting with three external supervisors from Hong Kong, this study finds that the institutional hierarchy, ruling culture and traditional Confucian values which place great importance of harmony, reciprocal relationships with others, effective self-control and respect for hierarchy have impacted the day-to-day practice as well as the interactions between social workers and their external supervisors in Shenzhen. The implications of this study is that in achieving successful supervisory practice the further development of intercultural competence is one of the key directions for professionalising social work in the Chinese Mainland.  相似文献

In the years since 1948, child and family social work has, to differing degrees at different times, sought to identify itself with a national centrally directed service, with the local service organization, with its clientele and with an independent source of professional regulation. Changes in the organizational context in which the work has been carried out over this period have affected the prospects for the development of a secure identity. The effects of the following are considered: national structures, particularly in relation to children's departments between 1948 and 1971; the corporate local authority; the managerial function in social services departments; social care; specialization; the detailed scrutiny of practice; care management and the Children Act 1989.  相似文献

This article investigates the attitudes of citizens and clients to social welfare services and social security benefits. The data come from a Finnish national survey conducted at the end of 2006. First, the article overviews the previous welfare‐state studies relating especially to the theoretical perspectives of self‐interest and legitimacy. The empirical analysis indicates (i) that a different operation of self‐interest can only weakly explain the differences in attitudes between services and benefits; (ii) that there is general support for Finnish social welfare services and social security benefits, which, however, is mixed with growing criticism among women and pensioners who are supposed to benefit most from the welfare policies; and (iii) that such determinants of attitude as gender, use and, to some extent, lifecycle have become as important as class‐related factors such as income and education.  相似文献

This paper details the first child‐led research programme to be implemented in Australia in which children design and lead their own research about issues they identify. The programme was specifically adapted for children who were service users of a nongovernment organization that provides social welfare and support services to vulnerable children and their families, living in communities of the disadvantaged. The practitioner – researchers faced the expected challenges of power in child–adult relations pertinent to the status of children in a genuinely child‐led research endeavour. However, the paper details the additional challenges and responses required when conducting research in a practice environment and the successful adaptations that were used to meet these challenges. The positive findings of an independently commissioned programme evaluation raise important questions about the place and purpose of child‐led research within the field of children's social welfare practice.  相似文献

This qualitative study presents the experiences of social workers whose clients are the inhabitants of unrecognised Bedouin Arab villages in Israel. It used in‐depth, semi‐structured interviews with 25 participants, recruited by the snowball method. These social workers reported that they are caught between their personal and professional values, on the one hand, and employer regulations, government policy and government law, on the other – which greatly limits their ability to fulfil their professional role. The social workers also comment that they are working in a ‘grey area’ in which the government’s policy is unclear. This adds another layer of complexity to their work and reveals the differential implementation of critical social work principles by social workers with different cultural identities.  相似文献

Dignity and social security have been closely associated since at least the Universal Declaration of Human Rights in 1948, but there is a lack of clarity around what dignity means in this context. This article explores how two key stakeholders—out-of-work benefit recipients and policymakers—understand dignity in the context of social security, drawing on qualitative research with each group. The evidence presented notes a relative absence of direct references to dignity among policymakers, although related issues are nonetheless discussed, whereas benefit recipients commonly articulate experiences of undignified treatment and the negative impact this has on their lives. This article's exploration of dignity is of particular relevance to Scotland, where recent framework legislation includes the principle that their security system should be underpinned by “respect for the dignity of individuals.” The authors propose that a social security system that protects dignity must take account of distributional, relational, and intrinsic aspects of dignity—providing sufficient income, treating users with respect, and avoiding interventions or discourses that are disrespectful and dehumanizing. Further, the authors question whether it is possible for dignity to enjoy meaningful protection within highly disciplinary conditional welfare regimes.  相似文献

Based on a survey of Hong Kong residents, this article explores the attitudes towards the welfare state and whether or not there are significant differences between different social classes with regard to their approval of the welfare state. The findings were then compared with those for Sweden and the USA. The study shows that Hong Kong residents strongly approve of the welfare state. The strength of their support is similar to that in Sweden and is far stronger than in the USA. In Hong Kong, the influence of social class on attitudes towards the welfare state is negligible. In some cases, the privileged classes expressed greater approval for the welfare state than the underprivileged classes. This is in striking contrast to the experiences in Sweden and the USA where the underprivileged classes are more supportive of the welfare state than are the privileged classes.  相似文献

This study examines acculturation attitude and its relation to social support among Asian immigrants. The data were collected from 242 Korean, Indian and Filipino immigrants in the USA using the Acculturation Attitude Scale and the Social Support Index. Findings showed that Koreans had a less positive attitude toward acculturation than did Indian and Filipino participants. Acculturation attitude was positively correlated with educational level and English fluency. This study also found a negative correlation between acculturation attitude and social support. Social support from friends and English fluency were identified as significant predictor variables in determining the level of acculturation attitude. These findings not only contribute to social work education and practice, but also increase cultural sensitivity and awareness in working with these populations.  相似文献

The therapeutic alliance is among the factors associated with positive results in therapy and has been extensively studied in psychotherapy. However, it has received less attention in social work and family intervention. Considering that such intervention occurs mainly within the framework of institutions and public policies, this article aims to identify the contextual factors that facilitate or hinder the therapeutic alliance between family members and social workers within the child protection system, taking the Chilean protection system as a case study. This longitudinal study followed six professional–caregiver dyads for 11 months using various qualitative techniques. The facilitating factors included the strengths approach of the child protection agency, family participation, a friendly work environment, and external supervision from a senior social worker. Among the obstacles were the high numbers of cases per professional, the undervaluing of their work, excessive workloads, stigma towards the system, and the mandatory nature of services. Facilitating factors were linked to the initiatives of the protection agency, while limitations were related to the type of welfare system. Similar obstacles and facilitators were found at the international level regardless of the kind of child protection system. The study concludes with recommendations for decision-makers and social worker educators.  相似文献

Comparative studies on child protection decision-making highlight the implications and determinants of differences in child welfare systems internationally and reinforce discussions regarding child protection practices and family support when a child is exposed to inadequate parental care. To date, Italian child protection studies have highlighted a system characterised by a strong degree of variability related to the absence of practices shared nationally. Differently, this comparative study focuses more on similarities within the Italian context, seeking to understand how they influence practices. The opinions of 188 Italian social workers with respect to the substantiation of maltreatment, risk assessment and intervention recommendations were compared with the results of a recent study involving practitioners in Israel, Northern Ireland, Spain and the Netherlands. The main outcomes show that Italian social workers prefer a family support orientation, meaning that children are usually removed from their home only if necessary and generally with the aim of reunification with their families. The study also reveals that Italian professionals are more in favour of residential care than foster care.  相似文献
