The number of social assistance recipients varies significantly between welfare states. Social assistance is a last-resort residual benefit, so a high number of receipts may be related to policies for first-tier benefits, social assistance and their implementation, as well as need factors (unemployment rate and low income). Considering the strong political will to diminish the receipt of last-resort benefits, we demonstrated a way to decompose the reasons for eligibility in a cross-national analysis of two Nordic countries, namely Finland and Sweden. By using administrative register microdata, eligibility simulations and policy swaps, we found that the legislative features of social assistance, such as more extensive benefit norms and earning disregard, contribute to Finland's higher eligibility rate and likely explain some of the reasons for its higher number of recipients. Finland also exhibited lower non-take-up rates among those eligible, which implies better access to benefits than in Sweden.  相似文献

In this article, social assistance developments are analysed in a large number of European Union (EU) member states, including European transition countries and the new democracies of southern Europe. The empirical analysis is based on the unique and recently established SaMip Dataset, which provides social assistance benefit levels for 27 countries from 1990 to 2005. It is shown that social assistance benefits have had a less favourable development than that of unemployment provision. Hardly any of the investigated countries provide social assistance benefits above the EU near‐poverty threshold. Social assistance benefit levels have not converged in Europe. Instead, divergence can be observed, which is due mainly to lagging developments in eastern and southern Europe.  相似文献

ABSTRACT

The Great Recession that officially began in December 2007 and ended in June 2009 was the most severe recession since the Depression of the 1930s. To accurately explain the number of families and children receiving cash assistance from Temporary Assistance to Needy Families (TANF) during the 2007 recession, it is important to capture state-level variations in recessionary periods, economies, and TANF policies. This study breaks ground by using multiple regression to explain the number of families enrolled in the TANF program when the TANF caseload peaked in each of the 51 jurisdictions’ recessions as a function of their severe TANF policies while controlling for benefit levels, unemployment rates, and size of populations. Key findings strongly suggest that all else constant, TANF did not grow as much as it would have in the 2007 recession partially due to shorter lifetime limits (less than 60 months) or temporary time limits, multiple severe policies, or benefit cuts witnessed in some states. This study is important to policy makers and academics concerned with the effect of severe policies on the enrollment of needy families with children in the TANF program. The federal government should encourage states to relax some of their requirements during recessions. Future research should examine the consequences of severe TANF policies on the well-being of families with children during recessions.  相似文献

An employment survey among people in Toronto who left Ontario Works — a classic "work-first" regime — shows clear secondary labour market status. Most interventions typical of work-first programmes did not have a positive effect on job quality: contrary to the "stepping stones" theory that poor initial jobs lead to better jobs, those who changed jobs after leaving assistance experienced poorer job quality. A shift in orientation to "sustainable employment" is required to address the employment needs of those on social assistance. Policy must also address the fact that the social assistance caseload includes a size able group that face significant barriers to employment other than education or skills.  相似文献

This article analyses the situation of Swedish-born people who became first-time receivers of social assistance in 1987 and 1992. The macroeconomic situation at the time of entry was rather different for the two cohorts and the number of new entrances increased by almost 50%. Much of the increase consisted of young adults and experience of social assistance has been shown to be fairly widespread among persons under the age of 25. Bridging the period when individuals are supported by their parents to their becoming established as wage earners has become an important function of social assistance in Sweden. The pattern of social assistance receipt is rather heterogeneous across new recipients. The complex pattern of receipt means that the duration of social assistance can appear to vary depending on one's choice of perspective. On the one hand, the median duration of social assistance receipt is as low as two years when an eleven-year follow-up period is applied. On the other hand, among people who receive social assistance during a given year, as many as half had entered receipt more than four years earlier.  相似文献

This paper presents the results of an exploratory research study designed to identify some of the attitudes and socio-cultural characteristics of social workers practicing in the field of aging. Data were collected from two groups of caseworkers-one group with a geriatric caseload, the other with a non-geriatric caseload. There were striking and significant differences between the two groups in their preferences for working with particular client populations. The geriatric caseworkers indicated a preference for working with the frail elderly and cancer patients and negative preference for working with younger clients (either disturbed children or adolescent offenders). The non-geriatric caseworkers generally expressed a negative preference for the frail elderly or cancer patients and a preference for young married couples. No single factor seemed to differentiate the two groups as clearly as their levels of death anxiety. Those practicing in the field of aging revealed a significantly greater level of death anxiety as indicated by their higher levels of fear of the dying of others. Results also pointed to a relationship between death anxiety and the number of years of social work practice with the aging. In general, the greater number of years in the field of aging, the greater the level of anxiety tended to be, leveling off at about six or seven years. When the age of the social worker was held constant longevity in the field of aging affected levels of anxiety about the death of others, the dying of self, as well as the dying of others.  相似文献

This article compares social assistance policies in China and Sweden, with a special focus on the means of translating policy intentions into local practices. Unlike China, Sweden has laws regulating social assistance, which is intended to ensure a ‘reasonable standard of living’. Though considered a legal right, assistance is Sweden is means-tested. While social assistance claims are dealt with by the welfare bureaucracy in Sweden, in China the process of application involves the input of cadres, administrative officials from different levels of government, and neighbours. The challenges facing Sweden are to find ways to cope with long-term social assistance and to help recipients find work. The challenges facing China are to establish a social assistance law and standardized management procedures, and to incorporate the resources of social work.  相似文献

This article analyses the distributive impacts of various statutory and institutional settings of European schemes of social assistance. For this purpose, two sets of classifications of European schemes of social assistance are introduced, which classify the systems according to their level and statutory settings and according to their degree of centralisation, respectively. Subsequently, the distributive impacts of seven selected EU systems are calculated on the basis of Luxembourg Income Study (LIS) data and their relationship to class assignment is investigated. We find that a high share of social assistance recipients in the population concurs with better distributive effectiveness, while a higher social assistance budget or higher benefit levels do not necessarily yield a better performance. Various forms of targeting seem to enhance distributive efficiency. Concerning centralisation, the results do not show that a certain degree of centralisation yields better results with regard to distributive effectiveness or efficiency.  相似文献

A common assumption in public social service organizations is that workload may be positively associated with caseload. However, few empirical studies have examined what specific characteristics of caseload affect caseworkers' workloads in the child welfare system. This study attempts to address this gap by identifying specific individual and regional factors that influence both subjective and objective dimensions of workloads. Survey data were collected from 1,244 caseworkers at one public child welfare agency in a Midwestern state in the United States. The data indicated that both perceptions of unmanageable workloads and self‐reported overtime work were significantly higher when caseworkers had a greater number of cases than the state caseload standard for the investigations units and worked with at least two different types of cases simultaneously (e.g., working with both investigation and ongoing service cases). Additionally, sufficient staffing numbers to meet caseload demands at the regional level significantly decreased the odds ratio of having to do overtime work. The major findings suggest that the objective and subjective dimensions of workload vary by individual‐ and regional‐level variables. Practice implications are discussed for effective and efficient workload management in the public child welfare system.  相似文献

This article investigates the targeting performance of social assistance programmes in Azerbaijan, a low-income country in transition from a centrally-planned economy to a market economy. Micro-data from a nationally-representative household survey are used, through the employment of several empirical approaches, to assess the extent to which social assistance identified the neediest households. The set of empirical evidence presented in this article shows a low targeting effectiveness of the social assistance programmes. It indicates that a significant proportion of the poor did not benefit from social assistance, whilst a substantial share of social benefits was leaked to the non-poor. The receipt of benefits was also weakly associated with a variety of indicators of living standards including consumption, education, number of children, ownership of dwelling, household durables, motor vehicles, agricultural assets, and access to sanitation and utility supply as well as social capital. It is argued that the current social assistance programmes should be reformed to increase the success in reaching the poor.  相似文献

Caseloads and performance management are important working conditions of workers delivering public social services in street‐level organizations. The literature on these working conditions argues that high caseloads and performance management have considerable consequences for workers' performance in terms of the quality of services they provide and the results they realize. This article empirically investigates and compares these consequences, drawing on the results of a quantitative study of frontline workers in 14 local welfare agencies in the Netherlands. These workers are responsible for the delivery of welfare‐to‐work policies to social assistance recipients. The findings show that high caseloads do, indeed, have a detrimental effect on workers' performance, whereas the impact of performance management is more modest, though confirming some of the findings reported in other studies on performance management. The results also show that by focusing service provision on a proportion of their caseload, workers are able to reduce the negative impact of high caseloads somewhat. Overall, the article finds that the negative impact of high caseloads is more pervasive than that of performance management. The article concludes that the recent focus in the literature on performance management and its consequences for public services should not turn scholars' attention away from the ‘traditional’ public administration problem of high caseload sizes.  相似文献

Discourse change and policy development in social assistance in China Since the introduction of a new social assistance programme in urban China, the state was eventually able to expand the programme to rural areas as a further step towards integrating the development of social assistance in urban and rural areas. This article argues that the development of social assistance in China can be explained by the change of discourse among the officials and the elites in central government. The discourse on social assistance can be conceptualised in three periods: the urban‐first discourse (1999–2003); the discourse debate (2003–2007); and the urban–rural integration discourse (2007–present). Through scrutinising specific discourses and the policy development of social assistance in these three periods, it appears that in company with the change in the discourse process, rural social assistance was developed rapidly in order to construct an integrated social assistance system. The article concludes that discourse plays a significant role in Chinese social assistance policy development.  相似文献

首先提出“优胜不劣汰”的晋升锦标赛模型,研究发现升迁欲望与同级官员数量增加能够提高官员工作的积极性。不过,在考察上级官员对下级官员工作的觉察能力时发现,如果官员通过岗位职责内的工作难以达到其在晋升锦标赛中的最优结果时,那么官员将会选择做那些能够直接被上级官员觉察但是社会效益低下的工作,从而导致晋升锦标赛走入困境,社会重复建设问题以及腐败问题都是这一困境的具体表现形式。因此,晋升锦标赛只有在上级官员识才能力达到一定程度时才是有效的。只有真正树立了“任人唯贤”的社会风气才能走出晋升锦标赛可能造成的困境,实现官员升迁激励与选择良性互动机制。  相似文献

This article reports on a study of the impact of unemployment duration on the probability of becoming a social assistance recipient and on the time spent on social assistance. The data are taken from a local Finnish labour market consisting of the cohort of unemployed people at a given date (n = 2,274). The data are linked to information about the number of months recipients received social assistance during the subsequent year. Count data regression models of the hurdle type are estimated. The results of the analysis suggest that the impact of unemployment duration on the probability of becoming a social assistance recipient is explained to a large extent by changes in the distribution of types of unemployment benefits between people with different lengths of time spent in unemployment. Unemployment assistance recipients are more likely to become social assistance recipients and to spend longer periods on social assistance than are recipients of unemployment insurance because the unemployment benefits for the latter are higher. Among social assistance recipients, time spent on the transfer increases with unemployment duration only for those who are in frequent need of assistance.  相似文献

Whereas several studies have examined the timing of exit from social assistance, little is known about the exit destinations after social assistance and whether these entail different risks of re‐entry into social assistance. Using administrative data, we studied 13,552 people with various migration backgrounds who entered social assistance in Belgium in 2004 or 2005. We tracked their social assistance spell(s) and the income source(s) after exit on a quarterly basis over 4 years, using random‐effects hazard models. We found that one‐third of the beneficiaries exited from first‐spells to work, whereas 14% left to active labour market programmes (ALMPs) and 16% to social insurance benefits. About a third re‐entered social assistance, in particular after short work exits. Participation in ALMPs and social insurance benefit receipt was less common among beneficiaries with migration background compared with native‐born and these exits led less frequently to re‐entry than did exits to paid employment.  相似文献

Non-take-up of means tested benefits is a widespread phenomenon in European welfare states. The paper assesses whether the reform that replaced the monetary social assistance benefit by the minimum income benefit in Austria in 2010/11 has succeeded in increasing take up rates. We use EU-SILC register data together with the tax-benefit microsimulation model EUROMOD/SORESI. The results show that the reform led to a significant decrease of non-take-up from 53 to 30% in terms of the number of households and from 51 to 30% in terms of expenditure. Following the three-t's (threshold, trigger, and trade-off) introduced by Van Oorschot, estimates of a two-stage Heckman selection model as well as expert interviews indicate that the taken measures include both threshold and trade-off characteristics. Elements such as the higher degree of anonymity within the claiming process, the provision of health insurance, binding minimum standards, the limitation of the maintenance obligations, new regulations related to the liquidation of wealth, as well as the general coverage of the benefit reform in the media and in public discussions led to an improved access to the benefit.  相似文献

Policy‐makers in advanced welfare states have increasingly expressed concerns over large numbers of working‐age people claiming social security support. Accordingly, policies aimed at reducing the level of “benefit dependency” have gained prominence. However, such policies rest on shaky empirical evidence. Systematic collections of national “caseload” data are rare, social security programmes overlap and administrative categories vary over time. The internationally inconsistent treatment of national transfer programmes provides a further challenge for cross‐national comparisons. This article first identifies and discusses several of these problems, and ways in which they may be addressed. It then employs administrative claimant data from six European countries as a way of illustrating trends over time and across countries. The underlying aim is to explore the scientific potential of benefit recipient numbers as an indicator for welfare state change over time and across countries.  相似文献

The social welfare system in Poland was changed during the 1990s. The full employment policy, as a guarantee for social security, was abandoned and the institutions through which social resources were distributed were replaced. State-owned enterprises previously fulfilled certain social functions; the necessary resources came from state subsidies and from obligatory funds: housing and social funds as well as a proportion of wage costs. Thus, the prices of many types of important consumption goods (such as food and housing) were fixed at a relatively low level. The elimination of subsidies resulted in the bankruptcy of many state-owned enterprises which, in turn, led to the diminished importance of the social security function of industrial enterprises. Their role in the newly created social welfare system was taken over by social welfare centers, through which assistance was distributed to those in need. Besides the traditional recipients of social assistance, a growing number of unemployed people, who comprise approximately 14% of the productively active citizens, have also begun collecting assistance.  相似文献
