About 73% of the global population is not, or is only partly, covered by social protection. Particularly across low‐ and middle‐income countries (LMICs), social protection coverage is highly heterogeneous. What explains the large differences in the inclusiveness of social protection across LMICs? By analysing 100 LMICs using retirement schemes as an example, this study shows that non‐contributory schemes in LMICs are, by far, more inclusive than contributory ones. Surprisingly, democratic institutions characterised by low levels of political corruption only promote the inclusiveness of non‐contributory social protection while reducing the coverage of contributory schemes.  相似文献

This paper aims to develop an integrated policy index system using a Surface Measure of Overall Performance (SMOP) approach to comprehensively evaluate and compare the policy input and social output of the retirement payment system in urban and rural China, Hong Kong, Singapore and Taiwan. With this, a tool may be developed to help insightfully examine the old‐age income policies and appropriately, and perhaps theoretically in the future, categorize the types of retirement provisions or social security policies as a whole in the East and West. The results indicate that, particularly in urban China, Hong Kong, Singapore and Taiwan, a low level of de‐familization and medium and high levels of gender equality are the common features of these five pensions in China, Hong Kong, Singapore and Taiwan. Furthermore, it is found that the retirement provisions in China, Hong Kong, Singapore and Taiwan can well be divided into two groups based on the level of pension right protection and illustrate different characteristics between them accordingly. In addition, policy implications and suggestions for further reforms of these retirement payment schemes are elaborated in the light of the findings of this policy index system.  相似文献

Introducing social insurance for long‐term care in Taiwan: Key issues Taiwan will shortly complete its comprehensive social safety net, which includes national health insurance, retirement security, and unemployment insurance, by introducing long‐term care (LTC) insurance – putting it ahead of the many countries that rely on a patchwork of policies to address the need for LTC. The program, to be implemented in 3 to 5 years, will cover all citizens on a primarily social insurance basis. The range of LTC policy options considered is discussed, particularly how to structure the program, how to finance and regulate it, and how to develop its inadequate LTC infrastructure and workforce. Particularly thorny issues include the choice of social insurance, the feasibility of cash benefits, and how to address Taiwan's heavy reliance on foreign workers. Taiwan's increasingly democratic character, along with high levels of public support for the program, creates significant pressure on politicians to deliver on their promises to implement LTC reform. Using a nationally representative sample dataset from the 2016 Korean Welfare Panel Study, we examined the anti‐poverty effects of income transfers in people with disabilities. Our findings indicate that in households with a person with a disability, income transfers decreased by 55.9% and 84.8% of the pre‐transfer poverty rate and poverty gap, respectively. Before income transfers, households with a person with a disability were 1.94 times more likely to be poor compared to those without a person with a disability. When income transfers were offered, the chance of being poor in the disability group was only 1.11 times higher than that in the non‐disability group. Findings from the aggregated data suggest that means‐tested income transfers were more effective in reducing poverty levels than social insurance or private income transfers. At the individual level, the provision of means‐tested programs was also more likely to decrease the likelihood of experiencing poverty than social insurance and private income transfers.  相似文献

This paper reviews the major social policy developments in Greece during the 1980s and 1990s, focusing on social security, health and employment policies. It argues that the concept of social policy and the practice of politics have been distorted in this country. Social policy reflects the legacy of a heavily politicized and centralized policy‐making system, an impoverished administrative infrastructure and poorly developed social services. Its emergence is characterized by the pursuit of late and ineffective policies. It lacks continuity, planning and coordination, being oriented towards short‐term political expediency. It is largely insurance‐based, reproducing huge inequalities and institutional arrangements which are behind the times. It provides mainly cash benefits, low‐quality but rather expensive health services and marginal social welfare protection. Moreover, the lack of a minimum income safety net confirms the country's weak culture of universalism and social citizenship. By implication, complex policy and interlocking interest linkages have tarnished the “system” with a reputation for strong resistance to progressive change. At the same time, sources of change such as globalization, demographic developments, new household and family/gender patterns, unstable economic growth, fiscal imperatives, programme maturation, as well as persisting unemployment, changing labour markets and rising health care costs, have produced mounting pressures for welfare reform.  相似文献

The advent of the Global Financial Crisis reminds us that modern epidemiological research has consistently demonstrated links between the socio‐economic circumstances of families and children's health and development. Drawing on data from the Longitudinal Study of Australian Children, this article firstly examines the evidence for intergenerational transmission of socio‐economic disadvantage from parents to young children. It then examines parents' jobs as another source of social inequality. Results confirm that children's healthy development is affected by family income, by parents' hours of work and by the quality of parents' jobs. Job combinations that include long work hours of mothers and fathers and poorer quality jobs are associated with elevated rates of parental mental health problems, less time spent in developmentally important activities with children, and socio‐emotional developmental difficulties for children. The evidence suggests that these effects are greater within low income families. These findings highlight the need for social and economic policies to move beyond simplistic notions of promoting parental workforce participation as a way of reducing the adverse effects of social disadvantage. A more nuanced approach is required that considers the additional impacts of the quality and characteristics of jobs, especially for the parents of young children.  相似文献

Recent changes to Australia's welfare system have impacted low‐income single parents who have been moved from a family payment, Parenting Payment Single, to a lower payment directed at individuals looking for work, Newstart Allowance. Research has shown that single‐parent families are particularly vulnerable to the risk of financial deprivation and poverty, and this recent welfare payment change further compounds the often dire financial situation for these families. Twenty‐three in‐depth interviews were conducted with low‐income single mothers who had been recently moved off the Parenting Payment Single and on to Newstart Allowance. As a result of this payment change and the decreased welfare assistance, the women spoke of needing to develop new strategies to compensate for their decreased income. This article focuses on the strategies these families developed and employed, exploring the women's ability to be resourceful in times of welfare changes.  相似文献

Atypical forms of employment (part‐time work, mini‐jobs, fixed‐term contracts and solo self‐employment) have gained in importance overall in recent years in many European countries. They are often part of an irregular career pattern and carry a high risk of unemployment. In a 6‐country comparison (Germany, the United Kingdom, the Netherlands, Italy, Denmark and Poland) we consider whether and in what way national social protection laws cover the various forms of non‐standard employment and the specific risks these entail. Significant variations were found in coverage standards and practices between countries as well as substantial variability within countries in their responses to different types of non‐standard employment. A need for further and improved coordination of both social legislation and tax law is identified.  相似文献

Increasingly, low‐income non‐custodial parents in the USA, primarily fathers, are at risk of incarceration for failure to make child support payments, clogging the prison system, preventing already at‐risk fathers from holding a job and removing them from relationships with their children. This paper examines an innovative programme in one south‐eastern state that provides an alternative to incarceration for non‐compliant parents, also allowing fathers an opportunity to find gainful employment; to learn valuable life skills; and to establish healthier relationships with their children. Data analysis from 3 years of programme implementation suggests that low‐income non‐custodial fathers enrolled in the Alternative to Incarceration programme have a much greater chance to fulfil their obligations, both as wage earners and as parents, when they are in a programme that provides life skills, helps them find employment and provides other supports to help them improve their life situation rather than incarcerating them for non‐payment of child support. Furthermore, this programme represents a substantial cost savings to the state, as hundreds of fathers have remained outside of the prison system. To date, this alternative to incarceration is a promising solution to a previously intractable problem.  相似文献

China's relative lack of social security coverage for rural elders exacerbates the already severe rural–urban economic disparity, slows the rate of rural poverty reduction, and raises social justice concerns. Our analysis draws on evidence from a number of sources including interviews with experts on China, Chinese government documents, Chinese newspaper accounts, and other sources from other countries. Based on our analysis of what has been tried in other countries and the current situation in rural China, we offer some suggestions for Chinese policy makers. We suggest that, for rural China, a universal non‐contributory old‐age pension deserves serious consideration, and refer to our proposed model as a Rural Old‐Age Social Pension. It will reduce the level of poverty in rural areas and the degree of income inequality between rural and urban areas while simultaneously promoting social and political stability.  相似文献

Georgia's national social security system offers almost universal non‐contributory basic pension coverage. The basic pension has, to date, proved effective in dealing with old‐age poverty. But Georgia's fiscal constraints and ageing population also highlight the importance of improving the pension system, in order to ensure its sustainability. This article presents policy reform choices, which suggest that, in Georgia, pension reform might include increasing the statutory retirement ages and reducing the generosity of benefits through means testing. The case of the Georgian non‐contributory basic pension might hold value for some low‐ and middle‐income countries that are considering the implementation of, or expanding coverage under, a non‐contributory pension programme.  相似文献

Achieving universal pension coverage is both an aspiration and a challenge for many developing economies. Traditional contributory schemes are less effective in extending pension coverage to workers who are not in the formal sectors of the economy. As an alternative, non‐contributory schemes have gained popularity in recent years. China’s pension reforms mirror this global trend. The introduction of a contribution‐based pension scheme for urban employees (Employees’ Pension) was followed by a scheme for rural and urban residents (Residents’ Pension), which is partly government financed and partly contributory, with multiple options for premium payment. This study uses nationally representative survey data collected in 2016 to compare the inclusiveness of the two schemes. It finds that access to the Residents’ Pension scheme is more equal than the Employees’ Pension. Lower status workers in terms of education, employment, income and hukou‐migration are more likely to participate in the Residents’ Pension as opposed to the Employees’ Pension, compared with higher status workers. The Chinese experience suggests that a workable solution for pension extension in low‐ and middle‐income countries is to have a scheme that is flexible, affordable and responsive to the diverse needs of the population.  相似文献

Owing to a favourable economic situation and to national labour market and social protection policy reforms, Latin America has witnessed significant progress in social protection coverage. Some countries, however, have seen weaker progress, with stagnant coverage levels. Several factors underlie the extension of pensions and health care coverage and the formalization of the labour market: substantial improvements in the quality of employment, more flexible eligibility criteria for contributory coverage, and the strengthening of the supervisory and regulatory roles of the State. This article first addresses the link between social protection and informality in Latin America to show the relationship between informal labour markets, the lack of social protection and the scale of unpaid contributions. Also highlighted is regional progress in extending social protection as a result of labour market formalization. Countries in the region have used various policies to encourage formalization and these have also helped to reduce wage inequalities, since formalization has had especially beneficial effects on low‐income sectors. Finally, we discuss dichotomous views on social protection financing in the region that tend to place contributory and non‐contributory financing in opposition to one another but do so in favour of the latter, tend to support proposals for limited coverage, and which do not challenge the stratification of access to social protection. The move towards a convergence of benefits is deemed essential: strategies to universalize social protection in the region should not focus exclusively on increasing resources, but must address institutional change as a crucial part of the locus of innovation.  相似文献

本文以农民工与城市职工收入差距研究为切入点,探讨社会资本对收入不平等的影响路径及其程度。通过分析中国8城市的调查数据,运用收入分解方法,考察社会资本影响农民工与城市职工收入差异的两条路径,即进入职业的机会差异和职业内的收入差异。研究结果表明,户籍制度和交往同质性原则导致农民工(相比城市职工)在社会资本存量方面更加欠缺,难以进入收入高的职业,且职业内的讨价还价能力也很有限。两种路径差异的综合,是导致农民工收入较低的重要社会原因,因此,社会资本是维持和固化社会不平等的微观机制。  相似文献

This study explored retirement and the work life experiences of working-class women. Ninety-nine black and Caucasian women ranging in age from 66 to 84 were administered a telephone questionnaire assessing why they retired, and why they returned to work after retirement. Most compelling among the findings from this research were low earnings status and its lasting effects on psychological, physical, social, and economic well-being during retirement. Furthermore, occupations segregated by sex were associated with discrimination and low pay. A work life spent in sex segregated jobs, along with discrimination, left most of the working-class women with an economically insecure retirement. This resulted in women returning to the work force after retirement to supplement their income.  相似文献

本文通过对湖北省武汉、荆州、洪湖三个地区973名失业者的调查,描述了失业者的再就业行为的基本状况,并运用高级统计方法分析了影响失业者再就业行为的主要因素。研究发现:失业者再就业态度积极,但多数人从事着社会地位低、无稳定性的非正式职业或自雇职业;个体的社会特征因素对失业者再就业行为的影响显著,而再就业意愿对再就业行为的影响不显著。所以,本文不支持失业者由于就业期望过高而制约其再就业的看法。  相似文献

Outcomes of social policies have always been mediated by the discretionary agency of front‐line staff, processes which nevertheless have received insufficient attention in policy evaluation and in the social policy literature more broadly. This article takes the case example of the policy reforms associated with the Australian government's welfare‐to‐work agenda. Drawing on two discreet research projects undertaken at different points in the policy trajectory, the practices of social workers in Centrelink – the Commonwealth government's primary service delivery agency involved in welfare‐to‐work – is examined. Centrelink social workers have been and remain one of the core groups of specialist staff since the Department's inception in the late 1940s, working to improve the well being of people in receipt of income security. Their experiences of the recent past and their expectations of the future of their professional practice as welfare reform becomes more entrenched are canvassed. In summary, the discretionary capacity of the Centrelink social workers to moderate or shape the impact of policy on income security recipients is steadily eroding as this group of professionals is increasingly captured by the emerging practices of workfare.  相似文献

This article investigates the barriers to informal workers’ voluntary participation in Kenya’s national health insurance scheme – the National Hospital Insurance Fund. Based on primary data from both qualitative and quantitative methods, we find that the key determinants of enrolment include social factors, such as marital status, which create demand for insurance, and the role of informal workers’ associations that promote the voluntary uptake of health insurance and prevent default through contribution support. Participation barriers and reasons for inactiveness stem from the nature of informal work characterized by irregular earnings, which combine with apprehension about having to pay penalty charges for the late payment of premiums, inadequate levels of knowledge about health insurance schemes, institutional constraints such as complex registration procedures, as well as premium costs and poor-quality services, all of which discourage enrolment or the reactivation of lapsed membership. There is thus a need for health insurance schemes, such as Kenya’s National Hospital Insurance Fund, to educate informal workers on insurance services and protocols and to improve services to encourage uptake and reduce default behaviour.  相似文献

Micro‐insurance is seen by many as a promising tool to improve the social protection of low‐income earners. This assumption is supported by the positive experience of existing micro‐insurance schemes. At the same time, however, many schemes have failed to organize sustainable insurance arrangements that are affordable for the poor and near‐poor. The question is thus which institutions are best able to arrange for micro‐insurance. Formal institutions such as public agencies or commercial companies are usually too distant in social and spatial terms from the target group of micro‐insurance and face severe difficulties in downscaling. Informal institutions, however, such as self‐help groups or grassroots NGOs, usually lack the know‐how, experience and capacities to design and manage insurance arrangements. They need powerful partners to upgrade. An alternative would be that formal and informal institutions cooperate in providing micro‐insurance. This article argues that such a linking approach is superior to both the downscaling and upgrading approach.  相似文献
