There are several hundred third world charities in Britain.They exist in various shapes and sizes, and display a wide rangeof professional interests and concerns. Collectively they raisewell over £200 million from voluntary sources each yearin support of relief and development work in the developingcountries. This article is the first in a two part examination of the prospectsfacing third world charity in the final years of this century.It argues that the organisations will need to adapt to changesin the social and political environment in Britain, as wellas changes overseas, while at the same time determine theirown agendas in the face of rising expectations and increasinglydisparate demands.  相似文献

In this introductory essay to the special issue on civil society in authoritarian and hybrid regimes, we review core themes in the growing literature on shrinking or closing space for civil society. We discuss the role of civil society organizations (CSOs) as agents of democratization and note the emergence of dual, at times apparently conflicting policy postures within authoritarian regimes (restriction and repression for some CSOs vs. financial support and opportunities for collaboration for others). We posit that different conceptual perspectives applied to civil society can help account for the duality of authoritarian postures and examine repercussions for three key subgroups of CSOs: claims-making (or advocacy) NGOs, nonprofit service providers and regime-loyal NGOs supporting often populist and nationalist discourses.

This paper explores how local actors form alliances and join networks with (inter-)national NGOs working on religious, political and environmental issues in a dispute over tourism development in northern Bali. All of these actors construct a particular concept of landscape which serves their respective goals to contest or defend the planned large-scale tourism projects. Three of these conceptual framings are identified as playing a major role in the conflict: (1) a spiritual Hindu-Balinese perspective mobilised by tourism protesters and NGOs; in alliance with (2) views on landscape based on sustainability and conservation powerfully represented by international NGOs; clashing with (3) a material and economic view of landscape by international investors, who consider land primarily as a commodity generating economic value. These three contrasting views and resulting networks provide an instrument of moral and political pressure for the contending parties in this conflict over natural resources and tourism development.  相似文献

This article examines the unique roles of NGOs with special attention to the changing socio-political contexts of NGOs in terms of their partnerships with Rights-Holder Organizations (RHOs), which claim the rights of particular groups of excluded population. It reviews an example of the NGO working with RHOs in Nepal. NGO relationships with RHOs are delicate and not always equitable due to their different backgrounds and expertise. NGOs, comprising mostly people who are not members of the rights-holding groups, use their expertise to work for others over fixed periods, whilst RHOs work for their own constituencies through movements. Until the 1990s, NGOs supported so-called ‘beneficiaries’ who were members of excluded groups whose rights were being denied. Today, RHOs are formed directly by excluded groups. Some NGOs are trying to change their role to become promoters for RHOs, whilst others remain as their proxies, which merely creates an extra layer between RHOs and donors. The article attempts to prove that building equitable relationships between NGOs and RHOs is possible if NGOs have professionalism, expertise in capacity development and a readiness to become more inclusive. Though there are still several challenges ahead, such efforts by NGOs make it possible to change funding flows for RHOs and contribute to inclusive aid.  相似文献

An African woman working for Oxfam in Zimbabwe considers the role of gender injustice in her own work and life. She has encountered discrimination among her colleagues, and she was introduced to the concept that women are inferior when she was in elementary school. When she worked as a nurse, she learned that oppression takes many forms and is maintained by social systems. Consequently, it is almost impossible to counter single-handed. Therefore, she undertook a program of study in adult education which emphasizes working within democratic frameworks in programs based on the concerns of the learners. This led her to realize that it is accepted that women are globally subordinate and that subordination is rooted in customs. Many women will, therefore, defend the injustice in their own lives by stating that it is "cultural." Whereas Northern activists may condemn a custom as barbaric and requiring immediate change, cultural change must progress gradually in order to give women the impetus to keep what is positive and reject what is negative in their cultures. This process of change can be fostered by popular education and by providing exposure to women who can act as role models. Popular education also takes multiculturalism into account and reveals the necessity to trust development workers. A multi-faceted approach is needed in order to challenge culture and promote social change.  相似文献

Research on non-governmental organizations (NGOs) largely focuses on the actions taken towards contributing to social change in communities and has characterized them into a typology of resisters or cooperators. Using extensive qualitative data, I use this case study to illustrate that NGOs use multiple repertoires of strategies that range from low to high risk. In this article, I show how and why NGO leaders in Monterrey, Mexico, choose their strategies based on their interpretation of the local sociopolitical environment and their assessment of how politically challenging a goal is within that context. By setting aside the dichotomy of NGOs as cooperators or resisters, I demonstrate the connection between strategies, goals, and the local sociopolitical context that is largely missing in our theorizing of NGOs (and other forms of collective action). These findings have implications for understanding how NGOs, as social actors, participate in an increasingly complex and interconnected global space.  相似文献

Nongovernmental organizations (NGOs) have become influential forces in global society. They exert their influence in part by framing issues and thereby suggesting particular courses of action. This article examines how NGOs with distinct missions represent mass violence for the case of Darfur. Content analysis of reports, speeches, and other documents from Amnesty International, Doctors Without Borders, and Save Darfur reveals distinct patterns across organizations. In addition to the organizations' specialized fields, interventions by external actors such as the United Nations and the International Criminal Court affect NGO framing, but they do so in organization‐specific ways. Against presumptions of a uniform Western position on Darfur, this analysis documents that depictions of violence by Western NGOs show field‐specific patterns and distinct responses to international political and judicial interventions.  相似文献

The purpose of this study was to provide a detailed examination of sexual behavior with different types of partners. A sample of 163 young adults reported on their light nongenital, heavy nongenital, and genital sexual activity with romantic partners, friends, and casual acquaintances. They described their sexual activity with "friends with benefits," as well as with friends in general. Young adults were most likely to engage in sexual behavior with romantic partners, but sexual behavior also often occurred with some type of nonromantic partner. More young adults engaged in some form of sexual behavior with casual acquaintances than with friends with benefits. The frequencies of sexual behavior, however, were greater with friends with benefits than with friends or casual acquaintances. Interview and questionnaire data revealed that friends with benefits were typically friends, but not necessarily. Nonsexual activities were also less common with friends with benefits than other friends. Taken together, the findings illustrate the value of differentiating among different types of nonromantic partners and different levels of sexual behavior.  相似文献

Under apartheid, there were an ever-increasing number of nongovernmental organizations (NGOs) concerned about challenging the South African state and furthering a nonracial democratic society. In the 1990s, with the transition to an African National Congress-led democratic government, these organizations underwent profound changes. This article describes the key dynamics of this process, outlines the challenges currently confronting the new NGO sector, and concludes that the prospects for progressive NGO work in dealing with the poor and marginalized are constrained by the prevailing neoliberal economic climate.  相似文献

Little is formally known about the gambling practices, both regulated (e.g. poker machines) and unregulated (e.g. card games), of indigenous people in northern Australia, nor of the range of social consequences of these practices. To begin addressing this shortfall, a scoping study of indigenous gambling in the Northern Territory (NT) was conducted. This paper reports the key findings of this study and integrates them with information on indigenous gambling from the Northern Territory Prevalence Survey 2005 and from the National Aboriginal and Torres Strait Islander Social Survey 2002. The emergent picture of indigenous gambling in the NT is one of widespread incorporation of gambling, both regulated and unregulated, into contemporary indigenous social practices with considerable negative consequence. However, the strength of this conclusion is tempered by the paucity of available data, by the limitations of existing gambling research methodologies and by the scoping purpose of the exercise.  相似文献

Conceptions of patents have changed significantly over the past two centuries, reflecting broad changes in state structures and the international system. In the late eighteenth century, the creation of democratic states such as the United States and France encouraged the conceptualization of patents as an economic and political right belonging to an individual, rather than to a corporate body such as a guild. A second conception of patents arose in the nineteenth century in which patents become a state-based mechanism for motivating economic growth. In the late twentieth century, patents have become conceptualized as an essential part of the economic infrastructure of a state, for both industrialized and less developed countries. This conceptualization has allowed international development organizations to become central in the diffusion of patent legislation to less developed countries. These changes in conceptions about patents did not always occur smoothly, however. Major controversies over the role and usefulness of patents occurred in each century, implying that the diffusion of patent legislation was by no means inevitable. This paper illustrates these arguments with a historical discussion of patents and a statistical analysis that models the adoption of patent legislation for all countries from 1790–1984.  相似文献

This article discusses two aspects that are important for understanding the relationship between Western news media and terrorism: the changing representation of terrorists and terrorist attacks in the media and, with it, the changing definition of terrorism. By calling attention to evolving news media practices in times of terrorism, I argue that advanced communication technologies and the emergence of global media ecology since the 1990s has made terrorism more visible in both national and international media landscapes. One result is that the more the news media expose terrorism to global audiences via the “front door,” the more controversial the use of the terms “terrorism” and “terrorist” become in social, political, and scholarly discourses. The paper addresses the evolving journalistic practices and their consequences as documented in previous studies on media reporting of terrorism in several national contexts, mostly the UK, the United States, and Israel.  相似文献
