This article examines the potential impact of institutional change on popular welfare support. The encompassing welfare state of Sweden provides an interesting case where the privatization of social service delivery has been widespread over the last decades. We use survey data from five rounds of the Swedish Welfare State Survey (1992, 1997, 2002, 2006 and 2010) in order to study how public preferences for the financing and organization of welfare services have changed over time. Based on a theory describing an ideal‐typical pattern of public support for an encompassing welfare model, we derive three types of public preferences: support for a pure state model, a pure market model and a mixed model (welfare services are funded by taxes but provided by private firms). We begin by tracking the development of these ideal‐typical attitude patterns between 1992 and 2010. We then investigate how preference patterns vary across municipalities displaying different degrees of privatization of social service delivery. Our results show that welfare support among Swedes over the last decades is better characterized as dynamic rather than stable. Swedes seem to take an overall more ideologically based position on the role of the welfare state over time. The share of respondents expressing such ideologically based preferences has increased from 54 per cent in 1992 to 78 per cent in 2010. This change is principally manifested in increased support for the state and mixed models. This trend seems to be parallel to the increasing share of private welfare service providers over the last decade. We also find a link between the municipal degree of privatization and support for our three ideal‐typical welfare models. Public support for a mixed welfare model and, to some extent, a market model, is comparatively stronger in municipalities where welfare services to a large extent are carried out by private actors. Conversely, data shows that public support for the traditional Swedish state model is more widespread in municipalities having a low degree of welfare services privatization. Lastly, we discuss some theoretical implications of our findings.  相似文献

Despite employment being consistently identified as a key factor in successful refugee resettlement, people from refugee backgrounds in Aotearoa New Zealand are overrepresented in unemployment statistics. Of those who do gain employment, few secure work that is adequately remunerated and commensurate with the person's skills and qualifications. This paper explores whether the two recent government-driven initiatives, the welfare reforms and the New Zealand Refugee Resettlement Strategy, provide an opportunity to address these issues. Based on previous research, the authors identify the main employment barriers facing people from refugee backgrounds. They argue that while the welfare reforms and the Refugee Resettlement Strategy are underpinned by a desire to see more people in employment, for real change to occur, an integrated holistic approach is needed. This approach needs to include additional resourcing for government-funded specialist one-on-one employment programmes that are available in all regions where refugees are resettled. These programmes combined with access to fully funded English language tuition and work experience and internship opportunities would help reduce the barriers people from refugee backgrounds face when seeking employment.  相似文献

This article reports findings about Swedes' attitudes towards the welfare state from 1981 to 2010, building on data from the Swedish Welfare State Surveys. Attitudes towards social spending, willingness to pay taxes, attitudes towards collective financing and public organization, suspicion about welfare abuse, and trust in the task performance of the welfare state are tracked. Overall, there is a large degree of stability in attitudes, and where change is registered, it tends to go in the direction of increasing support. More people state their willingness to pay higher taxes for welfare policy purposes; more people want collective financing of welfare policies; and fewer people perceive extensive welfare abuse in 2010 than was the case in previous surveys. Class patterns change so that the salaried and the self‐employed become more similar to workers in their attitudes. Hence, the unprecedented election loss of the Swedish Social Democrats in 2010, and the rise of the Moderates (conservatives) as the dominant party cannot be explained by changing attitudes towards the welfare state. Nor can any corrosive effects from increased marketization of the Swedish welfare state on public support for welfare policies be detected.  相似文献

Despite a rapid increase in economic growth accompanied by the rise of living standards over the last two decades in Vietnam, there is still a considerable proportion of the population that lives in poor and vulnerable conditions. Children in particular are disproportionately affected by poverty. The country employs a broad range of social protection programs that tend to be regressive in effect rather than supportive of the poor. The present paper evaluates the social welfare scheme in Vietnam in terms of child poverty. We use the Vietnam Household Living Standards Survey (VHLSS) 2006 and identify and quantify child poverty in monetary as well as multidimensional terms. We consider the link between social welfare receipt and poverty and evaluate coverage, exclusion, and inclusion errors. Furthermore, we use benefit incidence analysis to evaluate the impact of social welfare on monetary child poverty. Findings suggest that coverage of the social welfare scheme is limited and that the scheme suffers from considerable exclusion and inclusion errors. Furthermore, we find that social welfare only slightly reduces the incidence and depth of monetary poverty.  相似文献

Various waves of asylum seekers and resettled refugees arriving in Canada since the 1980s reflect the eruption of war and ethnic conflicts in parts of Africa, Central America, and South East Asia. Contrary to long‐established immigrant communities such as the Greeks, Italians, and Portuguese, these newcomers have had to fend for themselves and develop their own support networks, leading to new forms of organizing and to the formation of refugee community organizations (RCOs). This article discusses the findings of a 2008–2011 study on RCOs in Canada, specifically in Montréal and Winnipeg. The objective of the study was to understand the context in which RCOs have developed, the populations they serve, and the role they play in their ethnic communities. Working within the RCO paradigm, we analyze the creation of these organizations, contrast findings with research done in the UK, and raise issues for social work practice. Long regarded as a 'laggard' among welfare states in advanced industrial countries, the USA may be emerging as a 'leader' in the reformation of social programmes and the relationship between government, the market economy, and civil society. The dissemination and impact of this new orthodoxy is realized, in large part, through discursive practices. Fiscalization and marketization are two processes central to this growing influence of American social policy. Fiscal and market discourse, while not new, have increased in acceptance and influence, and are changing the welfare state from within by altering perceptions of issues, vocabularies used and programme reforms adopted.  相似文献

In the past fifteen years, the Italian welfare state has gone through various important reforms. Almost all social policy fields have been significantly challenged by the presence of both national and European constraints, and in different policy fields some fundamental principles of the welfare state have been questioned and changed. The purpose of this article is to present an analysis of the most recent arguments used for welfare state reforms in Italy, focusing in particular on one key question: have the reforms been formulated and implemented in order to increase the freedom of choice of Italian citizens with respect to social protection? After a brief introduction and conceptual clarification, each section of the article will focus on one social policy field (employment, pensions, health care) and discuss the origins and consequences of the reforms with respect to the freedom of choice of citizens. The main argument is that very limited attention has been paid in the national political discourse and reform design to the freedom of choice for citizens in welfare state policies, since other goals (such as cost containment) were much more crucial. The article will end with an overall assessment of the evolution of freedom of choice in the Italian welfare state setting.  相似文献

Foreign assistance constitutes a significant share of government revenue in many low‐ and middle‐income economies and is targeted at poverty reduction and the promotion of social and economic well‐being. This study therefore examines fiscal responses by Latin American welfare states to the inflow of such aid. As a form of external non‐tax revenue, aid can function as a substitution for public welfare expenditure, with a crowding out effect being the likely outcome. This article investigates whether overall aid and aid that is particularly targeted at the social sector substitutes public welfare provision and, if so, whether it also substitutes its function. A time‐series cross‐section analysis of 19 Latin American countries for the period 1980–2008 provides limited support for the assumption that foreign aid payments influence the welfare budget. It is only the health care sector in middle‐income countries which experiences a small decrease in expenditures. Social security and education expenditures are not affected.  相似文献

This article explores the relation between economic liberalization, regulation and welfare. It asks how the state regulates, delays or prevents service disconnection due to debt and arrears, and what this kind of policy implies regarding the use of regulation as a form of social policy. This is done through a comparative study of the electricity and water sectors in Israel after liberalization. It finds that after initial economic reform, both sectors saw a growth in regulation intended to compensate for the social effects of reform, in what may be termed the ‘regulatory welfare state’. However, this form of social protection has been residual and incoherent. The article argues that trying to separate economic reform from its social consequences is unrealistic and may lead to adverse social and economic results. Second, findings raise concerns regarding the potential of the regulatory welfare state to deliver effective and fair social policy.  相似文献

ABSTRACT

We examined the impact of work–family conflict (WFC) on worker well-being and job burnout, as well as the role of social support in the workplace as a potential buffer against the influence of WFC. Results of hierarchical multiple regression analyses in a cross-sectional sample of 361 public child welfare workers indicate that WFC was related to reduced well-being and increased job burnout, whereas supervisory support moderated the relationship between WFC and well-being. Findings from this study hold implications to workforce management practices aimed at improving worker well-being in human service and child welfare organizations. Human resource management policies designed to manage worker schedules should aim to facilitate workers’ ability to meet work and family demands through programs such as flexible work schedules and telecommuting. Recommendations for future research on WFC and worker well-being are discussed.  相似文献

ABSTRACT

Given the demographics of youth served by the child welfare system, culturally responsive approaches are critical to effective social work practice and desperately needed. Like many adolescents who grow up in the child welfare system, Paul, a White adolescent male in foster care, was beset by a lack of adequate environmental resources and multiple stressors and had little hope or motivation to work on improving his situation. This article highlights the author's “use of self” as an African American male therapist who worked with Paul, using a Winnicottian and caring framework. Because child welfare workers are often overburdened by the demands of work, including large caseloads and clients with few to no resources, they find it difficult to consistently provide empathic and caring behaviors for their clients. The author highlights his therapeutic work and struggles with Paul and offers cultural insights and Winnicottian strategies when working with adolescents in the child welfare system who are ultimately in need of permanency and stability.  相似文献

Abstract

This article explores developments in the support available to older people and carers (i.e., caregivers) in the city of Leeds, United Kingdom, and examines provision changes during a period characterized by unprecedented resource constraint and new developments in national-local governance. Using documentary evidence, official statistics, and findings from recent studies led by the author, the effects of these changes on service planning and delivery and the approach taken by local actors to mitigate their impact are highlighted. The statistical data show a marked decline in some types of services for older people during a 5-year period during which the city council took steps to mobilize citizens and develop new services and system improvements. The analysis focuses on theories of social quality as a framework for analysis of the complex picture of change related to service provision. It concludes that although citizen involvement and consultations exerted a positive influence in delivering support to some older people and carers, research over a longer timescale is needed to show if these changes are adequate to protect older people and carers from the effects of ongoing budgetary constraints.  相似文献

Drawing upon insights from historical institutionalism, this article critically examines the origins of social enterprise and its emergence into the mainstream policy arena. It begins by relating the social enterprise idea to major non‐state/non‐private institutional traditions, including the European social economy, US non‐profits and the UK charitable sector, and places it within the specific field of economic and social welfare. In so doing, the article contests the idea that social enterprise is a new phenomenon in the social welfare field and proposes instead that the supposed ‘novelty’ of social enterprise as an organizational form and a subject of public policy lies primarily in the nature of the socio‐political and economic context of the 1980s–1990s, during which time it became ‘en vogue’. The process of institutionalization of social enterprise and its ascension into the mainstream policy arena is examined in more detail in the case of England during the time New Labour was in office and beyond, and lessons are drawn from this experience concerning both the role that social enterprise plays or is expected to play as a vehicle to address economic and social needs, and how this is intertwined with both a dominant neo‐liberal discourse, as well as alternative perspectives that emphasize more equalitarian and sustainable development paths. The article concludes with some reflections in relation to the apparent consensus that seems to exist around social enterprise as a legitimate subject of public policy and the resulting social enterprization of public services which is currently taking place in England.  相似文献

ABSTRACT

Much emphasis has been placed on child welfare workers’ skills and attributes when working with parents involved in the child welfare system; however, few studies have examined the potential benefits of using an empathic approach to interacting with parents. Child welfare workers may have negative perceptions of parents involved in the child welfare system and might have a tendency to reflect these attitudes and value judgments in their practice. The lack of empathic understanding and communication between workers and parents impacts service implementation and the success of family interventions. Increasing the workers’ ability to empathize with parents can enhance their relationship while increasing parent participation in services and ultimately family reunification. This article will discuss specific ways to cultivate and increase child welfare workers’ empathy for parents by enhancing workers’ emotional response and self/other-awareness, ability to perspective take, emotion regulation, and their ability to make appropriate decisions. Implications for application to practice and training are discussed as is the need for future research to validate the proposed framework for increasing child welfare workers’ empathy toward parents.  相似文献

This article focuses on multiple conditionalities in benefits and housing from the perspective of lone parents in Ireland. The Irish case echoes historical experiences elsewhere and is offered not as an exceptional or extreme case but as an in-depth single case study and a lens for comparison. Although contemporary forms and combinations of conditionalities are new to Ireland, the experience of multiple conditionalities in benefits and housing is not new. Hence, a historical perspective is used to examine contemporary multiple conditionalities in benefits and housing. In the past, conditional regimes for lone parents were justified in terms of moral reformation for first time mothers and avoiding moral contagion of mothers with subsequent pregnancies. In contemporary times, in the case of employment, lone parents are problematised as working part-time and “nesting” on in-work-benefits, and in the case of homelessness, lone parents who prioritise the security of tenure embedded in social housing are accused of “gaming” the system. While acknowledging ambiguities, the paper finds the overlap of welfare and housing discourses contribute, intentionally or unintentionally, to epistemological foundations or understandings of lone parents, shifting public perceptions, and framing them as “problems” to be solved. They simultaneously temper lone parents' expectations. Increased precarity and disempowerment is associated with dual conditionality, and ontological uncertainty is multiplied when experienced cumulatively across employment, social protection, and housing regimes in a context of generally poor public services and labour market precarity and in the historical context of stigmatisation. Nonetheless, lone parents demonstrate considerable agency.  相似文献
