Over the past 20 years, the internet has provided an expedient mode of communication and access to a wealth of information. The internet is a valuable tool; however, it can also be detrimental to the wellbeing of children due to numerous online hazards. There is the potential for children to be abused via cyberspace through online sexual solicitation and access to pornography. Indeed, the internet is replete with inappropriate material, including pornography, chatrooms with adult themes and access to instant messaging wherein others could misrepresent themselves. Because children are actively utilizing the internet where unknown others can have access to them or where they can be exposed to inappropriate sexual materials, they require safeguarding and education in safe internet use. The purpose of this article is to provide a discussion of how to safeguard children from and educate them about online sexual solicitation and pornography. This paper was prepared collectively by participants of the third seminar in a series with the title Challenging ‘Social Inclusion’: Perspectives for and from Children and Young People. Three 3‐day seminars took place at the Universities of Edinburgh, Glasgow and Stirling in 2002–3 attended by academics, professionals from voluntary sector children's agencies, young people, representatives from central government and postgraduate students. Abuse in residential childcare has been of concern to the public and the profession for a number of years. This article highlights a Scottish Institute for Residential Child Care's (SIRCC) response to the Scottish Government which was requested following allegations of abuse in Glasgow City Council's Kerelaw residential school and secure unit. It offers priority actions to address the challenges of residential childcare and ensure the safety of children and young people as far as is practicably possible. It contextualises the residential childcare task, and explores four interrelated areas in which change is strongly recommended: (1) organisations' cultures; (2) workforce challenges including the status of the sector, staff selection standards, the role of residential childcare workers in relation to their level of autonomy and their education levels; (3) abuse allegations, in particular the sector's growing fearfulness of false allegations, support for practitioners' anonymity when accused of abuse and a reconsideration of criminal record certificate information; and (4) service delivery related to behaviour management and advocacy support. The intersection between the SIRCC and the subsequent Kerelaw Inquiry reports is outlined. Finally, it concludes with a scan of the immediate strategic policy horizon which indicates an unprecedented momentum for change. This paper charts the development of undergraduate teaching material produced at the Open University in the United Kingdom. The School of Health and Social Welfare at the University has a long history of providing open and distance learning and multiprofessionally focused education and training opportunities. In this instance two courses, entitled ‘Working with Young People’ and ‘Working with Children and Families’, were created to meet the needs of a diverse student audience working across the public, voluntary and private social care, health and education sectors. The materials produced were underpinned by the desire of their academic authors to challenge long‐established assumptions about the nature of children and young people's lives. Crucially though, both course developments reflected a requirement to demonstrate how policies and services for children and young people might be significantly improved. Historically, children's safeguarding policy and practice in the UK have focused on individual and family‐level explanations of abuse and neglect, with relatively little attention given to children's overall well‐being or the role played by neighbourhood conditions in shaping it. As a result, community‐oriented practice, designed to improve the neighbourhood conditions in which many of the families who come to the attention of child welfare agencies live, has largely remained on the margins of mainstream provision for safeguarding children and young people. However, more recent policy developments, including Every Child Matters and the Children's Plan, do highlight the influence of children's wider circumstances on their well‐being, providing the foundations for more holistic approaches to service provision. Nevertheless, it is argued that these policy developments are unlikely to be successful unless they are accompanied by fundamental changes within the culture of many agencies and professions. Using a combination of ecological theory and practice examples, some of the main strands of the changes required (developing a culture of listening to children and adults; recognising and supporting the safeguarding activities of local people; and promoting partnership approaches to extending local provision) are critically examined. This contribution outlines the importance of devolution for policy initiatives relevant to Welsh children and young people including some of the issues that existed prior to devolution regarding appropriate policies for Wales. It goes on to consider the reality of the devolution settlement in relation to legislative powers, giving examples such as the Children's Commissioner for Wales and secondary legislation such as prohibiting the physical chastisement of children by childminders. It also considers the approach of the Welsh Assembly Government to matters such as partnership working, transparency, openness and implementing the United Nations Convention on the Rights of the Child. This paper aims to create narratives of autistic experience that are not restricted by a primary consideration of impairments or deficits but rather related to ideas about 'assets' as a means of developing professional practice. It is argued that children's rights legislation (UN Convention on Children's Rights, 1989, and in the UK, the Special Educational Needs and Disability Act, 2001) can encourage professionals working with autistic young people to search imaginatively for ways of conceptualising and accessing not only those assets but also the thoughts and feelings of their clients. Examples are taken from the author's own casework as well as from autistic 'insider' accounts which, it is argued, are providing insights into the inherently social contexts for the development of human feelings, thinking and meaning. While primarily directed at professionals, the intention is to encourage theories and the development of practices which are responsive to the wishes and views of disabled people and as such assist in their 'fight for full equality and social inclusion'.  相似文献

Despite emphasis in policy on participation of disabled children,1 we still know relatively little about how to obtain the views of disabled children with significant communication impairment and their views are often overlooked in planning and service provision. This article describes how the views of children who do not use speech were accessed in research aiming to identify disabled children and young people's priorities regarding outcomes of social care and support services. The main challenge was to develop a method that was reliable, non‐threatening, enjoyable and relevant to individual children, as well as enabling children to think beyond their everyday life and express what they aspire to.  相似文献

This paper reviews recent information and data relevant to the commercial sexual exploitation of children and young people in the UK. Three main aspects of exploitation are addressed: abuse through prostitution; abuse through pornography; and the trafficking of children and young people to and through the UK for the purposes of commercial sexual exploitation. Most published research in this area relates to young people exploited through prostitution. The review explores the range of vulnerability factors, the processes used to engage young people in prostitution and the types of support strategies for those being exploited. Rather less information is currently available on the scale of child pornography, or the links between the use of pornography and other forms of sexual abuse. The internet as a modern technology for proliferating child pornography is discussed, alongside its role in providing opportunities for paedophiles to access and ‘groom’ children for sexual purposes. Finally, the review provides a summary of research on trafficking of children to and through the UK for the purposes of commercial sexual exploitation and demonstrates the limited knowledge about this topic. SUMMARY. Over the past year, Acquired Immune Deficiency Syndrome (AIDS) has gripped the public imagination and challenged both individuals and the ‘caring’ professions in terms of prevention and treatment. This article addresses some specific issues relating to children and our need to perceive AIDS as a legitimate concern for child health, education and social services in partnership with the voluntary sector and individual families. Over the past two decades the levels of substance misuse amongst children and young people have increased at a global level generally and within the UK in particular. Some school aged young people are considered to be at an increased risk to substance misuse, particularly those outside mainstream school. However, the literature on substance use by these young people remains comparatively limited. This paper explores this issue through an investigation of cannabis use trends amongst the High Risk Booster Sample of the Belfast Youth Development Study, a longitudinal study of adolescent substance use. It focuses upon the cannabis use patterns of young people excluded from school and those attending Emotional and Behavioural Difficulty units from the age of 11–16 years, groups who are historically categorised as vulnerable to substance misuse. The experience of these young people provides evidence to highlight the contemporary challenges facing policy makers and practitioners when addressing substance use and misuse use amongst these young people. There has been a recent surge of interest in consulting children and young people about issues affecting them. Research in this area can in the main be said to have been motivated by adult agenda, with little attempt to seek the views of children and young people themselves. This paper is based on what children have said about consultation. They were critical of some of the more widely used methods, largely because they saw them as unrepresentative. The main message from the research is that children want to be consulted if it is done properly, if it is about issues directly affecting them and if they see it as likely to yield results that are likely to benefit them or other young people.
