Conditionality in Australia’s welfare state has sustained a significant academic critique, including the critique published in this journal. In this Special Issue of the Australian Journal of Social Issues, we contribute to the existing critical literature on welfare conditionality. This Special Issue aimed to provide empirical scrutiny into welfare reform and conditionality in Australia. The articles extend our understanding of welfare conditionality’s underpinnings and its lived effects. These case studies illuminate the aspects of welfare conditionality that have not received enough attention: the role of technology, the question of mobility, the relationship with housing and the little thought given to the state’s role in mutual obligation. What is clear is that the individualisation of structural problems is not just a theoretical and political misstep ripe for critique, but leads to the formulation of policies that impact marginalised people’s capacity to shape life on their own terms. Through different empirical foci, all papers in this Special Issue demonstrate how welfare conditionality is put forward as a solution to address the consequences of structural disadvantage.  相似文献

The introduction of income management – sometimes called welfare quarantining – for subgroups of Australian income security recipients within the Northern Territory, and subsequently a number of other trial sites, has provoked considerable contention. The present study critically examined the arguments and evidence presented in favour of income management with particular reference to the guidelines, methodology and findings of official evaluations conducted by the Commonwealth Government. We identified five key issues that do not seem to be adequately addressed by official evaluations: choice and control, the quality of decision making, consultation with local community members, structural disadvantage and economic cost. We used these concepts to develop a proposed alternative model for assessing the impact of income management on local communities.  相似文献

This paper specifically addresses the behavioural focus of the income management regime, arguing that through its use of market logic and the reduction of social and political complexity, the regime is a technology of neoliberal governmentality. This paper finds that income management, whether compulsory or voluntary, blanket or Community based, regards the individual as the site of dysfunction, depoliticising and dehumanising broader socio economic historical factors in the process. Further, the focus on behavioural change creates the illusion that the market logic of income management will produce responsible citizens, which in turn obscures the possibility of redressing poverty and inequality.  相似文献

This paper focuses on how community workers in Shepparton viewed the impact of the Place Based Income Management (PBIM) trial on the lives of their clients, their clients' families, and the broader community. The paper responds to criticism that there has been a lack of community voices in the development of PBIM or of their inclusion in the formal evaluation framework, raised in Philip Mendes's 2013 study of this trial site. A key policy goal underlying Income Management is that the tool assists low income people to become better money managers. Our study found that Shepparton community workers also used the parlance of ‘tool’ to describe the programmatic value of the BasicsCard in their interactions with clients. However, the BasicsCard appeared marginal to their discussions. Three clear themes emerged from the interviews: Shepparton's focus on voluntary clients, and ascertaining why participation in the local trial had dropped; that support for IM centred on the voluntary measure and the extra resources available to assist clients; and pragmatically locating the program in the middle of a welfare continuum that stretched from the voluntary Centrepay at one end to the highly coercive and restrictive paternalism of State Trustees at the other.  相似文献

Australia has been experimenting with constraining the ways in which welfare recipients can spend their income support payments, limiting their ability to access cash and purchase some products. The policy objectives include to reduce spending on alcohol, gambling, pornography and tobacco in favour of meeting ‘basic’ family needs, especially for children, to limit the scope for financial harassment, encourage pro‐social behaviours, and build financial capabilities. In the logic of the programs these outcomes are expected to be manifest at the individual, family and community levels. The policy has primarily impacted on Indigenous Australians as a result of its geographic targeting, although a recent report has recommended a more stringent version of the program be introduced universally to all welfare recipients other than the aged. The largest of these experiments is ‘New Income Management’ in the Northern Territory, which has had more than 35,000 participants since its introduction in 2010. This article reports on the key findings of the major independent evaluation of New Income Management commissioned by the Australian Government.  相似文献

Australian disability policy has undergone considerable reform since the early 2000s. While recent research and scholarship has largely focused on the new National Disability Insurance Scheme, there is a dearth of research that examines the impact of reform to the Disability Support Pension, and even less so the effects on Indigenous Australians living with disability. This is surprising as a higher proportion of Indigenous Australians live with disability than the non‐Indigenous population. This article pays particular attention to the experiences of Aboriginal Australians who have acquired a disability after extensive years of working (25–40 years), yet are still of workforce age (less than 65 years of age). Because of tightened eligibility criteria for the Disability Support Pension, people in this group are placed onto the lower paid Newstart Allowance (general unemployment benefit). The article illustrates the high levels of poverty that Aboriginal Australians with disabilities experience daily, and the ongoing costs they incur in managing Newstart conditionality to maintain continued access to the general unemployment benefit.  相似文献

The main issues in relation to the provision of health and social welfare services for migrants in Australia are: (a) to ensure access and equity; (b) concern about the relatively high proportions of some groups from specific birthplaces requiring support; and (c) the complexity and costs of ethnically specific services. This article focuses on the major pensions and benefits paid by the Department of Social Security, particularly the age pension and unemployment benefit. It also examines the interrelationship between mortality, morbidity, private health insurance, use of health services and the proportions on health-related pensions. Linked with these issues is the debate about an appropriate level of immigration when the unemployment rate is high, as in the current recession, and when new arrivals have little prospect of finding a job. A second major concern is the cost of caring for elderly immigrant parents who have come to Australia under the family reunion program.  相似文献

This paper explores contemporary contradictions and tensions in Australian social policy principles and governmental practices that are being used to drive behavioural change, such as compulsory income management. By means of compulsory income management the Australian Government determines how certain categories of income support recipients can spend their payments through the practice of quarantining a proportion of that payment. In this process some groups in the community, particularly young unemployed people and Indigenous Australians, are being portrayed as requiring a paternalistic push in order to make responsible choices. The poverty experienced by some groups of income support recipients appears to be seen as a consequence of poor spending patterns rather than economic and social inequalities. By contrast, Australia's National Disability Insurance Scheme (NDIS) has been constructed as a person centred system of support that recognises the importance of both human agency and structural investment to expand personal choices and control. Here we look at the rationale guiding these developments to explore the tensions and contradictions in social policy more broadly, identifying what would be required if governments sought to promote greater autonomy, dignity and respect for people receiving income support payments in Australia.  相似文献

As part of the Cape York Welfare Reform Trial (CYWRT), which has been running in the remote Aboriginal towns of Aurukun, Hope Vale, Mossman Gorge and Coen since 2008, Family Responsibilities Commissioners have the unprecedented ability to quarantine welfare payments. Critics claim this “BasicsCard,” which cannot be spent on alcohol, tobacco, pornography or gambling, brings shame to Aboriginal people – marking them as dependants, deemed incapable of responsible spending. Evaluations of the CYWRT paint a more complicated picture. While many of the “spectators” of the CYWRT report “welfare reform stigma,” the “subjects” themselves are more positive. This paper draws on ethnographic research in Hope Vale to argue that these categories overlap with loosely defined, porous social groups that developed during the town's mission past, described as the “engaged” and “embedded” Hope Valers, respectively. The engaged group tends to be more aware of and sensitive to the views of the dominant society and to subscribe to its “ideology of respectability.” Meanwhile, the latter group tends to adhere to a more egalitarian “ideology of relatedness,” and do not experience the shame, even when their own welfare is quarantined, because the behaviours that trigger quarantining are normalised within their highly circumscribed domain.  相似文献

Income management programs ‐ which restrict how some recipients of government transfers can spend these funds ‐ have operated in Australia since 2007. The nature of the programs implemented varies, especially in regard to the combination of voluntary and compulsory elements, and there are also differences in scope and targeting. A number of evaluations and other studies of these programs have been undertaken. These vary in rigour, methodology, and the set of programs considered. This has led to an apparent diversity of findings, which has been exaggerated by selective use in public debate. The largest and most in depth evaluation has been that of ‘New Income Management’ in the Northern Territory. This found that the program had not achieved its objectives and appears to have created dependence. The relative outcomes of the studies are considered.  相似文献

Dignity and social security have been closely associated since at least the Universal Declaration of Human Rights in 1948, but there is a lack of clarity around what dignity means in this context. This article explores how two key stakeholders—out-of-work benefit recipients and policymakers—understand dignity in the context of social security, drawing on qualitative research with each group. The evidence presented notes a relative absence of direct references to dignity among policymakers, although related issues are nonetheless discussed, whereas benefit recipients commonly articulate experiences of undignified treatment and the negative impact this has on their lives. This article's exploration of dignity is of particular relevance to Scotland, where recent framework legislation includes the principle that their security system should be underpinned by “respect for the dignity of individuals.” The authors propose that a social security system that protects dignity must take account of distributional, relational, and intrinsic aspects of dignity—providing sufficient income, treating users with respect, and avoiding interventions or discourses that are disrespectful and dehumanizing. Further, the authors question whether it is possible for dignity to enjoy meaningful protection within highly disciplinary conditional welfare regimes.  相似文献

Using aggregated national data, this paper compares outcomes of Australian ‘child protection’ (CP) and Norwegian ‘child welfare services’ (CWS). We highlight each nation's context and key elements of their CP/CWS organizations, with emphasis on policy and programme orientation. System outcomes are examined along with the implications of their different approaches. The main policy focus in Australia is protection and risk, while Norway's systemic approach stresses prevention, early intervention and support. These differences influence practitioner's intervention strategies and how the needs of children and parents are met. In Norway, approximately 80% of the children in the CWS receive some sort of supportive services. In contrast, Australian services for supporting families are narrowly targeted. Both countries share the ‘best interest of the child’ principle and an increased focus on children's rights, and have experienced increased service demands and rates of children in out‐of‐home care. This paper investigates whether there are differences in Sweden between immigrants and natives in disposable income and in the probability of having a low disposable income. By investigating disposable income and the probability of having a low disposable income, our study illuminates to what extent taxes and transfers in the Swedish welfare state manage to compensate for differences in income from work between immigrants and natives. The study shows that there are differences between different groups both in disposable income and in the probability of having a low disposable income and that these differences remain when we control for factors such as age, gender, education and civil status. Early immigrants from the Nordic countries have a higher disposable income than does the native population whereas recent immigrants have a substantially lower disposable income and a higher probability of remaining poor than both earlier immigrants and the native population. In summary, our study shows that the differences in disposable income between immigrants and natives are indeed smaller than the differences in income from work but that the differences are not completely counterbalanced through the tax and transfer system.  相似文献

Introduced in 2016, the Cashless Debit Card (CDC) is part of a welfare policy trial designed to restrict and direct the expenditure of Aboriginal people receiving a range of government benefits. In this article, I explain that the CDC, also referred to as the “White Card,” appeases the concerns of non-Aboriginal residents and broader Australia and that government is attempting to ameliorate Aboriginal dysfunction. I offer an account of income management in daily life from the perspective of those living with the Card in the East Kimberley town of Wyndham. I describe it as interconnected to a broader range of suite of government policies and enmeshed in broader social and political relations. Focused on participant observation and interviews undertaken with Wyndham residents in the period immediately after the introduction of the Card, this perspective is informed by longer-term research in the region since 2013. I show that the Card acts as a quotidian form of disciplining surveillance against Aboriginal people. It is also a site of reinterpretation and rearticulation through the development of subversive practices by Aboriginal people, what I describe as the labour of endurance: Card holders are trying to endure its effects and manage its invasiveness into their lives.  相似文献

Events such as the MV Tampa affair cause increased media and legislative attention but increased legislative attention in the policy area do not always follow such dramatic events. We analyse media and legislative attention in the area of immigration and show increased activity in parliament around both dramatic events discussed in the media and also over more technical issues. This paper considers the various meanings of ‘social inclusion’ from both sociological and policy viewpoints. It shows how the perspective has been translated into particular policies and approaches to governance. After drawing some lessons from the policy experiences of other countries, it weighs the appropriateness of a ‘social inclusion agenda’ for Australia, a country with a particular history of social exclusion – of prisoners, indigenous people, and immigrants from around the world – and a special emphasis on dignity, respect and equal treatment.  相似文献

Using Australian census data, the paper examines the incidence of poor English competency in Australia from 1981 onwards. The paper examines English competency in relation to various characteristics such as sex, age, language spoken, visa type, citizenship, duration of residence and location. It finds that there was a sharp rise in the numbers of people not speaking English well between the 2011 and 2016 Censuses and special attention is given to this rise in the paper. Recently, the Australian Government unsuccessfully legislated for the introduction of a requirement of English competency at the level of IELTS 6 (the commonly used university entrance level) as a condition for the award of Australian citizenship. The paper argues that this test would have led to a very large number of disenfranchised Australian permanent residents and this would be a highly undesirable result. Nevertheless, employment and social participation are strongly influenced by English competency and residents with poor English are disadvantaged. The policy suggestion is made that participation in a course of English language training for those without functional English skills could be made a precondition of the award of permanent residence—without the application of a passing grade.  相似文献

Beginning in the mid-1980s, the governments of both Australia and New Zealand embarked upon programmes of economic reform. In the same period, they have also undertaken extensive, if incremental, restructuring of their social policy gender models, away from the male breadwinner family form and towards dual-earner partnerships based on individualized entitlement. This paper examines and compares this restructuring. It aims to identify those respects in which similarities and differences in this restructuring express enduring cross-national differences in social policy, and in what respects simply reflect differences in the timing of otherwise similar developments.  相似文献

Abstract   Recent trends in tax transfers have seen an increasing interdependence of tax and welfare systems in determining access to and the quantum of benefits, particularly in relation to in-work benefits, such as family support. Both the United Kingdom and Australia have adopted family support mechanisms that appear to operate in a similar way, but closer examination of the detail reflects the differences in underlying policy in the two jurisdictions. This article examines, first, the institutional and policy basis for the design of the family tax transfer system in each jurisdiction and, second, the issues raised by the interdependence of tax and social security concepts in the design of in-work benefits.  相似文献

This article is based on a historical‐comparative policy and discourse analysis of the principles underpinning the Australian disability income support system. It determines that these principles rely on a conception of disability that sustains a system of coercion and paternalism that perpetuates disability; this is referred to as disablism. The article examines the construction of disability in Australian income support across four major historical epochs spanning the period 1908–2007. Contextualisation of the policy trajectory and discourses of the contemporary disability pension regime for the time period 2008–now is also provided. The system was found to have perpetuated disablism through the generation of disability categories on the basis of normalcy and ableness as a condition of citizenship. Two major themes were found to have interacted with the ideology of disablism. The first theme – Commonwealth authority – set the tone for legitimising the regulation of disabled citizens. The second theme – conservative sanctioned paternalism and coercion – reflected the tensions between the paternalistic concern for income support provision while attempting to prevent idleness and welfare dependency. This article argues that a non‐disabling provision based on social citizenship, rather than responsible or productive citizenship, counters the tendency for authoritarian and paternal approaches.  相似文献
