This article discusses a cooperative project involving an academic health sciences center, a state university, a women's shelter, and a community mental health center in East Texas, a medically underserved, rural region of Texas. The U.S. Department of Commerce provided grant funding to develop a telehealth network to provide an evaluation, referral, and treatment program for victims of domestic violence. Nurses were involved in all phases of the project, from initial conception through development, implementation, and evaluation. The authors concluded that all of the women involved in the study had significant mental health issues and other health concerns that were not being addressed by the existing health care delivery system. Without the use of telehealth, these women would have had limited access to primary health care and virtually no access to mental health services. The East Texas Tele-Mental Health Network demonstrates the value of the clinical and organizational skills that nurses bring to innovative models of mental health service delivery.  相似文献

This article explores some critical reflections engaged in as part of the earliest stages of applying for an international development project grant. Though most of the funding came from the North, which had the potential to reproduce typical North–South relations, both parties involved in the project agreed to predicate relationships on principles of equity in an attempt to decolonize relationships, or what could be seen as a sort of ‘un‐doing’ of traditional colonial relations. Tensions emanating from within and among the teams at early meetings underscored the complexity of un‐doing colonial relationships, as well as the way that colonial relations awkwardly but seamlessly intersect with gendered, classed and heteronormative individual and organizational relations. It also highlights the messiness and difficulty in transform(ing) hegemonic social conditions in a single international institution or project.  相似文献

The opioid epidemic is persisting, calling for the need for more funding, according to testimony on Capitol Hill last month. Numerous studies have documented a strong correlation between substance use and teen sexual behavior, and this empirical relationship has given rise to a widespread belief that substance use causes teens to engage in risky sex. This causal link is often used by advocates to justify policies targeted at reducing substance use. Here, we argue that previous research has not produced sufficient evidence to substantiate a causal relationship between substance use and teen sexual behavior. Accordingly, we attempt to estimate causal effects using two complementary research approaches. Our findings suggest that substance use is not causally related to teen sexual behavior, although we cannot definitively rule out that possibility.Research for this paper was supported by grant number 5 R01 DA12692 from the National Institute on Drug Abuse to the National Bureau of Economic Research. There is a broad academic discussion about the impact of funding grants from a foundation or a government department on individual support intentions toward the nonprofit organization receiving the grant. However, the role of the grant provider's reputation has frequently been overlooked. In this study, we experimentally tested whether there is a reputation spillover effect of a grant‐providing organization. Based on a real‐life example, we asked citizens to rate their willingness to donate to a nonprofit organization, and we experimentally manipulated the available information on funding sources. We test this for both a government department and a foundation as a grant provider. Our results suggest that not the act of receiving a grant, but the citizens' awareness about the funding organization—at least in the case of a foundation—has an impact on support intentions. In contrast, for a prominent government department as a grant provider, we did not find support for a reputation spillover effect.  相似文献

The benefits and risks of revenue diversification lead scholars to propose within‐source diversification as a possible compromise. Although this revenue strategy sounds promising, no scholarly attention has been devoted to empirically examining it. This study explores within‐source diversification across government funding, specifically whether nonprofit receipt of support from a major government funder affects support from other government funders. Using a panel dataset of U.S.‐based international development nonprofits from 1995 to 2014, we find that nonprofits with more funding from the major funder are associated with significantly less funding from other funders. This crowding‐out effect weakens as organization size grows. The findings imply that the within‐source diversification strategy might be more desirable for larger organizations with the capacity to manage multiple funding relationships.  相似文献

BackgroundThe Health Resources and Services Administration’s Grants to States to Support Oral Health Workforce Activities, otherwise known as the State Oral Health Workforce Program (SOHWP), help states develop and implement innovations that address the workforce needs of dental Health Professional Shortage Areas in a manner appropriate to the states’ individual needs.AimThis cross-sectional study explores the broad impact of the SOHWP by comparing measures of dental workforce density and access to oral health care in states with multiple years of funding versus states with few or no years of funding.MethodsWe used data for 2006–2016 SOHWP awardees together with data from the 2016–2017 Area Health Resources Files and the 2016 Behavioral Risk Factor Surveillance System to compare numbers of dentists per 100,000 population and age-adjusted prevalence of annual dental visits among adults for long-term SOHWP-funded states versus states with few or no years of funding.ResultsMulti-year SOHWP funding is associated with higher workforce density and greater access to oral health care, especially in the Midwest and West.ConclusionAllowing states funding utilization flexibility may result in improved outcomes. This finding can help inform planning and policy about whether and how to scale future training and workforce programs to achieve greater impact.  相似文献

This article reports results from two data sets testing predictions that a couple's sexual relationship suffers if the wife is employed, particularly if she is employed full time or high full time. A multiple‐theory framework was used, fusing the scarcity hypothesis, the enhancement hypothesis, and identity theory. The last suggests that an important individual difference variable, spouse role salience, should be related to a couples sexual functioning. In Study 1, data from the National Health and Social Life Survey were analyzed, focusing on 1,744 married persons. No significant differences in sexuality were found between women employed part, full, or high full time, nor between men employed full or high full time. In Study 2, data from the Wisconsin Maternity Leave and Health project were analyzed, focusing on 261 couples when they had a 4.5‐year‐old child. There were no differences between homemakers and women employed part, full, or high full time for several measures of sexual functioning. Neither were there differences between husbands employed full and high full time. More important were individual differences in spouse role salience.  相似文献

Fifty years ago, the main challenges to large infrastructure projects were technical or scientific. Today, the greatest hurdles faced by such projects are almost always social and/or political. Whether constructing large dams in the developing world or siting liquefied natural gas terminals in the United States, the onset of these projects often triggers intense popular opposition. But not always, and therein lays the animating aim of this project. We undertake a systematic comparative case analysis of mobilization efforts against 11 oil and gas pipeline projects spanning 16 countries in the developing world. Using theories from the social movement and facility siting literatures and the technique of fuzzy set/qualitative comparative analysis (fs/QCA), we examine the “causal conditions” linked to political and legal opposition to these projects. We find that both Western funding of projects and public consultation serve as necessary political opportunities encouraging mobilization. In addition, not compensating the host country for involvement in the project is linked to mobilization. Finally, some risk from the project, in the form of environmental or social impact, is associated with mobilization; however, this impact does not have to be very significant for mobilization to occur.  相似文献

Evaluation of research capacity building programs presents challenges, including defining “research capacity building” and measuring it. The present study evaluates infrastructure capacity-building strategies and barriers and facilitators of two federally funded health-related research capacity building programs within the United States. We developed a conceptual framework and abstracted 223 data elements from existing project files. We administered questionnaires to 17 principal investigators and conducted 2-h interviews of 15 principal investigators. Finally, we conducted one-and-a-half-day site visits with five projects. We aggregated data and analysis results across the two programs. Impacts and strategies were also analyzed as to whether host institutions had little or no existing research infrastructure (“seed projects”) or had well-developed research infrastructure (“fertilizer projects”). Projects were associated with increases in publication and presentation rates by Principal Investigators and staff, increases in research funding, changes in organizational research culture, and positive impacts on the community. Project characteristics and activities associated with each of these outcomes were identified. It was also noted that the correlations between these outcomes were small and non-significant.  相似文献

The role of health professionals in child protection is central to effective interagency working, yet there has been in the past criticism of their contribution to the process and recognized difficulty in engaging some health professionals in relevant training. In 2001 the author, working as Child Protection Adviser for an NHS Trust in Scotland, obtained funding to deliver child protection training to 23 primary health care teams across the region. Participants included those seen as having a key role in child protection and those often overlooked such as clerical and reception staff. Learning outcomes were established in response to the identified needs of the target group, national recommendations and the requirements of the funding body. A number of methods of evaluation, both planned and opportunistic, were used during the 1‐year project. All evaluations indicated that, in the short term, the training had been effective and the learning outcomes had been achieved. Results of an internal audit suggested that the training had resulted in a significant increase in awareness and knowledge. Further audit and evaluation will, however, be required to establish the extent of any lasting changes in practice. Copyright © 2005 John Wiley & Sons, Ltd.  相似文献

Financial support on the R&D in Science & Technology for SMEs at the governmental level plays a crucial role on the improvement of the national competitiveness. Korea Science & Engineering Foundation (KOSEF) has supported the R&D projects of SMEs with the competitive technology ability by way of the Science and Technology Promotion Fund. In this paper, we propose a structural equation model (SEM) to evaluate the performance of such a funding program in terms of three aspects: output, outcome and impact under given funding inputs, R&D environment of a recipient company, and external evaluation programs of funding organization. We adopt Malcolm Baldrige National Quality Award (MBNQA) criteria to assess the R&D environmental factors of recipient companies. In addition, we test the effect of interim evaluation of the funded project. The proposed model is applied to the real case and is used to identify the best practices as well as to provide feedback information for the improvement of the government funding programs of the R&D projects of SMEs.  相似文献

As the fourth stimulus bill, the HEROES Act, awaits action by the Senate, 19 senators sent a letter last week to Senate and House leadership calling for increased investments in substance use disorder programs during the COVID‐19 pandemic. The letter, from Senators Tammy Baldwin (D‐Wisconsin) and Jeanne Shaheen (D‐New Hampshire), along with 17 other senators (all Democrats), calls for “$2 billion in funding for the Substance Abuse and Mental Health Services Administration (SAMHSA) to administer supplemental grant allocations under the Substance Abuse Prevention and Treatment (SAPT) Block Grant program and the State Opioid Response (SOR) grant program.”  相似文献

If the State Targeted Response (STR) and State Opioid Response (SOR) grants from the Substance Abuse and Mental Health Services Administration (SAMHSA) grants are like an elephant — large, especially relative to funding for addiction treatment in general — they are also almost impossible to generalize about. But seeing one piece in context of the whole is essential in trying to find out where the money is actually going. The money goes to the single state authority (SSA) in charge of the Substance Abuse Prevention and Treatment (SAPT) block grant in each state, the person who knows most about what is needed in that state. The funding comes from the Substance Abuse and Mental Health Services Administration (SAMHSA). These grants added $2 billion‐plus to addiction treatment services for opioid use disorders for four years — and many expect this number to be doubled. For perspective, the entire SAPT block grant is under $2 billion and has been for decades.  相似文献

Abstract An increasing amount of research has been dedicated to studying university‐industry relationships (UIRs). Researchers have studied the impacts of UIRs on the integrity of university research. However, while studies have examined the attitudes and actions of university administration and industry leaders with respect to UIRs, limited attention has been devoted to the attitudes and actions of women faculty. Drawing on feminist epistemology and academic capitalism research, we develop and test four hypotheses about gender and UIRs. We use Hierarchical Linear Modeling (HLM) and data from a nationwide survey of land‐grant agricultural and life scientists to examine perceptions of UIRs and individual‐level ties to private industry among male and female faculty in different academic disciplines. Although we find no significant gender differences in perceptions of UIRs, our results indicate women have fewer ties to industry compared to men when controlling for individual‐and discipline‐level characteristics. In particular, industry funding of scientific research and consulting for private firms appear to disproportionately favor men over women. We also find that discipline‐level industry ties influence scientists' attitudes and industry linkages, suggesting the existence of different disciplinary cultures with respect to UIRs. We recommend researchers, policymakers, and others interested in understanding the growth of academic capitalism, as well as the gender gap in science, pursue more in‐depth investigation of the interaction between gender, academic discipline, and UIRs.  相似文献

We use data from the National Longitudinal Survey of Adolescent Health to estimate effects of adolescent girls' overweight on their propensity to engage in risky sexual behavior. We estimate single equation, two‐stage, and sibling fixed‐effects models. We consider both absolute weight and weight relative to other girls in the individual's school. We focus on vaginal intercourse without a condom, any type of sexual activity while under the influence of alcohol, and anal intercourse. Our findings confirm previous research indicating that overweight or obese girls are less likely than their recommended‐weight counterparts to be sexually active. As a result, they are less likely to have vaginal intercourse without a condom. However, overweight or obese girls are not less likely to have sex under the influence of alcohol, and once they have had vaginal intercourse, their consistency of condom use is no different from that of their recommended‐weight peers. The most striking finding is that overweight or obese girls are at least 15% more likely than their recommended‐weight peers to have ever had anal intercourse regardless of whether they have ever had vaginal sexual intercourse. The results from this study underscore the importance of using multifaceted and contemporary measures of risky sexual behavior and have implications for the health and well‐being of adolescent girls. Recent acceleration of Chinese engagement in African hydropower is attracting increasing attention and concern. Yet there is scant research and little reliable data on this engagement. This article analyses Chinese hydropower engagement based on a new, verified dataset. We examined over 100 projects reported by the media and lists compiled by other organizations, amassing case studies for each project using desk research, interviews and field visits. We demonstrate that Chinese engagement in African hydropower is often overestimated in both numbers and value. Further, misunderstanding and myths abound regarding Chinese financing and construction practices. This evidence‐based understanding provides a firmer foundation for advocacy, research and efforts by other companies and funding agencies to co‐operate with Chinese actors in this controversial sector.  相似文献

In recent years, several governments have targeted nongovernmental organizations (NGOs) by enacting legislation that prohibits foreign funding for them. This article uses diplomatic cables, newspaper articles, and interviews with representatives from NGOs and donors to explain the Venezuelan government's passage of legislation prohibiting foreign funding for political NGOs in 2010. Existent political, sociological, and globalization‐oriented theories fail to explain the passage and timing of this legislation. Instead, I utilize and extend global fields theory to examine the Venezuelan government's redirection of its foreign relations, which I argue generated the political opportunity for the government to pass this legislation. I show that the government initially remained keyed into a global subfield involving groups that successfully pressured it to reconsider a more radical form of legislation prohibiting direct foreign funding for all NGOs when it came up for discussion in 2006, including the U.S. and Western European governments, and domestic NGOs. By 2010, however, the government had become embedded within a global subfield involving authoritarian and anti‐imperial governments that had already passed similar legislation, and domestic community councils. These newfound relations insulated the government from reconsideration and allowed it the political opportunity to pass a new, less radical piece of legislation.  相似文献

Conventional sociological accounts of the rise and fall of academic fields have been challenged by accounts based on the idea of market‐responsive change. In this article, we focus on the period 1980–2000, the period during which, according to its proponents, the market model of change became dominant in academe. We find changes in the student market to be strongly associated with increased institutionalization of academic fields. We also find the preferences of donors to be associated with increased institutionalization of academic fields. By contrast, we find relatively little support for labor market signals or changes in federal funding priorities as important influences on the institutionalization of academic fields. We find that higher‐status institutions are more market responsive than lower‐status institutions.  相似文献

The involvement of women in crack cocaine abuse has had a severe impact on their health, the health of their children and the stability of their communities. Of particular concern has been the development of a system of barter in which crack‐for‐sex exchanges are the means through which women obtain the drug. Earlier studies have suggested that drug abuse may be related to and exacerbated by trauma. In the project described herein, we interviewed women crack users in Harlem to study the relationship between trauma, crack use, and crack‐related sexual behavior. Results suggested the existence of three types of trauma: (1) traumas that predate the respondent's onset of crack use; (2) traumas that were the direct sequelae of crack use; and (3) stigma trauma, that is, trauma that results from membership in a despised or oppressed group. We observed a complex inter‐relationship involving crack use, crack‐for‐sex transactions, and these three types of trauma. Treatment of the eventual co‐morbidity of trauma and addiction is an urgent challenge.  相似文献
