In the period immediately following its election in 1997 the current Labour government in the UK declared a commitment to ‘combating social exclusion’ to be at the core of the domestic policy agenda. The interpretation of the term ‘social exclusion’ has been the source of extensive debate. This paper focuses on one aspect of the current debate, exploring the relationship between housing and social exclusion, both in theory and in contemporary central government policy in England. I argue that theoretical imprecision is a very real issue, not least because it allows policy makers to refer to rather vague causal mechanisms or social processes to justify actions and interventions. I identify some of the areas that require further exploration and theoretical development if we are to have a rigorous understanding of the concept of social exclusion and its link to housing. Most fundamentally, I suggest that the question of whether the concept of ‘social exclusion’ contributes anything valuable to our ability to understand social disadvantage needs to be addressed directly.  相似文献

This paper considers the social policy discourses that senior public housing and Non‐Government Organisation (NGO) housing managers employ to articulate and explain changes in social housing provision in Tasmania. We suggest that the Tasmanian social housing reform agenda is reflective of reforms in other Australian states. The period 2003–10 marked a time of policy change affecting social housing supply and policy discourse, which were influenced by neo‐liberal practices favouring multi‐actor governance models and financing. Interviews reveal that contradictory values and discourses were commonplace. Divergent views centred on the social goals and the efficiency elements of the new social policy focus, the Affordable Housing Strategy (AHS) and its eventual key delivery organisation, Tasmanian Affordable Housing Limited (TAHL). Despite constrained application, neo‐liberal processes remained strong within accounts of new social housing governance practices. We suggest that neo‐liberal practices have extended economic considerations into areas of social housing provision that were previously sheltered from market concerns.  相似文献

The concept of social exclusion has become a central organizing concept in social policy research. Indeed "social exclusion" has displaced many of the terms formerly in use, such as "inequality", "deprivation" and "poverty". Social exclusion is a multidimensional concept embracing economic, social and political deprivations, that alerts us to the significance of social identity, culture, agency and, ultimately, power relations. In contrast to some earlier research traditions, the perspective of social exclusion draws our attention to how people can be "shut out of society" by their inability to participate in customary leisure activities. The ability to participate in leisure is the product of both access to leisure goods and services, and a sufficient quantity of leisure time. An analysis of Australian Household Expenditure Survey data shows that the consumption of leisure goods and services is powerfully determined by income. Consequently, low income can lead to exclusion from leisure participation. However, analysis of Time Use Survey data also shows that access to time for leisure participation is most powerfully determined by hours of employment, family responsibilities and gender. After controlling for working hours, household income has no significant effect on available leisure time. A leisure-time poverty line, based on half-median leisure time, is used to show which groups are most excluded from leisure by time constraints. The paper concludes by considering a range of policies to alleviate social exclusion from leisure participation.  相似文献

Current policy often focuses on ‘Overcoming Indigenous Disadvantage’ by simultaneously addressing multiple deficits that many Indigenous people experience relative to other Australians. International literature often frames such issues in terms of the contested concepts of social exclusion and social inclusion. This paper attempts to analyse what Indigenous social inclusion might look like in a plural society such as Australia. In addition to contextualising Australian policy in broader debates, this paper also briefly introduces several relevant theories of justice, diversity and Indigenous rights to provide a theoretical framework for conceptualising social inclusion. The article concludes with some reflections on some practical suggestions to move the debate forward. In principle, enhancing Indigenous social and political participation in policy design should both increase inclusion and reduce disadvantage by enhancing the effectiveness of programs that have a substantial Indigenous client base.  相似文献

Social inclusion policies were championed by the former Rann Labor government in South Australia from 2002 to 2011. In 2011 the Social Inclusion Unit was dissolved by the South Australian government. It is argued that the relatively narrow focus of the former SIU on ‘problem’ communities limited its capacity to provide more than residual solutions. The diminishing political returns on social inclusion also encouraged the South Australian government to abandon this initiative. In 2014 this government has had to grapple with the end of car making in Australia and a declining manufacturing labour force, traditionally a ‘mainstream’ constituency of the Labor Party. The return to ‘mainstreaming’ social policy in South Australia might offer limited space for realignment of social policy with the concept of social citizenship. It might also represent a move away from the functionalist morality of social inclusion. Social inclusion as practiced in South Australia has limited capacity to address generalised social disadvantage. The latter is likely to concern a re‐elected Labor minority government grappling with significant job losses and a declining local economy.  相似文献

This paper begins by examining the social inclusion agenda that formed the centrepiece of the social policy agenda of the Australian Government between 2007 and 2013. It discusses several features of the agenda, including its objectives (as articulated by the government) and some of the administrative and bureaucratic mechanisms that were put in place to assist with its development and implementation. Although no formal assessment of the impact of the agenda is attempted, some of the ways in which such an agenda could make a difference are identified. The paper then summarises the social inclusion indicator framework developed by the Australian Social Inclusion Unit with assistance and advice from the Australian Social Inclusion Board, and compares its structure and content with the frameworks developed by two of Australia's leading social research institutes. Finally, data from two national surveys of poverty and social exclusion are used to examine recent changes in social exclusion and the association between the severity of exclusion and levels of subjective well‐being. These latter results show clearly that subjective well‐being is consistently lower among those who experience the greatest degree of social exclusion, suggesting that exclusion as identified and measured reflects external constraints rather than internal preferences.  相似文献

The private rented sector of the British housing market has been in decline since the beginning of the present century; that decline has continued apace since the end of the Second World War. A proposed solution for the stemming of this demise is the removal of present rent controls and the substitution of free market conditions so that rents find their own market levels. This, so it is argued, would enable landlords to obtain a proper return on their housing investments and lead therefore to an increase in supply and an ending to the present disinvestment from this housing sector. This article disputes this thesis. In the first place it is argued that “market rent” is a problematic concept and raises complex issues of distributive justice and social policy — which its advocates ignore. Secondly, it is argued that a free market solution is ahistorical in that it takes no account of the past failure in Britain of privately rented housing; and similarly it ignores the complex web of historical circumstances behind its decline — attributing the decline to the single causal factor of rent control. Thirdly, it is suggested that a market solution is sociologically misconceived because it ignores the characteristics and needs of those social groups dependent upon this sector. Finally, on grounds of practicability it is proposed that a free market in rented housing may be quite inappropriate for the rump of housing stock remaining in the private rented sector; and that, given the current social and economic constraints operating in the housing market as a whole, any revival of this sector is unlikely even with enhanced rental inducements. It is thus concluded that a free market solution is misconceived and would merely serve to impose an ideological straightjacket upon the provision of a basic human need.  相似文献

The popular version of social exclusion has given rise to various forms of welfare-to-work initiatives in most developed capitalist nations. Social inclusion, therefore, is commonly assumed to be achieved through paid work. The delivery of social welfare through employment activation programmes is consequential, as it necessitates an unusual cooperation between the welfare state and the labour market. With a focus on Ontario Works, a relatively mature example of Canada's residualized social welfare services, this article is an empirical analysis of the social space in which the state and the market merge – by design – and the resulting processes and outcomes of social exclusion that operate for women who parent alone. I begin with a brief review of the most popular concept of social exclusion, and the pre-eminent place of paid work in related social policy responses, followed by a consideration of the ideological context producing and reinforced by work-first programmes. Our attention is turned to a reconfigured notion of social exclusion as process and outcome, spontaneously set in motion and self-perpetuating in the fused market–state social field. Through a case study of lone mother experiences of Ontario Works, the specific ideological practices through which welfare-to-work strategies operate to keep women in their place are described. I argue that the analysis of the market-state as a unified social field – ordered according to the paired ideologies of market neo-liberalism and conservative 'family values'– is necessary for conceiving policy responses that are effective in interrupting the dynamic process–outcome iterations of social exclusion.  相似文献

The cost structure of Australian public housing authorities and its implications for the social administrative side of public housing operations is examined through a study of the South Australian Housing Trust. The importance of the pooled debt burden for lowering costs to well below private market levels is indicated. The sales policy is examined and it is argued that the sale of public housing into owner occupation is a major exacerbating factor in the high cost of rental rebating and in unbalancing the social mix among public housing tenants. The implications of the 1978 Commonwealth State Housing Agreement for the South Australian Housing Trust are briefly examined.  相似文献

This paper sets out the environment of inequality in which social work and the poor have recently operated. It explores pragmatic and idealist arguments concerning whether or not the poor need social work. Finally, policy solutions developed in consultation with social service users and carers are suggested in relation to poverty and social exclusion. Social exclusion can be linked to relative poverty as exclusion from economic and social norms. However, there is a wider brief in our own government’s publications and those of Europe, of examining how people are excluded from actions and policies of agencies who are there to support them. This paper will retain the concepts of poverty as lack of material income, and inequality as the gap between the rich and the poor, while being aware of the policy implications for social service users and carers of the more comprehensive process of being shut out partially or fully from social, economic, political and cultural systems. The debates around social work, social exclusion and inequality that follow establish: that some of the poor do need social work; that the poverty of social service users is related to policies that have restructured welfare in Britain; that the reason for individuals approaching or being referred to social services are complex but are likely to include financial deprivation as a key contributory factor; that if the poor do need social work, advocacy is essential rather than social work being seen as concerned only with social control—taking children into care, mentally ill people into hospitals, and advising the DSS on the suitability of claimants for benefits. Finally, the discussion turns to new policy agendas on social exclusion instigated by the Labour government. What positive difference can such policies make for social service users, their carers and social workers?.  相似文献

Recent research into single homelessness and rough sleeping has begun to consider the issue using the concepts and the language of social exclusion. This paper considers the new literature and what it may mean in terms of changing our understanding of single homelessness and rough sleeping (called street homelessness in the United States). The paper begins by reviewing the concept of social exclusion and the recent literature on single homelessness and drawing associations between the analysis of social exclusion and the emerging academic work on the nature of single homelessness and rough sleeping. Drawing on this literature, it is argued that single homelessness needs to be reconceptualized and viewed as one of the products generated by the process of social exclusion. The paper concludes with the argument that single homelessness and rough sleeping are a form of social exclusion, characterized chiefly by the inability of a section of the socially excluded population to get access to welfare services and social housing, and that "homelessness" does not actually exist as a discrete social problem with unique characteristics and causes.  相似文献

The equitable character of a policy determines its progressiveness, yet some domestic policies are more equitable than others. The question of how and why this is the case is addressed by studying federal housing and health policies in the United States, a critical case known for its rampant inequalities in both sectors. Although social equity is a fundamental aspect of welfare provision, explaining differences in coverage and government support among policy areas remains a weakness in the literature. This comparative historical analysis shows that both housing assistance and health care suffered from inequities almost as early as their inception. But a progressive reform took shape with the Affordable Care Act (ACA) and extended coverage to 20 million people formerly uninsured. This essay tackles an unsolved puzzle: Why has such grand policy reform never taken place in housing where more than 20 million people are eligible for assistance but do not receive help? We found that it is largely explained by housing assistance distinctiveness with regard to its weak constituency, racial connotation and low public concern. We conclude with the analytical payoffs of studying social equity, both for political scientists and observers of social affairs.  相似文献

Efforts to address homelessness in New Zealand are marked by competing discourses that construct it as a housing issue, or more radically, as an issue of social exclusion. This paper presents a case study that illustrates the difficulties of reconciling these discourses when framing homelessness policy. Research was conducted with a national organisation involved in advocating to the New Zealand government on homelessness policy. Members of this group participated in focus groups exploring the meanings of home, homelessness and their advocacy work. The paper traces the challenges presented to the politics of social action by recognising homelessness as an issue of social exclusion, but needing to frame it as an issue of housing to effect policy change. It argues that social activist groups must routinely make pragmatic and strategic compromises that challenge the integrity of their ideological positions and their conceptual understandings, and develop group practices that allow them to resolve the tensions that this can generate.  相似文献

This paper describes a social policy experiment that explores current and potential links between trends in Australian public policy. The central example is provided by the implementation of a wired community set up in a low‐income public housing estate by an entrepreneurial not‐for‐profit internet service provider, InfoXchange. ‘Reach for the Clouds’, the wired community being established at Atherton Gardens in Fitzroy, Melbourne, is attractive to policy‐makers and funding bodies, combining community‐building, public‐private partnerships, self‐help and place‐based management. However, although the project is promoted as an exercise in community‐building through technology, many of the key assumptions are untested. It seems self‐evident that low‐income people who are socially and economically excluded would benefit from greater ‘connectedness’ with one another. However, it is not clear that such exchanges, online or off‐line, will build ‘community’. The paper attempts to establish some distinctions between online communities of interest and place based communities, untangling the relationship between social connectedness and models of social capital.  相似文献

The purpose of this paper is to offer a working definition of social exclusion and to operationalize it in such a way that an initial empirical analysis of social exclusion in Britain today can be undertaken. After a brief review of conceptions of social exclusion and some of the key controversies, we operationalize one definition based on the notion of participation in five types of activity—consumption, savings, production, political and social. Using the British Household Panel Survey, indicators for participation on these dimensions are developed and analysed both cross-sectionally and longitudinally for the period 1991–5. We find strong associations between an individual's participation (or lack of it) on the five different dimensions, and on each dimension over time. However, there is no distinct group of socially excluded individuals: few are excluded on all dimensions in any one year and even fewer experience multiple exclusion for the whole period. The results support the view that treating different dimensions of exclusion separately is preferable to thinking about social exclusion in terms of one homogeneous group.  相似文献

This article focuses on STOP4-7, an ecological early intervention programme for children with serious behavioural problems in Belgium, which includes social skills training for children, management training for parents and classroom management training for teachers. We argue how this type of social work benefits from empirical research on its effects on children and parents. Yet social work research that addresses these questions needs to extend its focus to overt and covert inclusion and exclusion mechanisms that operate through social work. Finally, we argue that, in the case of STOP4-7, social work is embedded in the process of social and political framing of the problems it is supposed to solve. By extending the focus of social work research to the very construction of social problems, we show how social workers may perform their agency as reflective practitioners, rather than being objects of interventions.  相似文献

This article addresses the politics of social policy in the context of the 2004 American presidential election. It examines the divisions in American society and their distinctive agendas. It also explores the record of the Bush administration on key social policy issues and shows how it relates to the broader conservative tradition as well as to the Clinton administration's reform of welfare. Finally, it examines the election results. The article argues that the Bush administration has a distinctive agenda on social policy issues and that its approach is likely to reduce further the role of the social government in the provision of social policy, by emphasizing market forces and philanthropy as well as cutting taxes. It also notes, however, that the Bush administration has taken a strong stance on traditional moral values and that its opposition to abortion and homosexuality is an important part of its political strategy.  相似文献

In the late 20th and early 21st century, social exclusion has become something of a trope around which is pegged justifications for various reforms. The notion of social exclusion has found its way into the lexicon of all major global governance institutions. How has this happened, and what are its implications for scholars of contemporary welfare reforms? In this article, we consider the ‘rise and rise’ of the discourse of social exclusion, with particular reference to its development as a policy paradigm within the European Union. We note that its initial iteration was anchored in a functionalist discourse of social organisation but that this was quickly challenged both by post‐structuralist and post‐colonial perspectives and by research findings that undermined the view of mainstream institutions as fundamentally integrative and inclusive in nature. The debate about social exclusion, we suggest, is simultaneously a debate about the historical and social dynamics of European modernity.  相似文献
