This article focuses on the issues currently facing people with an acquired brain injury (ABI) in the criminal justice system in the state of Victoria, Australia and, in particular, the impact of this condition on people suffering various forms of social disadvantage. This qualitative study involved in‐depth interviews with key stakeholders, such as service providers working in the system, court personnel including Magistrates and Judges, legal practitioners and persons living with an ABI and their carers. The aim was to determine the advantages and limitations of current policy and practices, and to identify possible actions which could lead to improved outcomes for this cohort. This paper responds to our research findings in relation to two key areas: first, the awareness of ABI amongst legal practitioners and service providers, prompting the need for better education, training and professional development; and second, the requirement to improve processes for identification, assessment and support, for people involved in the criminal justice system with ABI. A number of systemic modifications and educational initiatives are recommended to address the unreasonable and unacceptable impacts on persons living with an ABI in the criminal justice system.  相似文献

Societies seem to have emotional climates that affect how people feel and act in public situations. Unlike the emotions experienced in an individual's personal life, these modal feelings reflect a collective response to the socio-economic-political situation of the society and influence how most people behave toward one another and their government. A government may foster a climate of fear to ensure social control, or it may encourage the formation of heterogeneous social groups to facilitate a climate of trust between people from different groups. On one hand, emotional climates may be viewed as reflecting the relative peacefulness or violence of a society. Thus, an assessment of emotional climate may provide a subjective index of human security to complement objective measures of democracy, human rights, equality, and other factors that we presume are beneficial to human welfare. On the other hand, we may view emotional climates as influences that act to further or to impede the development of the culture of peace advocated by the General Assembly of the United Nations. Thus, their assessment may have predictive power, and measuring a society's emotional climate may help us to create desirable policy. In this article we show that it is possible to measure some important aspects of the emotional climates of three nations that have different degrees of a culture of peace: Norway, the United States, and India. We show that estimates of the collective emotions that constitute climate can be distinguished from reports of personal emotions in that the former are more influenced by nation and the latter by social class. It is the subjective experience of national emotional climate, rather than personal emotional experience, that appears most related to objective indices for the culture of peace in the different nations.  相似文献

Objective . Many have written about the public's low opinion of the federal government; however, the theoretical sources and consequences of political trust have been empirically elusive. Drawing on the procedural justice framework, this study investigates the structure and consequences of people's mistrust of the federal government. Methods . Using data from various years of the National Election Study (NES), this research investigates the relationship between policy, procedural, and personal concerns and support of government. Results . Judgments about policy outputs, the process by which these policies develop, and the people involved in this process are shown to be sources of governmental trust, and certain aspects of trust are shown to have important behavioral consequences. Conclusions . These findings help to explain the failure of previous research into the causes and consequences of political trust. The various policy and process judgments that the NES Index combines play important independent roles in explaining political trust itself and its relationship with political behaviors and other attitudes.  相似文献

Social governance innovation is a basic requirement of China's socialist construction, and an important guarantee that people can live and work in peace and enjoy long-term stability and order. Strengthening and innovating social governance has great significance for the modernization of the national governance system and governance capacity, and this is where judicial justice plays a unique role at the level of government, society, and the individual. That is, judicial justice is the key to transforming governmental functions; the guarantee of a new-type social construction; and the guide to upgrading autonomy at the grass-roots level. Sociological and socio‐psychological theories maintain that values play an essential role in predicting attitudes. Most research portraying the effect of a single value on various attitudes claims that the effect of values on attitudes increases if the attitudes and the specific values are related or if the attitudes involve objects or situations that reflect specific values. This exploratory study examined the relationship between personal values, considered as components of an individual's mindset or psychological structure, and attitudes supporting social welfare policy. The participants in the study were Israeli Bachelor of Arts students from four institutions of higher learning. The students' personal values were measured, and the effect of their values (beyond the students' socio‐demographic characteristics such as gender, religiosity etc.) on social support for welfare policy was tested.  相似文献

This paper offers some reflections on a number of methodological and personal issues associated with researching homelessness, particularly in the Scottish context. It opens with an examination of the political and social construction of statistics on homelessness. It highlights the limitations of official data sources, and outlines the problems in quantifying (or even estimating) the extent of one of the most extreme manifestations of homelessness—rough sleeping. It identifies some other practical difficulties in conducting research amongst homeless people, such as setting and meeting interview targets, and questions the perceived level of risk in conducting face-to-face work with street homeless people. The second part of the paper considers a range of ethical tensions, posing a series of dilemmas which can arise for an academic researching homelessness. It is suggested that these issues and concerns could be widely applied to social policy research, and are therefore of equal relevance to academic researchers involved with any groups affected by poverty and social exclusion. Drawing on recent controversial practice debates, the paper questions the role of the researcher in perpetuating the so-called 'homelessness industry'. Finally, the paper argues that the researcher should seek opportunities to enhance user-involvement policy development as well as research. The paper suggests that researchers in the field of homelessness occupy a privileged position, providing a link between homeless people, agencies responsible for policy and practice, and politicians. It concludes that research can make a real contribution to understanding and alleviating homelessness. This, it argues, is the only valid justification for making a living out of homelessness research.  相似文献

Although policy practice is regarded as an essential component of social work, the actual involvement of social workers in policy practice is apparently very limited. This article presents the findings of a study that seeks to explore the role of social and professional values in support by social workers in Israel for engagement in policy practice and their actual involvement in this type of practice. The findings indicate that socioeconomic orientations and professional values have an impact on social worker's perception of policy practice and the degree to which they are actually involved in the social welfare policy process. In particular, it was found that attitudes toward social justice played a major role in the social worker's perceptions of, and involvement in, policy practice.  相似文献

This paper reports on and discusses the results of part of the author's PhD study. It focuses on professionals' perceptions of the factors that contribute to young people in residential children's homes coming to the attention of the criminal justice system, with consideration given to how such perceptions might impact on responses to the young people. As part of a case study of a particular local authority area, the author undertook semi‐structured interviews and a focus group with 31 professionals from the care and criminal justice systems. The implications of the findings for policy and practice are discussed.  相似文献

An interdisciplinary legal and social work framework for peace building is presented. Inequality and its eradication are identified as linking factors transforming conflict into coexistence. Peace building is determined to entail participation in the struggle for social justice. Three conditions are identified as central to the peace building process. The first necessitates the establishment of inclusive, autonomous communities, each free to express religious, cultural and national aspirations and identity. The second requires the recognition of the legitimacy of each community to assert rights and claims without denying those of the other . This premise supports the view of the individual in relation and notes that coexistence can only be advanced through the building of mutual relationships. Finally, peace building requires recognition of human rights as a tool to promote relationships both within and between societies.  相似文献

Abundance is defined as having enough of whatever one craves and/or needs in life. Thus, one can speak of physical abundance as being distinct from spiritual or social abundance. Abundance is an inherently personal, experiential concept, not amenable to objective, economic measurement such as income. The Amish people of Canada and USA provide an excellent case study in avoiding poverty traps and achieving a sustainable, abundant and healthy life, on very low incomes. This study of Amish culture has important social lessons and policy implications, both on the micro and the macro level. The study also reveals how the social and material security which the Amish enjoy, is however, achieved at the cost of severely circumscribed personal freedoms of thought and action.  相似文献

The lack of culturally appropriate services contributes to the low participation rate of Indigenous people in disability services. Understanding how disability is conceptualised is essential to developing culturally appropriate disability services. This study aimed to critically compare the conceptualisation of disability between Indigenous people and NSW government and non‐government disability service agencies. Indigenous and policy sources were obtained from purposive and snowball sampling. The Indigenous conceptualisation of disability was understood through representations by Indigenous spokespeople in journal and newspaper articles and audiovisual materials. The disability service agency conceptualisation of disability was represented through the annual reports and programme guidelines of the NSW government agency and seven non‐government disability agencies. The occupational justice framework guided critical analysis at the cultural interface. Four themes were identified: power and self‐determination, eligibility, otherness, and identity and labels. Data showed disability agencies promote self‐determination for Indigenous people and conceptualise disability as impairments affecting functioning, when assessing service access eligibility. Most Indigenous people do not self‐identify as disabled and are categorised as culturally different within policies. Indigenous people experience marginalisation due to their cultural identity. Indigenous people are required to conform to the conceptualisation of disability proffered by agencies to access services. To develop culturally appropriate services, agencies must collaborate with Indigenous communities.  相似文献

SUMMARY

A study conducted 14 months after Hurricane Andrew examined the long term impact of this natural disaster on the homeless in the hardest hit areas of South Florida. The effects of a natural disaster on the homeless has not been studied in the past. In addition, this study is presented to illustrate a model of social action research. The foundations for the principles of this model are rooted in the best scientific and social justice traditions. The principles are introduced and described using research methodologies that were utilized in this disaster study. How the findings contributed to changes in policy, procedure, and practice are highlighted.  相似文献

The Chinese government issued generous relief policies after the Wenchuan Earthquake. However, according to my survey, 20.32 per cent (n = 1,949) of the earthquake victim‐survivors felt that they were treated unfairly in receiving government assistance after the earthquake. In the present study, a perceived justice framework was established to explain the victim‐survivors’ perception of justice of the disaster relief policy in China and several hypotheses were developed. The hypotheses were tested empirically using household survey data of the Wenchuan Earthquake. The empirical study found that perceived justice, which is composed of three dimensions (distributive justice, interpersonal justice and informational justice), could directly assess the effect of the disaster relief policy. The results of the empirical study also demonstrated that the most important principle of the disaster relief policy was ‘need distribution’, which was also the most important factor of perceived justice. The study concluded that it is imperative to improve victim‐survivors’ feeling of fairness, policy information delivery and their expectations management when implementing a disaster relief policy.  相似文献

Latane and Darley developed a five-stage model to understand why people do and do not help other people in emergency situations. We extend their five-stage model to explore why people do and do not take action against climate change. We identify the factors that make climate change difficult to notice and ambiguous as an emergency; we explore barriers to taking responsibility for action; and we discuss the issues of efficacy and costs versus benefits that make action unlikely. The resulting analysis is useful on two levels. For educators and policy makers, the model suggests the most efficacious approaches to galvanizing action among U.S. citizens. For social scientists, the model provides a valuable framework for integrating research from diverse areas of psychology and suggests fruitful avenues for future empirical research.  相似文献

Resistance to girls' education is a social justice and human rights issue in many countries. In Pakistan, where the lowest school enrollment for girls is in Pashtun areas bordering Afghanistan, it is especially problematic. Pashtun society is patriarchal: Men have the power to construct obstacles to girls' education, and to remove them. This article therefore explores a different way of overcoming barriers to gender justice, namely through the participation of men. A qualitative Delphi process and in‐depth interviews with Pashtun men led to their consensus on seven key points of leverage where action could be taken. Participants agreed that progress toward gender parity could be achieved only by making allies of powerful community leaders, especially religious leaders, and by utilizing existing institutions, such as the mosque, Jirga (council of elders), and the men's guest house. For each point of leverage, a policy recommendation is made for increasing girls' participation in education.  相似文献

Specifically,it considers social worker responses to direct payments, a policywhich has been linked to a discourse of social justice and rights.The article initially considers the nature of justice and rights,arguing that these can plausibly be seen to be grounded in theidea of autonomy and that a rights or justice based social policyand practice must be grounded in the protection, enhancementand development of the capacity for autonomous action. The articlethen presents partial findings of a research project, whichsampled social workers' views and attitudes towards direct paymentsin three local authorities. The findings suggest that socialworkers are aware of the link between direct payments and autonomyand are generally very supportive of the move to a rights basedapproach to policy and practice as evidenced by programmes suchas direct payments. Psychosocial perspectives on children’s development are allied to theories that recognize the ‘self’ as essentially a social entity. The quality of relationships that children experience in their social environment have a profound effect on their socio-emotional development, personality formation and social competence. To this extent, psychosocial theories of children’s development and wellbeing can provide child and family social workers with a powerful framework within which to analyse, assess and practise. However, it is also recognized that the character of child welfare practices and policies are influenced by prevailing political climates. A simple dichotomy is described between political philosophies of the right and left; libertarianism and communitarianism; individual freedom and collective action. It is argued that the present swing to libertarian individualism has brought about major changes in the policy and practice of much child and family social work, including a preference for theories that emphasize people’s psychological independence, rationality and personal responsibility. In such a climate, child and family social work becomes more legalistic, orientated towards principles of justice rather than welfare, and towards rights and responsibilities rather than personal relationships and social competence. Psychosocial developmental theories, with their emphasis on the importance of social relationships and the emotional interconnectedness of people in community, fare less well under the rigours of psychological individualism and free-market economics. The paper concludes that if children’s psychosocial development and competence are a product of their social history, practices that psychologically ‘disembed’ people from their relationship environment are unable to consider children’s needs within a coherent, well-grounded theoretical framework. If child and family social work is premised on helping children develop social understanding and emotional wellbeing, theory and practice are best served by taking a psychosocial perspective.  相似文献

This paper considers the role of sheltered housing following the introduction of new community care arrangements in 1993 and examines the continuing uncertainty about its exact role as community care continues to develop. It reports on a study conducted in Shropshire, using a postal survey and interviews with older people and service professionals. The study highlights the importance of sheltered housing for older people, particularly in relieving them of concerns about maintenance and repairs, social isolation and security. These factors were crucial for their overall peace of mind and quality of life. While only a small proportion of tenants received help under social services' community care arrangements, the additional support, monitoring and service coordination provided by wardens helped some of them to remain in sheltered housing when residential or nursing home care might otherwise have been necessary. Sheltered housing was overwhelmingly popular with older people — but their satisfaction was closely associated with the availability and quality of the warden service. Although sheltered housing is not currently in vogue in housing policy, the paper argues that it plays a vital role in local provision for older people and needs to be more closely integrated into community care policy, while at the same time preserving the characteristics that make it popular with its residents.  相似文献
