Sex offenders and sex crimes provoke a great deal of anxiety in our society, and over the past decade, lawmakers have passed a variety of social policies designed to protect the public from sexual victimization. The purpose of this study was to examine public perceptions about sex offenders and community protection policies. Data were obtained from a sample of 193 residents in Melbourne, Florida. It was hypothesized that the public holds some inaccurate beliefs about sex offenders, and that there is strong public support for community protection policies. It was found that community members believe that sex offenders have very high recidivism rates, view sex offenders as a homogeneous group with regard to risk, and are skeptical about the benefits of sex offender treatment. The hypothesis that public perceptions contradict empirical research was supported. Community members were overwhelmingly in favor of public disclosure of information about registered sex offenders, although they did not express as much support for residence restrictions. Implications for public policy, and for the media's role in shaping public perceptions, are discussed.  相似文献

The number of older adults in US prisons continues to rise. In 2002, adults ages 50 and older made up 8% of the US prison population, up from 4% a decade prior. Many older offenders are released to communities that are poorly equipped to meet their special needs. and largely unprepared for the social and fiscal costs of their reentry. The focus of gerontological social work education on the returning older adult offender has been limited. This article examines social work roles in the community reentry/reintegration of older adult offenders. Best practices from the gerontological social work literature are presented and implications for social work practice are discussed.  相似文献

Summary In 1973 four probation day training centres were set up in Liverpool,London, Sheffield and Pontypridd as part of an experimentalproject which focused on providing a community based trainingprogramme for offenders who would otherwise have been imprisoned.The experiment, which lasted from 1973 to 1981, has never beenproperly evaluated. This paper, whilst not purporting to fillthat gap, is an attempt to critically review its significancewithin the context of the criminal justice system from botha policy and practice perspective. It further reflects on thereasons for the formulation of the training centre model asa community based semi-institution. It examines its originalpurposes of diverting offenders from custody and helping them,against the charge that they not only failed to achieve thosepurposes but had the unintended consequence of drawing inappropriatepeople into a burgeoning network of state control. Throughoutthe paper a distinction is drawn between the day training centresand the numerous day centres that were established in the probationservice during the late 1970s and the 1980s.  相似文献

Little research has been conducted to determine the motivations of hate crime offenders. This article builds on an earlier work of J. Levin and McDevitt (1993) in which a typology of offender motivations was first articulated. We reanalyze 169 Boston police case files that were originally studied in order to provide empirical grounding for the typology. In this updated study, characteristics of the three original motives—thrill, defensive, and mission—are examined in relation to a new category: retaliatory motivation. In addition, the article addresses the issue of levels of culpability in explaining the most appropriate sanctions for certain kinds of hate offenders.  相似文献

Street‐level bureaucrats play a key role in the delivery of public services to the citizens with whom they interact. Using the Preferred Reporting Items for Systematic Review and Meta‐Analyses approach, we rely on a street‐level perspective to report a systematic review of 46 studies about officer–offender interactions in prisons and probation services. In doing so, we examine how correctional officers articulate state‐agency – whereby they focus on the implementation of rules and policies – and citizen‐agency – whereby their decisions regarding offenders are based on judgements of offenders' worth. Our results provide evidence that frontline work in prisons and probation services stems from a mix of citizen‐ and state‐agencies in which the former is prioritized over the latter: when rule enforcement allows it, correctional officers often make discretionary decisions based on professional judgements rooted in professional norms. In this respect, the managerial and actuarial approach to risk management and public protection involved by contemporary correctional reforms comes with new role expectations that conflict with correctional officers' rehabilitative ideals. At the same time, the literature provides many instances of officers coping with workload in order to meet policy objectives and organizational demands while maintaining satisfactory working conditions. In other words, there is an increasingly elaborate and fragile articulation of state‐ and citizen‐agencies at the frontline, in prisons and probations services. ABSTRACT

Despite the high incidence of learning disabilities among young offenders, research suggests that young offenders with learning disabilities do not receive interventions that address their learning disabilities. Group treatment approaches for young offenders typically utilize a cognitive-behavioral orientation. Cognitive behavioral techniques have been found to be effective with the young offender population by targeting their faulty thinking. However, cognitive behavioral treatment is less effective with youth who have academic delays. Individuals with learning disabilities may have difficulties with the cognitive tasks used in cognitive behavioral treatment. This paper describes a treatment group, with illustrations, adapted for young offenders with learning disabilities, combining cognitive-behavioral and mutual-aid principles.  相似文献

ABSTRACT

This study examines differences in drug use and recidivism outcomes at 12 months postrelease from jail or prison as a function of geographic location and treatment utilization. Participants (N= 700) were previously enrolled in drug treatment during the last 6 to 9 months of their incarceration and were released to the community on either parole or serve-out. Findings from this study indicated that offenders returning to metropolitan areas reported more use of community treatment services following release than offenders in nonmetropolitan areas. Although offenders in both metropolitan and nonmetropolitan areas who reported community treatment following release were less likely to be reincarcerated, community treatment utilization was not a significant correlate of relapse. Findings are discussed, and future directions include favorable outcomes when community treatment is utilized.  相似文献

Prisons are increasingly being called upon to provide end-of-life (EOL) care within the restrictive correctional environment. Several relatively recent phenomena have brought medical ethics to the forefront of prison EOL care—including aging behind bars, a paradigm shift in prison culture, the increasing rate of in-prison deaths, and the corresponding prison hospice movement. This article examines prominent ethical issues that emerge for prison personnel who are tasked with providing care to terminally ill offenders by presenting three offender composite characters that exemplify dying offenders and emergent ethical issues surrounding their care. Identification and critical analysis of these ethical issues demonstrate the need for strong commitment to ethical practice and highlights specific issues for prisons to examine in their own EOL care practice.  相似文献

In the area of crime and detection, women have been said to profit from their ‘femaleness’ by way of the ‘chivalry factor’, operating to render authorities reluctant to arrest, prosecute and convict women, despite their guilt Such a theory appeals to traditional attitudes toward women. A systematic study of dispositions of male and female offenders supports the view that women may not so easily be said to escape the criminal process. ‘Evidence’ that women are treated more leniently than men is often based in anecdote. For some offences women are in fact more likely to be punished. Because women are expected to be ‘pure’, the female offender conflicts not only with the law but with social and cultural views of womanhood. Growing media, political and public concern with high‐risk offenders in the community has focused policy attention on the concept of ‘public protection’. A notion that the public has the right to be protected, particularly from ‘monstrous’ offenders such as predatory paedophiles, has infiltrated much recent legislation and penal policy. This article will explore the critical factors in the ‘public protection’ trend and the framing of risk and risky offenders that has ensued. In particular, attention will be given to the new surveillance and intervention mechanisms under the Multi‐Agency Public Protection Arrangements (MAPPA) and whether these arrangements manage risk or displace it. To what extent are they driven by the ‘precautionary principle’ and defensive responses to risks that are over‐inflated? To what extent does this result in ‘perverse incentives’ to over‐manage certain risks and to over‐concentrate on restrictive risk management techniques such as electronic tagging, satellite surveillance and curfews rather than treatment? Does the system represent effective risk management or a system for dealing with risk anxiety – both of the public(s) and of politicians?  相似文献

This research analyses key findings from qualitative research conducted with (ex) offender fathers and their probation officers. This paper focuses on the critical role of family and social support for (ex) offender fathers who seek to build and maintain relationships with their children. The research reported in this paper shows that the men receive social support, both formal and informal from a wide ranging and complex network of family, friends and practitioners, which facilitates and enables their commitment to fathering. Drawing on social support theory, I argue that identification of support networks recognizes the productive possibilities of vulnerable families which constitute a source of strength and connection to be nurtured in contexts of adversity. This strengths‐based paradigm advocates the need to identify and facilitate family, friendship and professional networks in the context of social work with offenders and their families.  相似文献

Summary A study was made of the contents of 120 social enquiry reportswritten by social workers in relation to a sample of 50 juvenileoffenders. The criterion for inclusion in the sample was thatthe offender was subject to a supervision order made during1977, in one social services department. The analysis of the contents of the reports indicated that thesocial workers, with their own individual differences of emphasis,adhered closely to the intended welfare values of the 1969 Act;they worked for, with and on behalf of the offenders and theirfamilies; their recommendations, particularly when argued withconviction, were listened to and acted upon by the magistrates. It appeared that there might be significant decision pointsin the career of a juvenile offender: the first court appearance,when either a welfare measure or deterrent measure might beused; and the later stage where a boy of 14+ years faced thecourt following a number of convictions and the failure of previousmeasures. At both points it seemed to be the social worker recommendationwhich was influential, and which could therefore have a significanteffect on the direction of a child's future.  相似文献

This paper describes a social policy experiment that explores current and potential links between trends in Australian public policy. The central example is provided by the implementation of a wired community set up in a low‐income public housing estate by an entrepreneurial not‐for‐profit internet service provider, InfoXchange. ‘Reach for the Clouds’, the wired community being established at Atherton Gardens in Fitzroy, Melbourne, is attractive to policy‐makers and funding bodies, combining community‐building, public‐private partnerships, self‐help and place‐based management. However, although the project is promoted as an exercise in community‐building through technology, many of the key assumptions are untested. It seems self‐evident that low‐income people who are socially and economically excluded would benefit from greater ‘connectedness’ with one another. However, it is not clear that such exchanges, online or off‐line, will build ‘community’. The paper attempts to establish some distinctions between online communities of interest and place based communities, untangling the relationship between social connectedness and models of social capital.  相似文献

Policy analysts and citizen groups have long struggled with the complexities of the implementation process. The model presented here empowers students, community organizers, and consumers with theoretically sound and practically useful procedures for assessing the extent to which social agencies are implementing any particular policy or piece of legislation. It also identifies key implementation processes for citizens to target in their agency change efforts. This article will outline the response of housing management to the implementation of community care policy in the North East. It will locate housing's role within the broader development of community care policy, and briefly review the reasons for housing's relatively late arrival as a key partner, alongside social services and health, in the planning and delivery of services. Using information gathered from interviews with housing professionals, part-time housing students, voluntary organizations, and workers within health and social services, it outlines and evaluates five main factors which appear to be affecting the successful integration of housing management into the process of planning and delivering community care services in the North East.  相似文献

This paper examines the economic and political constraints on the development of Australian policy directed at the prevention of alcohol-related health problems. An analysis is made of recent official statements and enquiries and it is argued that heightened concern about prevention arose in the context of budgetary problems and the need for governments to find ways of containing expenditure in the welfare area. The effectiveness of current efforts is called into question by the real nature of the constraints on health, and of the disparity between prevention rhetoric and policy implementation. It is suggested that government statements of intent to reduce the overall level of alcohol comsumption in the community entail no clear-cut commitment to a particular strategy or set of strategies, and that recent government actions indicate the limited possibilities for the implementation of such a policy. Any policies governments are likely to pursue are unlikely to disrupt major sources of government revenue. Because of the high profile that governments have created for the problem, there is the possibility that the policies that are adopted will be politically expedient in the short-term rather than providing real solutions.  相似文献

Policy implementation is an interactive process between citizens and street-level bureaucrats. Although the literature has already addressed different factors that influence discretion, there is still a gap in understanding if and how bureaucrats' relational profiles affect policy implementation. This article analyses bureaucrats' interactions and the relational environments in which they exercise their discretion. The hypothesis is that bureaucrats' different relational profiles specify policy implementation at the street level. We study bureaucrats in a Brazilian health care programme involving community workers that requires regular visits to beneficiary families' homes. The research departs from ethnography and network analyses with workers from three very different contexts. We analyse bureaucrats' practices, the discursive styles mobilized in their interactions, and their personal networks. The results show that organizational factors are central to explain variations in practices, and their relational profiles highly influence the discursive styles used by bureaucrats in their interactions with citizens. The article concludes that relational elements can affect the exercise of discretion and influence interactions at the street level and should be incorporated more systematically in the implementation literature.  相似文献

Summary Some account is given of a small group of offender/patientsdefined as dangerous or potentially dangerous.
