The Eurozone crisis has led to a long and remarkable protest wave. Civil society raised its voice against the ever-harsher austerity measures implemented to deal with the crisis. The article focuses on the role of civil society and its potential to contribute new perspectives to the debate. Such a contribution would depend on two preconditions: 1. Civil society actors need to mobilize successfully to make their voices heard. 2. Civil society actors contribute a perspective that differs to the perspectives of actors from institutionalized politics. Both preconditions are analyzed empirically for two countries that are in very different situations in the crisis scenario: Greece and Germany. Greece has been hit most severely by the crisis; Germany is the most prominent country defining the crisis management, and it provides the largest share of credit guarantees for “crisis countries.” Social movement theory is used to explain the differing evolution of protests in the two countries. In the early phase of the crisis, the established landscape of political parties in both countries offered few opportunities for their citizens to vote in opposition to the crisis management, which is conducive to extra-parliamentary protest. Differences in deprivation, discursive opportunities and the resource basis of mobilization structures can explain differences in protest frequency but also to some extent the evolution of protest over time. Taking up Habermas’ argument regarding the specific perspective of civil society actors in the public debate, we then analyze to which extent the arguments of civil society actors deviate from those of more institutionalized actors. A discursive actor attribution analysis unveils that civil society actors are more sensitive to social problems and grand systemic questions. Moreover, civil society actors are less hesitant to blame actors on the EU level and other EU Member States, even though their overall contribution to the crisis debate is rather marginal.  相似文献

Marginal regions have been the subject of political concern and remedial action in western states for several decades now. The West Coast of the South Island of New Zealand is an interesting case study in this regard, for recent economic growth has confounded earlier expectations of post-restructuring decline, while also contradicting several of the nostrums of new regionalism. In an effort to understand this trajectory, this paper draws on documents from public and private sector organisations, newspaper articles and field visits to examine developments in four key sectors of the West Coast's economy: mining, dairy farming, forestry and tourism. Economic growth is found to be closely linked to the cultivation of new markets for primary products, but efforts to rework the cultural dimensions of marginality have also been important. Value has been added to specific products through the insertion of references to the region's alpine and forested landscapes. Isolation and peripherality have been recast in more positive terms, echoing the broader reframing of New Zealand as a scenic, unspoiled destination. In adopting a cultural economic perspective on marginal regions, the paper illustrates the significance of symbolic forms of value, the potentially flexible nature of marginality as a discursive category, and the importance of the networks which connect regions to national and international flows of capital and tourists.  相似文献

Using data from the 1980 National Election Study, we examinethe claims (1) that those voters who shifted to Ronald Reaganin 1980 ("New Republicans") were drawn disproportionately fromthe lower to middle strata of the population: (2) that theywere social conservatives motivated by issues like abortionand ERA: and (3) that they were more religious and alienatedfrom the federal government than average. Our results stronglysuggest that all of these assertions are false and thus questionthe emergence of a "neopopulist" or "Middle American Radical"political constituency on the right wing of American politics.Our findings also have implications for prominent theories aboutconservative political movements and about the changing natureof party politics in a postindustrial society.  相似文献

The modern world has influenced the approach to empirical modeling and consequently the approach to methodology in general. The question of whether to base a model on an economic theory is easier when several models can be constructed, but an empirical evaluation analysis is required. Starting with a widely specified model and using a reduction procedure is currently a popular process; it is unclear if the reduction should be to a single or to a few alternatives. New methodologies are required for conditional predictive distributions, which are the models of the future.  相似文献

Abstract The environmental movement is one of the most successful social movements in recent decades, garnering substantial public support throughout western Europe and the United States. Environmentalism is also considered a key “new social movement” (NSM), assumed to share fundamental characteristics with other NSMs such as the women's, antinuclear, and peace movements. Using the results of a 1990 cross‐national survey of western Europe and the United States, we examine three broad suppositions regarding public support for the environmental movement and other NSMs. We first examine the idea that the general public distinguishes between two branches of contemporary environmentalism—the more traditional one of nature conservation and the newer, broader one of general environmental protection—and find that the general publics in 18 nations make little distinction between them. We next examine the degree to which public support for environmental protection is related to support for other NSMs, and find a strong relationship between the two‐thereby validating a widely assumed but seldom‐tested tenet found in the NSM literature.Finally, we examine the presumed bases of support for environmental protection and other NSMs, particularly the notion that NSM supporters are drawn heavily from the “new class.” We find that demographic variables, including membership in the new class, are poor predictors of support for the goals of NSMs in general and of support for environmentalism in particular.  相似文献

Human service NGOs have become central actors in contemporary welfare states. The broadening of the role of NGOs in Australia as both providers of the human services that are an integral part of the welfare state and as lobbyists or advocates and agents of social change has been widely acknowledged; however, this paper focuses on a recent deepening of the role of human service NGOs in the Australian welfare state by exploring an additional dimension of their growth. Based on a recent study, it is evident that there has been increasing involvement by human service NGOs in the production of social policy knowledge through ‘policy research’ activities. The research mapped policy research activities, policy research infrastructure and policy research resources in human service NGOs, and also captured NGO policy researchers’ perceptions of the rationales and motivations driving NGOs in this direction. It was clear that this shift is based on strong beliefs that researchers located within human service agencies are best placed to produce the kind of knowledge that should form the basis of social policies responding to human need. Other drivers identified by policy researchers suggest, however, that the inclusion of third sector organizations in policy processes cannot simply be understood as the ‘opening up’ or ‘democratization’ of social policy processes to include Third Sector participants. The motivations for human service NGOs moving into social policy knowledge production in Australia are thus complex and diverse. Drawing on the findings of our study, Researching the Researchers, this paper reflects on the implications of this reconfiguration of welfare state politics. Who produces the knowledge that influences, moulds, and even determines the allocation of resources for the delivery of human services, and how this knowledge is produced have been ongoing concerns in social policy scholarship. We suggest, that in the case of human service NGOs in Australia, entry into the field of social policy research can be understood as a reconfiguring of the democratic system of policy determination. It may also be one in which the NGOs become ‘experts’ on citizens’ needs through research practices that are fundamentally less, rather than more inclusive, of the subjects of social policy. The implications of a possible shift in power to influence and in some cases determine who gets what in the welfare state is of deep concern in relation to future models of social protection and ultimately the redistributive and democratic processes of nation states. This paper seeks to question the often-unquestioned ascendancy of the third sector in welfare and asks whether this shift is in keeping with the democratic process and whether it is the best way to determine and satisfy human need.  相似文献
