Sexual abuse and dating violence are chronic problems for children and young people in out-of-home care. This study explored the impact of a prevention and response programme Power to Kids, which targets harmful sexual behaviour (HSB), child sexual exploitation (CSE) and dating violence (DV) for children and young people in home-based (foster) care. Twenty-eight case managers, 25 foster carers and 13 children and young people participated in a mixed methods study in Victoria, Australia informed by the research question: How does the Power to Kids programme impact the sexual health and safety of children and young people in home-based (foster) care? The data analysis revealed a SAFETY approach whereby the sexual health and safety knowledge of carers and case managers was enhanced, and carers were given permission to have Brave Conversations with children and young people, who could then apply the new knowledge to their lives. Case managers were upskilled in identifying indicators of sexual abuse and empowered to escalate stalled therapeutic and disruption practice when children and young people were identified as experiencing HSB, CSE or DV.  相似文献

Child sexual exploitation (CSE) is a category of child abuse that was historically created to recognize the victimhood of children and young people, illuminating the ways that their evolving capacity to consent to sex is manipulated and undermined. Using evidence from the evaluation of specialist foster care provision and a CSE training course for foster carers, this paper considers how training might be used to widen the pool of potential foster carers for children affected by CSE and identifies qualities displayed by effective carers. It argues that improving the recruitment of foster carers can create safer home environments for teenagers at risk of or experiencing sexual exploitation and reduce the risk of further harm and that informed and effective foster care provision is crucial to prevent both the sexual exploitation of looked‐after teenagers and placement breakdowns that can ultimately increase risk.  相似文献

There has been intense controversy about the appropriate response to child sexual exploitation, with debates in the UK particularly hinging on the meaning of consent and coercion. For professionals with a duty to safeguard young people from child sexual exploitation, a key site of tension is how to avoid limiting young people's experience of agency without placing them at risk. Drawing on new qualitative research findings from a vignette study designed to trace professional perception and decision‐making, this paper argues that practitioners' perceptions regarding what counts as consent are refracted through conceptions of age and choice. However, many initial perceptions of agency and its links to age were modified through the interview process. This has implications for how supervision should operate. These topics raise issues of the need for practitioners to have nuanced conceptions of consent in the context of manipulation.  相似文献

This paper presents findings from the first study of the social networks of a group of young people in Ireland who have experienced long‐term foster care. The study group was composed of two groups of young people, a group who were currently in care and a group who had left the care system. The central focus was to examine the impact of foster care on the social network experience of the young people. Findings indicated that foster care impacts on the young people's social network experience in the following ways: losing contact with extended family; a greater challenge in making and sustaining friendships; an impact on education; and an inability to maintain contact with groups and activities that are of significance. This paper also presents recommendations in relation to policy and practice, including the raising of awareness of the importance of a social network approach in working with young people with care experience.  相似文献

This paper reports on research on the characteristics, management and therapeutic treatment of sexually abused and/or abusing children in substitute care. Of the 40 sexually abused and/or abusing young people aged 10 or over in the interview sample, two‐thirds showed sexual behaviours in the placement studied but one‐third did not. The range of sexual behaviours shown by the young people is described. Analysis of the findings shows that four key components of effective management are supervision, adequate sex education, modification of inappropriate sexual behaviour and therapeutic attention to the needs that underlie such behaviour. Supervision includes planning for safe care before placement, preparing other children in the setting, teaching young people how to keep themselves safe when out on their own, and careful monitoring of contact with birth family members. The need for a proactive approach to sex education is stressed. Effective management approaches to masturbation, sexualized behaviour and sexually abusing behaviour are discussed but the processes of denial and minimization of sexual abuse and the development of high thresholds for action when looked after children are abused or at risk are shown to present obstacles to effective care. Finally, the importance of addressing children's deeper needs is emphasized, including the importance of regular review of their need for counselling. At the end of the article two case examples from the study are given.  相似文献

ABSTRACT

Despite increases in community-based coalitions to address sex trafficking and commercial sexual exploitation (CSE), and the coinciding ideological debates surrounding sexual commerce, few studies have examined the dynamics between and perspectives among coalition members. This paper aims to explore 1) coalition members' perspectives on religion, politics, feminism, sex trafficking/sex work, neoliberalism/neo-abolitionism and 2) the impacts of such perspectives on coalition members' anti-trafficking/CSE work. Drawing from a larger qualitative study, 24 in-depth semi-structured interviews were conducted with current and former coalition members in an urban Midwestern city. Findings suggest varied religious identities, which challenged some providers in coordinating services for the lesbian gay bisexual transgender queer/questioning (LGBTQ) community or women with a history of or considering abortions. Providers generally identified as democrat as well as feminist in some way, but had conflicting views of sexual commerce. These competing ideologies created challenges for cohesive coalition action. Consequently, it may be essential to facilitate intergroup dialogues addressing diverse perspectives, come to consensus on goals, or develop subgroup goals in order to create a functioning inter-agency response. Future studies should explore such dynamics across multiple coalitions nationwide and the impact such perspectives may have on survivors engaging in services.  相似文献

Globalisation and changes in agriculture have resulted in major social changes in inland Australia. Depopulation of the inland has led many to speculate on the future of rural towns and rural people. This paper will examine population drifts from country towns to cities and from the inland to the coastal regions and, in particular, the out‐migration of young people. In doing this, the paper focuses on several small towns in central New South Wales that have been the subject of intensive study during 2000 and 2001. Drawing on analysis of Australian Bureau of Statistics figures, in‐depth interviews and focus groups with key informants and surveys with young people and their parents in small rural communities the paper will report on the loss of young people and the greater loss of young women from these areas. It is argued that this outmigration of young people is linked to the need to seek higher education and also to the loss of full‐time jobs for young people. The loss of these jobs is the result of changes in agricultural production, labour market restructuring and a withdrawal of public and private sector services. It is further argued that current reliance by governments on market based and community self‐help solutions is not enough to provide a future for rural communities. Even if economic growth occurs this will not solve the problem of loss of young people, and the greater loss of young women, nor will it address the issue of access to education and training. Rather far greater attention to human capital (access to education, training and employment), institutional capital (government and non‐government services and infrastructure) and social capital (strong networks) is needed if Australia's small rural towns are to survive and flourish.  相似文献

When young people are sexually exploited, parents and professionals alike can feel uncertain about how to balance the need to protect the child's rights to agency and autonomy while also reducing the risk of harm. Despite the shared interest in keeping young people safe, there remains a substantial gap in the research literature about how practitioners engage parents to increase capacity to safeguard their children, particularly within the context of a child protection system ill-equipped to address forms of extrafamilial harm such as child sexual exploitation. This paper aims to contribute to understanding how professionals effectively engage parents by drawing upon evidence from research evaluations of two programmes in rural/urban North and urban South locations in England, both providing specialist support to parents/carers of sexually exploited children and young people. Through interrogating elements of effective support work evidenced across both programmes, a set of emerging key themes are presented, proposing that parent support and engagement can create a ‘virtuous’ cycle, whereby families are strengthened and are better able to protect their children from sexual exploitation and other forms of extrafamilial harm.  相似文献

This article examines the challenges of commercial sexual exploitation of children in India, ranging from the traditional religion-sanctioned commercial sexual exploitation of children, to child trafficking for brothel-based prostitution, to the recent trends in child-sex tourism. It then reviews India's legislation to deal with these problems. Identifying the gaps, the article concludes with recommendations for a child rights-based comprehensive legislation for child protection and the role of the social-work profession to support such legislation.  相似文献

Summary The findings discussed here derive from a Department of Healthfunded study into young people who go missing from foster andresidential placements. We found going missing to be a widespreadphenomenon especially, though not exclusively, in residentialcare. The risks encountered by young people included involvementin offending, substance misuse, rough sleeping and sexual exploitation,including prostitution. However, patterns of going missing werecomplex. Different patterns were identified for those who wentmissing to be with friends or family as compared to those whoran away, the latter group tending to place themselves at greaterrisk. Those who went missing repeatedly were at risk of increasingdetachment from substitute carers and school and were more likelyto have offended in the past. However, these longer-term risksdiffered significantly from those who had first gone missingfrom home when compared to those first missing from substitutecare. The complex motivations that prompt young people to gomissing are also discussed and the balance between individualand environmental factors in explaining this phenomenon is explored.  相似文献

In this article, I report on a study that examined how young people are framed within formalized child welfare reviews. The study examined reports of serious case reviews (SCRs) in England over a 6‐year period, 2008–2016. I report on a data set on sexual exploitation. I focus on both the professionals and the reviewers, who are considered experts in child protection. The study focused on two aspects: one, how did professionals produce a “young person,” and two, how is the cultural identity of a young person represented within, and (re)produced by, these documents. A thematic analysis was used to analyse the data. I report on both the semantic and latent levels, discussing the words and phrases used, and the meaning they carry as situated across multiple SCRs. The analysis revealed that young people are literally seen through a visual lens, figuratively through a series of labels and produced as an autonomous, free subject. I conclude by arguing that age is applied in a visual and highly problematic way.  相似文献

The task of fostering adolescents is unique, requiring skills, qualities, and information that acknowledge each young person's particular needs. This editorial summarises a range of research in this special issue covering parenting styles, transitions out of care, child sexual exploitation, and the needs of LGBTQ and separated teenagers. The experiences and needs of lesbian, gay, bisexual, trans and queer/questioning (LGBTQ) young people in care have been overlooked in England, in both policy and research. This paper reports on findings from the first study of LGBTQ young people in care in England and focuses on the nature of foster carers' experiences and perspectives on caring for LGBTQ young people. Qualitative interviews regarding the fostering role in caring for LGBTQ young people were conducted with a sample of foster carers (n = 26) and analysed thematically. Foster carers described the importance of offering LGBTQ young people not only the nurturing relationships that all children in care need but also availability, sensitivity and acceptance to help young people manage stigma and other challenges associated with minority sexual orientation and gender identity. The Secure Base caregiving model provided a framework for analysing the different dimensions of these relationships. Understanding caregiving roles and relationships for LGBTQ young people in care has important implications for recruiting, training, matching and supporting foster carers to care for LGBTQ young people effectively.  相似文献

The common assessment framework provides a model of early intervention, which is familiar in local authorities throughout England, and asserts a participatory framework of child and family engagement. This article draws on data from a research project undertaken in 1 local authority in the Midlands of England, to explore the experiences of children, young people, and their families, who were engaged in the process of multi‐agency early intervention. The article considers the young people's involvement, including their accounts of attending common assessment framework meetings, and their engagement by practitioners. The research found that young people's participation was limited. The findings suggest that this is, in part, a response to disciplinary discourses around schooling and attendance. In addition, the narratives of parents and young people showed that under‐resourcing of work with young people meant that the time taken to build relationships and engage them in a process of self‐assessment, planning, and decision making was constrained and rationed. The article concludes that to achieve a participatory children's space, an active and more engaged model of childhood needs to be facilitated by practitioners and parents outside the school‐dominated space found in this study.  相似文献

Poor outcomes for young people in and leaving care have been well documented and research has indicated that the expectations of professionals working with children and young people looked after is a significant influence, particularly in relation to education. An evaluation of an independent children's residential school in Scotland provided a rare opportunity to analyse and compare the views of different kinds of staff about desirable outcomes and how successful outcomes could be achieved. Care workers, teachers and specialist support staff shared some views, but also held contrasting expectations, which appeared to be linked to differing emphases in their models for working with young people. This paper offers tentative explanations for such differences and concludes with suggestions on how to help align service staffs' expectations of young people leaving their care.  相似文献

Young people who provide unpaid care for a relative with chronic illness or disability are a growing focus of public policy and research in Australia and internationally. Support services for these young carers have emerged, but not enough is known about their effectiveness. This article develops an analytical framework that categorizes young carer support services according to their goals and the types of intervention provided. The analytical framework is based on Australian data. It is applied to young carer support services available in Australia but may be applicable to other countries. The aim of the framework is to provide a structure for assessing the effectiveness of current services in supporting young carers by clarifying service goals and identifying gaps in existing service provision. The framework contributes to conceptual discussions about young carer supports, and it can be used to guide future policy development. The article draws on Australian and international literature as well as findings from a recent Australian study on young carers. The proposed framework groups young carer support services according to three overarching goals: assisting young people who provide care; mitigating the care‐giving responsibility; and preventing the entrenchment of a young person's caring role. The framework is applied to an audit of Australian support services for young carers, illustrating how it can be used to assess existing supports for young carers and inform future policy development. The findings suggest that most services in Australia fall into the categories of assistance and mitigation, while few contain preventative elements.  相似文献

Young people who are unable to find and sustain employment are at risk for long‐term social and economic exclusion. Active labour market policies (ALMPs) addressing the problem of youth unemployment have focused on building the employability skills of young job seekers to expand their employment opportunities. Yet research exploring how young people navigate the job‐search process is limited. Drawing on interviews with young Australian job seekers and their employment consultants, this article addresses the questions of how young people navigate entry into employment through the job‐search process and what challenges they face. The study revealed three common frustrations experienced by the young people during their job‐search: employers' expectations of relevant work experience in the young person's preferred occupation, being required to apply for jobs not aligned with their career aspirations, and the impact of personal factors on their ability to confidently present themselves to prospective employers. The findings highlight the need for ALMPs and employers to facilitate positive employability support mechanisms that will build a stable platform from which young people can build a trajectory towards sustainable employment to reduce long‐term youth unemployment.  相似文献

This article explores children and young people's experiences of a sibling camp based in the United Kingdom. Sibling camps are an intervention based on children's activity holidays that aim to promote meaningful contact for siblings separated in public care. This study adopted a qualitative approach using semi‐structured interviews with 11 children and young people; this included one sibling group of three and four sibling groups of two. The children's ages ranged from 8 to 17 years old, and they had all attended at least one camp with their sibling. Findings highlighted how the children valued the extended time they could spend with their siblings at camp, and how they felt this enabled them to better understand their siblings and improve their relationships. Findings also showed how the children developed close supportive relationships with the staff at the camps, who ensured they were cared for, and they also supported them with managing their relationships, which some participants acknowledged at times could be challenging. The participants also valued spending time with other sibling groups who also experienced separation. The study found camps provided a space for these children to maintain links with their siblings and to strengthen their sibling bonds.  相似文献

All too often young people are excluded in practice from the general policy and professional consensus that partnership and participation should underpin work with children, young people and their families. If working with troubled and troublesome young people is to be based on family support, it will require not only the clear statement of that policy but also demonstration that it can be applied in practice. Achieving that involves setting out a plausible theory of change that can be rigorously evaluated. This paper suggests a conceptual model that draws on social support theory to harness the ideas of social capital and resilience in a way that can link formal family support interventions to adolescent coping. Research with young people attending three community‐based projects for marginalized youth is used to illustrate how validated tools can be used to measure and document the detail of support, resilience, social capital and coping in young people's lives. It is also suggested that there is sufficient fit between the findings emerging from the study and the model to justify the model being more rigorously tested.  相似文献
